Sullivan Catholic School - 62 Seaborn Road - Ward 1 Violet Skirten, Crossing Guard Supervisor, advised that staff met with Peel Health representatives of the Peel Safe and Active Routes to School (PSARTS) Committee to discuss ideas for promoting the program in an effort to involve more schools. Members agreed to the following:
To enroll 20 Brampton schools to participate in School Travel Planning (STP) Program for the 2016-2017 school year
Possibility of incorporating an STP message into the Brampton School Traffic Safety Council school recommendations
Staff of Active Transportation will attend meetings whenever available
Peel Public Health will lead the STP in Brampton
Peel Health to receive a copy this Committee meeting minutes – contact: Catherine Sim, Health Promoter, Active Living [email protected]
Creation of a BSTSC subcommittee to participate in the walkabout and possible meetings for the STP schools

Violet Skirten, Crossing Guard Supervisor, advised that discussions have taken place with the Peel Regional Police – Safety Committee regarding a communication plan and next steps for the distribution of materials and messaging to the public.

Inspection for Crossing Guard and Review Pedestrian / Traffic Concerns at the Intersection of Great Lakes Drive and Serenity Lane – Great Lakes Public School, 285 Great Lakes Drive – Ward 9 (File BH.c).
Violet Skirten, Crossing Guard Supervisor, provided details on previous measures undertaken to address safety at this location:
In 2009, the crossing guard was relocated from Serenity Lane to the signalized intersection of Great Lakes Drive and Sailwind Road
A petition was presented to the Committee requesting that the guard be relocated to Sailwind Road
Intent was for students/pedestrians to cross at the safest spot and it was observed at that time that crossing at the traffic signals with the assistance of the crossing guard was the safest way
Committee discussion and consideration of this matter included:
Suggestion that a site inspection be undertaken
Whether student/pedestrian population has increased and confirmation from staff that population has increased in the area since 2009
Confirmation that staff will review the placement/relocation of the sign to remind students/pedestrians to cross at the traffic signals at Sailwind Road
Suggestion that a staff member be present at the site to observe and remind students/pedestrians to cross at the signals

2. That a site inspection be undertaken. Carried 9.4. Correspondence from Baljinder Bath, Brampton resident, re: Request for Site
Inspection to Review Pedestrian Safety/ Crossing Guard – Intersection of Ray Lawson Boulevard and Rollingwood Drive – Ray Lawson Public School, 725 Ray Lawson Boulevard – Ward 4 (File BH.c).
Violet Skirten, Crossing Guard Supervisor, advised that an inspection was undertaken at Ray Lawson Public school when it opened approximately years ago. A crossing guard was not recommended at that time. Residents have filed a petition requesting a crossing guard at the intersection of Rollingwood Drive and Ray Lawson Boulevard. Ms. Skirten noted that students on the north side of Rollingwood Drive should be attending Hickory Woods Public School which is located in the vicinity. Committee consideration of this matter included:
Review of the concerns expressed in the correspondence regarding safety of students
Whether there is a need for a crossing guard at the school

Trustee Carrie Andrews, Peel District School Board, advised that five of the schools from the list of schools scheduled to open in 2016 have been formerly named:
Dolson Public School – 95 Remembrance Drive – Ward 6 (Mount Pleasant # 8 Public School – NW of Sandalwood Parkway / Creditview Road)
McClure Public School – 50 Parity Road – Ward 5 (Credit Valley 3 # 1 – NW of Queen Street W / Chinguacousy Road)
Whaley’s Corners Public School – Intersection of Howard Stewart Road and Dancing Waters Road – Ward 5 (Bramwest 3 # 1 – NW of Mississauga Road / Steeles Avenue West)
Tribune Public School (Mount Pleasant # 7 Public School – NW of Sandalwood Parkway / Creditview Road)

Ms. Andrews explained the Board’s guidelines for the naming of schools and noted that the Board may also choose to rename a school with a majority vote. She noted ten schools are planned for 2017 to 2019 and updates on these will be provided at future meetings.

