Educational Technology Plan Review and Approval:
The County Office of Education will set the timeline for review, submission and approval of district
and Charter School educational technology plans. The County Office of Education will complete
an online form by June 15th
indicating the districts and Charter Schools with approved educational
technology plans. Nonpublic School Educational Technology Plans may be reviewed and letters
issued by the Certified Technology Plan approvers found on the Universal Service Administrative
Company web site: http://www.sl.universalservice.org/reference/tech/default.asp.

The NJDOE’s Office of Educational Technology will send a notification of approval to the Chief
School Officers of the approved districts and Charter Schools. Nonpublic School Educational
Technology Plan approvals are not listed on the NJDOE website. Therefore, their approval
letters do not have to be submitted to the NJDOE.
Posting your plan:
The NJDOE’s Office of Educational Technology suggests that school districts, nonpublic schools

Introduction:
The goals and strategies outlined in this technology plan are intended to integrate
technology into instruction, thereby assisting students in meeting state academic
standards, as well as developing their life-long learning skills. The objectives of this plan
align with the mission statement and technology vision of the district.
District Mission Statement
“Building upon our history, diversity and beliefs, the mission of the Woodbury
Public Schools, a leader in personalizing education, is to ensure each child becomes a
responsible citizen who excels in his or her endeavors and meets life‟s challenges
with courage, confidence and pride; this is accomplished by utilizing proven
instructional strategies and innovative methods by highly skilled and dedicated
individuals in partnership with families, our city and the global community."
District Technology Vision
The Woodbury City School District is committed to creating a curricular framework that
integrates and utilizes innovative technology as a tool to advance student learning and to
empower students to become independent lifelong learners in a rapidly changing,
information-filled age. The thorough integration of technology into each discipline in the
curriculum becomes a unifying force that encourages interdisciplinary collaboration and
enables the school district to serve as a center for all citizens in the community.
Technology supports school reform by providing students and staff with the information
required to achieve state mandated standards. Technology will support the achievement
of the district goals as outlined in the board approved Strategic Plan. Achievement of the
goals established by Woodbury City Public Schools will be supported by both the
technological systems and related professional development.
Technology resources will be used to personalize learning for all students. In addition
technology will be used to access student data to ensure that instruction is based on
student need. Technology will become part of the district‟s efforts to accelerate and
extend learning for students who have mastered required competencies.
Assistive technologies will support the district‟s effort to provide personalized learning to
all students. The district provides technology-based accommodations as part of the
students‟ IEP process. An action plan is developed for students determined to be in need
of assistive technology. Strategies and technology resources are outlined and technology
resources incorporated into the instructional setting. Training is provided as needed so
staff can effectively implement the use of the prescribed technologies.

This technology plan will be reviewed periodically by a district technology committee
and adjusted to provide the school district with the flexibility, timeliness, and promotion
of the collaborative efforts necessary for achieving an equitable and effective integration
of technology with the New Jersey Core Curricular Content Standards, as well as the
Common Core Standards.

1. Technology Inventory
The Woodbury Public School district provides a local and wide area network to
accomplish the goals set forth in this technology plan, as well as meet the technology
needs of staff, students and community. Network resources, network space for saving and
accessing work, a robust district web site, and software applications are available to all
staff and students. Computer labs, classroom computers, Smart Board technology, mobile
laptop carts, and other devices enable the district to meet instructional needs.
Software and Infrastructure
The district-wide network provides the infrastructure required to support the technology
needs of the school district. Microsoft Exchange Server provides e-mail for Woodbury
City Public Schools Staff, Gaggle is provided for Jr/Sr High Student emails. Network
security and content filtering is provided through the use of a Fortigate UTM Appliance
at the district level. All district servers are currently backed up daily to disk and weekly
to tape using Symantec Backup Exec. A new solution is being sought at the time of this
writing.
Software applications available within the district enable students and staff to accomplish
established goals. Microsoft Windows operating systems and Microsoft Office are
components of all district computers. Administrative software includes PowerSchool and
the accompanying teacher grade book, Power Teacher. These administrative programs
are web based to provide flexibility of use by staff and administration. Parental access to
these programs is also provided to support district efforts to communicate effectively
with parents concerning student achievement and attendance. A health data program,
School Nurse Assistant Program (SNAP), is used by the health professionals within the
district. Tracker is used for the generating of IEPs.
The district uses a web based curriculum management application, Curriculum Mapper.
This application creates a database of district-wide curriculum, enabling effective
communication of district goals, as well as a platform for articulation and revision of
curriculum. Data driven revisions to curricula are implemented in response to
standardized test results. The program also enables teachers to reference both Common
Core Standards and NJCCCS, thereby providing a platform to support district efforts to
track and create standards based instructional models.
Woodbury City Public Schools also uses the Measures of Academic Progress (MAP)
program to provide data that drives decisions on instructional strategies, curriculum
revision, and professional development needs.
In addition, the district has content specific software in major content areas that is
revisited and updated annually. Web-based subscription services also provide resources
needed to achieve our district goals. Web-based instructional software, for example

Study Island, Accelerated Math and Reading , Reading A to Z, and PLATO help to
complete the inventory of resources available to the students and teachers in Woodbury
City Public Schools.

