    2.1 B. State-wise Power Scenarios of the Region & Power Supply Positionreport

    System operation during the month of November 2018 was satisfactory.The regional demand (Ex-bus) was 54339MW. The corresponding peak shortfallwas in the range of 156.29 MW (peak deficit of 0.29%). The energy requirementduring the said period was 33405.22 MUs (Ex-bus).

    Further it is requested all the utilities to furnish the monthly data e.g. unitwise generation of hydro and thermal generating unit, unit wise /station wiseauxiliary consumption of hydro and thermal generating unit, station-wise/state-wise generation of Solar/Wind/ Biomass, State-wise ISTS drawl etc. innew format attached at Annexure -2.1A.

    2.4 U/F Relay OperationsAs per WRLDC records the system frequency didn’t reach 49.2 Hz and noUFR operation was reported to WRLDC.

    2.5 Power Cuts / Load RestrictionsDetails of Power Cuts and Regulatory measures as furnished by the Stateutilities are given in Annex. 2.5.The Sub-Committee may kindly note.

    2.8 Presentation on operational aspects by SLDCs & RLDC.All SLDC’s/RLDC, NTPC & PGCIL may kindly submit the presentation onoperational aspects during last month and specific issues which needdeliberations may be highlighted separately.

    2.9 List of New Grid Elements added / list of elements decommissioned.The list of New Elements added in WR Grid is attached at Annexure-2.9.The Sub-Committee may like to note the same.

    2.10 Submission of failure analysis of grid elementsUnder regulation 27 of CEA (Grid Standards) Regulations, 2010, failureanalysis of equipment failure and tower collapse is to submitted to RPC andAuthority.All the constituents are requested to report incidences of equipment failureand tower collapse to RPC and Authority as and when such incidences takeplace.

    2.11 Coal stock positionIn prevailing situation of scarcity of coal in the region, it is important tomonitor the coal stocks on monthly basis in OCC forum so that deviation ofload and generation can be kept minimum. To sensitize the issue of, latestCEA coal stock position is attached at Annexure-2.11. All constituents arerequested to apprise the forum the efforts taken to improve the coal stockposition.

    The Fuel management division of Central electricity Authority publishes dailycoal stock report for coal linkage based thermal stations in the country. Thereport is prepared as per guidelines issued vide Fuel management divisionguidelines dated 08.11.2017 (copy enclosed). The report provides detailsbased on , Mode of Transport (Rail/Pithead),sector (Private/State/Central),PLF %, Normative coal stock required, Requirement for the day,Actual stock in days and finally the report indicates whether the coal stockposition is under critical category or supercritical category.

    The coal stock at the power plant is categorized as critical or supercritical coal stock based on the following criteria:

    Certain plants are not shown having critical/ supercriticalstock even if the coal stock available at the plant is as percriteria indicated in para 4 above, based on decisions taken atvarious levels:

    b. In case power plant fails to lift coal

    c. If coal supply to the power plant is more than triggerlevel and the coal company has expressed itsinability to supply more coal than trigger level, butoffered coal from other sources (as is where is basis)as per sub-group decision.

    Item No. 3: Operational Planning3.1 Proposed planned maintenance programme of generating units.

    The maintenance programme of generating units for the months December2018 & January 2019 is given in Annex 3.1.

    The Sub-Committee may kindly discuss and finalise the outage schedule ofgenerating units for the above period.

    3.2 Outage programme of transmission lines/elements.List of proposals for transmission elements outage to be availed during the

    months of January 2019is given in Annex 3.2.

    The Sub-Committee may kindly discuss and finalise the outages of thetransmission elements.

    3.3 Anticipated power supply position for the months.Details of anticipated restricted & un-restricted demands for the months of

    December 2018& January 2019are given in Annex 3.3.

    bridge linkage

    The analysis of daily coal stock reports of CEA was done for the month ofOct-18 and Sep-18. It was found that:

    1. State sector stations usually in supercritical coal position areWanakbori in Gujarat, Nasik TPS, Parli TPS, Paras TPS, ChandrapurSTPS and Bhuswal TPS in Maharashtra. All these stations in statesectors are non pithead and have coal stock position less than 4days.

    2. The private sector stations usually in supercritical position are ,Akaltara TPS & Nawapara TPP in Chattisgarh, Seoni TPP in MadhyaPradesh, GMR Warora TPS & Tirora TPS in Maharashtra, Sabarmati cStation in Gujarat. All these stations in state sectors are non pitheadand have coal stock position less than 4 days.

