Council’s Contracts & Permits Officer – reports 13 October 2009 Report Council has received representation from the resident of 4 Edmondson Street and 10 Morshead Street, North Ryde requesting that the Zone 4 Resident Parking Scheme be extended to include their streets. Consideration Following the representation an on-street parking survey was conducted to gauge the level of parking demand in the street. Whilst conducting the survey it was noted that the majority of parked vehicles in Morshead Street were towards the Blenheim Road end of the street, being within close proximity to the bus stop. The same was not noted in Edmondson Street. To provide consistency in assessing requests for an extension to a Resident parking Scheme a draft assessment criterion has been established with the key elements being as follows:- Criteria On-street parking utilisation rate must be greater than 80% (of available on-street parking spaces on both sides of the road or street) That surveys are undertaken at three (3) time periods (morning, lunchtime, afternoon) on any three (3) days of a normal week )does not include holidays and special event periods) to gauge the parking demand along a local road or street The survey revealed that overall Edmondson Street has a 6% vehicle utilisation rate and Morshead Street 18% when compared to available on-street parking spaces. Due to the results of the parking survey not exceeding the minimum 80% occupancy rate for on-street parking utilisation, the residents of Edmondson and Morshead Streets will not be further surveyed to confirm their support or otherwise for a Resident Parking Scheme.

Council’s Senior Traffic Engineer – reports 1 October 2009 Report Councillor Vic Tagg has received representations from a resident of Warwick Street in respect of traffic conditions along Warwick Street that relate to both on-street parking (parking saturation) and vehicle speeds. Background Council at its meeting on the 4 December 2007 resolved to adopt the following recommendation in respect of the report titled “Warwick Street, North Ryde – Right Turn Restrictions”, as follows: That Council take no action to install right turn restrictions at the intersection of Blenheim Road and Warwick Street. Consideration Warwick Street is a local road under Council’s Road Hierarchy with a carriageway width of 10 metres (kerb to kerb). Prior to the consideration of any traffic management device, a traffic survey is required to gauge the extent of speeding in the area. A traffic survey has been undertaken along Warwick Street with the results of the survey summarised in the table below: Survey Period (November

The results of the survey confirm that vehicle speeds along Warwick Street are consistent and volume traffic in the one (1) hour morning peak have increased. The gross traffic volumes (5-day AADT) are significantly less than 2000 vpd which is generally considered the upper limit for traffic volumes on a local road within a residential area. A parking demand survey will be undertaken once school resumes and the results of the survey will be tabled at the Ryde Traffic Committee meeting for consideration by Committee members.

ITEM 4 CRESSY ROAD AND HIGGINBOTHAM ROAD, RYDE Pedestrian Access File No: D09/68451

Council’s Senior Traffic Engineer – reports 9 September 2009 Report This is a follow-up report to advise Council on the movement of school children across Higginbotham and Cressy Road to determine if specific pedestrian management measures are warranted based on RTA warrants. Background Council at its meeting on the 13 October 2009 resolved to adopt the following recommendation in respect of the report titled “Cressy Road and Higginbotham Road, Ryde – Pedestrian Access (Interim Report)” (a) That no action be taken to install speed hump on Cressy Road. (b) That no action be taken to change existing bus zone opposite to the child care

centre along Cressy Road, due to the impending changes proposed by the Holy Cross College.

(c) That no action be taken to install to install No Stopping restrictions opposite the Cressy Road Child Care Centre as the No Stopping restrictions are already in place.

Consideration Cressy Road and Higginbotham Road are both local roads under Council’s Road Hierarchy which are serviced by State Transit buses. To determine which roundabout approach has the highest level of pedestrian activity, a pedestrian survey was undertaken. The following location plan below is to be reviewed in conjunction with the survey results table on the following page.

