The 64TH meeting of Operation & Coordination Committee of MP was held on 09th July 2018 at 11:00 AM at Conference Hall, SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at Annexure -1.0.

Shri K.K.Parbhakar Chairman OCC & Chief Engineer SLDC welcomed all the guests and participants for 64th OCCM of M.P. Chairman OCC stated that during last two months the voltage, frequency and grid parameters were well within limit and grid operated in smooth, safe & secure manner. He also informed that during the second fortnight of May 2018 there was an abrupt/unexpected increase in demand and at that instant the thermal generators were under maintenance, but fortunately increase in wind generation of about 1400-1500MW supported in managing the increase demand. He also stated that Hydel power stations also helped TO mitigate the increase demand and he appreciated the efforts of MPPGCL, MPPMCL & NHDC for managing the Demand.

Further chairman OCC informed the committee that CERC has notified a draft regulation on “Deviation Settlement Mechanism and related matters-Fourth Amendment Regulations, 2018” & requested all the entities to review it & provide their comments if any. He informed the committee that at present UI rate at 50 Hz is fixed and has been decided according to the coal rate of pit head generating stations in 2014. In this draft regulation it has been proposed that UI rates will be market driven and UI rate at 50 Hz will be the daily average rate of the exchanges which has traded, more that 80% for the previous day and if the there are no exchange having trading of more than 80% then the UI rate will be calculated by taking the weighted average of all the exchange rate. Also, at 50.05 Hz rate will be zero, at 50.00 Hz rate will be according to the exchange and at 49.85 Hz rate will be Rs8.24/kwh. Secondly, at present the provision for sign reversal of deviation is in every 12 time block and there is no penalty for it, but as per the draft regulation the sign reversal of deviation shall be required to be done in every 6 time block by each entity and entity failing to do so will be penalized by 20% of daily DSM as additional charges. Further if there is deviation (O/D, U/D) of more than 3% in Discom energy in a day then 20% of daily DSM will also be imposed/penalized as additional charges on Discom. Similarly, in case of generators if the variation or deviation is more than 1% then they will also be penalized by 20% of daily DSM. Also at present the cap rate for generating stations is fixed i.e., 3.034paisa/kwh, but according to draft regulation it is proposed that the cap rate for generating stations will also be variable as per the draft regulation. He requested all the Discoms, Generating Companies & MPPMCL to furnish their comments if any.

Shri R.A.Sharma Member Secretary OCC & Addl. Chief Engineer, SLDC welcomed all the guests and

participants for 64th OCCM and requested all the participants for formal introduction. He has appreciated the contribution of all the entities in safe, secure and economical grid operation. He has requested all the participants, to be more alert during ensuing monsoon season due to probable high voltage conditions and outage of lines. The generators and licensee’s have been advised to support with MVAR, by adding/withdrawing as and when required for security of the grid. Thereafter the agenda points were taken up which is narrated here under in nutshell:

ITEM NO. 1 : CONFIRMATION OF MINUTES : The committee was intimated that Minutes of 63rd meeting of Operation & Coordination Committee of MP held on 26th APRIL 2018 at SLDC, MPPTCL, Jabalpur were forwarded to the committee members vide No. 07-05/SG-9B-II/1825 Jabalpur dated 15.06.2018.

ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS APRIL 2018 TO MAY 2018. 2.1. Frequency Particulars: The committee was apprised that during APRIL 2018 the system frequency was below 49.90 Hz for 12.80% of time against 22.52 % of time during MAY 2018. The system frequency was above 50.05 Hz for 7.63 % of time during APRIL 2018 against 7.42 % of time during MAY 2018. The system frequency was within the IEGC range of 49.90-50.05 Hz for 79.57 % of the time during APRIL 2018 against

2.2.3 Status of Capacitor Banks in sub-transmission system: The updated information of the status of capacitor banks in sub-transmission system as on 31th MAY 2018 as submitted by DISCOMs, were discussed as detailed below:

The Discom representative were requested to ensure availability & healthiness of capacitor bank in order to maintain quality power supply during the forthcoming rabi season. Central discom was requested to submint a separate report regarding installation of capacitor banks & controlling voltage in Gwalior area during rabi season. Representative from central discom informed the committee that 36 capacitor banks have been purchased for Gwalior region which will be installed and in service prior to upcoming rabi season. The members discussed the matter & noted.

2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on 31.05.2018 was informed to the committee:-

The MPPTCL representative was requested to ensure that prior to switching operation of capacitor banks installed at 132 KV and above voltage level the code for performing the switching operation is obtained from SLDC/Sub-LDC’s. The members discussed the matter & noted.

2.2.5 Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The committee was updated regarding the various ongoing Transmission Schemes completed during the financial year 2017-2018 (up to MAY 2018) and plan for completion of various ongoing Transmission Schemes for the Year 2017-2018. The same is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively.

2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch 49.20 Hz during APRIL 2018 and MAY 2018.

There was no df/dt operation during the same period. The committee was apprised that settings of U/F & df/dt relay is under discussion at CERC and is likely to be revised and shall be adopted as per the regulation. Member secretary OCC requested MPPTCL to ensure submission of consolidated report of healthiness of U/F & df/dt relay on monthly basis.

(ii) Defective u/f, df/dt relays: MPPTCL has informed that All the df/dt and U/F relays are in operation,

where the U/F relays are not available, the numerical relays programmed for under frequency operation. Defective df/dt relay at 220KV Sagar & 220KV S/S Chhatarpur have been replaced & ABB make df/dt relay at 132KV S/S Chapda is being replaced shortly, except this all U/F stages are in good/ healthy working condition. Representative from MPPTCL informed the committee that the defective df/dt relay at 132 KV S/s Chapda has been replaced on 27.06.2018.

2.3 Power Cuts / Load restrictions/Differential Load Shedding by DISCOMS & group allocation to 33 KV feeders:

(i) Details of DISCOM wise Power supply given to various domestic categories during the period

APRIL 2018 and MAY 2018, was apprised to the committee and same is enclosed as Annexure

2.3(i).

(ii) Group Allocation to Newly Commissioned existing EHV substations: - The region wise list of

33 KV feeders emanating from various newly commissioned/existing EHV substations for which

groups have not been allocated as given in Annexure 2.3 (ii) and the DISCOM wise details of pending

group allocation to 33 KV feeders as given below, were apprised to the committee for discussion: -

Discoms are requested to furnish the details as per list enclosed at Annexure-2.3(ii) in the meeting. Representative from East discom informed the committee that the proposal for one feeder 33KV

Jaithari feeder (Mojer bear) has to be provided by site and is under process. Representative from West Discom informed the committee that 33 KV mokdi & Kanwas from Ujjain

region and 33KV Panther-I, Khandwa Oil (Previously known as Chichgaon), 33KV Amalpura, 33KV AKVN-I, 33KV AKVN-II feeders of Indore region have been group allocated. Further he also informed that from remaining there, the proposal for two feeders have been received from site and will be group allocated at the soon.

Representative from East Discom informed the committee that the feeders mentioned in the list of unallocated feeders have not been constructed till date and only its feeder bay is constructed/charged. Hence group cannot be allocated until the feeder is constructed. Further he also informed the committee that group allocation process for remaining in under progress.

Member Secretary OCC stated that a consolidated/updated list of such bay from central discom shall be submitted to P&D, MPPTCL under intimation to this office for which feeders which have not been constructed, therefore such bay shall be removed from the list of unallocated feeders.

Further he requested that the order copy of the feeders which have been group allocated shall be submitted to

P&D, MPPTCL under intimation to SLDC.

The members discussed the matter & noted.

3.2 Proposed shutdown programme of Transmission lines / Transformers: The proposed shutdown of transmission elements for the period 01.06.2018 to 31.07.2018 submitted by MPPTCL is enclosed as Annexure-3.2.