Kelly Brooks, Senior Advisor, Communications, advised that discussions have taken place with staff regarding a meeting with the Regional Committee on a communication plan for the distribution of materials and messaging to the public. A meeting with the City’s web team to discuss publication of all resources pertaining to school safety is proposed. An update with the availability of the information will be sent to all principals once finalized.

15.1. Report from Mike Mulick, Acting Manager, Enforcement and By-law Services, re: 2015-2016 - School Patrol Statistics (File BH.c)
Mike Mulick, Enforcement Supervisor, Enforcement and By-law Services, provided an overview of the subject report. He responded to questions regarding the number of school patrols and the number of tickets issued. It was suggested Mr. Mulick visit Hilldale Public School at dismissal period. Complaints have been received that parents/guardians park/stop on the fire route at the school to pick up students at dismissal.
The following motion was considered:

Carried 15.2. Update from Marcy Macina, East Planning and Operations Officer, Student
Transportation of Peel Region, re: Bus Parking on Bramkay Road in Vicinity of St. Thomas Aquinas Secondary School, 25 Corporation Drive – Ward 8 (File BH.c).
Marcy Macina, East Planning and Operations Officer, Student Transportation of Peel, advised that the complaint regarding the school buses that have been parking on Bramkay Road has been resolved. The buses will now park in designated spots in the school parking lot. Staff will consider a request from the school to place ‘No Stopping’ signs at the site to deter vehicles from parking in the future.

Tuesday, January 12, 2016 - 7:40 a.m. and 2:35 p.m. Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion.

SC022-2016 1. That the site inspection report dated January 12, 2016, to the Brampton School Traffic Safety Council Meeting of February 4, 2016, re: Holy Name of Mary Catholic School – 115 Glenvale Boulevard – Ward 8, be received; and,
2. That the school principal send educational information
regarding students crossing correctly at the traffic signals with a reminder to activate the pedestrian walk signal; and,
3. That the Manager of Enforcement and By-law Services
monitor the area during school arrival and dismissal times; and,
4. That the Manager of Traffic Services arrange for enhanced
pedestrian pavement markings at the intersection of Central Park Drive and Glenvale Boulevard.

SC023-2016 1. That the site inspection report dated January 11, 2016, to the
Brampton School Traffic Safety Council Meeting of February 4, 2016, re: Father C.W. Sullivan Catholic School – 62 Seaborn Road – Ward 1, be received; and,
2. That the Manager of Traffic Services arrange for the
installation of enhanced pedestrian pavement markings at the intersection of Seaborn Road and Pennywood Road; and,
3. That the school principal remind drivers using the Kiss
and Ride area to drop-off and pick-up students on the passenger side of vehicles.

Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:
SC024-2016 1. That the site inspection report dated January 14, 2016, to the Brampton School Traffic Safety Council Committee Meeting of February 4, 2016, re: Ingleborough Public School – 60 Ingleborough Drive – Ward 6, be received; and
2. That it is the position of the Brampton School Traffic Safety
Council that no recommendations are required at the school at this time.

16.4. Mount Royal Public School - 65 Mount Royal Circle – Ward 10 Tuesday, January 19, 2016 - 7:45 a.m. to 9:15 a.m. and 2:20 a.m. to 3:30 p.m. Pedestrian / Traffic Safety Concerns It was noted that Rakesh Joshi, Member, was present for this site inspection.
Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:
SC025-2016 1. That the site inspection report dated January 19, 2016, to
the Brampton School Traffic Safety Council Meeting of February 4, 2016, re; Mount Royal Public School – 65 Mount Royal Circle – Ward 10, be received, and,
2. That the principal communicate the following information to
parents:
parking enforcement will be more active in the next few weeks around the school
encourage the use of the walking paths to school; and
3. That Enforcement and By-law Services be requested to add Mount Royal Public School to the list of schools to monitor, and enforce the signs and law; and

