I am writing to clarifysome of the issuesrelating to Latch KeyChildren and theirneeds. The concernsregarding Latch KeyChildren have beenreceiving more andmore attention on acounty, state, andfederal level. The UnionCounty Task Force onLatch Key Childrenunder the auspices ofthe Union County ChildProtection Council hasbeen meeting monthlyto address the needs ofLatch Key Children inour county.

By Latch Key I meanschool age children leftalone at home eitherbefore or after schoolor both, to care forthemselves whileparent (s) work. Severalexamples of Latch KeyChildren are as follows:An 8 year old whocomes home at 2:45and is told to lockhimself in and wait un-til Mom comes home at6 PM; An 11 year oldwho watches his firstgrade sister for twohours until Dad comeshome. Dad is a schoolteacher. Three childrenages 12, 9, and 7 whomake breakfast, dress(hopefully appropriate-ly for the weather), gettheir books together,and arrive at school ontime. Mom is an RN,Children left alone are

increasingly subject tothe threat of fire, acci-dent, or robbery.rTheirphysical safety andemotional needs arecontinually placed injeopardy.. The Chi ldren's

Supervisedbefore and after schoolchild care is essentialto benefit children'shealthy growth anddevelopment. Asfamilies strive towardtheir goal of financialindependence it iscritical that supportservices to theirchildren be available.The U. 8. Census of1976 documented that18% of all childrenages 7-13 cared forthemselves beforeand/or after school.

There is a rising needfor Latch Key services,in Union County andacross the nation dueto a number of factors,increased proportionsof mothers are enteringthe work force to sup-plement family Income.Less than 15% of ailAmerican families nowlive in the traditionalpattern of fathers asbreadwinners andmothers as full timehomemakers. This is aluxury that few familiesIn the 1980's can afford.Some families are try-ing to save money tosend children to col-lege, others are tryingto pay high rents ormortgages, and stillother famil ies arestruggling to supportaging parents.

Also there are inreas-ed numbers of childrenliving in single parenthouseholds where oneparent is the sole wageearner. In New Jerseywe have 400,000children under the ageof 17 being raised bysingle parents. Many ofthese parents are tryingto get ahead. Quality,affordable child caremay be the biggestobstacle to full timeemployment for thesingle parent. Therehas also been a declinein • family supportsystems and a rise infamily mobility whichfrequently results infamilies not knowingtheir neighbors or com-munity. Besides theirneighbors are also

In conclusion, homeIs where the heart is,but Mom can't afford tobe there full time

anymore. The UnionCounty Task Force onLatch Key Children isstriving to promotecommunity awarenessof these importantissues. OUT goal is toenhance the lives ofchildren currently leftin self care. Theanswers to the LatchKey s i tuat ion arevaried, the. question isare we concernedenough to dosomething positive forour young people.

While this has been the law of the land forthe past 22:yearsI it's,virtually ignored by theDemocratic majority in the House of Represen-tatives when it comes to making committee ap-pointments. The Democrats,: have consistentlypacked the committees.withlDemqcratsfarinexcess of what their numbers in the House war-rant. Because of this disproportionaterepresentation on thecommittees.the votesotthe Republican members are.diluted .to thedetriment of. those they represent. "

This abuse,of power has been going on formany years. As the majority party, theDemocrats control the business affairs of theHouse and that Includes dictating the size andmakeup of the all-important committees wherethe decisions are made as to which legislationwill be shelved and which will be brought tothefloor for a vote. In-the last Congress, theDemocrats held 62 percent of the seats In theHouse but grabbed between 64 to 70 percent ofthe committee assignments. Republicans gain-ed 14 seats in the November elections, andwhen the new Congress convenes next monththe ratio of Democrats to Republicans in theHouse will be 58 percent to 42 percent.

Under House rules committee ratios aredetermined by the Speaker of the House andthe majority party every two years prior to thebeginning of. each ̂ Congress. The House nowIncludes 223tandlng committees,'four selectcommittees .and 141 subcommittees, all ofwhich are dominated by members of the majori-ty party who determine the panels' legislativeagendas.

Under the rule of Speaker Thomas (Tip)O'Neill, D-Mass., Republicans have beendenied a fair share of the committee and sub-committee seats. Committee and subcommit-tee ratios in the last Congress were in seriousimbalance, particularly on the key panels.While Republican ratio on the Ways and MeansCommittee was 34 percent, on the Educationand Labor Committee 29 percent, and on theHouse.Administration Committee 30-percent.

On jhe Energy and Commerce Committee,where I am a senior Republican member, therewere 27 Democrats and 15 Republicans in thelast session. It is rumored that the Democraticleadership plans to appoint 26 Democrats and16 Republicans to the committee for the 99thCongress. Besides assuring packing the com-mittees with their members, the Democratshave also unfairly skewed the committee staffsin their favor. Of the 109 members of the Energyand Commerce Committee's investigative stafflast year, 100 were Democrats and nine wereRepublicans.

The Division IVGenerals of the ScotchPlains-Fanwood SoccerAssociation IntercityDivision were honoredwith the Sportsman-ship Award at the 5thAnnual ThanksgivingDay Tournament inMontgomery, NJ. TheAward, decided by theof f i c ia l s , waspresented based onconduct of the players,coaches, and parents.In tournament action,the Generals were 0-2-2against teams whichwere usually one yearolder in the 1973-74 bir-thdate division. were two 2-2 ties versusthe host MontgomeryCosmos and theHamilton Tigers. Thetwo losses included adefeat at the hands ofthe New Rochelle in-vaders, a tournament
