As I write this article, many of us are wrapping up the 4th quarter and the

open enrollment season. For me personally, this seems to have been one of the busiest 4

th quarters in memory and I am glad it is winding down. As we

approach the end of 2017 and prepare for 2018, your state association has many plans underway for the future.

Your state membership team of Mike Watts and Jessica Croquart are in the process of working on a strategic membership plan that will consist of establishing a master membership prospect database and an organized, systematic process to periodically encourage those individuals on the master database to become NAHU members. More details on this will be forthcoming soon, but we will be asking all local chapters to work with our state membership team in order to make this new strategic membership plan successful.

We are also working on an ISAHU affinity program to supplement our dues revenue and corporate sponsorship revenue in order to provide additional income to our state association that will help expand our budget and offer more value added programs for our membership. We are aware of other state NAHU chapters around the country that have very successful affinity programs that generate significant additional revenue for their chapters, so we have decided to develop our own affinity programs. Congress Must Stabilize the Individual Health Insurance Market

Senators Lamar Alexander (R-TN) and Patty Murray (D-WA) just created a bipartisan bill to improve health insurance markets. The deal allocates funds for cost-sharing reductions, which reduce out-of-pocket costs for low-income beneficiaries. The senators' bill is a welcome step to stabilizing the individual markets nationally as well in the State of Indiana.

One of the main reasons the individual market is unstable is because it lacks enough young, healthy enrollees paying premiums to offset the claim costs of older, sicker enrollees. Actuaries project that millennials must comprise 40 percent of the individual market pool if rates are to be stable. But only 28 percent of enrollees are 34 or younger.

Consequently, health insurers have struggled. Anthem lost $374 million selling such policies in 2016. Many insurers are responding to these losses by reducing or eliminating agent commissions or pulling out of the individual market altogether. Nearly 40 percent of those that sold plans in 2017 won't do so next year. Over the past two years in the State of Indiana, several major carriers have made the business decision to exit the individual health insurance market. In 2018, only two insurers will offer individual health coverage on the federally facilitated marketplace in Indiana.

The insurers that are sticking around have raised premiums drastically -- this year, by an average of 25 percent. In 2018, premiums could increase even more. This is unsustainable. Repeated hikes discourage healthy people from enrolling. Only sick people with high medical bills would still find these plans attractive. Insurers would have to boost premiums further to cover their costs. That would cause even more healthy people to drop coverage. Eventually, the individual market will collapse.

Congress could prevent these price increases and lower premiums by eliminating the Health Insurance Tax (HIT). This sales tax on health plans is expected to increase premiums by $158 for individual plans and $188 for large group insurance in 2018.

Congress already suspended HIT for one year in 2017. Lawmakers would be wise to eliminate it completely.

Lower premiums would make plans more attractive -- particularly for young, healthy Americans who previously went without health insurance. The more people in the individual market, the easier it is for insurers to accurately project overall costs -- and avoid the need for massive rate hikes from year to year.

Congress could also give states more funding and flexibility to enact their own reforms. For instance, Alaska previously implemented a $55 million "reinsurance" program for high-cost enrollees. Essentially, the state helped pay claims for extremely sick enrollees. That reduced the financial burden on insurers and enabled them to lower overall premiums by 24 percent.

While states should have the flexibility to innovate on health reform, Congress should establish safeguards to promote positive outcomes and maintain a functioning employer-based coverage system that protects businesses and individuals.

Several regulatory changes could help stabilize the individual market, too. The administration can start by easing the enrollment process. Last year, three in four people shopping for an individual plan who received personal assistance from people like insurance agents or brokers ultimately enrolled in plans.

In addition, cracking down on the abuse of "special enrollment periods" would enable insurers to better predict claims costs -- and reduce the need for premium hikes.

Most people buy coverage during open enrollment, which begins in November. But if people lose their jobs, move, or experience certain other life events, they can sign up during a special enrollment period. In 2015, people who signed up during special enrollment cost 41 percent more to insure than regular enrollees.

This disparity suggests that some are going without coverage to avoid paying premiums. When they get sick and need medical care, they claim that they've experienced a qualifying life event.

To prevent fraud, regulators could require people to prove that they're eligible for special enrollment. For example, they could check with an employer to confirm that a would-be special enrollee lost his job.

The individual health insurance market is not sustainable. Lawmakers need to take action now to protect the millions of Americans who are faced with rising premiums, fewer choices, and uncertainty due to the instability of the individual market.

Winter is almost upon us which means the coming of the Holidays! And which also means the end of 2017 is upon us. That also means a lot of legislative activity is underway at the Federal level. A real push is on for Tax Reform, a Budget Bill, etc. I am hopeful that all of these measures will be passed and signed before the end of the year.

