Edward Wheaton, NFU Mutual senior agent in War- wickshire, said farmers and rural communities were being forced to step up security as a result. “Countryside criminals continue to become more brazen and farmers are now having to continually increase security and adopt new ways of protecting their equipment,” he said. “Social media is fast becoming the new eyes and ears of the countryside. By keeping in close touch with neigh- bours and police through local farmwatch schemes country people can play a significant role in identifying suspicious activity and bringing thieves to justice. “Fitting gates to prevent easy access to farm yards and drives is one of the most effective measures. High-tech security such as movement detectors, infra-red cameras and ‘geo-fencing’, which triggers an alarm if a farm vehicle moves off the premises, can also play a part.” The report further reveals that limited police resources and repeat attacks are the biggest fears for people in rural communities, with many forced to change the way they live and work as a result of rural crime. Mr Wheaton added: “The threat of becoming a victim of rural crime, and regular reports of suspicious charac- ters watching farms is causing high levels of anxiety amongst farmers who know their rural location makes them vulnerable to attacks. “Our advice to people living and working in the coun- tryside is to regularly evaluate your current security measures making improvements where necessary, remain vigilant and report any suspicious activity to the local police and local farm watch schemes.”

Sharp increase incountryside crimeTHE cost of rural crime in Warwick-shire has been estimated at £1.1millionin 2017 — a higher than average riseof 30.9 per cent from the previousyear’s £841,340 bill.

Police appeal fornew informationNINE years after the death of JesseRichards in Evesham, West Mercia Policeis appealing for information which couldassist in locating his body.

The 40-year-old, who was originallyfrom Gloucester, was killed in a mercilessand sustained attack over a drugs debt, on31st July 2009 in Cleeve Prior.

In 2012, five men were jailed in connec-tion with Jesse’s death and were collec-tively sentenced to more than 50 years inprison.

Detective Chief Inspector Carl Mooresaid: “I would urge anyone who thinks theymay have information regarding the where-abouts of Jesse’s body to contact us, how-ever insignificant the details may seem.

“We are confident that there are peopleout there who know the location or haveinformation which could lead us to recov-ering Jesse’s body and give his family thechance to lay their loved one to rest.”

West Mercia Police believe that hisbody was originally taken to Warwick-shire, where it was hidden.

DCI Moore added: “We know there areindividuals who will have the informationwhich could lead us to Jesse’s body andare choosing not to come forward.

“I appeal to them to consider the painJesse’s family continue to suffer long afterhis death and ask them to re-consider con-tacting the Police.

“The recovery of Jesse’s body is still a

key police objective and in May 2018,searches were carried out at a site nearCorley, but nothing of any significancewas recovered.”

A £10,000 reward is still available forinformation leading to the successful dis-covery of Jesse’s body and anyone withany information is encouraged to contactpolice using the non-emergency 101number and ask to speak to DS GarethEvans, or alternatively contact Crimestop-pers anonymously, where possible usingthe anonymous two-way communication.

Fuzhou links grow strongerSTRATFORD’S close relationshipwith the city of Fuzhou in China is setto grow even stronger with a pavilioncelebrating the works of Chinese play-wright Tang Xianzu set to be installedin the town.

The Peony Pavilion, a typicalsymbol for Tang Xianzu’s dramaworks and a classical symbol of Chi-nese culture, will be erected in FirsGarden, subject to planning approval.

The structure itself has been giftedby from the People’s Government ofFuzhou Municipality, and is expectedto be delivered early next year.

Cllr Tony Jefferson, leader of Strat-ford-on-Avon District Council, said:

“We are extremely grateful for thisgift. It is a tangible symbol of theinternational status of Stratford-upon-Avon.

“Both the UK and China have richand distinctive cultures and by sharingour history and culture we will deepenthe already strong ties.�

Persistent sex offendergroped woman at churchA REGISTERED sex offender whobegan kissing and pressing himselfagainst a woman while she was havinga coffee at a church’s foodbank hasbeen jailed.

Because of the time Dale Radburnhad already spent in custody onremand, the six-month sentence hewas handed at Warwick Crown Courtwas due to lead to his almost imme-diate release.

But the judge, who also ordered himto register as a sex offender for sevenyears, warned him that he will be onlicence for a year — and liable to berecalled to jail if his behaviour givesany cause for concern.

The 40-year-old had pleaded guiltyto sexually assaulting the woman inearly May.