    3. In the coal stock report central sector stations viz Mauda TPS,Solapur TPS and Korba STPS the actual stock in days is indicated aszero but as per the guidelines of CEA the criticality is not indicated ascritical/supercritical. Further under remarks it is being indicatedthat supply to NTPC 99% of ACQ.

    Item No. 4: Operational Statistics for the month November, 2018.

    The details of actual generation, demand, drawl of power from grid;exchanges etc. are given in the following Annexure:

    Item No. 5: System disturbances in western region.There was no major grid disturbance in the Western Region during the

    month of November, 2018.The details of minor incidences during the monthreceived from WRLDC are enclosed at Annexure-5.

    Item No. 6: Healthiness status of SERs/DRs.The status of healthiness of SERs/DRs is given at Annexure-6.All the Constituents are requested to update the status of healthiness of

    their SERs/DRs before the meeting.

    7.1 Status of Reactors.7.2 Status of Transmission schemes: 765/400 kV and above7.3 Status of Generating UnitsDetails of these items are at Annexure-7.

    Item no. 8: Miscellaneous Operational Items

    8.1: Quarterly review of Crisis Management Plan (CMP) and Physical & CyberSecurity (P&CS) in power sectorAll constituents are requested to submit current status of CMP and P&CS

    report (constituent wise) for the Second quarter (July to September 2018) as performat enclosed at Annexure-8.1.

    Further it is observed that the quarterly report for the quarter July-18to sep-18 has been received from few entities namely MP SLDC,GIPCL,MPGENCO and NHDC.

    All other constituents are requested to submit the Status Report.

    8.2: Monitoring of Schemes funded from PSDFAs per the decision taken in NPC meetings, RPC may follow up with the

    utilities regularly in OCC to expedite the completion of various approvedschemes by giving due priority. Accordingly, WRPC has been taking up thisissue in OCC forum for discussion.

    In this matter, the details related to State-wise sanctioned grant anddisbursement amount for the approved schemes to be funded from PSDF isattached at Annexure-8.2A.

    Also, as per the procedure, the utilities are required to furnish theinformation in the prescribed format by first week of every month on regularbasis to Member Convener, PSDF project monitoring group (AGM, NLDC,POSOCO) with a copy to NPC & WRPC division. A copy of prescribed format isattached at Annexure–8.2B.The utilities may update the current status of progress of scheme under PSDF.

    8.3 State-wise details for Installation of capacitors to befurnished to WRPCIn accordance with provision in clause 1.5 (ii) of IEGC, “RPC shall file

    monthly report on installation of capacitors by states vis-a-vis therequirement/targets, as decided in the RPC”

    SLDC’s /DISCOMs are therefore requested to expedite the matter andensure to furnish the status of capacitor report in format attached at Annexure8.3 on monthly basis regularly. SLDC’s are also requested to compile thedetails of various utilities and send the compiled report of entire state by 8thday of every month.

    The status report of progress of installation of capacitor constituentwise as received by WRPC is at Annexure 8.3A. It is observed that DD, DNH,Goa and Chhattisgarh are delaying or not submitting the progress to WRPCon time.

    DD, DNH, Goa and Chhattisgarh may update the on the status asabove.

    The Sub-Committee may like to discuss the same.

    8.4 Cyber security related works /activities being carried outin Western Region.

    CE(IT), CEA, New Delhi vide letter dated 31.08.2018 informed that Secretary(Power) is going to review the cyber security related works /activities beingcarried out in Power Sector shortly. In this regard, it is requested to providethe utilities/ State-wise status on following action points pertaining to cybersecurity:

    1. Appointment of organization-wise Chief Information Security Officers andits status.

    2. Identification of organization-wise Critical Infrastructure and its status.3. Preparation of organization-wise Crisis Management Plan and its status.4. Status of Cyber Security Mock Drill activity in coordination with CERT-In.5. Status of Training / Workshops on Cyber Security organized / participated

    by power sector entities.6. Status of action taken on CERT-In / NCIIPC advisories.

    The agenda point had also discussed in the 512th OCC meeting wherein all

    the utilities had been requested to furnish the detail information related to

    above action points. However, all the utilities have not so far furnished the

    requisite details. The mane of utilities who has furnished the information

    and who are yet to furnish the information is listed in the following table A

    and table B respectively:

    8.5 Operation of Hydro power projects in peaking modeBackground:A sub-committee has been constituted under chairperson, CEA withheads of POSOCO, NHPC, SJVN & THDC as members and Director (H),MoP as Member convenor. In the meeting of the sub-committee, it wasconcluded that there is scope of 2000 MW additional power generationfrom hydro stations during peak hours.