4. That the Peel District School Board review and consider additional staffing at arrival and dismissal periods to assist with traffic congestion in an effort to encourage safety around the school; and
5. That school staff focus on the Kiss and Ride during morning
arrival time in an effort to help keep vehicles moving; and
6. That the Manager of Traffic Services arrange the following:
Corner restrictions on east side of Mount Royal Circle at the school entrance
No stopping signs, Monday to Friday, 8-5 on the west side of Mount Royal Circle from house number 50 to house number 74
A review of the pavement markings at the school crossing and refresh, if needed.
7. That school administration ensure that students walking
between the buses as they exit the school are guided by school staff at all times.

Wednesday, January 20, 2016 - 8:45 a.m. and 3:35 p.m. Pedestrian / Traffic Safety Concerns Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:
SC026-2016 1. That the site inspection report dated January 20, 2016, to
the Brampton School Traffic Safety Council Meeting of February 4, 2016, re: Dorset Public School – 100 Dorset Drive – Ward 7, be received, and
2. That the Peel District School Board be requested to review
the property to determine if a pedestrian access to the school can be placed at the westerly driveway; and
3. That the Manager of Engineering Services arrange for
the existing Bus Loading zone located on the north side of Dorset Drive, west of the westerly driveway, to be altered to start after the walkway to the park on the south side of Dorset Drive; and

Council that a Crossing Guard is not warranted in front of Dorset Public School; and,

Observations:
1. The school is located at the corner of Howden Boulevard and Horton Crescent. Howden Boulevard is a four lane roadway. There are fluorescent school area signs and flashing 40 km/hr speed signs. Crossing guards are located at Hanover Road and Howden Boulevard; Howden Boulevard and Dixie Road; Hanover Road at the front of Hanover Public School; Hanover Road and the walkway behind Lester B. Pearson Catholic.
2. The driveway into the school leads to the bus loading area in front of the school and the Kiss
and Ride area in the parking lot. There is no sign at the entrance of the Kiss and Ride area to inform drivers where to go. Approximately 400 students attend the school which is serviced by two buses, one large and one small. The exit driveway is one way with a Do Not Enter sign. At the front of the school, Fire Route signs and Kiss and Ride signs are displayed in the bus lanes. Signs are not present in the Kiss and Ride area. Some of the signs appear to be installed at a low height.
3. During the inspections, we discussed with the Principal the flow of traffic and her concerns
regarding stopping, parking in the Kiss and Ride area, as well as cars using the bus lane to avoid the wait in Kiss and Ride.
4. Signs that are present in the Kiss and Ride area do not face the drivers and the message
was confusing. The signs are typical Kiss and Ride signs used when the bus area and Kiss and Ride area are shared. In this case, the sign should not indicate a bus lane as they load and unload in a separate area.

5. During the morning, drivers used both the drop-off and Kiss and Ride lane. A few cars were
parked, as drivers left their cars to escort students. During the afternoon inspection, many cars parked or stopped in the Kiss and Ride and backed up to the road entrance.
6. No Stopping corner restriction signs are located at each side of the school driveway and each
side of the school crossing. No Parking, 8-5 signs are displayed on the north side of Howden Boulevard between the two Horton Crescents. No issues were encountered during the morning; however, at the afternoon inspection, cars stopped/parked in the No Stopping area on Howden Boulevard at the school driveways and in front of the fire hydrant.
Recommendations: 1. That the site inspection be received; and
2. That the Manager of Maintenance Services, Peel District School Board, review the property
and arrange the following:
a) Installation of a sign indicating the location of the Kiss and Ride Area b) Replacement of the existing Kiss and Ride signs with signs that indicate Kiss and Ride
and Drive Through area c) Installation of No Parking signs in the Kiss and Ride area d) Review of the height of the signs; and
3. That the Fire Department review the area to determine if a Fire Route is necessary in the Kiss
and Ride area; and
4. That the school principal arrange for school staff to use cones in the bus lane entrance to
prevent drivers entering the area; and
5. That the Manager of Parking Enforcement arrange for parking control officers to enforce the
No Stopping signs on Howden Boulevard during the afternoon dismissal times; and
6. That the school principal continue to reinforce traffic safety rules, especially driver awareness
and proper use of the Kiss and Ride area.

