Indian and South Asian Perspectives on the International Criminal Court 16 Feb 2008

This regional workshop is organised by the International Bar Association in collaboration with the Bar Association of India, the Indian Society of International Law and the Criminal Justice Society of India and funded by The John D. & Catherine T. MacArthur Foundation, the Ford Foundation and the International Committee of the Red Cross. The event follows other ICC seminars targeting legal professionals and academics organised in India in 2006 and 2007 by the IBA’s ICC Monitoring and Outreach Programme. The 2008 regional workshop, in particular, will feature participation of legal professionals and key stakeholders from India, Sri Lanka, Pakistan, Nepal, Afghanistan, Maldives and Bangladesh and aims to promote a discussion on the concerns expressed by states in the region as far as the ICC, while looking into good practices in the region in applying Rome Statute’s standards in domestic litigation and law reform initiatives.

Seminar: Post-Conflict Reparations from a Human Rights Perspective 21 Feb 2008

This seminar, co-organised by the Leiden University Law Faculty and the Netherlands Institute of Human Rights (SIM) of Utrecht University, under the auspices of the Netherlands School of Human Rights Research will be convened by prof. R.A. Lawson and drs. A.C. Buyse. It will focus on the theoretical foundations and problems of human rights reparations, from different perspectives – philosophical, criminological and legal – with particular attention for the guidelines of the United Nations on reparations. Secondly, the requirements and challenges of implementing reparations in practice will be explored. This will include the outcomes of the Ph.D. research on housing restitution in Bosnia and Herzegovina of Antoine Buyse who will defend his thesis in the afternoon of the same day. The seminar will conclude with a general discussion and evaluation of the development of the notion of reparations from a human rights perspective.

The International Law Speaker Series Presents: “The End of Exceptionalism in War Crimes” with Ambassador David Scheffer 21 Feb 2008

American exceptionalism may have a place in international politics, but this concept has run its course in the sphere of international criminal justice. The rule of law debacles in Iraq, Afghanistan, and Guantanamo have been the death-knell of exceptionalism in the war crimes business. No nation should ignore its duty to bring war criminals to justice or otherwise shield its own leaders or soldiers from charges of atrocity crimes: genocide, crimes against humanity, and war crimes. The permanent International Criminal Court (ICC) is here to stay. Any claim that the US may have to the moral high ground in foreign policy will be difficult to sustain without U.S. participation in the ICC. The United States needs the ICC to help restore its global credibility, discipline its own decision-making, and strengthen judicial intervention against atrocity crimes. We need a strategy for cooperation with the ICC and ultimate ratification of the Rome Statute of the ICC. This event is co-sponsored by the Institute for International, Comparative, and Area Studies (IICAS), California Western School of Law, the American Branch of the International Law Association, and the American Society of International Law-West. International Humanitarian Law Competition 28 Feb 2008 - 29 Feb 2008

The Netherlands Red Cross (in cooperation with the ICRC, the Ministry of Defence, and the T.M.C. Asser Institute) is organising the first national IHL competition for law students. Teams representing six Dutch universities will take part in this event. On 28 February, teams will attend workshops with the International Committee of the Red Cross and military lawyers

of the Dutch armed forces and they will spend the night at military barracks in The Hague. The competition will start on 29 February. To proof their understanding and knowledge of international humanitarian law, the students will first take part in role plays, playing for example a ICRC delegate or a military lawyer.The afternoon program will be public. In the final round the teams will appear before an international court dealing with crimes committed during the conflict and will have to consider whether in particular case studies the concerning events amounted to war crimes (as Prosecutors) or whether these did not constitute violations of IHL (as Defence Counsels). A distinguished jury composed of judges of international courts, the ICRC, the military, and the academic world will test the participating teams on their knowledge of the law. The event will end with the prize giving and a reception.