In addition the district provides adequate bandwidth and wireless connectivity to meet
current technology needs. As more devices are added to the network wireless systems
will need to grow to accommodate the additional devices. Bandwidth usage is regularly
reviewed and will be increased when there is a need and it has been budgeted for and
approved.
Internet safety is taught through curriculum and enforced by district administered web
filtering. There are 8 Categories each with many sub-categories that are filtered based on
the Technology Committee‟s suggestions and federal/state/local requirements. Sites are
re-categorized to block or unblock them as staff requests them. Administration,
Teachers/Staff, Jr/Sr High students and Elementary students each have different filtering
sets applied to them. Certain categories allow for staff to override the block if they
preview it outside of class and deem it appropriate for a class.

2. NEEDS ASSESSMENT:
The process for assessing the needs outlined in this technology plan includes multiple
parts.
Student needs are identified through teacher assessment, as well as data received via
standardized testing and online testing programs implemented by the district to provide
real time data (i.e. MAP Testing). This assessment enables the district to establish the
goals for the Technology Plan, as well as target areas of the curriculum that could benefit
from enhanced technology resources. In addition, students in grades 4 and 8 are
administered technology assessments. In grade 4, a checklist reflective of both NETS
standards and NJCCCS technology standards is completed for each student. In grade 8
student projects are evaluated using a tool that assesses their technology proficiency of
each of the NJCCCS technology performance indicators using a NJTAP-IN format. (Both
assessment devices are included in the Appendices D and E of this document)
Professional development needs are assessed by Curriculum Coordinators and building
principals. Staff input is solicited at meetings and through surveys. Student data is also
studied to determine which areas of professional development best meet the student needs
reflected in that data. Biannually teachers complete a survey that assesses their
proficiency in technology integration. These results are used to guide the planning of
professional development and the content of technology resources needed. In addition
the Local Professional Development Committee, which seeks input from staff, creates a
professional plan that includes training on strategies for the implementation of
technology resources into instruction.
At the district level, administrators meet on a regular basis. Technology needs become
agenda items at these meetings. Innovative programs and projects that employ technology
resources are often conceived and implemented as a result of these meetings.
The district has a technology committee that meets regularly throughout the school year.
Technology needs and concerns are discussed in this forum, and strategies and innovative
technology projects are generated. Teachers/Staff and administrators comprise this
committee.
The Business Administrator and the Technology director meet on a regular basis to
determine how to best meet the technology needs of the district. This is especially
helpful when addressing long term projects such as computer replacement, purchase of
electronic devices, bandwidth needs, and enhancing wireless capacity.

Three Year Implementation Strategies
Telecommunications, information technologies and resources to be used in
implementation of the Technology Plan:
1. Web and server based applications (Measures of Academic Progress) will
be used to assess student performance, predict proficiency on NJ State
tests and support differentiated instruction initiatives.
2. MAP testing will be administered three times each year in order to prepare
student for state online testing in 2014 - 2015
3. Technology will be used to foster communication and collaboration. Email
and web site resources can support communication between students,
parents and teachers. A web based database (Curriculum Mapper) will be
used to foster communication and articulation of the curriculum.
4. Educational technology (including Web based applications Study Island,
Accelerated Reader, Plato, etc.) will be used to integrate technology into
instruction on specific New Jersey Core Curriculum Standards, and in
support of district differentiated instruction initiatives.
5. Software applications will provide opportunities to use technology
resources to increase productivity.
6. Network and infrastructure will be maintained to ensure availability and
ease in using electronic resources to foster learning.
7. A district web site will be maintained to support communication among
school, parents, and community. Parental access to student grading
information will be supported

