European Emission Standards for Cars and Light Trucks
European Union emission regulations for new light duty vehicles (passenger cars and light commercial vehicles) were once specified in Directive 70/220/EEC with a number of amendments adopted through 2004. In 2007, this Directive has been repealed and replaced by Regulation 715/2007 (Euro 5/6). Some of the important regulatory steps implementing emission standard for light-duty vehicles were:
Euro 1 standards (also known as EC 93): Directives 91/441/EEC (passenger cars only) or 93/59/EEC (passenger cars and light trucks)
Euro 2 standards (EC 96): Directives 94/12/EC or 96/69/EC
Euro 3/4 standards (2000/2005): Directive 98/69/EC, further amendments in 2002/80/EC
Euro 5/6 standards (2009/2014): Regulation 715/2007 (“political” legislation) and several comitology regulations

BAHRAIN EXAMPLE: The Concept is to take the complete Bahrain Clearance process and place it in the Sovereign Territory of Qatar but still
maintain and ensure full Bahrain Legal and Regulatory Integrity
The Concept also ensures the same integrity for each officer in all the Border Crossing Agencies. They work as if they are working in their own
country and they do not have to compromise any laws
The status of the Bahrain Clearance Process and Personnel will be similar to that
of an Embassy in another country

QATAR – BAHRAIN CAUSEWAY PROGRAMMEBI-LATERAL OPERATIONS LETTER OF AGREEMENT
Preamble
• To enable the smooth unhindered operation of the Qatar-Bahrain Causeway it will require operational methodology and practices that are coordinated and seamless. This in turn demands that the operations management encompasses all end-to-end aspects of the Causeway and that they operate in a self-sufficient manner. To achieve this it requires a single operational management entity.
• The QBCF selected Scenario 4 guarantees the free-flow of transit traffic across the Causeway, in both directions, by utilizing Integrated Border Management at each end. The QBCF Scenario 4 was selected because it fulfilled all the criteria as follows:

• All legal and regulation aspects maintained for both countries• Effective and efficient multiple Border Agencies procedures• Minimal transit formalities• Bi-Lateral Passenger and Goods Clearance at one location in each direction• Elimination of static traffic on the Causeway• Fast transit across and leaving the Causeway• Causeway Revenues and Cost handled at one source
All the above criteria are fully achievable with an “all-encompassing” Causeway Management Strategy which in turn requires bi-lateral Agreements and bi-lateral flexibility.
