The cases of Officials who a re w ork ing on d e p u ta tio n for a period of one y ear or less an d w here the officer is eligible a n d is considered fit for th e aw ard , the recom m endation sh o u ld be forw arded by the p a ren t d e p a r tm e n ts . N o.l 1024/04/2018-PMA - The Union H o m e Minister is pleased to institute "Asadharan Aasuchana Kushalata Padak" to be conferred on members of intelligence organizations of Central Government, Intelligence wing/Branch/Special Branch of the State/UT Police Forces, Central Police Organizations (CPOs), Central Armed Police F o rces (CAPFs), National Security Guard(NSG), Assam Rifles(AR) in consideration o f the exceptional performance, indomitable & daring intelligence service and to make ordain and establish the following s ta tu tes governing them, which shall b e deemed to have effect from the date of their notification:-

ASADH ARAN AASUCHANA KUSHALATA PADAK

Firstly: The award shall be in the form o f a M edal and styled and designated the “A sadharan Aasuchana Kushalata Padak” (hereinafter referred to as the Medal).

Secondly: The Medal shall be circular in shape, made of silver gold gilt, one and three e ig h th inches in diameter and shall h a v e embossed on the obverse the symbol of “K autilya” in the Centre with the ‘ATTPrERT vT3TcT 3TOtF inscribed below and shall h av e engraved on the upper edge, the w ords tHr “and the words“Aasuchana Sewa” inscribed on the lower edge. Hindi and English inscription shall be separated by a small Star appearing on e ith er side. On the reverse, it shall have embossed the State Emblem in the centre a n d words “tHANTM 3uFu°ii ^letcnocrayp1 and “Asadharan Aasuchana Kushalata P a d a k ” on the upper and lower edge respectively. The words “tick'd3 3RTcU (in H indi) shall be embossed below the State Emblem. The State Emblem and the writings around it shall be encircled by a wreath. On the rim, the name of the person to w h o m the Medal has been awarded, shall be inscribed.

T h ird ly : The Medal shall only be aw arded to the Members of Intelligence organizations notified by Central Government or Members of Intelligence Branch7Special Branches of State/UT Police and Intelligence Wings of CPOs. CAPF, A R , NSG engaged in intelligence gathering for combating terrorism/militancy/insurgency etc. and perform ed acts of exceptional courage and skill in in te lligence gathering, leading to significant breakthrough in unearthing of modules o f espionage/insurgency/terrorism/ militancy/organised crimes or in arrest/capture/neutralization of members of such outfits.

F ourth ly: The name of those to whom th is Medal is awarded may not be published in the Gazette o f India for the reason o f security of the work and need to safeguard th e identity o f the person. However, a Register of such names may be kept by su ch authority as directed by MHA.

Fifthly: Each Medal shall be suspended from the left breast and the riband, o f one and th ree eighth inches in width, shall b e h a lf blue and silver white, the two colours b e in g separated by a vertical red line 1 /8” in width.

Sixthly: Any act of Intelligence, which is worthy of recognition by the award of ”A sadharan Aasuchana Kushalata P a d a k “ but is performed by one upon whom the Decoration has already been conferred, may be recorded by a Bar attached to the riband by which the Medal is suspended. For every such additional act an additional Bar may be added and for e a ch Bar awarded a small silver rose with gold g ilt shall be added to the riband, when w orn alone.

Seventhly: It shall be competent for the U n io n Home Minister to cancel and annul the aw ard to any person of the above decoration and that thereupon his name in the R egister shall be deleted. It shall, how ever, be competent for the Union Home M inister to restore any Decoration, which m ay have been so forfeited. Every person to w hom the said decoration is awarded shall, before receiving the same, enter into an agreement, to return the Medal if , h is name is deleted as aforesaid. Notice of cancellation or restoration should n o t be published in the Gazette of India. However, entries o f such effect should be m a d e in the Register.

Eighthly: It shall be competent for M inistry of Home Affairs to make rules to carry out the purpose o f these statutes.