The members have noted the points. 3.3 Long Outages of transmission elements and protections: The status submitted by MPPGCL /MPPTCL are given below:-

X’mer tripped at 21:55 Hrs. due to LA Burst. Emergency shutdown taken for 15 days from

21.04.18 to 05.05.18 for CPRI oil filtering and

MPPGCL informed that Owing to adverse report of RLA conducted on ICT during shutdown, proposal for permanent discontinuation of ICT from service has been submitted. Chairman OCC stated that MPPGCL


RLA testing work. shall inform and take consent from MPPTCL/WRLDC well in advance so that prior planning for strengthening of transmission grid can be done prior to dismantling of the ICT.

09. Line Reactor at 400KV Sarni-Asta Line

11. UAT – 7B at STPS 30.06.2018 Bucholz relay operated. Representative from MPPGCL informed the committee that inspection work is under progress.

12. 40 MVA X’mer, at 132 KV S/s Piparia. 24.06.2018 -

The representative of MPPTCL has informed that defect in B phase winding is developed and transformer is being replaced by another 40 MVA Transformer.

Chairman OCC stated that the details of long outage submitted to SLDC & CRA Cell by MPPTCL are different. Therefore, sometimes report submitted by CRA CELL and SLDC to MPERC did not match. The difference in report from both the offices creates discrepancy at MPERC level.The MPPTCL representative were requested to ensure to submit a proper report/complete report to both SLDC & CRA cell to avoid such issues. The representative of all utilities was also requested that itransmission element/ EHV element under outage, should invariably be intimated to SLDC. All entities are requested to ensure the same. ITEM NO. 4: OPERATIONAL STATISTICS FOR THE MONTH OF APRIL 2018 AND MAY 2018: The details of actual generation, Schedule from Central Sector, demand etc. were tabled for discussion: Annex. 4.1 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of

MPPGCL & NHDC Hydel Units. Annex. 4.2 Power Supply Position. Annex. 4.3 Hourly Average of Availability and Demand. Annex. 4.4 Hourly average schedule Vs Drawal of DISCOMs. ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OF APRIL 2018 AND MAY 2018: The Grid Disturbances and Grid Incidents in MP during these months as indicated in Annexure 5 were apprised to the committee.. Member Secretary OCC requested MPPTCL/NHDC/MPPGCL to submit the report timely and along with DR/EL in soft copy.


ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- The present status regarding schedule and commissioning of reactors / transmission elements is as below:-

In 63rd from ISP informed the committee that the reactor has been installed and the inspection by the engineer from CEA has been done, the report of which is still awaited. Representative from NHDC informed the committee that as per instructions issued by CEA, mulsifyre system needs to be installed, hence the reactor is expected to be commissioned by 10th August 2018.

2. Line Reactor on 400 kV Satpura–ISP line at STPS

MPPGCL informed that the price bid has to be opened and the reactor will be commissioned by December 2018. MPPGCL informed the committee that Civil work issue in commissioning of reactor has been resolved and the price bid will be opened shortly.

3. Bus Reactor at SSTPS

125 MVAR MPPGCL

Work will be carried out under PSDF as intimated by MPPGCLin 62nd OCC MPPGCL informed the committee that the reactor is under procurement and will be commissioned by December 2018. MPPGCL informed the committee that on 23.06.2018 order has been placed.

6.2 Load Dropping Scheme/ System Protection Schems (SPS) at substations in M.P to handle emergency condition: - The committee was briefed that in 63rd OCC, MPPTCL was requested to review

the existing load drop scheme (SPS) and to implement new load drop scheme as per requirement as per

updated network and same may be submitted to SLDC. Further it was also intimated that WRLDC vide e-

mail dtd-18.06.2018 has also requested to submit the updated load trimming schemes details, SPS

implemented in MP system. Considering above MPPTCL representative was requested that the complete details of all SPS

commissioned in MP along with load shed quantum, may be submitted to SLDC so that the copy of the same

could be placed in Control room of SLDC and concerned substation / power station for reference & record

and the same can also be submitted to WRLDC.

The matter was discussed in the meeting.

6.3 Providing the region-wise-District wise details of quantum of solar roof top installed in MP

system :- It was apprised to the committee that Ministry of New & Renewable Energy, Govt. of India is


implementing grid connected roof top power programme. As a sequel to above roof top power plant have

been installed in government building as well as other prominent buildings. Presently the amount of roof top

generation is not available with SLDC. It is felt that the installed capacity of solar roof top plant, be

considered for modeling of power system network in PSS system. It is intimated that now a days PSS

software are being used for study purpose of power system network for future planning and operation of grid. It is therefore desired that region-wise-District wise quantum of grid connected solar roof top plant

(Region-wise) installed in your Discom may please be provided to SLDC so that the above quantum of

solar roof top installed in the system may be accounted for and updated in PSS power system network.

Monthly region-wise-District wise updation of roof top solar, in each Discom jurisdiction may also be

provided regularly to SLDC in the first week of every month, for keeping the PSS update.

The management has desired that the compliance on the above matter may please be adhered to.

Member Secretary OCC stated letter have been issued to all the Discom for providing desired

information and therein it is is requested to submit the required details. Further it was also requested that the

updated status should be submitted on monthly basis. The DCC representative were also asked to peruse

the matter with respective officers of discom.

The members have noted the points.

6.4 One Hour 20 minutes interruption to 220 KV substation Shahdol on dtd 01.06.2018 and non-reporting thereof: - It was apprised to the committee that at 16:53 hrs on dtd 01.06.2018, AE 220 KV

substation Shahdol had forwarded shutdown proposal on 40 MVA 132/33 KV transformer to attend hot point

on 33 KV main bus R-phase isolator jaw. Subsequently it was gathered that 40 MVA 132/33 KV transformer

had already been hand tripped at 16:30 hrs without obtaining code from SLDC. The Executive Engineer

(Testing) MPPTCL Shahdol was requested to furnish the details of incidence took place. However, Shahdol

substation was trying to hide the facts and 40 MVA transformer was charged without obtaining code from

SLDC. Thereafter at late night hours it was gathered that 20 MVA 132/33 KV transformer at 220 KV

substation Shahdol was also hand tripped at 16:30 hrs (01.06.2018) along with 40 MVA transformer.

Therefore, this caused one hours 10 minutes interruption to Shahdol substation. Nevertheless, long duration

interruption to Commissioner Head Quarter is not desirable, moreover the facts were concealed. It was aso mentioned in the meeting that keeping the EHV elements out of service without permission

of SLDC is violation of grid code. Obviously, the EHV Elements could be hand tripped without obtaining

code from SLDC in case of exigency but it should be informed immediately to SLDC and Elements should

have charged after obtaining code from SLDC. It was also informed to the representative of MPPTCL that it

is generally observed that the EE (Testing) Shahdol is intended to indulge in disputes rather than addressing

the real issue. It is therefore MPPTCL was requested to address the issue and suitable directives may be

issued to concerned official to adhere with provisions of grid code.

Representative from MPPTCL informed the committee that the explanation has been call from Shahdol

and the details will be submitted shortly.


6.5 Abnormal delay in normalization of transmission elements after tripping at Sarni TPS:- It was apprised to the committee that 400 KV Astha-Sarni line tripped at 14:50 hrs on 09.06.2018 from both end

with following indication:-

Astha – B Ph. Zone-1, Location- 77.4 KM

Sarni – B Ph. Zone-1, Location – 16.08 KM

The line could be normalized at 16:05 hrs on 09.06.2018 after 01 hour 15 minutes of tripping. The

committee was informed that that abnormal delay had been done for normalization of above line. In the

above context, it have been pointed out that it is generally observed that whenever any tripping took place at

Sarni Power House, abnormal delays were noticed for normalizing the lines, on plea of yard checking/

testing etc.