The court heard that Radburn wassubject to a restraining order banninghim from contacting his ex-partner, but

after being released from prison hebreached it by going to her home on4th May.

Minutes after leaving there, he wentto a church in Warwick which runs acommunity café and foodbank.

He approached a woman who washaving a coffee there with a friend, andengaged her in conversation beforeleaning over to her and giving her ahug.

Radburn then began kissing her, andas the shocked woman pulled away, hegrabbed her from behind and beganrubbing himself against her.

He then let go and walked awayfrom the woman, who was clearlyupset, and was asked to leave beforethe matter was then reported to thepolice. But when he was arrested Rad-burn suggested it was the woman whohad approached him and begun kissinghim.

The court heard that Radburn, fromWarwick, had 54 earlier convictionscovering 89 offences, includingharassment and breaching restrainingorders. But in particular, in 2012 hehad appeared at the court for sexuallyassaulting a ten-year-old girl he hadapproached as she made her way homefrom a Warwick park.

For that he had been given a 12-month suspended sentence andordered to register as a sex offender forten years.

Then in October last year he wasjailed for 13 weeks and ordered to reg-ister for seven years after sexuallyassaulting a woman he had approachedas she sat in a bus shelter outside War-wick Hospital in June 2015.

Judge Peter Cooke told him: “Youhave been a pretty consistent offender,and there have been episodes of totalfailure of self-control on your part.”

Wonderland comes to townA MAGICAL magical three-day event will begin in Strat-ford today, Tuesday, as the

Wonderland Summer Festival comesto town.

As part of the event, Waterside willbe filled with an array of upmarketstalls and a host of other activities inBancroft Gardens.

Visitors will be able to play giantchess and mingle with local actors inWonderland character such as theDormouse, the Mad Hatter, the WhiteRabbit, March Hare, Cheshire Catand the formidable Queen of Hearts.

Power plantproposalsfuel villagecampaign

Crowdfunding launched to fund court battle

HUGE opposition is emerging to shockplans for a gas-fuelled power station inthe protected Arden Special LandscapeArea between Alcester and Stratford.

Residents in Temple Grafton and Haselor andthe surrounding area have also launched acrowdfunding bid to raise £2,280 to instructplanning lawyers to bolster their case againstwhat would be the first small-scale, stand-bypower station to be built in Warwickshire.

Enso Energy’s planning application emergedlast week for 22 floodlit containerised gas gen-erator engines and associated equipment in thecorner of a field alongside the A46 junction forHaselor and Temple Grafton.Each generator will have a seven-metre-highchimney stack, the site itself will have a four-metre-high acoustic fence, a 2.4-metre-highsecurity fence and a series of four metre-highfloodlights.The site is surrounded by ancient woodlandand is within the impact zone of a nearby Siteof Special Scientific Interest (SSSI).Objections centre around environmental,health and safety grounds, but many areequally unhappy about the manner in whichthey found out about the plans.People living in the two villages either side ofthe road appear to have only been alerted to itby a leaflet that was pushed through their letter-boxes by a fellow resident.Neither parish council, nor any of the area’selected representatives, are understood to havebeen given any prior knowledge of the pro-posals, as generally happens with large orpotentially controversial building projects.

Enso Energy told the Herald this week that ithad put together a strong enough case to secureplanning permission.Should that happen, however, it will only bebuilt if the company can negotiate at least a 15-year contract with National Grid to operate as aso-called capacity contractor.The site is in the Arden Special LandscapeArea, and, according to Stratford DistrictCouncil’s core strategy ‘the cumulative impactof development proposals on the quality of thelandscape will be taken into account’.

Documents submitted by Enso Energy withits planning application say the power stationwould take up around two acres of arable land.

The company acknowledges that it’s in theArden Special Landscape Area, but dismissesthe impact on it as ‘negligible’, while admittingthat the ‘upper element of the chimneys andsecurity columns’ will be visible, but their‘impact will be limited’.The company revealed that that particularsite had been chosen because it was at a pointwhere it could be easily connected to theexisting gas and electricity network.If it goes ahead, it envisages that it will takearound four months to build and would gen-erate around 2,000 hours (83 days) of elec-tricity when National Grid was struggling tocope with demand.Simon Wheeler, head of development, said itwas the company’s ‘typical approach’ not tohold any consultations prior to submitting a fullapplication with supporting documents.

“We would look to the planning process tohandle that aspect.“We work with landowners around site suit-ability and we only submit applications wherewe believe we can prove there is a strong pos-sibility that it will be approved.“We are more than happy to engage and liaisewith people about what we are doing and why,but we also need to respect the planningprocess.