    In order to sensitize about the benefits of peaking mode of operation ofhydro stations, the matter had been discussed during 497th, 499th OCCmeeting as well. Also, a committee of FOLD members had beenconstituted to study the pattern of generation from hydro stations in Indiaand suggest measures to exploit the available capabilities of hydro unitswhile honoring the existing hydrological constraints.

    During the 497th OCC, WRPC suggested all respective constituents to findthe scope of complete utilisation of hydro power and discuss the practicalissues in monthly OCC meetings.

    The matter was further discussed during 499th OCC meeting held on20.09.2018, wherein shifting of hydro power projects from base loadoperation mode to peaking mode was discussed. and SLDC’s were advisedto utilize the available water judiciously and schedule hydro stations forpeaking

    Further the following recommendations of Sub- Committee (underChairperson CEA), shall be taken as a regular agenda item in monthlyOCC.

    “The status of peaking support provided by the hydropower stations,constraints if any for inability to provide support for peaking may beincluded as a standing agenda item in all future monthly Operation Co-ordination Committee (OCC) Meetings. Objective of this agenda item wouldbe to maximize peaking availability by optimizing period of shut down ofhydro units, monitoring of shut downs / outage of the units and follow- upto expedite revival thereof.”

    In view of above SLDCs may apprise OCC:

    Discussion in 513th OCC:

    Maharashtra representative informed that the hydro power is generallyused for DSM balancing, & to meet the state peak. He also informed thatthe utilisation is based on the water released by state irrigationdepartment.

    TATA power Mumbai representative informed that water is releasedas per irrigation requirements.

    The issue of operation of Hydro Power projects in peaking mode is beingmonitored by Chairman, CEA. The constituents have given the presentstatus in the 513th OCC. Further status update shall be taken during themonth of March-2019 before summers, new development if any may becommunicated to WRPC.

    8.6 Compliance of new Environmental norms by WRGenerators.Background:Chief Engineer, TPRM Div, CEA, New Delhi vide letter no.2/16/VIP/TPRM/2016/CEA/ 82-108 dated 01.02.2018 andsubsequently WRPC letter dated 12.02.2018 requested for the status ofprogress of works of FGD installation and ESP up-gradation to meet theemission level as per new environmental norms (SOx, NOx and SPM).

    Subsequently, the issue was deliberated during 505th OCC meeting it wasdecided to monitor the installation of FGD covering the details as given inAnnexure-8.6A.

    Discussions in the 513th OCC and new updates:

    NTPC representative informed that NIT has already been invited for 27690MW across all regions and NIT for additional 3000 MW is expected to beinvited by November 2018. Further he informed that NTPC shall adhere tothe time lines as per MoEF for FGD.

    Maharashtra representative informed that the process of technical bidand financial bid has been completed for koradi unit no 10 (660 MW).

    All concerned generators are requested to provide the update in status forinstallation of FGD & ESP as per the timelines given by Central PollutionControl Board which is at Annexure 8.6B(http://cpcb.nic.in/uploads/direction/Direction_tpp_Combined_12.06.2018.pdf).

    The Sub-Committee may like to discuss.

    8.7 LVRT ImplementationBackground:All SLDC’s are requested to sensitize all WTGS in their jurisdiction

    regarding compliance required as per OM no. 293/8/2017-Wind dated

    01.03.2018 issued by Ministry of New and Renewable Energy (copy at

    Annexure 8.7).

    513th OCC Discussion:SE(Opn), WRPC briefed the forum about communication from MoNRE

    and requested all SLDCs to take up the issue with Wind turbine

    generators for LVRT compliance.

    SLDC’s are requested to update the progress on the above and share the

    concerns of the Wind turbine generators for LVRT compliance if any.

    The Sub-Committee may like to discuss.

    8.8 Rejuvenation of 220 kV Kolhapur-Chikkodi and 220 kVMudshingi-Chikkodi links in NEW-SR corridor

    Background:

    220 kV S/C Kolhapur/Mudshingi (WR) – Chikkodi (SR) line and 220 kV

    S/C Talandage(WR) - Chikkodi (SR) are natural ISTS lines betweenMaharashtra and Karnataka. The lines are operated in radial mode to transferpower from Maharashtra to Karnataka. It has been found by studies thatpower flows on 220 kV inter-regional links are within acceptable limits due tostrengthening of WR and SR inter-regional corridor by 765 kV and 400 kVlines. It has been noted that n-1 security criteria of ICTs at Kolhapur is facingconstraints on account of high voltage at 400 kV Kolhapur substation and ithas to be managed by opening the 400 kV lines at Kolhapur. It has been foundby studies that connecting 220 kV lines from Mudshingi and Talandage toChikkodi would improve security of power supply from Kolhapur substation.Maharashtra is requested to propose a suitable implementation plan.