Accordingly MPPGCL representatives were requested that the concerned officials may please be

instructed that whenever any tripping or disturbance occurred on EHV elements, the same should be

conveyed with relay indications and all relevant details to SLDC within reasonable time slot and system

should be normalized promptly in due course of time so that undesired delay in restoration of EHV elements

could be avoided. The prolong outage of EHV elements also involved commercial issues therefore it is

desired to arrange to ensure timely restoration of tripped EHV elements.

Representative from MPPGCL stated that the control room for 400 KV STPS – Ashta ckt – I & II is

separate and is situated at a distance from the existing control room and there are no staff posted at Asha

control room. Hence on occurrence of trappings generally delay took place , as staff rushed from main

control room for taking further course of action.

The MPPGCL was requested to arrange availability of staff at separate control room of 400 KV STPS-

Ashta ckt - I & II at STPS so that such occurrence could be avoided. .


6.6 Creation of GIS based Energy Map of India by NITI Aayog:- The committee was informed that

the Director, CEA, New Delhi vide letter o. 07/02/ceA/pfam/Niti Aayog/2018 dtd. 09.02.2018 (copy

enclosed), addressed to CMDs/MDs/Chairperson of Discoms / Power Utilities, has requested to provide

data pertaining to power utilities in attached format (Annexure-6.6) for development of Geospatial Energy

Map of India. Accordingly, it has been requested to provide soft copy of these data to email Id-

[email protected].

The Niti Aayog is developing a user friendly GIS based Energy Map of India which would provide true

locations of energy resources in India including Power Plant, coal, and oil reserves, transmission lines,

refineries etc. The CEA is nodal agency to collect all data pertaining to the power sector of India by

collecting it from different utilities of power factor.



In view of above, respective members were requested that consolidated information pertaining to their

Company in prescribed format be made available in soft copy to CEA, New Delhi under intimation to this

office. The above data may be emailed to mail Id - [email protected].


6.7 Procedure for availing outage on ISTS EHV elements and OCC approval thereof: - It was

apprised to the committee that as per standard procedure of WRPC, all EHV elements which have been

listed under the list of important grid elements of Western Region, the outages for such elements required

OCCM approval. All such proposed outages of interstate and 400 KV transmission elements of next months

should be got approved in the OCCM of WRPC in the current month. All the constituents of WR shall inform

to the WRPC for readiness for availing outage of transmission elements on D-3 basis. Further, as decided

non-OCCM outages should be discouraged. Only under exceptional cases, the request for transmission

outage after issue of OCCM minutes must be posted through email for concurrence of WRPC Member at

least three days in advance. It has been seen that Occam outage proposal which are being submitted and

got approved, however the same are not being availed in real time. It have also been observed that the

occm proposal are being submitted very casual manner without accentuating actual requirement, moreover

the proposal of a few lines is being submitted regularly in repeated pattern but the outage on the same are

not being availed. Where as it is always tried to get approval of non occm outage, which unnecessarily

creates disputes with WRLDC/WRPC. All utilities were requested that actual requirement of shutdown on

EHV Elements be planned and accordingly outage proposal be submitted to SLDC for approval of OCCM.

The work related with construction activities / shifting work, new addition etc. invariably incorporated in

OCCM proposal. In the above context EHT Construction has been requested to arrange to send their OCCM

outage proposal through CE ( T &C ) within stipulated time as from EHT Construction , OCCM proposal

never being received in accordance with laid down procedure they generally insisted upon non OCCM

outage approval just before targeted date. The committee was also apprised with the details of WRPC-OCC approved outages and the availed

outages as detailed below:



It was brought to the notice that the maximum WRPC-OCC approved are not availed by the entity.

Hence it was requested that such practice should be avoided.


6.8 Delay In Submission of Documents For First Time Charging of Elements:- The procedure for

interconnection of new transmission elements have been briefed to the members as narrated hereunder:- • Intimation by Transmission Licensee to RLDC / SLDC(Annexure A1-A5): 10 days prior to anticipated date

of first time charging.

• Acknowledgement and comments of RLDC/ SLDC to Tr. Licensee ( Format-II): Within 3 days.

• Submission of request for first time charging by Tr. Licensee to RLDC//SLDC (Annexure B1-B5): 3 days

prior to anticipated date of first time charging.

• RLDC shall issue Provisional Charging Approval for first time charging to licensee and in case of

interregional element RLDC to issue consent/ request to NLDC for IR lines. In case of intrastate line

charging approval shall be conveyed by SLDC: (within 2 days).

• Licensee to submit dummy SEM reading to RLDC to ensure that the Meter processing Software is able to

read the SEM data from the new meters.

• Licensee to take Operational Code from RLDC /SLDC Control Room for switching operations. The code

shall be issued keeping view of grid reliability.

• Transmission Licensee submit Post Charging documents (Annexure C1 to C4).

• RLDC/ N LDC shall verify the post charging documents and issue certificate for interstate / Interregional

lines / ISTS lines.

• The respective testing department shall furnish regarding measures taken to take care new element

interconnection for protection co-ordination for adjacent s/s and accordingly undertaking shall be

provided.

All utilities were requested that licensee / utilities shall strictly adhere with time schedule for documentation

of first time charging of new transmission elements of all interstate line and all EHV elements 400kv and

above and to ensure that FTC formalities should have completed before availing outage for integration of

element. It have also been mentioned that the authority submitted FTC document should ensure compliance

of protection/ metering issue in coordination with T&C official. The utilities were requested to ensure correct

and complete in all respect FTC document should should be submitted. It is also informed that Non

attachment of requisite papers/ SLD/ document of standing committee approval /approval of Electrical

inspector /noncompliance of relay coordination of adjacent s/s / providing information incorrectly caused

delay in obtaining FTC approval.


6.9 Reporting Of Flash Report, DR and EL of Transmission Elements & Detailed Tripping Report:- It was apprised to the committee that as per the provisions of Regulation 5.2 (r) of CERC (Indian

Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First

Amendment) Regulations, 2012 all the Regional Entities of the Region shall furnish the tripping details

including DR & SEL output to RLDC with in 24 hrs of the event for analysis and identify the real time


measures required in future to ensure secured grid operation. The flash report is also required to be

furnished to SLDC within an hour of tripping. It is observed that FLASH REPORT, DR & EL of station is not

made available after tripping of transmission grid element by the State Grid Entities and the flash report is

also not being sent after repeated pursuation. It is also to inform that in the 508th WRPC OCCM , WRLDC also marked some events for which

the above details are not provided, which are also required to be provided in WR PCM, the events are as

below:-

All intra-state entities are requested to submit the FIR, DR & EL in (.cfg & .dat format) of station during tripping of transmission grid elements.


6.10 Ten Daily Reservoir operation table of MPPGCL HPS:- It was apprised to the committee that in

the meeting held in Regional Office of MPPMCL at Bhopal on 24.09.2016 to discuss availability from Sardar

Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily

reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54th , 55th &

56th OCCM, request has been made to MPPGCL for furnishing the same to SLDC within a week, In last meeting MPPGCL has submitted the Ten Daily Reservoir Table of Bargi and Bansagar Hydel Power

Stations. It was requested that MPPGCL shall submit the Ten Daily Reservoir Table of remaining hydel power

stations in coordination with NVDA and WRD for optimum utilisation of available water in the reservoirs during

the summer season.

6.11 CONTROLLING HIGH VOLTAGE DURING OFF-PEAK HOURS :- It was apprised to the

committee that Switchable Shunt Reactors are being taken in service during high voltage conditions. However,

in view of inadequate shunt reactive compensation, the generating units are advised to contribute in voltage

regulation by operating their units in under-excited mode (absorb Reactive Power) within the capability curve.

The MW, MVAR and Voltage of generating units was analyzed for the month of Feb 2017 with the help of

SCADA data available at WRLDC.