Nature of Problem: Pedestrian / Traffic Safety Concerns around driveway entrances and traffic on Richvale Drive, east and west sides opposite the schools where students are dropped off, particularly on the west side opposite the schools.

Observations: 1. Both schools are located on the east side of Richvale Drive approximately 300 metres apart.
2. During both AM and PM, cars stopped in front of the schools on the east side. There are
no signs indicating No Stopping/Parking. Many cars stopped or parked in the driveway areas which made it difficult for buses entering the driveway as they had to squeeze through.
3. No Parking/Stopping signs are posted on the west side of Richvale Drive. Cars did not
stop or park there during the inspection. During the PM more cars parked on the east side of Richvale Drive. With the exception those nearest the driveway, all was smooth. A few cars also stopped in front of fire hydrant, directly in front of Terry Fox Public School. It was noted that Parking Enforcement Officers had been present a few weeks earlier and this has made a huge difference for the illegal stopping on west side of Richvale Drive.

2. That the Manager of Traffic Services arrange for the installation of No Stopping, Monday to
Friday, 8-5 signs on the east side of Richvale Drive in front of Terry Fox Public School, in the area between the driveway entrances; and
3. That the Manager of Traffic Services arrange for the installation of corner restrictions on the
east side of Richvale Drive at both sides of the driveways to Terry Fox Public School; and
4. That the Manager of Parking Enforcement arrange for parking control officers to continue
monitoring the area during school times; and
5. That the Principals continue to reinforce traffic safety rules, especially driver awareness,
crossing with the crossing guard and the drop off/pick up of students, to ensure everyone's safety.

Observations: 1. Great Lakes Public School is located at the south east corner of Great Lakes Drive and
Sailwood Road. There is a driveway for buses only off Great Lakes Drive and another for school staff and parents off Sailwind Road. Serenity Road runs west off Great Lakes Road and has no access to the school property. St. Issac Jogues Separate School is located on the south west corner of Great Lakes Drive and Sailwind Road and the driveway to the school is off Great Lakes. School signs and crossing ahead signs are displayed on Great Lakes Drive. Signs are also displayed on both sides of Great Lakes Drive at Serenity Lane advising pedestrians to cross at the intersection of Great Lakes Drive and Sailwind Road.
2. Four or five years ago, there was a crossing guard at the corner of Serenity Road and
Great Lakes Drive to assist the students across Great Lakes Road for both schools. When the traffic signals were installed at the intersection of Great Lakes Road and Sailwind Road, the Crossing Guard was moved to the signalized intersection. At the time of the traffic signal installation, Traffic Services, the Crossing Guard Supervisor and Brampton Safety Council conducted a site inspection and recommended that the Crossing Guard be relocated to the signalized intersection. Crossing the students to both schools at the signalized location provides additional safety for the pedestrians. The crossing location at Serenity Lane encountered a number of drivers who did not obey the guard, traffic congestion and parked vehicles on the street.

3. At today’s inspection, we noted one parent with two students crossing at the Serenity Lane
location in the morning. In the afternoon about eight adults with twelve students crossed.
4. A few parents requested that we recommend the moving of the crossing guard because of
the long distance the children must walk; there was no discussion on safety provided by the traffic signals.
Recommendations: 1. That the site inspection be received; and
2. That the Crossing Guard remain at the intersection of Great Lakes Road and Sailwind
Road, as that location provides greater safety for the students; and
3. That the Peel Regional Police visit the intersection of Great Lakes Drive and Serenity Lane
during arrival and dismissal times and advise students to use the intersection at Great Lakes Drive and Sailwind Road where the Crossing Guard is located; and
4. That the School Administration continue to communicate to parents that it is safer to use the
current Crossing Guard location.
