6.1. Violet Skirten, Crossing Guard Supervisor, re: School Travel Planning Update

Violet Skirten advised that the School Travel Planning program will resume now that the school year is back in session and new schools will be included in the program.

7. Program - Peel Regional Police - Safety Committee

Violet Skirten, Crossing Guard Supervisor, advised that the Safety Committee has not met since the new representatives for the school boards were appointed. Committee was reminded that Peel Regional Police Services was no longer Chairing the Committee. Committee commented that the Safety Committee may wish to consider reappointing a Peel Regional Police representative as Chair given that safety at schools is the focus.

8. Correspondence 8.1. Recommendation from Planning and Development Services Committee, re:

Request to Review Traffic Issues and Pedestrian Safety Concerns for Schools in the vicinity of Demaris Drive and Great Lakes Drive – Ward 9. Craig Kummer, Senior Manager, Traffic Services, provided an overview of the request from the Planning and Development Services Committee, to review traffic issues that may result from a proposed subdivision of 15 residential units in the area of Demaris Drive and Great Lakes Drive. Mr. Kummer explained that the additional units will have no significant traffic impact. A site inspection at this time will not reveal additional traffic flow as the area is currently inhabited. Should the site be rezoned for a use that generates significant vehicular traffic, a site inspection may be required. He suggested that the matter be referred to Traffic Services for review. Committee considered the comments by staff and agreed that a site inspection was not required.

The following motion was considered:

SC068-2017 1. That the recommendation from the Planning and Development Services Committee, to the Brampton School Traffic Safety Council Meeting of September 7, 2017, re: Request to Review Traffic Issues and Pedestrian Safety Concerns for Schools in the vicinity of Demaris Drive and Great Lakes Drive – Ward 9 be referred to Traffic Services for review; and,

2. That it is the position of the Brampton School Traffic Safety

Council that a site inspection is not warranted at this time. Carried 8.2. Correspondence from Pamela Ramnarain, Brampton resident, re: Request for

a Crossing Guard and Review of Safety Concerns at the Intersection of Sky Harbour Dive and Wardsville Drive – Eldorado Public School, 25 Wardsville Drive – Ward 4.

Committee reviewed the site inspection request for a 4-Way stop sign, safety concerns and the need for a crossing guard at the intersection of Sky Harbour Drive and Wardsville Drive. Staff indicated that speed at the intersection may be an issue given that it is signed by a 2-Way stop. No previous site inspection has been conducted for this location.

The following motion was considered:

Violet Skirten, Crossing Guard, Supervisor, provided an overview of the request for site inspection. She explained that the school now offered the French Immersion Program to Grades 6 and 8 students. Due to a boundary change by the school board, these students are required to cross Airport Road at Yellow Avens Boulevard and Stonecrest Drive/Braydon Boulevard. Student Transportation of Peel Region has requested an inspection for both intersections as students are not comfortable crossing Airport Road. Ms. Skirten suggested that an inspection be undertaken to review the intersections for adequate safety features, such as: pavement markings, signage and signal timing. Committee inquired whether the school board considered the impact on students before moving the boundary for the French Immersion program. Trustee Carrie Andrews, Peel District School Board, advised that the matter will be brought to the attention of the Board.

The following motion was considered:

Transportation of Peel, to the Brampton School Traffic Safety Council Meeting of September 7, 2017, re: Request to Review Pedestrian Safety Concerns at Intersections, (a) Airport Road and Yellow Avens Boulevard, (b) Airport Road and Stonecrest Drive/Braydon Boulevard – Mountain Ash Public School – 280 Mountainash Road – Ward 10 be received; and,

2. That a site inspection be undertaken for the subject

intersections. Carried 9. New School Openings

Violet Skirten, Supervisor, Crossing Guards, reported that Daniel Camboni Catholic School located at 120 Veterans Drive, opened as scheduled in September, 2017. A crossing guard has been positioned at the intersection of Sandalwood Parkway and Veterans Drive. Ms. Skirten suggested that the school be added to the future site inspections list.

11. Brampton School Traffic Safety Council Promotional Activities

Kelly Brooks, Senior Advisor, Strategic Communications, provided an update on the crossing guard awareness campaign. The messaging is being promoted in several ways including:

Newspaper ads (translated in ethnic papers)

TV screens in recreation centres, court house, Garden Square, City Hall

On buses for month of September

Councillor newsletters

Social media

Video message shared on website and via social channels

Artwork to be shared with principals via school board communications team

A copy of the ad was shown to Committee. Ms. Brooks indicated that a copy will be forwarded to the Clerk’s Office to be emailed to members. In response to questions on the campaign, Craig Kummer, Traffic Services, explained that staff have met with Peel Regional Police and identified school areas ‘hot spots’ with ongoing issues pertaining to crossing guards. Police will be targeting drivers who fail to observe the rules that apply to intersections with crossing guards. Mr. Kummer indicated that mobile signs reminding drivers to stop will also be positioned at intersections where crossings guards are located.