In 494th OCC meeting of WRPC, WRLDC has drawn attention regarding MVAR generation at Satpura

Power Station when bus voltage was above nominal. The scatter plot of MW Vs MVAR of unit and Bus Voltage

Vs Reactive Power Injection by the unit has been plotted. It has been observed that generating unit at Satpura

Unit No. 10 & 11 was injecting reactive power into the grid even when the bus voltage was above nominal. Such

operation is not desirable and it has been requested that AVR setting and the GT taps may be reviewed /

adjusted so as to enable the unit to contribute in voltage regulation within the capability curve. The directives in

this regard may please be adhered to control the high voltage during off peak hours.

Member secretary OCC requested MPPGCL/NHDC/JP Bina to provide MVAR support as per the system

requirement and absorb MVAR when voltages are high to the extent as per their capability curve.

6.12 MONITORING OF SCHEMES FUNDED FROM PSDF :- It was apprised to the committee that it was

decided in the 6th meeting of NPC held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly

OCC meetings may follow up with the utilities to expedite the completion of schemes by giving due priority. The

implementation of most of the schemes are based on the recommendation of the enquiry committee on grid

disturbance of July 2012 headed by Chairperson, CEA. Therefore timely implementation of these schemes

would enhance the grid security and reliability. Accordingly the details of grant sanctioned from PSDF for the

schemes of MP is enclosed at Annexure- 6.12A. The status of implementation of above schemes (physical as

well as financial progress) may please be reviewed and the entities are requested to expedite implementation of

the schemes. The utilities were advised to furnish the information in the format enclosed at Annexure – 6.12B

by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM,

NLDC, POSOCO) with a copy to NPC, WRPC division and SLDC. The status of the same is being monitored by

WRPC in OCC meeting of WRPC every month.


6.13 POWER SYSTEM STABILIZER (PSS) IN AVR TUNING OF GENERATOR AND ITS RESPONSE PLOT:- It was apprised to the committee that in 129th Protection Committee Meeting of WRPC,

it has been decided that all generators would furnish PSS settings and step-test response plot of time Vs

terminal voltage in excel sheets to WRLDC/ WRPC. As a sequel to above, MPSLDC vide various e-mail

communication all generators under our periphery were requested to provide PSS settings and the step test

response plot of time Vs terminal voltage in excel sheet to WRLDC/ WRPC. Inspite of repeated pursuance, the

details of SGTPS Birsinghpur Power House only receipt, no any other generators have provided the desired

information. However, SGTPS has also not provided desired graph plot in excel sheet. The above data /plot

required to be provided to WRLDC/ WRPC on urgent basis, it is therefore respective members were requested

that all generators may provide the same so that the same may be forwarded to WRLDC/ WRPC.



6.14 RGMO/FGMO compliance by generators in the region:- It was apprised to the committee that it

is to intimated that as per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal Units above 200MW & Hydro

Units above 10MW for grid security and reliable grid operation. Further vide 5th amendment to IEGC dtd-

12.04.2017, it has been provided in clause-5.2(h) that “ RLDCs/SLDCs shall not schedule the generating station

or unit(s) thereof beyond ex-bus generation corresponding to 100% of the installed capacity of the generating

station or unit(s) thereof and that the generating station shall not resort to Valve Wide Open operation of units”

so that primary response is ensured. In view of the above it is requested to kindly submit the required details in prescribed format enclosed

as Annexure- 6.14 to SLDC at immediately. The required data has been received from MPPGCL.

It was also intimated that generation of some units are above 100% which shall not be above 100%. As

during any incident there will be no response of RGMO/FGMO in such cases where generation is above 100%.


6.15 ABNORMAL VOLTAGE VARIATION OBSERVED IN PMU AT 400 KV S/s BINA:- It was

apprised to the committee that the abnormal voltage variations is being observed in PMU’s at 400 KV S/s Bina

(plots enclosed as Annexure-6.15 (3 pages) since May 2018. SLDC has taken up the matter with T&C,

MPPTCL and M/s GE. M/s GE engineer visit was arranged to 400 KV S/s Bina to investigate the problem in PMUs & it has

been informed by GE site engineer that the voltage spikes are also observed in the input values of PMU from

Bus PT’s & line CVT secondary, hence it can be gathered that these PMU’s are showing correct values and

there is no issue in PMU.

Further it is also to intimate that the abnormal voltage spikes are still being observed in the PMU of 400

KV Main Bus I & II and 400 KV Bina(M.P) – JP BinaCkt installed at 400 KV S/s Bina and the magnitude

&frequency of spikes is continuously increasing with time .In addition to above, it is to also intimate that the

voltage spikes are observed in 400 KV Bina-JP BinaCkt even when the line is hand-tripped from both ends.

In view of the above MPPTCL is thus requested to kindly arrange for testing of Bus PT’s, line CVT &

related equipments installed at 400 KV S/s Bina for investigation of root cause of these voltage spikes observed,

for its rectification and ensure healthiness of equipments at site. Further it is also requested to intimate SLDC

about the necessary action plan at the earliest.

Representative from MPPTCL informed the committee that the testing if CT/CVT & PT as been done at

400 KV Bina end and no significant cause for such voltage variations can be concluded and the matter is

still under investigation. The MPPTCL representative were requested to examine the cause of fluctuation

so that remedial action could be taken. The matter was discussed in the meeting.

ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- It was apprised to the committee during 2017-18 the

black start mock drill successfully carried out at Bargi and Pench Hydel power station on dtd 23.05.2017 and

06.06.2017 respectively. The Black Start Mock drill exercise at Gandhi Sagar Power station was also carried


out on dtd 30.05.2017 but synchronization of islanded system with national grid was not successfully done due

to problem in bus coupler breaker at Gandhi Sagar Power Station. Black Start Mock Drill at Birsinghpur HPS,

Tons HPS & ISP HPS was successfully carried out on 17.10.2017, 23.01.2018 & 10.02.2018 respectively. The

Joint Black Start Mock Drill of Pench & Bargi was successfully conducted on 11.04.2018. MPPGCL may apprise

the same in the meeting.

The black start mock drill exercise of OSP was to be held in April 2018 but due to non-availability of Bus

Coupler Breaker at OSP the Mock Drill date cannot be finalized. In 63rd OCC OSP informed the committee that

the purchase of Bus Coupler Breaker is under process and the tender is being awarded.

In view of the above OSP HPS was requested to inform the latest status of Bus Coupler Breaker so that

at the earliest Mock Drill exercise may be organized. Representative from OSP informed the committee that one

of the CT’s is being repaired and Bus Coupler Breaker is expected to be in service by 15th August 2018.

Thereafter the Mock Drill at OSP can be conducted in the month of October 2018.

It was apprised to the committee that the black start mock drill of Gandhinagar HPS was conducted

successfully on 06.07.2018.

ITEM NO. :- SUPPLEMENTARY MINUTES: Item SA-1: Repeated incidence of cable thief in Power Grid bays of 400 KV Satpura - Itarsi & Satpura

- Koradi lines at Satpura Thermal Generating Stations:- The General Manager Asset Management , PGCIL

WRTS-II Vadodara vide letter No. WRTS-II/AM/246/AV/1065/ 1410 dtd 20.06.2018 has pointed out repeated

incidence of cable theft in Power Grid bays at Sarni Power House. Therein, Power Grid has mentioned

incidences of theft of control cables as narrated hereunder:-

The G.M. (Asset Mgmt.) (letter enclosed as Annexure SA-1) has mentioned that for replacement of

aforesaid cable around 3 Kms cables have been laid. Such persisting theft incidence at Sarni Generation Power

Station is not desirable. Such incidences not only cause of loss of revenue but also theft of cables may cause

security concerns of integrated system. The MPPGCL representative were requested to look into the matter

and necessary steps may kindly be taken so that reoccurrences of theft incidence could be eliminated.