    Development after 513th OCC:

    A meeting through VC was held on 03.12.2018 at WRLDC which was attendedby WRPC, SRPC, NLDC, WRLDC, SRLDC, Maharashtra and Karnataka. In thismeeting it was agreed in principle by all stake holders to carry out a freshstudy for feasibility of proposed inter connection by taking into accountappropriate inputs.

    8.9 Geospatial energy map of India

    Background:

    Geographical Information System (GIS) based energy map for India(https://vedas.sac.gov.in/powergis_main/index.jsp) is being implemented byNITI Aayog. This would provide true locations of all energy resources includingpower plants and transmission lines, etc. on a map of India which would behosted on NITI Aayog’s website. CEA is a designated nodal agency for collectingpower sector data and accordingly power utilities and DISCOMs were requestedto submit the requisite data to CEA for onward transmission to NITI Aayog. Thedetails required are - name, voltage level, capacity, longitude and latitude of alls/s of 33 kV and above; longitude and latitude of origin and terminating pointsof lines of 33 kV and above.

    DISCOMs and other power utilities are requested to submit the requisite datato CEA through [email protected] email id at the earliest.

    The above agenda was discussed in the 513th OCC , DISCOMS are requested toupdate the status on the same.

    8.10 CERC (Deviation Settlement Mechanism and relatedmatters) (Fourth Amendment) Regulations, 2018

    Hon’ble commission has notified amendment regulations namely DeviationSettlement Mechanism and related matters (Fourth Amendment) Regulations,2018.The regulation shall come into force with effect from 01.01.2019 or onsuch other date as the Commission may appoint (through separatenotification).

    All entities are requested to take relevant operational measures, if any, forimplementing the notified amendment regulations of the Hon’ble commission.The regulations are at Annexure-8.10.

    The Sub-Committee may like to note.

    8.11 Challenges and preparedness for implementation of fourthamendment of DSM regulations to be effective from01.01.19

    C.E,SLDC vide letter No: SLDC/CE/MIS/WRPC/514th -OCCM/3350 dated03.12.2018 have informed that, many changes have been introduced in fourthamendment of DSM regulations (to be effective from 01.01.19) by Hon’bleCERC. To understand each para and consequences therein, it is necessary thatthe detailed presentation to be given by POSOCO covering all aspects.

    8.12 Expediting construction of 132 KV supply for railwaytraction sub-station for railway electrification projects invarious states

    Ministry of Power on the above subject dated 22.11.2018 (letter enclosed) where in ithas been requested to expedite the construction of 132 kV supply for railway tractionsub-station for railway electrification projects in various states.

    In the above communication, Railway board has informed that Ministry of railwayshas accorded high priority to railway electrification projects for reducing dependenceon imported petroleum-based fuel thereby enhancing energy security of nation.Further railways informed that progress of ongoing transmission line works being

    executed by State Electricity Boards is not matching with the targets for Railwaysections planned to commissioning on electric traction.

    In view of the above concern of Ministry of Railways/Railway Board Gujarat, MadhyaPradesh, Maharashtra and Chhattisgarh may update the status regarding execution oftransmission lines, contract yet to be awarded and estimates as per list enclosed atAnnexure-8.12.

    8.13 TTC assessment considering temperature dependantrating of lines and equipment

    NPC vide its letter 3/NRC/NPC/CEA/2018/942-948 dated 20.09.2018 raisedthe issue of ambient temperature adjustment TTC. In above said letter NPCstated that , in line with the decisions of the meeting of sub-committee of NRCEfor finalising the methodology for computation of TTC/ATC/TRM, PGCIL videletter dated 18.04.2018 has submitted the current rating of terminalequipment for high capacity 400 KV lines owned by PGCIL.

    In this issue POSOCO has further requested that terminal equipment rating ofSTU and other transmission licensees would also be required for fullimplementing of temperature adjusted TTC. Lastly NPC requested that theterminal equipment rating of STU and other transmission licensees of WR maybe compiled and furnished to POSOCO with a intimation to NPC on prioritybasis.

    All the STU/ transmission licensees may give the details of terminal equipmentrating so that same can be compiled and further transmitted to POSOCO & NPC.

    Item No 9. WRLDC Agenda Items1. Primary Frequency ResponseThe primary frequency response of generating stations is being discussedregularly from 472 OCC meeting (Jun’15). WRLDC was computing primaryfrequency response of ISGS generators for various grid events and informinggenerators to fine tune their governors whose response was inadequate. As perlatest amendments of IEGC, third party independent agencies selected byRLDC may conduct periodic checkups of primary frequency response ofgenerators at regular intervals. The cost of such tests shall be recovered by theRLDCs or SLDCs from the Generators.

