Staff of FADA, (FundacionAnti-Droga Aruba) an-nounced on Tuesday, January22, they are expecting sev-eral specialists from Hollandto arrive on Aruba within aweek to begin training socialworkers in substance abuse ina new faith-based preventionprogram, which has provenvery successful in Hollandand the U.S.

The program, renamed“Paga Tino” (Pay Attention!)in Papiamento, has a six-pronged approach to address-ing the problem of substanceabuse and is particularlyaimed at youth who are con-sidered highly impression-able and vulnerable. Alcoholabuse and dependency are itsmain thrust. This a problemthat often gets lost in the listof many other addictive con-cerns, as alcohol sales arelegal, and “social drinking” isconsidered acceptable. Un-

fortunately, beginning todrink at a young age is acommon problem on Aruba, particularly due to the generalparty atmosphere of the is-land.

FADA Director JuendelSprok explained the curricu-lum is divided into topics thatwork on the perception of re-lationships and drinking, peerpressure, how the media andadvertising projects alcoholuse, comportment and riskwhen over indulging, sexual-ity and loss of control andgeneral lifestyle.

FADA staffers John vander Biezen and Jeanira Kock-Wernet brought forward howthe concern regarding alcoholabuse and dependency is par-ticularly pertinent during car-nival season, when the manyparties and events exude atacit approval of overindul-gence. This sets a very badexample for young people, and moderation should bepracticed by all those enjoy-ing carnival, with strict con-trols to see underageyoungsters do not have ac-cess to alcoholic beverages.

“Each youngster has tomake their own decision re-garding abuse, which oftenleads to dependency,” com-mented Mr. van der Biezen,

“Despite peer pressure, thehome environment is crucialin providing the guidance ingiving youth the strength toresist. Talking to our kids, setting a good example, pro-viding a firm foundation tocontrol their behavior andrecognize what will be disas-trous decisions, are learnedfrom a young age and by ex-ample.”

FADA is part of the cur-rent “I Love My Body” inter-agency campaign beingconducted during the comingcarnival weeks. It is a pro-phylactic program addressingthe problem of excessive al-cohol consumption over thecarnival period, often cou-pled with teenage pregnancy.FADA is concerned with con-tinuing the message and tack-ling the generaloverindulgence among youththat is encouraged throughoutthe year with the many con-certs and special club eventsscheduled. Most of these aresponsored by agencies sup-plying alcohol and consump-tion is a large part of theactivity. “Arubans are not onvacation, we live and workhere,” noted the FADA staff,“we cannot cut loose everyweekend as if we have noconcerns. We find this prac-

tice soon bleeds into everyday behavior and socialdrinking soon becomes sub-stance abuse and addiction.Recognition of this debilitat-ing behavior and controlneeds to be instilled in youthearly on to reverse the situa-tion.” Paga Tino will beginwith workshops in theschools aimed at providingthe foundation to resist alco-

hol dependency amongAruba’s next generation, butemphasize that parents andall family members must getinvolved to be part of the so-lution. For more informationon FADA programs andcounseling contact their of-fices at 583-2999 or visittheir website http://www.fun-dacionantidroga.org/

CARACAS (AFP) - Tens ofthousands of Venezuelansmarched in the streets ofCaracas in support of cancer-stricken President HugoChavez Wednesday, over-shadowing a much smallerrival rally by the opposition.

Vice President NicolasMaduro told the pro-govern-ment rally he would return toHavana to visit Chavez, whohas been convalescing inCuba since his latest surgerylast month, but whose condi-tion is improving, accordingto Caracas.

Opposition leader Hen-rique Capriles, who lost tothe 58-year-old Chavez inOctober's election, mean-while challenged the ailingleader to speak to the nationif he is able, saying theVenezuelan people deserve"peace of mind."

Chavez supporters -- cladin red shirts bearing thephrase "Chavez is all of us" -- however seemed to need noreassurances about their pres-ident's prolonged absencefrom the oil-rich SouthAmerican country.

Bearing flags, crosses, andpictures of Chavez and inde-pendence hero Simon Boli-var, pro-governmentdemonstrators converged onthe capital's January 23neighborhood for the mainrally.

Both Chavistas and theopposition were rallying tocelebrate the anniversary ofthe 1958 ousting ofVenezuela's last dictator,Marcos Perez Jimenez. Butthe rallies reflected the ten-sion of the current politicalcrisis.

"The goal is to confirm thepeople's commitment to Pres-ident Chavez, to support himwherever he may be, how-ever he may be, and so theworld will know that the seedhe planted is growing andwill continue to grow," Au-drey Ramirez, 43, a statebank employee, told AFP.

"We are with Chavez be-cause he is the only presidentwho has, for 14 years, fought forthe people -- because he is oneof the people. We are with Hugobecause we are Hugo," said 44-year-old Nora Machado.

WASHINGTON (AFP) - Sec-retary of State Hillary Clintoncame out guns blazingWednesday, angrily dismiss-ing Republican charges of acover-up over the deadlyBenghazi attack and warningof a rise in militant extremism.

At times emotional andoften fiery, Clinton gave noground to congressional crit-ics still seeking to determinewhy the administration at firstblamed the September 11 at-tack on a protest outside theUS mission in eastern Libya.