The matter was discussed in the meeting. Thereafter Member Secretary OCC stated that outage of such

important grid elements is not safe for grid operation and STPS, MPPGCL authorities shall discuss the matter


with higher officials and take necessary decision/action for providing advance security arrangements (like CCTV

Camera, additional security staff, etc) at STPS switchyard to avoid such theft incidences. Item SA-2: REGARDING NON-CLOSING OF SIDHI HINDALCO CKT FROM HINDALCO END AFTER

AVAILING OUTAGE BY TLM:- The outage was availed on 220 KV Sidhi – Hindalco Ckt-1 on dtd-03.07.2018 at

09:47 Hrs. by AE TLM and shut down was normalized at 18:09 Hrs. on the same day from Sidhi end. The line

was kept out from Hindalco end however this was not reported to SLDC. The line got charged from Hindalco

end on dtd-06.07.18 at 13:41 Hrs. when the outage of 220 KV Sidhi – Hindalco Ckt-2 was required. It is not

understood, why this line was kept open from Hindalco end. It was pointed out that the prolonged opening of line

from Hindalco end may cause reliability concerns to M/s Hindalco. EHT-M and T&C representative were

requested to look into matter.


ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 Status of AMR system installed at SLDC: SLDC representative informed the Committee about the status of data received through AMR system in

the month of May 2018. He informed that the complete data of 591 meters was received through AMR system

and data of 33 Nos meters (Monthly- 25 & Partial – 08) was not received through AMR system, the availability of

data was around 95%. He also informed that status of data received through AMR system is invariably sent to

all concerned offices including SE(T&C) offices through email for furnishing the missing data alongwith monthly

JMR data latest by 4th of every month. Further, the following points are discussed and resolved as under:-

1. SLDC representative requested the CE(T&C) office to take up the matter with M/s Secure Meters Ltd

for resolving the site related issues of the 33 Nos meters not read during the month of May 2018.

Details are shown in enclosed Annexure-8.1.i. CE(T&C) office have assured to take up the matter with

M/s Secure Meters Ltd. for resolving the issues related with 33 Nos. meters not read during the month

of May’2018.

2. SLDC representative informed that around 145 Nos. ABT meters are installed at the interface points

of newly commissioned substation / Xmers / HT consumers / OACs, after repeated pursuance with

M/s Secure Meters Ltd only 72 Nos meters are successfully integrated with AMR system of SLDC and

balance 66 Nos meters are yet to be integrated with AMR system. He requested the CE(T&C) Office

to advice M/s Secure Meters Ltd. and field offices for integrating the balance ABT meters (66 Nos)

and also requested to include the new meters installed at the interface points under AMC contract of

M/s Secure Meters Ltd. The list of 66 Nos. meters required to be integrated with AMR system is

shown in Annexure-8.1.ii. CE (T&C) office have assured to take up the matter with site officials and

M/s Secure Meters Ltd. for integrating the balance 66 meters with AMR System. Further, SLDC is

repeatedly requesting CE(T&C) office to take up the matter with CE(Procurement) office for including

the new meters installed at the interface points under AMC contract. CE(T&C) office representative


intimated that proposal for including 150 Nos. New ABT meters under AMC contract is under process

at CE(Procurement) office.

3. SLDC representative informed that as already requested in 63rd OCCM that as per Regulations 10

and 18 of Central Electricity Authority (Installation and operation of meter) Regulation 2010, the

interface meter are required to be tested at least once in five years. He also requested CE(T&C)

office to advice the concerning site officials to verify the monthly JMR data for its correctness before

sending to SLDC. CE(T&C) office representative have assured that instructions will be issued to Site

Officials for testing of meters and verifications of JMR.

4. SLDC representative intimated that in 63rd OCCM, CE(T&C) office was requested to issue instructions

to all circle offices for furnishing the JMR data in standard format enclosed herewith as Annexure-

8.1.iii to SLDC on email id- [email protected], but, except Gwalior Circle none of the circle

offices are furnishing the data in the required format. He again requested CE(T&C) office to issue

instructions to field offices for furnishing the data in required format. CE(T&C) office representative

has assured that instructions will be issued to field offices for furnishing the data in required format.

8.2 Non receipt of meter data timely of ABT meters installed at the Railway TSS: SLDC representative informed that monthly meter data of ABT meters installed at the Railway TSS is

downloaded through AMR system installed at SLDC. In case of non-availability of meter data through AMR

System, SLDC intimates the missing data list to concerned T&C circle office and coordinate with field offices for

manual data downloading through MRI of the ABT meters installed at TSS. But, every month difficulty is being

faced by field officials in manual downloading of data through MRI as proper cooperation and support is not

provided by the Railways as a result the data gets delayed. The issue could not be discussed as no officer from

Railways has attended the meeting.

8.3 AMR facility for the ABT meters installed at MPPGCL :

SLDC representative informed that MPPGCL has provided AMR facility on 107 Nos ABT meters

installed at the interface points and all the meters were successfully integrated with AMR server. He also

informed that ABT meter data of 38 Nos meters were not received through AMR system in the month of May

2018, the status of data received through AMR system was also emailed to GCC, MPPGCL on 19th May 2018.

He requested MPPGCL to take up the matter with site officials and M/s Secure Meters Ltd. to resolve the

problems related with non readability of meters integrated successfully and provide AMC of AMR facility to M/s

Secure Meters Ltd. so that complete data is received by SLDC. MPPGCL intimated that matter is taken up with

M/s Secure Meters Ltd for AMC of AMR system.



SLDC representative also requested to MPPGCL to instruct the Gandhi Sagar HPS & Silpara HPS

officials for considering the ABT meters with AMR facility as main meters and furnish the JMR data accordingly.

MPPGCL have assured to take up the matter with Gandhi Sagar and Silpara HPS.

SLDC representative also requested MPPGCL to furnish the meter master of ABT meters installed at

the interface points as main, check and standby meters alongwith modem and SIM details. MPPGCL assured to

furnish the same.

SLDC representative informed that in case of Thermal Power Stations of MPPGCL, the injection

recorded by the ABT meters installed at the outgoing feeders generally do not match with the generation

recorded at Generator end. He requested MPPGCL to advise the site officials for monthly checking / verification

of feeder wise data with Generator and Station Xmer wise data and testing / calibration of meters installed at the

Power Stations as per CEA regulations. MPPGCL have assured to issue instructions to site officials for checking

/ verification of data .

SLDC representative informed that Satpura TPS, the ABT meters installed at Generator no. 6&7

(MPC63019,MPC63023) and at Station Xmer No. 3&4 (MPC63022,MPC63024) are having time drift as such

data of these meters are not being utilized by SLDC. MPPGCL is requested to issue instructions to concerned

officials at Sarni TPS for time synchronization through GPS of these meters. MPPGCL has assured to issue

instructions to site officials for checking of time drift.

8.4 Non receipt of monthly injection data (JMR) of newly commissioned Wind & Solar Power Project for issuance of monthly State Energy Account : SLDC representative informed that the concerned SE(O&M)’s do not furnish the monthly injection data of

following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is

incorporating the injection data recorded in ABT meter in SEA, but, verification of data of the following REGs

could not be done.

i) 15MW Solar Power Project of M/s Simcom Pvt. Ltd. (Simcom(1MW), Eastman(4MW) & Made

Easy(10MW) connected at 220KV Ganjbasoda. –SE(O&M) Vidisha.

ii) 6 MW Biomass Power Project of M/s Ramnik Power & Alloy connected at 33KV Wara Seoni

substation - SE(O&M) Chhindwara.

iii) 30MW Baggase Power Project M/s Narmada Sugar Mills connected at 132KV Pondar substation -

SE(O&M) Narsinghpur.

iv) 30MW Baggase Power Project of M/s Narmada Sugar Mills connected at 132KV Ponder substation

- SE(O&M) Narsinghpur.