5. Professional Development
The professional development activities noted in this plan will be coordinated by the
District Curriculum Supervisors in accordance with the Board of Education approved
Professional Development Plan.
5A.
Ongoing, sustained professional development activities for Woodbury educators will be
provided to accomplish the goals outlined in this technology plan, as well as to further the
effective use of technology in all learning environments.
Professional development activities in the Woodbury City Public Schools will ensure that
teachers use technology tools to seamlessly infuse technology and personal electronic
devices into the instruction of the core curricular standards. Professional development
activities encompass using technology enhanced data to assess student performance and
differentiate instruction accordingly (in support of the District Strategic Plan).
Woodbury City Public Schools strive to ensure that technology tools and resources are
seamlessly integrated into instruction across all grade levels and content areas. Teachers
are trained to use a technology based curriculum database (Curriculum Mapper) to
address and articulate curricula in all subject areas. Additionally, teachers receive
ongoing training and support to use technology tools to assess student achievement,
manage student grades and post pertinent information on the district web site.
1. Professional development days are included in the calendar of the Woodbury City
Public Schools. The teachers‟ calendar contains five additional days designated
for professional development. Early dismissal days are planned throughout the
school year to accommodate additional staff development activities. Additionally,
after school time is allotted to specific staff development activities
2. Evaluation forms of staff development activities are completed by staff to assess
not only the effectiveness and relevancy of the sessions, but also to allow for
input on future staff development needs
3. Grade level meetings and department meetings are utilized to address additional
professional development needs
4. Teachers‟ needs for technology oriented professional development are assessed
by a Teacher Technology Proficiency Survey. (see Appendix B for a copy of our
most recent survey )
5. The Local Professional Development Committee (LPDC) consisting of teachers
and administrators meets regularly to review any and all needs assessment
information and make recommendations for in-service opportunities.
6. Teachers may submit requests for out of district professional development.
Requests are evaluated by administrative staff and subsidized by the district.

5B. Professional development opportunities exist for technical staff.
Professional Development opportunities and resources exist for technical staff. Support
contracts for equipment, networking and software applications provide help, resources,
and training for technical staff. Technical staff members are members of the Gloucester
County Technology Consortium, a forum for training and available resources.
5C. Staff development is provided to enable instructors to use assistive technologies to
support student learning. Smart Board technology is in place in the district so that all
students have access to curricular related technologies, as well as instructional modeling
on the use of these resources. Using personal electronic devices will also assist the effort
to meet the needs of students requiring assistive technologies. The district purchases
software programs that, by design, meet special needs – applications with text to speech
features, auditory feedback to learners, and voice recognition. Teachers using these
products receive training in their implementation. Student IEPs contain technology based
accommodations, and relevant staff members are trained to implement these plans using
either district personnel or independent consultants.

7. Evaluation Plan - Mid-Course Corrections
New developments and opportunities will likely arise during the course of this plan,
requiring it to be corrected or enhanced mid-course. The district will use the following
process to enable these revisions:
- Network, connectivity, and hardware needs will be evaluated on an ongoing basis with
regular meetings between the Business Administrator and Technology Director.
- Inventories and usage reports will be studied on a regular basis by the Technology
Coordinator, Principals and Curriculum Coordinators.
- Monthly meetings of all district administrators will function as a forum to assess and
revise the technology goals and needs as required.
- The district technology committee meets on a regular basis throughout each school year.
New developments are generally on the agenda and will be examined in relation to the
district technology plan.
-The district professional development committee will assess new technology needs as
they arise, and the curriculum office will implement their suggestions.

8. Funding Plan
Woodbury City Public Schools will provide all technical services needed to ensure
effective use of electronic resources in order to meet the goals set forth in this technology
plan. Services will include: network maintenance and enhancement, increased wireless
capacity, sufficient bandwidth, web site maintenance, equipment purchases and upgrades,
upgrading of network infrastructure, technician services, and repairs. Equipment
purchases will include, but not be limited to, computers, servers, wireless devices,
electronic devices, switches, equipment, and peripherals (including printers, scanners,
Smart Boards, etc.). Technical services will also include computer accessories and
technical supplies.
Connectivity services will ensure high speed Internet access for use in goal achievement.
These services will include monthly fees to ISPs (bandwidth), network consultation fees,
and the acquisition of broader wireless network facilities. Also included will be yearly
fees for filtering, virus, e-mail protection, etc.
On line subscriptions and digital curricula will be used to attain technology integration
goals. License fees, maintenance and support fees, and upgrading costs of software will
be necessary to provide updated learning resources. Software will relate to curriculum
and will include, but not be limited to, Microsoft Office Professional, CAD software,
science lab software, Inspiration, and varied elementary curricular related applications.
Networked and web based software will include, but not be limited to, Accelerated Math,
Accelerated Reader, PLATO, Study Island and student multimedia programs. Software
and online resources accompanying textbooks adopted by the district will be assessed and
purchased, if deemed necessary. NIMAS compliance will address accessibility needs.
Professional development will be provided to teachers to ensure integration of resources
into the curriculum.
Student management products are used by the district to increase efficiency and
productivity. A student information system (PowerSchool) is used to track attendance,
discipline, schedules and student grades. An IEP generating program (Tracker) will be
utilized for special education students. District nurses use the SNAP application to track
student health records. Curriculum Mapper will be utilized to create an online database of
district curricula. It will be revised on an ongoing basis to reflect the integration of
technology into all content areas. The MAP (Measures of Academic Progress) testing
program is an essential component of providing teachers with student data that allows
them to personalize learning for their students. Licensing fees, upgrades, and support
fees will be required for these programs