    In 513 OCC meeting WRLDC informed NLDC on behalf of all RLDCs formulatedthe testing procedures for carrying out testing of primary response ofgenerators and the same has been submitted to CERC for further directions. Apre-bid meeting for testing of Primary response of generators was held at NLDCon 24.10.18 wherein interested bidders participated to clarify issues withrespect to Expression of Interest (EOI) documents as well as technicalspecifications.

    In last three OCC meetings it has been informed that following generatingstation the average primary frequency response for grid events was NIL as perWRLDC SCADA data.

    2. Monitoring STATCOM Performance

    To provide dynamic reactive VAR support in western region, four STATCOMswere approved in 36th SCM of WR. STATCOMs at Satna PG, Aurangabad PGand Solapur PG were commissioned and commissioning of STATCOM atGwalior PG is under progress. In present SCADA system RTUs are reportingSTATCOM data in order of seconds in which the dynamics are notobservable. For observability and monitoring performance of STATCOM it isproposed to install PMUs at these locations. The matter has been discussedin various OCC meetings.

    Without sub second data, the dynamics of STATCOM could not bemonitored and STATCOM cannot be utilized for real time grid operation.

    3. Telemetry issuesa. Update on the status of ICCP data exchange between Backup SLDC

    Maharashtra and Backup WRLDCAs per meeting held at WRLDC on 26th Nov. 2018, Maharashtra SLDCintimated that the technical feasibility for data exchange between BackupSLDC and Backup WRLDC is at the final stage of completion and will becompleted by 31st Dec. 2018 to be followed by finalization of commercialterms and conditions. Subsequent to finalization of commercial proposal,the task is expected to be completed within one and a half months afteraward of PO.

    b. Outage of telemetry of 400kV Bhachau during evening and nighthoursIt is observed that the telemetry of 400kV Bhachau is down frequently innight hours. The list of outages is given in the table below

    5. MVAR absorption by Generating station to control high voltage

    Even after taking Bus Reactors, Line Reactors, Switchable Shunt Reactorsin service and opening lightly loaded lines, high voltages are observed atmost of the EHV nodes during night hours. In view of inadequate shuntreactive compensation, the generating units are being advised to contributein voltage regulation by operating their units in under-excited mode (absorbReactive Power) within the capability curve. The MW, MVAR and Voltage ofgenerating units was analysed for the month of Nov 18 with the help ofSCADA data available at WRLDC. The list of generators injecting MVAR intothe grid even when the bus voltage is above nominal are given below.

Updating the “Recovery Procedure for Western Regional (WR) Grid –2019”As per sec 5.8 (a) of the Indian Electricity Grid Code, the ‘Western RegionalGrid - Recovery Procedure’ needs to be updated annually by WRLDC inconsultation with the NLDC, WR grid users / STU / SLDC /CTU and theWRPC secretariat. The WR Grid - Recovery Procedure was last updated &published on 31st January 2018. Subsequently there has been addition ofseveral new generation & transmission elements in Western Regional Gridin past one year leading to change in network configuration. Further, blackstart mock drills have been conducted in last one year at power stationshaving black start capability. WRLDC is updating the ‘Grid RecoveryProcedure’ keeping track of the above changes.

    The WR utilities may kindly convey the relevant details to WRLDC asunder for facilitating timely updation of this document.

    The persistent deviation by large generating stations CGPL, Sasan andMouda is causing generation surplus/inadequacy in the grid andaggravating the security threat in the system. The deviation from schedulesby these stations has continued despite messages sent from WRLDC controlroom.

    11. Tripping of lines due to fog in winter season

    Tripping of transmission elements have occurred during the last winter dueto fog in Saurashtra and South Gujarat (Gujarat); Nagda, Rajgarh andIndore (Madhya Pradesh); Satara (Maharashtra) and 220 kV network ofGOA.

    The tripping of lines resulted in load loss and generation loss during theprevious years. Gujarat, Madhya Pradesh, Maharashtra and Goa SLDCsmay indicate the measures taken to avoid such trippings and contingencyprocedures developed in case of such tripping.

    Following general measures shall also be ensured:

    1. The voltages in fog prone areas are to be maintained close to 1.0 p.u.2. At least two alternate paths to each sub-station are to be made

    available wherever possible to ensure availability of supply in case oftripping of a line on fog.

    3. Generating stations may be instructed to control voltages byabsorbing or injecting VAr.