SLDC representative requested DDC, Bhopal & Jabalpur to take up the matter with their Commercial

Sections for issuance of directives to concerned SE(O&M)’s for furnishing the wind & solar generation JMR

data by 3rd or 4th of every month. DCC’s have assured to take up the matter with their Commercial Sections.


Further, SLDC representative informed that the concerned SE(O&M)’s do not furnish the the JMR/AMR

injection data of the following wind generators connected at 33KV level is not furnished at the time of issue of

provisional SEA .

i) 30MW Wind Power Project of M/s Sudheer Project Pvt. Ltd. connected at 132KV Maxi Substation. –

SE(O&M) Ujjain

ii) 30MW Wind Power Project of M/s Kshema Power & Infra connected at 132KV Ghosla substation.

SE(O&M) Ujjain

iii) 30MW Wind Power Project of M/s Kshema Power & Infra connected at 132KV Behrugarh. SE(O&M)

Ujjain

iv) 29.4MW Wind Power Project of M/s Suzlon Gujrat Wind Park Ltd. connected at 132KV Khachrod

substation. –SE(O&M) Ujjain

v) 28 MW Wind Power Project of M/s Inox Betul (Giriraj) connected at 132KV Gudgaon substation -

SE(O&M) Betul

SLDC representative requested DDC, Indore & Bhopal to take up the matter with their Commercial

Sections for issuance of directives to concerned SE(O&M)’s for furnishing the wind & solar generation JMR

data by 3rd or 4th of every month. DCC’s have assured to take up the matter with their Commercial Sections.

SLDC representative informed that JMR injection data of the following wind & solar generators

connected at 132KV level and above is not furnished by the concerned EE(T), MPPTCL, SLDC consider the

data received through AMR or through MRI by site official in monthy SEA, but verification of data of the

following REGs could not be done.

i) 42MW Wind Power Project of M/s Suzlon Gujrat Wind Park Ltd. connected at 220KV Badnagar

substation through 132KV Ckt.

ii) 21MW Wind Power Project of M/s Sarjan Realities Ltd. connected at 220KV Badnagar substation

through 132KV Ckt.

iii) 50 MW Kukru Wind Power Project connected at 132KV Gudgaon substation through 132KV Ckt.

iv) 49.5 MW Betul Wind Power Project connected at 132KV Gudgaon substation through 132KV Ckt.

He requested CE(T&C) office to issue necessary directives to field offices for furnishing the JMR data

of the above RE Projects. CE(T&C) office have assured to issue instructions to field offices for furnishing the

JMR data of above mentioned RE Projects connected at 132KV level and above.


8.5 MPREC( Forecasting,Scheduling,Deviation Settlement Mechanism and related matters of Wind and Solar Generating Station) Regulations 2018:

SLDC representative informed that The Hon’able Madhya Pradesh Electricity Regulatory Commission

has notified the MPERC (Forecasting, Scheduling, Deviation Settlement Mechanism and related matters of

Wind and Solar Generating Stations) Regulations 2018 on 20th April 2018. These regulations have come in

force from the date of notification of regulations. The regulations are applicable to all Wind Generators having a

combined installed capacity of 10MW and above and Solar Generators with an installed capacity of 5 MW and

above including those connected via pooling statins and selling power within or outside the State.

He also informed that in accordance with regulatory provisions, SLDC has to compute the deviation

charges of qualified Wind and Solar Generating Stations on the basis of Schedules issued by SLDC and actual

injection recorded in ABT meters installed at the pooling stations. The actual generation data of Wind and Solar

Generators connected at 132KV level and above is received by SLDC through AMR system. However, complete

meter data of Wind and Solar Generators connected at 33KV level is not received by SLDC through AMR

system.

He further informed that SLDC has already issued instructions to Wind and Solar Generators not integrated

with AMR server of SLDC and connected at 33KV level for providing separate modem, antenna, Optical cable &

SIM for data downloading at SLDC remotely.

SLDC representative informed that in order to implement the above regulations the actual generation

data of Wind and Solar Generating Stations connected at 33KV level is essentially required by SLDC through

AMR or manual downloading through MRI. SLDC has already requested the CE(Comml) West and Central vide

letter no.07-05/FS_DSM/154/1899 dated 21.06.2018 and letter no. 07-05/FS_DSM/154/1903 dated 22.06.2018

for appointment of nodal officer for providing the meter details, AMR facility and meter data. Central Discom has

appointed the nodal officer, but, West Discom has yet to appoint the nodal officer. He requested DCC Indore to

take up the matter with CE(Comml), office for appoint of nodal officer. DCC Indore has assured to take up the

matter with CE(Comml) for appointment of nodal officer.

ITEM NO. 9: SCADA and E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS & HAVING TRACTION FEEDERS-

It was informed during the meeting that integration of telemetry of around Seven RTUs (132KV Biora,

132 KV Mandla, 132 KV Raghogarh, 132 KV Isagarh, 132 KV Pratappura, 132 KV Maneri, 132 KV Dabra )

with SLDC SCADA is pending.

Further, SLDC informed that telemetry of Birsingpur HPS and Zinna HPS is also not available and

same needs to be provided by MPPGCL.


It was also informed by SLDC that most of the RTUs commissioned recently is not working properly

and functioning intermittently. It was also brought to the notice of OCC that MPERC vide Letter dated 09-

08-2017 has directed to ensure proper functioning of RTUs.

In response, MPPTCL representative assured to look into it and arrange commissioning of telemetry of

balance RTUs as well as arrangement for round the clock smooth functioning of these newly commissioned

RTUs. Regarding telemetry of Birsinghpur HPS and Zinna HPS it was informed by MPPGCL, that NIT for

procurement of RTUs for these two power stations along with replacement of RTUs for other hydel power

stations has already been issued and procurement is under process.

SLDC further informed in the meeting that in the information conveyed to MPERC, it is mentioned that

the commissioning of RTU at Morwa is pending due to wideband node commissioning at 132KV Waidhan S/s.

It is informed by SLDC that the commissioning of wideband node at 132KV Waidhan S/s is not expected in

near future and RTUs of Morwa is out since last two years. Accordingly, SLDC is constantly pursuing the

matter with MPPTCL for restoration of RTU of 132KV Morwa through alternative arrangement like

PLCC/leased line etc. It was also clarified by SLDC that commissioning of wideband nodes under Master

telecom Project is being done by PGCIL for which work is assigned by MPPTCL and SLDC is only

coordinating agency.

SLDC also informed that as per grid code, telemetry of new sub stations is required to be provided

before its charging. Accordingly, WRLDC is insisting for arranging telemetry of 220 KV Suwasra Sub Station

before its charging. However, telemetry of 220 KV Suwasra, was commissioned by utilizing modems/data

channel of important functioning telemetry (Gandhi Sagar & 220 KV Bhanpura) resulting in outage of earlier

existing telemetry, which is not advisable. SLDC requested MPPTCL to issue instructions in the matter, so that

such incident may not be repeated in future.

9.2 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS The present status of telemetry discrepancy including upgradation requirement was discussed in detail

(enclosed as Annexure-9.2). The list of following important locations where RTU upgradation is required to

SLDC informed that there is no progress in rectification of telemetry discrepancies of substations pertaining to MPPGCL since long time. MPPGCL informed that they will arrange a meeting in SLDC for resolving these discrepancies.

ISP informed that there was some problem in MFM & new MFM have been purchased but they are

unable to configure the same for which SLDC requested ISP to arrange for its rectification at the earliest.

MPPTCL informed that there is some problem in DFE RTU in Polaikalan & they will arrange for its

rectification at the earliest. SLDC further requested MPPTCL to seal all the wide band communication

panels/RTU panels to avoid the entry of rodents for which MPPTCL agreed.