The results of the survey do not yield pedestrian movements greater than 30 in any one (1) particular hour. Therefore the reduced warrants for a ‘marked’ pedestrian crossing have not been satisfied. An onsite inspection confirms that due to the movement of buses through the Cressy Road/Higginbotham Road roundabout the required entry and exit lane widths limit the width of the “splitter” island in location 3, which at present operates as a “pseudo” refuge due to the limited widths. This location has been identified through the onsite survey as the preferred pedestrian access point, across Higginbotham Road. However, in light of concerns raised it is recommended that the following warning signs be installed on all approaches to the Higginbotham Road/Cressy Road roundabout, to advise motorists of the potential school children movements, at this intersection. • Warning Signs: Children Crossing (symbolic), W6-3A RECOMMENDATION: That Council approves the installation of W6-3A signs on all approaches to the Higginbotham Road/Cressy Road roundabout. Council’s Senior Traffic Engineer – reports 13 October 2009 Report To provide Council with an update on possible traffic management measures that could be tabled for future budget consideration at the intersection of North Road and Willow Crescent, Ryde to assist with access and reduce through traffic speeds. Council, subsequent to the tabling of the interim report (6 August 2009), has received correspondence from a number of residents who reside within close proximity of North Road and have expressed concerns about traffic volumes and speeds along the following streets: • Beattie Avenue, Ryde; • Eulo Parade, Ryde; • Haig Avenue, Ryde; • Rickard Street, Ryde; • North Road, Ryde. Background Council at its meeting on the 25 August 2009, resolved to adopt the following recommendation is respect of the report titled “North Road, Ryde – Traffic Management Options Paper”, as follows: (a) That, as an initial measure, Council install edgeline marking on North Road from

Blaxland Road to Quarry Road; (b) That advance ‘warning’ signs be installed on North Road in both directions before

the bend approaching Willow Crescent; (c) That Council review the situation in three (3) months and submit concept plans of

the short-listed options for its intersection (purpose of this report); (d) That an analysis be undertaken on traffic calming measures to discourage “out of

area” traffic flow on Beattie Avenue and along North Road from Blaxland Road to Quarry Road (purpose of this report).

Consideration An updated “North Road, Ryde – Traffic Management Options Paper” dated 7 October 2009 (ATTACHED - ATTACHMENT B) has been prepared that details a “bean” shaped “roundabout” as the most suitable traffic management secondary measure at the intersection of North Road and Willow Crescent, due to the following reasons: • Facilitates improved access from the Minor Road (Willow Crescent) as each

roundabout approach has equal priority;

• Through traffic speeds along North Road will be reduced due to the forced deflection (change in direction) that occurs as a vehicle traverses through the roundabout.

The report also considers the effects of traffic volumes and speeds on the amenity of other local roads that are within close proximity to North Road, being: • Beattie Avenue, Ryde; • Eulo Parade, Ryde; • Haig Avenue, Ryde; • Rickard Street, Ryde; The results of the traffic survey (as summarised in the table below) identifies roads that currently experience either higher than anticipated traffic volumes and/or traffic speeds for that particular road type, being either a Collector Road or a Local Road: Table 1.0 – Summary of Traffic Speeds and Traffic Volumes Street Name 85th % Speed 5-day AADT Comment

Council’s Senior Traffic Engineer – reports 15 October 2009 Report Mr Victor Dominello MP, Member for Ryde has received representations from a resident of Tarrants Avenue for a ‘Silent’ cop to be installed along Tarrants Avenue at the Terry Road intersection. Background ‘Silent’ cops are no longer utilised as a preferred traffic guiding device at intersections due to the danger to motorcyclists whose foot pegs can hit domes when cornering. Consideration Tarrants Avenue is a local road under Council’s Road Hierarchy with a carriageway width of 10 metres (kerb to kerb). Prior to the consideration of any traffic management measures at the intersection, a traffic survey is required to gauge the extent of cars ‘cutting’ the corner, whilst turning right from Terry Road into Tarrants Avenue. An onsite traffic movement observation survey has been undertaken at this intersection. The visual inspection confirms that cars do ‘cut’ the corner and that traffic measures should be installed to mitigate this type of driver behaviour. It is recommended that a rumble bar median be installed for a length of 5 metres along Tarrants Avenue, commencing at Terry Road intersection, followed by 5 metres of double barriers lines. ITEM 7 QUARRY ROAD, RYDE Driveway Access Difficulties File No: D09/69978