And once again I have to mention ongoing disasters around the country affecting our NAHU family. The wildfires in California are causing immeasurable damage to the various locales. Please keep all those affected in your thoughts and prayers.

Federal Update The House and Senate both continue to be focused on Tax Reform and the Budget at the present time. Passage of both will more than likely affect all NAHU driven healthcare legislation in the foreseeable future. This could include the recently offered up MLR (broker commission) H.R. 4575 Bill by Representatives Billy Long (R-MO) and Kurt Schrader (D-OR). A Senate version will follow shortly.

Another key appointment is also moving forward. HHS Secretary Nominee Alex Azar is expected to face a confirmation hearing in the Senate Finance Committee the week of December 18. If advanced, he will need at least 50 votes to be confirmed by the full Senate.

Legislative Update Dwight “D” Hall

State House Update Our State lobbyist - Bose Public Affairs continues to monitor all ongoing activity at the State House. Updates are provided to each Local Chapter’s Legislative Chair and also posted on the ISAHU.org website on ongoing basis.

Organization Day took place November 21

st and Session will begin January 3

rd.

This is the “Short Session” so it will end no later than March 14

th.

Former Indiana House Democratic Leader Scott Pelath (D-Michigan City) announced he will not seek re-election as the 9th House District representative in 2018. His last day as House Democratic Leader was on Organization Day, Nov. 21. Representative Terry Goodin has now taken that position as of November 27

th.

In addition. Representatives Charlie Brown, Wes Culver and Kathy Richardson will not seek re-election in 2018.

Our continued relationships with folks in the Governor’s office, Lt. Governor’s office and Statehouse that support our industry overall serves us well. These relationships also directly impact the efforts of our ISAHU Lobbying firm – Bose Public Affairs, plus the efforts of our sister organizations - Big I, PIA, NAIFA, Insurance Institute, IMA, IN Chamber and NFIB. And it also affects the ongoing efforts of several ISAHU members who continue to work on maintaining such working relationships with Legislators that may impact support for any legislation of assistance or detriment to the industry.

Section 1332 discussions continue with leaders in both the Indiana House and Senate as well as the Governor’s office. All updates on such discussions will be shared.

IDOI Update Nothing new to report. Information on Section 1332 of the ACA has previously been supplied with additional efforts in the planning stages. Updates will be provided.

General Information NAHU staff are a vital part of ongoing discussions during this 115

th Congress.

Details are provided in the Washington Updates each Friday. Please be sure to read them which will assist you in responding to your client’s concerns.

Please remember to thank the countless NAHU members around IN and the Country as a whole that continuously put in long hours to ensure the best information possible is being shared with Legislators, HHS, CMS, IRS, DOL, DOI’s and of course other NAHU members. As you know, much of this is always done in anonymity and solely for the benefit of the Association, our members and the general public.

And as always – ongoing THANKS to all the Local Legislative Chairs and those that serve on their committees. Your service is vitally important and greatly appreciated.

South Central Indiana AHU | Andrea Bogard, President

Open Enrollment is almost over! What a wonderful day that will be when we can close our offices and breathe a sigh of relief! Our Holiday Dinner on December 18th was intentionally

scheduled after OE so we can enjoy ourselves! In addition to great food and entertainment, we are collecting unwrapped toys and cake mixes with frosting for the Scott County Clearinghouse. This year’s event will be held at the Scott County Heritage Center & Museum.

Last month we collected canned goods in support of the “Pack a Patrol Car” campaign in Colum-bus to benefit the Love Chapel in Columbus. Pictured around our donations are a few of our South Central members.

January 11th we have a two-hour continuing education course scheduled at our regular monthly meeting.

Chapter Updates

Greater Bloomington AHU | Doug Skinner, President

Our next meeting is scheduled for Tuesday January 9th at 11:30 am until 1:00 pm. I am still working on finalizing the meeting but we plan to have website training on the new NAHU site and the State site as well. As a nice bonus it is currently being filed as a CE, one hour, so I will keep out membership posted on this.

Our meeting is at Bobby’s Colorado Steakhouse in Bloomington. Feel free to join if you are in the area that day.

Next Year Meeting Dates All of our meetings will be held at Bobby’s Colorado Steakhouse in Bloomington from 11:30 to 1:00 pm unless otherwise noted.

December: The Indy chapter will not have a regular December member meeting due to 1 January renewals and open enrollment activities. Instead we will be hosting our annual members-only holiday party at Morty’s Comedy Club at 3824 E 82nd St, Indianapolis, IN 46240 (formerly Don Pablo’s Mexican Restaurant) on Friday, December 15th from 7 – 9:30pm. There will be a private happy hour reception followed by admission to the comedy club at 8:00 for an evening of comedy.

January & February: Indy chapter member meetings are still being finalized and chapter members will be notified via email regarding time / date/ agenda.