SLDC further informed that the status of telemetry is being monitored by MPERC through MIS report

and hence telemetry is required to be maintained properly with highest possible availability.

It was also informed by SLDC that lot of inconvenience in grid management is observed due to above

discrepancy and hence upgradation of above mentioned RTU is to be taken up on top most priority for which

MPPGCL and MPPTCL agreed.

9.3 Extension of RGMO/FGMO signal to SLDC/WRLDC :-

SLDC informed that as per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal units above 200

MW and hydro units above 10 MW. Further considering the high penetration of renewable to grid and also the

Government target to achieve 175 GW, it is essential to monitor operation of RGMO/FGMO at SLDC/RLDC for

ensuring grid security and compliance of regulation. Subsequently SLDC vide letter no. 07-05/RPC-27/3739

dated 18-01-2017, letter No. SE/LD:E&T/693 dated 23-01-2017, letter No. SE/LD:E&T/34 dated 13-04-2017,


letter No. SE/LD:E&T/143 dtd.26-05-17, , letter No. SE/LD:E&T/309 dtd.19-07-17, letter No. SE/LD:E&T/980

dtd.14.03.18 requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in RTU installed at

power station and forward the object address configured in RTU so that same may also be configured in

SLDC SCADA and RGMO/FGMO status may be displayed in SCADA system. The matter was again taken up

vide this office UO No.38 dated 21/08/2017. However, extension of RGMO/FGMO signal of following

generating units is still to be extended to SLDC SCADA system:-

In addition to above, the RGMO/FGMO status of Tons HPS is showing incorrect.

SLDC informed that in 63rd OCCM it was stated by MPPGCL that extension of RGMO/FGMO signal

of Bargi HPS shall be completed by June 18 and confirmed that balance shall be completed shortly. However

no progress in the matter was observed

SLDC requested to expedite the extention of telemetry of RGMO/FGMO of above generators for which

MPPGCL agreed.

9.4(a) Non Availability/ Unreilable telemetry of Hydel Power Stations :-

SLDC informed that the telemetry of Bansagar III, Tons, Pench, Bargi, Bansagar II,Madikheda

is very unreliable & frequent long outage with abnormal delay in restoration of same is observed. The RTU

availability of MPPGCL HPS is as detailed here under :-

It was also informed that as per CERC communication regulation 2017, availability of

telemetry is required to be ensured more than 99.9% however as indicated above the telemetry availability of

Hydel Power Stations is very low.


SLDC also informed that MPPGCL was requested to provide the contact details of officers at each power

house looking after telemetry work & arrange required spares (PLCC/RTU/MFM etc.) at Power Stations so

that availability of telemetry may be achieved as desired by CERC. SLDC again requited MPPGCL to issue

order regarding telemetry site coordinators and provide the copy to SLDC for which MPPGCL agreed.

9.4(b) Non Availability/ Unreliable voice communication Between SLDC to Thermal/ Hydel Power Stations :-

SLDC informed that despite constant pursuance most of the PLCC voice communication of various

power stations to SLDC is out since long time. The details of outage are here as under:-

SLDC informed that the restoration of above PLCC voice Communication is of utmost importance as

lot of inconvenience in system operation is observed by SLDC as voice communication through Mobile/ P&T

lines is not reliable and remains out /unreachable for most of the time. MPPGCL agreed to discuss this matter

with its higher officials.


9.5 NON AVAILABLITY OF SOE AT SLDC SCADA SYSTEM SLDC informed that the problem in receipt of SOE from field is observed. WRLDC vide letters dtd.

03.05.17 & 15.05.17 intimated that SOE of grid disturbance at 220 KV S/s Mahalgaon & 400 KV S/s Indore is

not received in Back-up LDC SCADA/Sub-LDC SCADA system respectively. SLDC is carrying out data

validation of various substations periodically & it is observed that SOE from various substations like 400 KV

S/s Satpura, 400 KV S/s Astha, 220 KV S/s Damoh, 220 KV Itarsi, 220 KV Barwaha, 220 KV Chhindwara, 220

KV Pandhurna, 220 KV Sabalgarh, 220 KV Shivpuri, 220 KV S/s Tikamgarh, 220 KV S/s Mahalgaon, 220 KV

S/s Hoshangabad, 220 KV Shujalpur, 220 KV S/s Badod was not received at SLDC SCADA system.

Subsequently SLDC vide letter SE/LD:E&T/200 dtd. 14-06-17 requested MPPTCL to arrange simulation

testing for SOE of all RTUs.

SLDC informed that the SOE verification was taken up in Indore and Jabalpur area and wrong SOE with

wrong time was observed in 220 KV S/s Badod, 132 KV Dewas BNP, 220 KV Ujjain, 132 KV Sonkatch, 220

KV Shujalpur, 132 KV Suwasra, 132 KV Chapda, 400 KV Julwaniya, 132 KV Depalpur, 220 KV Rajgarh, 220

KV Barwaha, 220 KV Neemuch. The matter was taken up and initially filed persons were reluctant to verify the

same in RTU. However, after long pursuance, the matter was investigated and it was found that the settings

“inf code 2” & “inf code 4” were not correct at the RTU end. These settings have now been changed & correct

time stamping of above stations is now available to SLDC.

SLDC requested MPPTCL to arrange simulation testing & provide the schedule for simulation testing of

SOE of all RTU’s in coordination with SLDC SCADA/Back Up SLDC/Sub LDC SCADA system before 15th

August & also issue necessary instructions to sort out the issues for ensuring proper receipt of SOE in SLDC

SCADA system for which MPPTCL agreed.

9.6 LONG OUTAGE OF RTUS, PROBLEM IN DATA AND VOICE CHANNELS & INTERMITTENT TELEMETRY DUE TO NOISE IN COMMUNICATION CHANNEL :- The long outage of telemetry & substations having intermittent telemetry due to heavy noise in communication

channel was discussed in detail:-

MPERC vide Letter dated 09-08-2017 has directed to submit reason for long outage for RTU & also directed to ensure proper functioning of RTUs. MPPTCL, MPPGCL are requested to sort out rectification of above RTU/data channel on top most priority.

MPPTCL, MPPGCL officials confirmed to look into the matter to sort out/ rectification of above

RTU/data channel. MPPGCL and MPPTCL informed that the action regarding restoration of telemetry of

above sub stations /power stations shall be taken up on top most priority.

9.7. UTILIZATION OF W.B NODE AT BIRSINGHPUR TPS :

SLDC informed that the W.B node at Birsinghpur TPS has already been commissioned in 2016.

However, despite constant pursuance utilization of node is still pending since last two years due to pending

work of laying of cable form W.B node location to PLCC room, Exchange room and RTU.

MPPTCL informed that purchasing of required converter is under tendering process.


9.8 MAINTENANCE OF OPGW WORK OF MPPTCL EHV LINE SECTION:

SLDC informed that break in OPGW was observed on dt. 13/06/2018, between 220 KV Satna to 220

KV Katni EHV line section. Due to this all 15 telemetry routed through 220 KV Satna node was out. SLDC

requested to EHT section Satna & Damoh for early restoration of OPGW and informed that they have no

arrangement related with OPGW related work. As restoration of around fifteen telemetry routed through Satna

along with Satna PGCIL was required on top most priority, M/s PGCIL who is doing the “Master Telecom

Project” deputed their team for rectification of OPGW for the MPPTCL EHV line section. Due to the help of M/s

PGCIL, OPGW communication of Satna section was restored on 23/06/2018.

SLDC further informed that the support for PGCIL was not available for rectification of OPGW on

220KV Satna- 220KV Maiher- 220KV Katni MPPTCL section due to ongoing project works. The same support

may not be available in future. Therefore, it is necessary that MPPTCL may plan the OPGW rectification work

in advance so that the delay in restoration of fault related with OPGW may be avoided.