"With all due respect, thefact is, we had four deadAmericans. Was it because ofa protest or because of guysout for a walk one night and(who) decided to go kill someAmericans?" she told thetense hearing.

"What difference does itmake?" she demanded, thumping her fist on the tableas Senator Ron Johnson re-peatedly asked her why theadministration had falsely ini-tially linked the attack toprotests against an anti-IslamInternet video.

"It is our job to figure outwhat happened and do every-thing we can to prevent itfrom ever happening again, senator," she said.

She insisted there was noadministration cover-up of theevents of the night, whendozens of heavily-armed Al-Qaeda-linked militants over-

ran the compound and anearby CIA-run annex, settingoff an eight-hour firefight inwhich four people, includingUS ambassador ChrisStevens, were killed.

"Nothing could be furtherfrom the truth," Clinton in-sisted, stressing that in thedays afterwards the adminis-tration did not have "a clearpicture yet."

In one of her last major ap-pearances before steppingdown at the end of the month,Clinton showed no signs ofthe ill-health which plaguedher in December.

She also choked back a sobas she described having to callthe families with the news thatStevens, and informationmanager Sean Smith, hadbeen killed.

"This is not just a matter ofpolicy. It's personal. I stoodnext to President Obama asthe Marines carried those flag-draped caskets off the plane atAndrews" air force base, Clin-ton told the senators.

"I put my arms around themothers and fathers, the sis-ters and brothers, the sons anddaughters, and the wives leftalone to raise their children."

And she urged senators tolearn from the attack as theyconfront a rapidly evolvingpolitical landscape in thewake of the Arab Spring.

"Benghazi didn't happen ina vacuum," Clinton said. "TheArab revolutions have scram-bled power dynamics andshattered security forcesacross the region," she told theSenate Foreign Relationscommittee.

But top Republican sena-tors rejected her explanations, with Senator Rand Paul sug-gesting she should have beenfired for not reading requestsfor additional security.

"Had I been president atthe time and I found that youdid not read the cables fromBenghazi, you did not read thecables from AmbassadorStevens, I would have re-

lieved you of your post. Ithink it's inexcusable," hesaid.

Senator John McCain also"categorically" rejected someanswers, saying four monthson the American public stilldid not have "basic informa-tion."

"It's a tragedy when welose four brave Americans --there are many questions thatare unanswered. And the an-swers, frankly, that you'vegiven this morning are not sat-isfactory to me," he told Clin-ton.

Appearing at her last con-gressional hearings as secre-tary of state, Clinton reiteratedthat she took full responsibil-ity for deficiencies at the mis-sion and insisted she hadtaken steps to boost security inhigh-threat regions.

WASHINGTON (AFP) - TheHouse of Representatives votedWednesday to suspend the USdebt ceiling until May, avertinga potential default crisis andbuying time for high-stakesbudget negotiations.

The bill, which must be ap-proved by the Senate beforebeing signed into law by Presi-dent Barack Obama, temporar-ily has defused partisantensions, as Democrats and Re-publicans struggle to reach abroader deal to rein in deficitsand the federal debt.

The Republican-introducedmeasure passed 285-144, withbipartisan support.

The United States exceededits congressionally-mandated$16 trillion borrowing limit latelast month, and the Treasury hastaken extraordinary measures to

In a bid to hasten action,House Republicans added aclause to the bill to keep sena-tors from collecting theirsalaries if they don't pass abudget by April 15.The bill would not eliminatelawmakers' pay, but would setthe money aside in an escrowaccount until a budget is passedor until the last day of the 113thCongress, at the end of 2014.

If the bill is passed by theSenate and signed by the presi-dent, the current debt limitwould be automatically ex-tended as necessary until mid-night, May 18.

BRUSSELS (AFP) - EuropeanUnion anti-trust authorities an-nounced on Wednesday a fineof 79 million euros ($105 mil-lion) against Telefonica andPortugal Telecom for breachingEU competition rules in Portu-gal and Spain.

The European Commissionsaid it had slapped a fine of 66.9million euros on Telefonica and12.3 million euros on PortugalTelecom "for agreeing not tocompete with each other on theIberian telecommunicationsmarkets."

The EU executive said thatthe breach occurred after theJuly 2010 acquisition by Tele-fonica of Brazilian mobile op-erator Vivo, until then jointlyowned by both companies, asTelefonica and Portugal Tele-com each became the biggesttelecoms operators in their re-spective countries.

"The parties inserted a clause

in the contract indicating theywould not compete with eachother in Spain and Portugal asfrom the end of September2010" but terminated the non-compete agreement in February2011 after the Commissionopened antitrust proceedings, astatement said.

Portugal Telecom said thatthe fine, of which it has yet tobe formally notified, "is unjus-tified and inappropriate to anypossible unworthiness of itsconduct."

The company said that theclause in question didn't havethe intent or effect to limit com-petition, that steps were taken toensure it didn't and that it waseliminated after several months.

Portugal Telecom said itwould study seeking an annul-ment of the fine before the EU'sCourt of Justice once it had re-ceived and reviewed the deci-sion.