No.l 1 024/04/2018-PMA - In accordance w ith the Statute ‘eighthly’ of the statutes re la tin g to the award of the “Asadharan Aasuchana Kushalata Padak” the following ru le s governing them are notified w h ic h shall be deemed to have effect from the date o f their notification:-

1. Recomm endations for award on the ground o f performed acts of exceptional courage and sk ill in intelligence service com bating terrorism/militancy/insurgency, etc. leading either to significant breakthrough in unearthing of modules of espionage/terrorism / militancy/ organized crim es or in arrest/capture of members o f such outfits, shall be made as soon as possible after the occasion of which the exceptional courage and skill was shown.

2. All th e recommendations shall state th e name and rank of the person recommended, the name of the Intelligence organizations of Central Government and Intelligence Wing/Branch/Special Branch o f State/UT Police, CPOs, CAPF, A R and N S G o f which he/she is or was a member and particulars of the intelligence serv ice for which the grant of the M e d a l is recommended.

3. The M ed al shall be awarded for:

(i) Perform ed acts of skill and exceptional co u rag e in intelligence gathering for combating terrorism/militancy/insurgency etc., leading either to significant breakthrough in unearthing of modules of espionage/ terrorism/militancy/organized crimes or in arrest/capture of members of such ou tfits .

(ii) A special distinguished record o f intelligence service in organizations of Central G overnm ent and Intelligence Department/Wing/Branch/Special Branch of State/UT Police, CPOs, CAPF, AR, NSG.

(iii) Special efforts in intelligence gathering ag a in st serious or wide spread out breaks of crim e or public disorder.

4. There shall be no qualifying service p e rio d for the award, which is to be given only for distinguished intelligence service o f very exceptional ability and merit.

5. A th r e e tier screening procedure will be followed for selection of the candidates fo r the Medal, as detailed below:

a) H ead of the Intelligence organizations of Central Government and Intelligence Wing/Branch/Special Branch of S tate/U T Police, CPOs, CAPF, AR and NSG w il l constitute a committee of se n io r level officers for screening of nomination at the organization/state level to select the nominees and send the recom m endation to MHA.

b) A S u b Committee headed by Special D irecto r, IB constituted by DIB to scrutinize th e recommendations received f ro m Intelligence organizations of Central G overnm ent and Intelligence W ing/Branch/ Special Branch of State/UT Police, C P O s, CAPF, AR and NSG through M H A .

c) A S election Committee in MHA headed by Home Secretary wherein DIB would be a m em ber and 2 DGsP of State/UT (by rotation in alphabetical order) and 1 DG of a C A P F by rotation (the larger Organisation would be given preference) would screen all the nominations and recom m end for award of the Medal every

8. A certificate (Scroll) signed by the Union H om e Minister will be awarded to each winner alongwith the Medal.

9. The M inistry may lay down standard operating procedure (SOP) for giving effect to these Rules.10. In case o f any dispute or complaint arising in connection with the award of the Medal, th e decision of the Union Home M inister shall be final.

11. Recommendations for the announcement o f the “Asadharan Aasuchana Kushalata Padalc” on any suitable date as may b e fixed for the purpose by the State/UT/Central Intelligence organizations/entity. The recommendation should reach MHA a t least three months before the designated date.

STANDARD OPERATING PROCEDURE F O R AWARD OF ASADHARAN AASUCHAJVA KUSHALATA PADAK

1. The schem e:The “ Asadharan Aasuchana Kushalata P ad ak ”, will be instituted for the

officials w o rk in g in Intelligence organizations o f Central Govt and Intelligence Departm ent/W ings/ Special Branches/Units o f a ll State/UT Police, CPOs, CAPF, AR, NSG.

(a) The M e d a l will be announced on any s u ita b le date as fixed for the purpose by th e State/UT/Central Intelligence organizations/entity. The recom m endation should reach in MILA at least three months before the designated date. The respective States/TJTs/ CPOs, CAPF, AR, NSG and in telligence organizgations of Central Grovemment after scrutinizing at the State/UT/Organization level by a com m ittee send the recommendations to MHA (in Annexure-I) from where all t h e recommendations will be sent to IB fo r further scrutiny on eligibility c r ite r ia by a Sub Committee of senior officers headed by a Special Director a n d recommend cases to MHA for selection o f awardees.

