REQUEST FOR PER-QUALIFICATION # FIN 2010-066PQ OUTDOOR EVENT STAGING & SOUND PRODUCTION SERVICES The City of Barrie is engaging in the pre-qualification process for the stage, sound equipment, and production for outdoor municipal community events. The initial contract would be for Barrie’s Downtown Countdown on December 31st, 2010 with the option to extend annually up to and including 2013. The extended contract would include two annual events – Celebrate Barrie in June and Barrie’s Downtown Countdown on New Year’s Eve – that range in scope from a community festival with local amateur performers to a New Year’s Eve celebration featuring a major Canadian headline act. Interested applicants should have a proven track record of successfully working on a variety of community events and concerts in a professional manner and, should they be successful, provide all equipment, personnel, and technical standards necessary to meet the City of Barrie’s requirements. Closing: 4:30 p.m. local time, Thursday August 12, 2010 s Canadians, we know that if there’s an emergency, we dial 9-1-1 and equipped and trained rescuers will come to our aid. But what really happens when you punch in those three numbers and push call? What guarantees that help will come when you call? According to Sue Dawson, Communication Manager for Barrie Fire & Emergency Service, getting a quick and efficient 9-1-1 response depends both on the emergency program in place and on the caller. In Barrie, we are part of the Simcoe County 9-1- 1 system since 1997. The Simcoe County 9-1-1 management board is comprised of Barrie and Orillia, along with the County of Simcoe, First Nations Communities, Ministry of Health (ambulance communications), County Fire Chiefs Administration Groups, Simcoe County Policing Authorities Association and CFB Borden all working individually to handle emergencies within their jurisdiction. Each group also works cooperatively in cases such as a motor vehicle accidents or larger scale emergencies. The moment someone dials 9-1-1, the rescue wheels are set in motion. A trained operator at the Central Emergency Reporting Bureau answers your call and connects you with the appropriate emergency service who will ask about the nature of your emergency. Other than knowing your location, you make one phone call to contact the help you need. In the case of a motor vehicle collision, a distressed call is automatically forwarded to all emergency agencies that are required on scene. With one 9-1-1 call you will receive a response from Police, Fire and Ambulance if their attendance is required at the incident. Simcoe County 9-1-1 Communications Centres undergo regular training to assure that they respond to each emergency situation quickly and adequately. Despite a team effort, how residents use the 9-1-1 service can also affect the efficiency of emergency responses. According to Dawson, the top mistakes callers make are dialing 9-1-1 for a non-emergency reason and not knowing their location. “Common 9-1-1 calls that are received and should not be are callers looking for road conditions, road closures or simply non-emergency information such as telephone numbers,” says Dawson. Unfortunately, when dispatchers are busy with prank or non-emergency calls, residents in an emergency situation may not get the help they need when they need it. Likewise, many callers who don’t know their location can delay the whole rescue process. “Motor vehicle collisions are year round and are a big problem because people don’t know where they are,” says Dawson. Also, vehicle accidents tend to be called in on cellular phones and despite what you see on television and movies, in Ontario Emergency Responders can’t track the exact location of a cell phone using embedded GPS technology. “Although cellular companies now provide GPS related information, it is often not exact enough coordinates for emergency responders to use to locate you, especially in rural areas as at times the location delivered to us is only accurate within hundreds or thousands of metres,” adds Dawson. As for Dawson and the Fire Service, they gear- up for summer and its common barbecue related calls, burning complaints, increased medical calls due to heat, and technical rescues such as construction related trench or high angle rescues. REQUEST FOR PROPOSAL # FIN 2010-067P CONSULTING ENGINEERING SERVICES FOR CITY OF BARRIE BRIDGE INSPECTION The Corporation of the City of Barrie (City) is seeking the services of a Consulting Engineering firm, with experience in structural inspection, to undertake a detailed visual inspection program of parks bridges located within the City of Barrie. The