Council’s Senior Traffic Engineer – reports 15 October 2009 Report Councillor Nicole Campbell has received representations from a resident of Quarry Road requesting that consideration be given to allow parking on the nature strip along their property frontage due difficulties in accessing their private access driveway. Consideration Quarry Road is a Collector Road (east of Lane Cove Road) with a carriageway width of 9 metres (kerb to kerb). During peak periods access to the private access driveway can be difficult if heading in an eastbound direction from Lane Cove Road due to traffic queuing at the signalised intersection. Generally, the driver generally has to wait for a ‘gap’ in traffic flowing in the opposite direction before he or she can enter their private access driveway. Gaps in traffic during peak periods do not appear on a regular basis and driver etiquette may not be forthcoming to allow access to and from private access driveways, as warranted. In such circumstances the resident must access their property is the most appropriate and safe manner and this may require the resident to look at alternate routes of access, that may require further travel to maintain, ease of entry. In respect of the request to park on the nature strip, the following Road Rule applies: 197 Stopping on a path, dividing strip, nature strip or painted island (1) A driver must not stop on a bicycle path, footpath, shared path or dividing strip, or a nature strip adjacent to a length of road in a built-up area, unless: (a) the driver stops at a place on a length of road, or in an area, to which a parking control sign applies and the driver is permitted to stop at that place under these Rules, or (b) the driver is permitted to stop under another law of this jurisdiction. Maximum penalty: 20 penalty units. The driver is not permitted to park on the nature strip as pedestrian safety may be compromised in situations where the visibility of venerable children could be ‘compromised’ by a parked vehicle, which could therefore lead to an incident and also pedestrian access along the concrete footpath could be impeded.

ITEM 8 EASTVIEW AVENUE, NORTH RYDE Traffic Issues File No: D09/102896

Council’s Senior Traffic Engineer – reports 15 October 2009 Report Councillor Nicole Campbell has received representations from a resident of Eastview Avenue regarding on-street parking congestion. The ‘key’ areas of concerns raised in the correspondence are as follows: • Workers (predominantly from Macquarie Park) park their vehicles in Eastview

Avenue, which causes congestion problems and turns Eastview Avenue into a one-way street.

• When a truck and car are parked in a ‘paired’ arrangement, cars at times are unable to get through due to the limited carriageway width in certain sections.

Consideration Eastview is a Local Road under Council’s Road Hierarchy with a carriageway width of 7 metres (kerb to kerb). Survey Period (25

The results of the traffic survey confirm that travel volumes and speed are within the RTA’s Environmental Capacity Limits for a Local Road. It is not uncommon for a local road which is in close proximity to good public transport access to have higher than average on-street parking occupancy. This type of parking occupancy in conjunction with a limited carriageway width has a traffic calming effect and this is noted by the 85th % speed equalling the posted speed limit of 50 km/hr for Eastview Avenue. Changes that facilitate increased carriageway widths have been found to encourage higher traffic speeds, which may lead to more incidents in the area. A review of driveway alignments/positioning along both sides of Eastview Avenue between Ford Street and Ken Road, note the following: • A number of access driveways are shared and this creates a ‘pseudo’ passing bay

opportunity; and

• A number of access driveways are approximately 5.5 metres wide, which act as a ‘pseudo’ passing bay.

However at a number of locations (No’s 23-25; 39-41; 75-77; 93-95; 101-103), the distance between closest edges of adjacent driveways was less than 5.0 metres. In such circumstances, No Parking restrictions should be installed to prevent cars from potentially parking over private access driveways for lengthy periods. The Heavy Vehicle Driver Handbook (RTA Publication) stipulates the following in relation to heavy vehicle parking: Heavy Vehicles (GVM of 4.5 tonnes or more) or long vehicles (7.5 metres long or longer) must not stop on a length of road outside a built up area, except on the shoulder of a road. In a built up area they must not stop on a length of road for longer than one hour (buses excepted). It is recommended that the following actions be undertaken to assist with parking management and access: • That Council Rangers undertaken periodic enforcement along Eastview Avenue to

minimise the incident of on-street parking by heavy vehicles whose weight/length exceed 4.5 tonnes GVM and 7.5 metres in length, respectively;

• That Council install No Parking restrictions if the distance between the closest edges of adjacent driveways is less than 5.0 metres.