MPPTCL informed that the matter will be discussed and final decision in the matter regarding issue of

AMC for OPGW directly to its OEM or entering into agreement for AMC of OPG with PGCIL shall be taken

shortly and action shall be initiated accordingly.

9.9 TELEMETRY OF RAILWAY TSS SUB STATIONS: - The matter was not discussed as railways Officials were not available in the meeting.

9.10 INFORMATION REQUIRED FOR PMU ANALYTICS UNDER URTDSM PROJECT:- Under the

“Unified Real Time Dynamic State Measurement” URTDSM Project, the analytics applications has been

installed at SLDC MP for which the relay setting details are required for its configuration from all the sub-

stations where PMU’s are installed and its adjacent sub-stations (list of S/s enclosed as Annexure-9.10.1).

The format for submitting the required details is enclosed as Annexure-9.10.2.

The required data has been received from SGTPS, MPPGCL. MPPTCL is requested to furnish the

data at the earliest.


ITEM NO 12 : DATE AND VENUE OF NEXT OCC MEETING :

It is proposed to hold 65th Operation and Coordination Committee meeting of MP on 28-08-2018. The host and venue of the same shall be decided in the meeting.

ANNEXURE-5 System Disturbance / System Incidence

1. System Disturbance on 12.04.2018 in Tons HPS area: On dated 12.04.2018 at around

00.30 Hrs. M.P system was normal, Weather at Rewa-Tons area was Cloudy and Stormyand frequency of National Grid was 49.96 Hz. At 00.40 Hrs, Bus-Bar protection of Main Bus-II operated at Tons HPS, resulting in the tripping of following feeders only from Tons area as given below. 220kv Tons HPS-Rewackt-II 220kv Tons HPS-Kotarckt-II 20 MVA X-mer at Tons HPS 220kv Bus Tie at Tons HPS

There was No generationand load loss Supply to Tons HPS remain managedDG set

available as informed by Tons HPS. Later 20 MVA X-mer charged at 00.56 Hrs along with this otherelements restored gradually.

2. System Disturbance on 19.04.2018 in Ratlam area: On dated 19.04.2018 at around

08.00 Hrs. M.P system was normal and frequency of National Grid was 50.07 Hz. At 08.05 Hrs,220kv Bus Bar Protection maloperated due to 220kv bus tie master relay contact got shorted , this instance happened during opening of 132kv side of 160 MVA X-Mer-I for taking shutdown,resulting into tripping of following X-mers/ckts-

160 MVA , 220kv/132kv X-mer-II 160 MVA , 220kv/132kv X-mer-III 220kv Ratlam-Badnagarckt-I 220kv Ratlam-Badnagarckt-II 220kv Ratlam-Nagrackt-I 220kv Ratlam-Nagrackt-II 220kv Ratlam-Dalodackt 220kv Bus tie 220kv Bus coupler

This caused the No interruption in 220kv s/s Ratlam as supply was managed through 132kv network. Also there was no generation loss. Later the elements restored gradually.


3. System Disturbance on 30.04.2018 in Tons HPS area: On dated 30.04.2018at around

09.40 Hrs. M.P system was normal and frequency of National Grid was 49.82 Hz, Thunderstorm was occurring at Tons Area. At 09.45 Hrs, Bus-Bar protection of Main Bus-II operated at Tons HPS, resulting in the tripping of following feeders only from Tons area as given below. 220kv Tons HPS-Rewackt-II 220kv Tons HPS-Kotarckt-II 20 MVA X-mer at Tons HPS 220kv Bus Tie at Tons HPS

There was No generation and load loss Supply to Tons HPS remain managed DG

set available as informed by Tons HPS. Later 20 MVA X-mer charged at 10.35 Hrs along with this other elements restored gradually.

4. System Disturbance on 03.05.2018 in Barwaha area: On dated 03.05.2018 at around 17:15 Hrs. M.P system was normal, Weather was Clear, frequency of National Grid was 50.06 Hz. At 17:21 Hrs,132kv B-ph CT of 132kv Barwaha-Sanawad-ckt burst at 220kv s./s Barwaha,resulting in the tripping of followingelementsas given below. 220kv/132kv 160MVA X-mer 220kv/132kv 3*40 MVA X-mer 132kv/33kv 63MVA , 40 MVA I & II X-mer 132kvBarwaha-Sanawadckt 132 kvBarwaha-ChhotiKhargoneckt 132 kvBarwaha-Kishangarhckt 132 kvBarwaha-Balwadackt 132 kvBarwaha-OSP Canalckt 132 kvBarwaha–Chhegaonckt 132 kvBarwaha-Simrolckt 132 kvBarwaha-Bhaklaickt

Interruption occurred at 220kv S/S Barwaha,132kv S/S Kishangarh, 132kv S/S Bhaklai. There was No generation and load loss was 55MW . 220kv/132kv 3*40 MVA X-mer charged at 17:30 hrs , later other elements got restored.

5. System Disturbance on 12.05.2018 in Sidhiarea: On dated 12.05.2018 at around

12:30 Hrs. M.P system was normal and frequency of National Grid was 49.85 Hz. At 12:36 Hrs, at loc no 134 B-ph jumper opened of 220kv Sidhi-Amarkantakckt, resulting into tripping of following X-mers/ckts-

220kv Rewa-Tons-ckt-I, 220KV Rewa-Birsinghpur, 220kv Sidhi-Amarkantakckt


During the tripping 220kv Rewa-Tons-ckt-II was under shutdown, this caused theinterruption in 220kv Rewa s/s, 220 KV Sidhi S/S ,220kv Sirmour S/S, 132 KV Rewa S/S, 132 KV Sidhi S/S ,132 KV Deosar S/S, 132 KV Pahadiya S/S , 132 KV Mauganj S/S , 132 KV Mangawan S/S, 132 KV Katra S/S.There was no generation loss and load loss of 188MW.220kv Rewa-Tons ckt I charged at 13:00 hrs, 220KV Rewa-Birsinghpurckt charged at 13.09 hrs,later other elements restored gradually. 220kv Sidhi-Amarkantakckt restored after petrolling.

6. System Disturbance on 13.05.2018 in Binaarea: On dated 13.05.2018at around 21:00

Hrs. M.P system was normal and frequency of National Grid was 50.07 Hz, Stormy weather with heavy winds and rains was reported at Bina area. At 21.09 Hrs, 400kv JP Bina-Bina( PG) ckt tripped on B-Ph –E/F along with the following ckts 400kv JP Bina-Bina( MP) ckt 400kv Bina-Bhopal ckt -II Unit # 1 , Unit # 2 of JPBTPP BINA

There was generation Loss of 309 MW as both the units of JP Bina got tripped due to

no evacuation lines available and no load lossreported .400kv JP Bina-Bina( PG) cktcharged at 22.05 hrs and through this supply extended to JP BINA, later other lines got restored.

7. System Disturbance on 26.05.2018 in OSParea: On dated 26.05.2018 at around 17:45 Hrs. M.P system was normal and frequency of National Grid was 49.85 Hz. At 17.49 Hrs,while desynchronization of Unit # 2, the LBB protection of CB of unit # 2 got operated at OSP leading to the Bus Bar protection operation, due to this further following elements got tripped:- 220kv OSP-Khandwa(PG)ckt 220kv OSP-Chhegaonckt 220kv OSP-Barwaha Tap Nimranickt 220kv OSP-Julwaniyackt 220kv OSP-Barwahackt Three units of OSP i.eUnit # 2 , Unit #3, Unit #6


There was generation loss of 174 MW and no load lossoccured. 220kv OSP-Barwahackt charged at 18.23 hrs, later other elements restored gradually
