THE TENTH DEVELOPMENT PLAN (2014-2018)Basic Education Policy

- Quality-based transformation, which improves personality and skills of individuals, strengthens their compliance with labour market within the framework of the life-long learning approach and is based on equality of opportunity.

- Compliance between the education system and labour market: With a life-long learning perspective, enabling students to acquire skills and competence necessary for work, adoption of the entrepreneurial culture, strengthening school-business relationship in vocational education by taking mid- and long-term sector projections into consideration.

- Ensuring programme integrity in the vocational education and training at the level of secondary and higher education and focusing on applied training in raising skilled labour.

• In order to reinforce implementation stage of the development plan, 'Primary Transformation Programmes' have been designed. Two of them are:

«Attraction Centre Programme for Qualified Labour Force»

Developing Basic and Vocational Skills ProgrammePurpose:

Programme aims to enable individuals to acquire basic skills, such as information and communication technologies, language, financial literacy, problem solving, critical thinking, communication, leadership, career planning and job seeking, and artistic and athletic skills.

Components of the Programme:1) Improving the Compliance between Education System

and Labour Market2) Developing Basic Skills of Youth in School Age3) Developing Basic Skills of Young Labour Force4) Developing Art and Sport Activities5) Improving Vocational Qualifications

«Attraction Centre Programme for Qualified Labour Force»

Purpose:The programme aims to develop cooperation between the universities, industries, public and research centres for domestic and foreign labour force, in particular our citizens living abroad, to improve knowledge-based competitiveness at global level, and our country to become an attraction centre by ensuring appropriate conditions and circumstances.

Components of the Programme:1) Introduction, Organization and Networking2) Improvement of Work and Living Environment3) Developing Support Mechanisms

As a result;

In vocational and technical education and training;

- Making school-business associations more institutionalized,- Promoting private sector to increase its contribution during the

programme design processes and open education institutions, and encouraging active participation of trade bodies and private sector in vocational education process in terms of administrative and financial aspects,

- Making use of ICT which will ensure high added value to improve vocational skills,

- Improving trainer's quality and rehabilitation of the schools,- Accelerating monitoring and evaluation activities to analyse

student qualifications,