“We are aware of some concerns and weexpect that, but we have done a lot of work inpreparing an application that we believe showsthis will have no adverse effect on the area.

“We are a company that has a team of peoplewho are highly experienced in this industry andhopefully we have addressed all concerns.

“We know that we will not be able to con-vince everyone, but people should not beoverly concerned about the things they areexpressing concern about.”Cllr Mike Gittus, ward district councillor,said: “It’s clear from the documents thataccompany the application that they have beenworking on this for some time.“If I was a business and I was about to submita planning application for something of thissize and nature, I would have wanted to havegauged the response before I went to the timeand effort of making this application.”

Cllr Gittus added: “I will be making repre-sentation to the planning committee to carryout not only a visit to the site of this proposal,but also a similar location that is already up andrunning.

“This is such an unusual thing that you can’tjudge the impact and the scale of withoutseeing one in operation.“This area has some of the finest examples ofWarwickshire rolling countryside, ancientwoodland and Sites of Specific ScientificInterest (SSSI) and, put simply, this is thewrong location.“I’ve already had to suggest to people thatcamping out on the site to stop this going aheadis not a good idea, such is the strength of

feeling about this.”Del Bowen, who lives in Temple Grafton,said: “Everyone I have spoken to is against thisand is shocked that it has been considered as aviable location.“It’s definitely not the right location, but I’mnot convinced that we need it, we should bemoving towards cleaner energy solutions.”

Chris Matthews, who also lives in TempleGrafton, set up a Stop The Croft Lane PowerStation Facebook group, which already hasover 300 members, and kick-started thecrowding funding page, which, as the Heraldwent to press last night (Wednesday), wasapproaching half of its £2,280 target sincebeing set up on Monday night.He said: “There is major concern about this,how anyone can think that this is a good idea isbeyond me. “At a time when we are trying to lower emis-sions and improve air quality, building a gas-fired power station on a residential road with aschool at the end of it is completely unaccept-able.”

The number of objections was nearing 100 onWednesday night, from people from Haselorand Temple Grafton, but also Alcester, Wal-cote, Oversley, Binton, Bidford, ArdensGrafton, Snitterfield, Welford, Exhall andStratford.

Among the comments made includeddescribing it as “pure speculation by venturecapitalists” and a “disaster” while others ques-tioned the rural location and the effect on airquality and house prices. One nearby resident said the area “would beruined by a power station”, another said: “Ihave worked hard to buy a house in a pictur-esque area, not an industrial area”.Lara Jefferies, who also lives in TempleGrafton, said: “The local community are, quiterightly, shocked. I cannot believe that this haseven been proposed; myself and other residentsare already contributing financially to legalrepresentation to ensure this doesn’t happen.”

Western Power Distribution has confirmedthat there are no such sites connected to itselectricity network in Warwickshire.The deadline for comments to be made toStratford District Council on the application(ref: 18/01242/FUL) is 21st June and the targetdate for a decision has been set as 24th July.

We are seeking to appoint an organised and confident Civil Enforcement Officer to join our parking and estates team.

As part of the team, you will be responsible for the day to day patrolling and enforcement of the Council’s car parks in Stratford-upon-Avon and across the district. You will ensure that car parks are used appropriately and are clean and safe and also act as an ambassador for the Council in assisting car park users and the general public.

To be successful you should have at least 5 GCSEs or equivalent, excellent customer service skills and background knowledge of parking services. Whilst experience in parking enforcement is not essential, you should have worked in a customer-facing role. You must be motivated to work on your own as part of a small team. You will also need excellent communication and interpersonal skills.

The post is full time at 37 hours per week. Shifts are worked between the hours of 8.00am and 9.00pm therefore you must be prepared to work evenings, weekends and bank holidays.

Panthers suffer title setback after Pelsall defeatSTRATFORD’S hopes of winningthe Birmingham and DistrictLeague Division Three title suf-fered a setback as they slipped to a46-run defeat at Pelsall.

The match was dominated by thehome club’s Dan Wale, who came

to the wicket at 46 for five and hit46 from 43 balls.

His effort, helped by 31 fromWaqar Ahmed, saw Pelsall to 180all out after James Urquhart tookfour for 39 and Arthur Walkerpicked up three for 60.

Wale then went to work with the ball, finishing with five for 26 asStratford slumped to 134 all out.