(b) A S elec tion Committee in MHA headed b y Home Secretary wherein DIB would be a member and 2 DGsP of S ta te /U T (by rotation in alphabetical order) and 1 DG of a CAPF by rotation (th e larger organisation would be given preference) would screen all the nom inations and recommend for award o f the Medal every year.

2. Objective :The objective of institution of “Asadharan A asuchana Kushalata Padak”, as

follows:-(a) To recognize the importance of the p e rso n n e l working in Intelligence

organizations of Central Government, IntelligenceDepartment/Wings/Special Branches/Units in State/UT Police, CPOs, CAPF, A R and NSG throughout Union of In d ia .

(b) To im prove professionalism/efficiency o f the personnel working in Intelligence Services in State/UT Police, CPOs, CAPF and Security Organisations in combating terrorism/militancy/insurgency and breakthrough in unearthing of m o d u les of espionage/terrorism/ militancy/organised crimes or in arrest/capture o f members of such outfits.

(c) Consistent excellence or exemplary contribution in the collection, analyzing and dissemination of intelligence in com bating terrorism/militancy' insurgency.

5. E lig ib ility criteria for the award(a) There should not be any minimum q u a lify ing service for the award of

A sadharan Aasuchana Kushalata Padak.(b) The ca lendar year is declared as the year o f consideration for the purposes of

the a w a rd of the Padak.(c) A certificate to the effect that the recom m endee has/has not been awarded

the P ad ak . I f awarded, occasion and year o f award may be mentioned. (Refer A nnexure-III)

(d) Any a c t o f Intelligence which is worthy o f recognition by the award of A sadharan Aasuchana Kushalata Padak b u t is perfonmed by one upon which the decoration has already been conferred, may be recorded by a Bar. For every such additional act an additional B ar m ay be added.

(e) All th e police officers/members serving in Intelligence Department/Special Branches/Intelligence Wing in State/UT Police, CPOs, CAPF, AR, NSG will continue to be eligible for other aw a rd s including President’s Police M edal (PPM) and Police Medal (PM).

6 . Com m ittee for selection of nominee:-(a) Head o f the organizations, State/UT Police, CPOs, CAPF, AR, NSG and will

constitute a committee of senior level o fficers for screening o f nomination at the organization/state level to select the nominees and send the recom mendation to MHA.

(b) A Selection Committee in MHA headed b y Home Secretary wherein DIB would be a member and 2 DGsP of S ta te /U T (by rotation in alphabetical order) and 1 DG of a CAPF by rotation ( th e larger organisation would be given preference) in the committee would screen all the nominations and recom mend for award of the Medal every year. However, a sub committee headed by SD, IB be constituted to scrutinize the recommendations received from Stat/UT, CPOs, CAPF, AR, NSG.

(c) The U nion Home Minister will be the C om peten t authority to approve the recommendations of the Selection Committee .

7. F o rw a rd in g of recommendation(a) D u ly filled in pro-forma for nomination a s per Annexure-I of SOP for the

M ed a l to be signed by the Head of the D ep artm en t/ organization.(b) The citation not exceeding 200 words to be prepared by the controlling

o ffic e r o f the Intelligence Department/Wings/Special Branches/Units in S ta te /U T Police, CPOs, CAPF, AR, N S G . The citation should include - n a tu re o f contribution, courage or skill shown in the intelligence work, co llec tion and dissemination of intelligence, consistent excellence of the w ork, risk factors involved and challenging situation faced/confrontations. etc. an d distinguished track record in t h e field of intelligence gathering th rough human/Technical intelligence, e t c .

8. W ithdraw al and restoration of the P a d a k(a) The U n ion Home Minister is competent t o withdraw the Medal if the holder

is fo u n d guilty o f disloyalty or brings the fo rce to disrepute such as removal, m ajor penalty, criminal offence etc. or a n y such conduct as may be found unbecom ing in the opinion of the Governm ent o f the State or the Union.

(b) It shall, however, be competent for the U n io n Home Minister to restore any M edal which may have been so forfeited. Every person to whom the said decoration is awarded shall before re ce iv in g the same, enter into an agreem ent to return the Medal if his nam e is erased as aforesaid.