City of Barrie owns a large number of structures, including 34 parks bridges. Under this assignment the structural inspection for up to 34 bridges are to be included within the scope of work. Under the current Public Transportation and Highway Improvement Act, these structures are required to be inspected every two years in accordance with the Ontario Ministry of Transportation - Ontario Structure Inspection Manual (OSIM). The scope of work would include the following: i. Conduct the required detailed structural inspections to satisfy the Corporation’s legislated responsibilities; ii. Input the existing structure data and inspection data into the Ontario Bridge Management System or other pre-approved electronic format, being compatible with widely accepted Asset Management tools; iii. Provide quotes to complete any further structure investigations recommended from the detailed visual inspection, as well as a short description of scope of work as required. iv. Prioritize list of repairs and maintenance for all inspected structures including recommended timing of the work, estimated cost and risk of not proceeding with recommended improvements. The successful respondent shall provide engineering services in accordance with the guidelines prepared by Professional Engineers of Ontario. ACDC owns approximately 65 kilometres of railway in the Barrie area, including the operating short-line railway in partnership with the Town of Collingwood and Cando Contracting Ltd known as the Barrie Collingwood Railway (BCRY). The scope of the services includes: 1. Review and determine requirements for consent to various third party requests; 2. Ensure compliance to ACDC and BCRY – standards, policies and specifications; 3. Review the detailed design for third party initiated grade separations, associated track diversions and third party initiated at-grade crossing warming systems; 4. Provide various engineering services on behalf of ACDC; 5. Assisting ACDC in the review of residential and commercial development proposals and site plans adjacent to the right-of-way. Based on key Provincial policy documents, the targeted population and employment opportunities forecasts for the City of Barrie in 2031 are 210,000 and 101,000 respectively. This Request for Proposal (RFP) is being issued as a means of engaging the services of a qualified consulting firm or a consortium of firms that has proven experience and expertise in land use planning, environmental studies, infrastructure planning and financial analysis. The project involves the preparation of land use and servicing master plans to accommodate the future growth of the City, including the annexed lands that became part of the City of Barrie effective January 1, 2010. The work also incorporates background studies and technical analyses that will support a coordinated approach to the secondary planning and infrastructure master planning processes pursuant to the Planning Act and Environmental Assessment Act. The work as part of this RFP will establish the basis of the necessary infrastructure and policies required to meet this anticipated growth. The scope of work involves: the development of a “Vision” for the intensification of the current built-boundary and the development of the annexed lands; the preparation of a Secondary Plan and Implementation Strategy the preparation of Cultural Heritage, Archaeological, Natural Heritage, Agriculture Land Assessment and Urban Design studies; the preparation of six Infrastructure Master Plans; Drainage & Stormwater Management Systems, Wastewater Collection System, Wastewater Treatment, Water Supply, Water Storage & Distribution System and a Multi-Modal Active Transportation System; the completion of a Financial Policy Review and Impact Assessment; and The coordination and presentation at stakeholder meetings and public information sessions all technical background research, draft planning documents and draft infrastructure master plans. Please note that a new application must be completed each year to confirm eligibility for the Program. The Tax Deferral Program is available to any property owner aged 65 or older and any individual who is currently receiving benefits under the Ontario Disability Support Program. Eligible property owners will have their property taxes “frozen” at their base year amount (the year prior to the application.) For example if applying in 2010, the base year taxes are the amount paid in 2009. The tax deferrals are interest free, however, they must be re-paid when the property is sold. s Canadians, we know that if there’s an emergency, we dial 9-1-1 and equipped and trained rescuers will come to our