RECOMMENDATION: (a) That Council Rangers undertaken periodic enforcement along Eastview Avenue to

minimise the incident of on-street parking by heavy vehicles whose weight/length exceed 4.5 tonnes GVM and 7.5 metres in length, respectively;

(b) That Council survey the residents of Eastview Avenue, on a proposal to install No Parking restrictions in Eastview Avenue, North Ryde at the following locations:

o Between Property No’s 23 to 25; o Between Property No’s 39 to 41; o Between Property No’s 75 to 77; o Between Property No’s 93 to 95; and o Between Property No’s 101 to 103.

ITEM 9 ANDREW STREET, RYDE AND BADAJOZ ROAD / CALAGHAN STREET, NORTH RYDE National Black Spot Remediation Projects File No: COR2007/1608

Council’s Senior Traffic Engineer – reports 16 October 2009 Report To seek concurrence from the Ryde Traffic Committee on the Concept Plan engineering designs for the following two (2) Blackspot remediation site(s): • Andrew Street (two (2) angled slow points); and • Badajoz Street and Calaghan Street (roundabout) Background Road crashes are a major cost to Australians every year. Black Spot projects target those road locations where crashes are occurring. By funding measures such as traffic signals and roundabouts at dangerous locations, the program reduces the risk of crashes. Programs of this sort are very effective, saving the community many times the cost of the relatively minor road improvements that are implemented and invariably, save lives. Council in March 2009 received confirmation that three (3) out of five (5) Blackspot nominated sites were successful in receiving Federal Blackspot funding. Chatham Road Road resurfacing $75 Consideration The following design plans (ATTACHED) illustrate the engineering treatments that will be constructed to minimise the likelihood of future incidents that could result in injury to pedestrians and/or vehicle occupants, along both Andrew Street and at the intersection of Badajoz Street / Calaghan Street. ‘Key’ considerations - Andrew Street, Ryde Council has undertaken consultation with residents of Andrew Street to confirm the most suitable location(s) of the two (2) angled slow points, subject to resident support. This has been identified outside the frontages of No.5, No.12 and opposite No.38 (along golf course frontage) Andrew Street, Ryde.

ITEM 10 MIDWAY SHOPPING CENTRE Traffic Management Issues File No: COR2009/206

Council’s Senior Traffic Engineer – reports 16 October 2009 Report Councillor O’Donnell has received representations from residents in Rocca Street, Ryde in respect of the following: • Noise generated by newspaper deliveries early morning through to loading dock in

Rocca Street (dumping of papers on the ground, opening of roller shutter and use of the rolling machine at approximately 2am);

• Noise generated by garbage collection truck early morning collecting 240L bins in Rocca street; and

• Noise generated by patrons and or other visitors using the car park at night time. Background Council at its meeting on the 25 August 2009 resolved to adopt the following recommendation in respect of the Notice of Motion titled “Midway Shopping Centre – Traffic Management Issues – Councillor O’Donnell”, as follows: That traffic management issues raised by the residents in Rocca Street related to the Midway Shopping Centre be referred to the Traffic Committee for investigation of options to minimise the impact on residents. This should be done in consultation with the owner of the shopping centre. Consideration A meeting was convened at Council on Friday 18 September 2008 involving Council officers and owners of the Midway shops, Mr Rocca and Mr Rocca Junior. The following matters tabled below were discussed and a way forward was formulated: 1.Newspaper deliveries Mr Rocca advised that the new operator is to take over the news agency in the next month or so. Mr Rocca will review delivery arrangements, look at an automated roller shutter operation (much quieter), consider providing a rubber mat or other silencing type pavement to reduce thumping noise from the dumping of newspapers in the early part of the morning. Check noise from the rolling machine. 2.Garbage collection Need to identify if the garbage truck is side or rear loading. Garbage collection occurs once a week by WSN contractors within the Rocca street loading area.

Council’s Manager, Waste and Fleet will review the pick up location and time so as to reduce noise to residents in Rocca Street. 3.Use of car park at night Installation of boom gates was discussed, however it was highlighted that this was difficult due to the number of entry and exist points to the car park. Mr Rocca junior proposes to increase lighting in the car parking area with a cut off to limit light spillage. Further additional surveillance camera to be fast tracked for installation in the next couple of months. RECOMMENDATION: That Council supports the measures as proposed buy the owner that are contained within this report.
