Police were also set to move co- urt on Wednesday to seek permission to attach his properties. Apart from detaining his two sons, Anil and Anurag, po- lice have arrested three aides to the minister, Rupeshwar, Vi- kas Verma and Amrendra Singh. Earlier, police had arrested Ashok Tiwari and Ashish Shukla from Jewar, on the Ya- muna Expressway, on March 7. All the arrested associates of Prajapati have been named as co-accused in the case. Though the minister’s sons reported- ly told the police they had not been in touch with Prajapati since February 27, sources said the two had divulged the names of some contacts ex- pected to be in touch with the minister and efforts were be- ing made to track them. “We have taken their call details and are trying to zero in on suspected locations, some of which are in other states,” a senior police officer said. Police have been on the loo- kout for the minister since an FIR was lodged against him and six others by a woman ac- cusing them of gang-rape and sexually assaulting her minor daughter. The FIR was lodged on the directions of the Supre- me Court, in the thick of cam- paigning for the UP elections. Prajapati had contested from Amethi seat as an SP candidate but lost to the BJP’s Garima Sinh. While SP chief and outgo- ing chief minister Akhilesh Yadav saw the FIR against his minister as politically moti- vated, the BJP attacked the SP government in UP for sheltering him. Both Prime Minister Narendra Modi and BJP chief Amit Shah used the Prajapati case to back the- ir charge of lawlessness in the state. In one campaign speech Shah had announced Prajapati would be jailed on- ce a BJP government was in place in UP. “Agar pataal me- in bhi chhup jayega to wahan se nikal kar jail mein da- lenge” Shah had said. Prajapati had posed for news cameras while leaving the polling station after vo- ting on February 27; he has been “missing” since, accor- ding to the police. A case study for financial ye- ars (FYs) 2014, 2015 and 2016 on the total pendency of cases rela- ted to indirect tax disputes shows that on an average, the govern- ment has been filing over 1,700 appeals annually in the apex co- urt, despite the fact that its suc- cess rate (winning cases) came down from 19% in 2014 to 11% in 2016. In addition, the government has been filing at least 5,000 cases every year before various high courts. The success rate in high courts was worse — coming down from 34% in 2014 to 18% in 2016. If we combine cases pen- ding before several appellate tri- bunals and commissioners of appeal of the CBEC, the revenue locked in litigation was estima- ted at Rs 1.89 lakh crore at the end of March 2016. The Comptroller and Au- ditor General, which raised the issue in its latest report tabled in Parliament on Fri- day, has suggested that steps should be initiated to bring down litigation, particularly in view of the department lo- sing a large number of cases in the highest court. “Huge amounts of reve- nue remain outside the Con- solidated Fund of India for substantial periods of time,” the CAG said, based on data analysed from CBEC records. The auditor tabulated the pendency of cases in various fo- rums, segregating them by tho- se filed by private entities and the number of cases in which the government has gone in ap- peal before higher courts. The revenue locked in liti- gation was to the tune of Rs 1.37 lakh crore in 2014, which went up to Rs 1.55 lakh crore in 2015 and to Rs 1.89 lakh crore in 2016. Disputes related to indirect tax- es take decades to get resolved, starting from department rela- ted appellate authorities, the settlement commission, high courts and the Supreme Court. In many cases, the dispute arose due to “the department resorting to coercive recovery measures” while in some in- stances a dispute was allegedly allowed to remain unresolved for years which benefited priva- te companies that find enough fiscal space by holding back on payment of assessed taxes. It uses different criteria such as political stability, health care, education, crime, recreation and transport while ranking the cities- .“Despite increased political and fi- nancial volatility in Europe, many of its cities offer the world’s highest quality of living and remain attrac- tive destinations for expanding business operations and sending ex- patriates on assignment,” Mercer said in an official release. The consulting firm has also ranked cities on infrastructure pa- rameters this year, which assesses each city’s supply of electricity, drinking water, telephone and mail services, and public transportation as well as traffic congestion and the range of international flights avail- able from local airports. Singapore tops the city infrastructure ranking globally, followed by Frankfurt and Munich. The Indian ranking of cities is likely to be out by early 2018.