aid. But what really happens when you punch in those three numbers and push call? What guarantees that help will come when you call? According to Sue Dawson, Communication Manager for Barrie Fire & Emergency Service, getting a quick and efficient 9-1-1 response depends both on the emergency program in place and on the caller.

In Barrie, we are part of the Simcoe County 9-1-1 system since 1997. The Simcoe County 9-1-1 management board is comprised of Barrie and Orillia, along with the County of Simcoe, First Nations Communities, Ministry of Health (ambulance communications), County Fire Chiefs Administration Groups, Simcoe County Policing Authorities Association and CFB Borden all working individually to handle emergencies within their jurisdiction. Each group also works cooperatively in cases such as a motor vehicle accidents or larger scale emergencies.

The moment someone dials 9-1-1, the rescue wheels are set in motion. A trained operator at the Central Emergency Reporting Bureau answers your call and connects you with the appropriate emergency service who will ask about the nature of your emergency. Other than knowing your location, you make one phone call to contact the help you need.

In the case of a motor vehicle collision, a distressed call is automatically forwarded to all emergency agencies that are required on scene. With one 9-1-1 call you will receive a response from Police, Fire and Ambulance if their attendance is required at the incident.

Simcoe County 9-1-1 Communications Centres undergo regular training to assure that they respond to each emergency situation quickly and adequately.

Despite a team effort, how residents use the 9-1-1 service can also affect the efficiency of emergency responses. According to Dawson, the top mistakes callers make are dialing 9-1-1 for a non-emergency reason and not knowing their location.

“Common 9-1-1 calls that are received and should not be are callers looking for road conditions, road closures or simply non-emergency information such as telephone numbers,” says Dawson.

Unfortunately, when dispatchers are busy with prank or non-emergency calls, residents in an emergency situation may not get the help they need when they need it.

Likewise, many callers who don’t know their location can delay the whole rescue process.

“Motor vehicle collisions are year round and are a big problem because people don’t know where they are,” says Dawson.

Also, vehicle accidents tend to be called in on cellular phones and despite what you see on television and movies, in Ontario Emergency Responders can’t track the exact location of a cell phone using embedded GPS technology.

“Although cellular companies now provide

GPS related information, it is often not

exact enough coordinates for emergency

responders to use to locate you, especially in

rural areas as at times the location delivered

to us is only accurate within hundreds or

thousands of metres,” adds Dawson.

As for Dawson and the Fire Service, they gear-up for summer and its common barbecue related calls, burning complaints, increased medical calls due to heat, and technical rescues such as construction related trench or high angle rescues.

BRIDGE INSPECTION The Corporation of the City of Barrie (City) is seeking the services of a Consulting Engineering firm, with experience in structural inspection, to undertake a detailed visual inspection program of parks bridges located within the City of Barrie.

The City of Barrie owns a large number of structures, including 34 parks bridges. Under this assignment the structural inspection for up to 34 bridges are to be included within the scope of work. Under the current Public Transportation and Highway Improvement Act, these structures are required to be inspected every two years in accordance with the Ontario Ministry of Transportation - Ontario Structure Inspection Manual (OSIM).

The scope of work would include the following: i. Conduct the required detailed structural inspections to satisfy the Corporation’s legislated responsibilities;ii. Input the existing structure data and inspection data into the Ontario Bridge Management System or other pre-approved electronic format, being compatible with widely accepted Asset Management tools;iii. Provide quotes to complete any further structure investigations recommended from the detailed visual inspection, as well as a short description of scope of work as required.iv. Prioritize list of repairs and maintenance for all inspected structures including recommended timing of the work, estimated cost and risk of not proceeding with recommended improvements.

This Request for Proposal (RFP) is being issued as a means of engaging the services of a qualified consulting firm or a consortium of firms that has proven experience and expertise in land use planning, environmental studies, infrastructure planning and financial analysis. The project involves the preparation of land use and servicing master plans to accommodate the future growth of the City, including the annexed lands that became part of the City of Barrie effective January 1, 2010. The work also incorporates background studies and technical analyses that will support a coordinated approach to the secondary planning and infrastructure master planning processes pursuant to the Planning Act and Environmental Assessment Act. TAX DEFERRAL PROGRAM REMINDER

Applications for the City of Barrie Tax Deferral Program for 2010 are currently being accepted and will be accepted until August 31, 2010. Please note that a new application must be completed each year to confirm eligibility for the Program. The Tax Deferral Program is available to any property owner aged 65 or older and any individual who is currently receiving benefits under the Ontario Disability Support Program. Eligible property owners will have their property taxes “frozen” at their base year amount (the year prior to the application.) For example if applying in 2010, the base year taxes are the amount paid in 2009. The tax deferrals are interest free, however, they must be re-paid when the property is sold.
