    The union home ministryrecently issued freshguidelines making it

    mandatory for all new residen-tial and commercial multi-sto-ried buildings to be Earth-quake Resistant (ER), with im-mediate effect. The ministryhas set June 30 as the deadlinefor strict compliance with thefresh codes, which involve a re-vised techno-legal regime, newbuilding codes and revisedtown planning which aremandatory for all developersin the city.

    The latest guidelines indicate that there isa need for much higher earthquake protec-tion levels than what is offered by the exist-ing Bureau of Indian Standard (BIS) codes.The move is widely acclaimed by city ex-perts.

    Ravi Sinha, Professor, Structural Engi-neering Division, Department of Civil Engi-neering IIT says, "High rise buildingsshould be properly designed and construct-ed to make it earthquake resistant. Earth-quakes do not kill people. People are actual-ly killed by the collapse of badly designedbuildings with inferior raw materials. But ifthe latest guidelines are complied with, thenhigh rises can be safeguarded against earth-quakes."

    Sandeep Donald Shah, Director, TaylorDevices Inc, one of the world's largest sup-pliers of earthquake protection devices,believes that presently, most of Mumbai'shigh-rises cannot withstand the impact ofan earthquake of 6 to 6.5 on the Richterscale. This, he says, is because these build-ings do not have any 'Dampers'- (a mechani-cal device, akin to the shock absorber of a

    car but much larger in size, that absorbs theenergy released by an earthquake so thatbuildings where they are installed are notstructurally damaged.) "Dampers should beinstalled for all the high-rise buildings but itwill increase the building cost by Rs.150 to200 per sq.ft. Buildings get damaged duringearthquakes as the energy supplied by thequake to the building causes damage of

    structural members," he says.Shah, himself a Masters in Earthquake

    and Civil Engineering Dynamics, from theUniversity of Sheffield, has an interestingstory to relate. Mexico City, he says, is con-sidered to be the worst seismic site in theworld as it was built on a dried lake bed, justlike Mumbai is largely built on reclaimed

    land. 'Torre Mayor, a 55-storey building inMexico city was constructed usingdampers. When an earthquake measuring7.6 on the Richter scale struck on 22nd Janu-ary 2003, there was widespread damage inMexico City. However, Torre Mayor sur-vived without a scratch as the dampers ab-sorbed 70-80 % of the earthquake energy.

    He says the BIS codes endeavor, as far aspossible, that structures are able to respond,without major damage, to shocks of moder-ate intensities and without total collapse toshocks of heavy intensities. "Indian codesare aiming at 'Collapse Prevention' or at themost 'Life safety' performance levels. Unfor-tunately these are flaunted as "EarthquakeResistant" thereby giving an impression tothe end-users that the building structure isdesigned to be Earthquake Resistant- Imme-diate Occupancy (ER-IO) standards. The ER-IO standards are such that even if there is a

    major earthquake, such building can becontinued to be occupied to live in, post

    earthquake", Shah says.He points out that there is a need to com-

    ply with international norms for earth-quake protection. USA, Japan are highlyseismic countries but buildings here are de-signed to sustain a major earthquake with-out much damage.

    Geologist and retired IIT Professor,V Subramanyam believes that there is aneed to fine tune the way buildings areplanned to be earthquake resistant. Thiscan be done by understanding the seismici-ty of micro-zones in and around the metros." Micro- zoning for the island city will help

    one to understand the relative earthquakerisk in the different localities. The geologi-cal faults are mapped in this exercise. Itwill be good to know the relatively safeplaces and those where the risk will begreat. For instance, north central Mumbaicovering Borivli and the Kanheri hill rangewill be safer than Thane, Mulund and othereasternsuburbs.

    "In Mumbai an honest survey needs to beundertaken to find out the seismic status ofall the buildings and how many of themwill need to be 'retrofitted". All the new con-structions will have to strictly adopt theearthquake-resistant designs. Constructinghigh rises on swamps, marshy tracts, areasreclaimed from the sea and salt-pan landsmay prove to be risky and costly too. Suchwet lands have the ability to transmit earth-quake vibrations very fast and are not suit-

    able for earthquake-resistant construc-tions," Prof. Subramanyam says.

    Most developers in the city claim thatthey adhere to the BIS codes and would takeall steps necessary to ensure that they ad-here to the new norms as well, though theywere unwilling to comment on the specificsof the new code saying that they would needto study the norms in detail. They fear thatthe new norms could increase the construc-tion cost, leading to a further hike in prop-erty prices.

    But given a choice between life and death-- as earthquake situations could well be -this is one cost that the buyer would notcomplain too much about.