12. Other/New Business 12.1. Mike Mulick, Project Supervisor, Service Standards, Enforcement and By-law

Services, re: Enforcement Statistics for the 2016/2017 School Year. Mike Mulick, Project Supervisor, Service Standards, Enforcement and By-law Services, provided an overview of the subject report. He reported that the total school attendances and tickets issued were for the period September 2016 to June, 2017. He noted an annual increase on the number of patrols and the number of tickets issued. He identified 10 schools with the highest percentages of tickets issued for 2016/2017 and advised that graphics on those schools will be presented at the next meeting. In response to questions regarding the schools that are repeat offenders and most ticketed, Mr. Mulick explained that two Enforcement Offices may be assigned to those schools. Tickets are issued when necessary, especially to drivers who illegally park and vacate their vehicles. Mr. Mulick advised that several warnings are given to parents before tickets are issued. However, officers are encouraged to focus on opportunities to educate parents on public safety. He confirmed that 62 percent of attendances resulted in tickets being issued.

Mr. Mulick introduced Peter Bryson, Supervisor, Enforcement and By-law Services, and advised that Mr. Bryson will be attending future meetings.

SC071-2017 That the report from Mike Mulick, Project Supervisor, Service Standards, Enforcement and By-law Services, to the Brampton School Traffic Safety Council Meeting of September 7, 2017, re: Enforcement Statistics for the 2016/2017 School Year be received.

Carried 13. Site Inspection Report(s) 13.1. Terry Fox Public School - 95 Richvale Drive South – Ward 2

Tuesday, June 6, 2017 - 8:10 a.m. and 2:55 p.m. Pedestrian Safety – Intersection of Sandalwood Parkway and Richvale Drive Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC072-2017 1. That the site inspection to the Brampton School Traffic

Safety Council Meeting of September 7, 2017, re: Terry Fox Public School – 95 Richvale Drive South – Ward 2

be received; and,

2. That the Principal be requested to educate the students and parents to use the intersection of Richvale Drive and Sandalwood Parkway properly by using the legs of the intersection with the crossing guard that are present; and,

3. That Peel Regional Police be requested to monitor the

intersection enforcing the new law regarding crossing guards/pedestrians being completely off the roadway before entering the crosswalk at signalized intersections; and

4. That an additional crossing guard is not warranted at the intersection.

Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC073-2017 1. That the site inspection report to the Brampton School Traffic

Safety Council Meeting of September 7, 2017, re: Royal Orchard Public School – 77 Royal Orchard Drive – Ward 5 be received; and,

2. That the Principal be requested to: a. Block off the parking lot center aisle to prevent cars or

school buses to not purposely drive through the parking lot to exit the school

b. Request teachers or anyone assisting with Kiss and

Ride to wear highly visible safety vests

c. Repost all signs on school property that are located too low and may pose a safety hazard for pedestrians

d. Post ‘‘Kiss and Ride” signage at the driveway entrance.

3. That the Manager of Traffic Services be requested to:

a. Install a “School Zone” sign for northbound vehicles on Royal Orchard Drive, south of the Royal Orchard Public School

b. Install corner restrictions on both the south and north side of the school entrance located south of Royal Orchard Public School, on the east side of Royal Orchard Drive.

Tuesday, June 13, 2017 - 2:55 p.m. Wednesday, June 21, 2017 - 8:00 a.m. Parking Issues/Traffic Congestion on School Street/Property Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:

SC074-2017 1. That the site inspection report to the Brampton School Traffic Safety Council Meeting of September 7, 2017, re: St. Maria Goretti Catholic School – 121 Royal Orchard Drive – Ward 5 be received; and,

2. That the Principal be requested to: a. Repaint hatched marks and pavement markings noting

'Bus Loading Zone' where they are faded

b. Educate parents on the safe operation of the 'Kiss and Ride' program

c. Follow up accordingly with parents/drivers who park in restricted areas, such as the 'Kiss and Ride' lane, ‘No Parking’ areas or the ‘Visitors Parking’ as it poses potential safety hazards

d. Post ‘Kiss and Ride’ signage at the driveway entrance

e. Reposition the 'Do Not Enter' sign such that it faces south and is more readily visible to drivers who are approaching the school from the south side and driving in a northerly direction

f. Repost all signs on school property that are too low and may pose a safety hazard for pedestrians

g. Replace signs that are faded.

