Advocate for Homeowner

• Homeowner’s agent in procurement matters• Housing counselor – pre/post rehab• Organize Home Maintenance Education• Coordinate Complaint Resolution• Provide excellent customer service

Critical Tasks• Written verification of Income by a third party• HUD Income Calculator (manual or online @ HUD

website)• Fair, equitable distribution of benefits• Prompt response to compliance issues• Timely complaint resolution• Monitor budget and timelines• Coordinate work of consultants• Coordinate meetings of the MT and Rehab Board

Best Practices

• Contract extension requests should include a revised timeline

• Financial reports should be provided to the Rehab Oversight Board

• A written Complaint and Appeal Procedure should be given to each family when the application is taken

• Complaints should be addressed in 15 days and resolved in 30 days

Things you Must Do

• Provide Lead Hazard Reduction Notice to occupants of pre-1978 rehabs within 15 days of the Clearance Examination

• Submit draw downs or for CAMS remittance request at least quarterly

• Get contractor paperwork before final payments

• Provide warrantees to homeowner with a copy in the files

• Snap before and after pictures of the house

• Include insurance information in client file

• Record DOT promptly• Educate homeowner on

new systems one-on-one

• Inspect weekly during construction for good workmanship