Nature of Problem: Crossing Guard request and student safety concerns at intersection of

Wardsville Drive and Sky Harbour Drive

Observers Present: Patrick Doran, Chair (p.m.), Anna Gentile, Student Transportation (p.m.), Margaret Laramore, Team Lead, Crossing Guards (a.m. and p.m.), Albert Masih, Member (a.m.), and Kathy McDonald, School Trustee (a.m.).

Observations:

1. Stop signs are positioned on each side of the intersection on Sky Harbour Drive which runs north and south. Wardsville Drive is a through street which runs east and west. Sky Harbour Drive and Wardsville Drive are two lane roads.

2. Eldorado School is located east of Sky Harbour Drive. School Area signs and 40 km speed limit signs are posted on Sky Harbour Drive.

3. A speed limit sign of 40 km is posted on Wardsville Drive, west of the intersection.

4. There are no painted cross-walks at the intersection of Wardsville Drive and Sky Harbour Drive as the intersection is not controlled by All-Way stop signs.

5. Approximately 8-10 students were observed crossing and most crossed with their parents/guardians.

6. Vehicular traffic was light to moderate and vehicles adhered to the Stop signs on Sky Harbour Drive.

7. No pedestrian and vehicular conflicts were observed and there were sufficient gaps in traffic for pedestrians to cross.

Recommendations:

1. That the site inspection report be received; and,

2. That a Crossing Guard is not warranted at the intersection of Wardsville Drive and Sky

Harbour Drive as sufficient gaps for crossing were observed and no conflicts with pedestrians and vehicles were noted; and,

3. That the Manager of Traffic Services determine whether an All Way Stop is warranted

at the intersection of Sky Harbour Drive and Wardsville Drive.

Nature of Problem: Due to the Peel School Board changing the boundary for French Immersion Grade 6 students must cross Airport Road to get to Mountain Ash Public School. Request to

review the intersection for pedestrian crossing at Airport Road and Yellow Avens Boulevard

Observers Present: Charles Gonsalves & Michael Lobraico, Citizen members (a.m.); Margaret Laramore, Team Lead Crossing Guard, Traffic Services; Seema Ansari, Region of Peel Traffic Services.

Observations: 1. Airport Road is a four lane road going north and south. Right and left hand turn lanes are

located on the north and south sides. This is a signalized intersection. The speed limit is posted 70 km. Brock Drive is on the east side of the intersection and Yellow Avens Boulevard is on the west side. They are both two lane roads with a left hand turn lane. Transit bus stops are located on the north and south side of Airport Road.

2. Six secondary school students crossed Airport Road and walked to the transit stop located

on Airport Road.

3. Ladder stripes markings are visible on all legs of the intersection. The pedestrian signal

timing was sufficient for pedestrians and no vehicular conflicts were noted at the intersection.

Recommendations: 1. That the site inspection be received; and

2. That the signal timing allotted for pedestrian crossing at Airport Road at the intersection of

Airport Road and Yellow Avens Road/Brock Road is sufficient for pedestrians to cross Airport Road; and,

3. That no further action is required.

Observers Present: Kim Bernard, Team Lead, Crossing Guards; Marcy Macina, Student Transportation of Peel Region; Rakesh Joshi, Member; Albert Masih, Member.

Observations:

1. Roads are under the jurisdiction of the Region of Peel.

2. Speed limit on Airport Road is posted as 70 km/hr.

3. All four legs of the intersection are well marked with ladder stripes.

4. To cross Airport Road, pedestrians need to activate the Pedestrian Walk Signal by

pushing the button.

5. The Pedestrian Signal Operational Information Sign is the property of Peel Region and

does not explain the countdown.

6. On side streets, Braydon Boulevard and Stonecrest Road, the “Walk Signal” automatically

comes up with the green light.

7. "Cross On Walk Signal Only" signs are posted on the southeast and southwest traffic

signal posts.

8. On side streets, Braydon Boulevard and Stonecrest Road, pedestrian signal automatically counts 40 seconds on the "Walk Signal” and approximately 12 seconds for the countdown.

9. Once the button is activated the Airport Road signal provides for approximately seven

seconds on the "Walk Signal” and approximately 23 seconds for the countdown.

10. Twenty-nine (29) pedestrians were observed crossing Airport Road.

11. No pedestrian and vehicular conflicts were noted and only four vehicles turned right on to

Airport Road from Braydon Boulevard.

Recommendations:

1. That the site inspection report be received; and,

2. That the Region of Peel be requested to review the Pedestrian Signal Operation Information Signage and pedestrian timings for Airport Road.