Guengueng used his considerable charm to persuade still-frightened victims to seek Habré’s trial for killing thousands of his countrymen. ICC Prosecutor to Launch International Justice Center on March 20 in Second Life 20 Mar 2008

On March 20, at 3pm EST, International Criminal Court Prosecutor Luis Moreno-Ocampo will give a short welcome address to officially inaugurate the Global Kids’ International Justice Center in the virtual world of Second Life. The IJC is an independent public information and action center focusing on the ICC and related human rights concerns. After his address, the ICC prosecutor will answer questions from the virtual audience, facilitated by Global Kids’ staff. Following this, the Center will be video streaming a panel discussion and keynote address on “The Emerging International Justice System” taking place in New York City. It will analyze the manner in which international law is applied in three sample jurisdictions on which little information is available: Brazil, India and Russia. In addition, it will examine two topics that affect the foundations of public international law: the International Rule of Law and Hierarchy in International Law in the practice of domestic courts. These topics will be preceded by a general introduction to the theme of the colloquium by Judge Rosalyn Higgins, President of the ICJ. Following the panel discussions, Dutch Minister of State and former Judge at the ICJ, Peter Kooijmans, will provide concluding reflections. The Colloquium is organized as part of the International Law in Domestic Courts (the ILDC) project.

The CICC’s Middle East and North Africa Regional Strategy Meeting 29 Mar 2008 - 31 Mar 2008

29-31st March 2008 The objectives of the MENA Regional Strategic Meeting are to discuss the status of ratification and implementation of the Rome Statute in the participants’ respective countries and to propose strategies to move forward in the campaign for the International Criminal

Court (ICC) in MENA. Participants will include civil society members and national coalition leaders from 12 Arab countries, including: Algeria, Bahrain, Egypt, Jordan, Kuwait, Lebanon, Morocco, Sudan, Syria, Tunisia, and Yemen. The opening session will be attended by many NGO members, independent experts, MPs, and members of the Egyptian National Council for Human Rights. On the 30th March, there will be a closed NGO roundtable that will focus on Egypt’s position on the ICC and the campaign for Egyptian ratification of the Rome Statute. The CICC will then hold a press conference on the final day of the meetings and expects to deliver key messages from the deliberations during the regional meeting and from meetings with key Egyptian government officials.

The upcoming ICC Review Conference and the future of the ICC will be the topic of a Symposium in International Criminal Law for Young Penalists, co-organized by the AIDP Young Penalists Committee and the University of Tuebingen, Faculty of Law. The Symposium will consist of three panels of international criminal law experts, and of three young penalists working groups, which will address issues of substantive law, procedural law and of the policy of the ICC. Each day will be divided into two sessions, for a total of approx. 16 academic hours. Rabat Transitional Justice Fellowship Program 02 May 2008 - 25 May 2008

In response to a demand for strengthening capacity in francophone countries that seek to address painful periods of their pasts, the ICTJ, in collaboration with the Center for Cross-Cultural Learning (CCCL) in Rabat, will provide transitional justice fellowships to approximately 15 human rights practitioners from French-speaking countries from May 2nd to May 25th, 2008. Fellows will receive scholarships covering travel, housing, a modest stipend, and relevant expenses during the fellowship period. The 3-week residential program will be taught by senior staff from the ICTJ and the CCCL, as well as a number of visiting lecturers, and take place in Rabat, Morocco. Participants who successfully complete the Fellowship will receive a Certificate in Transitional Justice from the ICTJ. Fluency in French is mandatory for all applicants. The deadline to submit a complete application is February 25th 2008

Sudan: What's Happening, What Needs to Happen Now? 18 June 2008

Sudan needs to implement a North/South Comprehensive Peace Agreement even as it faces a major crisis in Darfur, where the UN is deploying its forces only with difficulty. In May, the contested oil-producing area Abyei suffered a confrontation between the Sudan Armed Forces and the Sudan People's Liberation Army that has left tens of thousands displaced and

homeless, placed in doubt implementation of Sudan's Comprehensive Peace Agreement and threatened a return to civil war. A subsequent agreement reached earlier this month may provide a way forward, including a new arbitration procedure, security measures and establishment of an administration in the Abyei area. Questions linger about what happened in Abyei, what is happening in Darfur and what needs to happen now to reestablish peace and stability and prevent recurrence of violence. Panel on the ICC on Indian national TV 17 July 2008

Lok Sabha TV (India) - a government-owned TV channel that airs educative and informative programmes when the parliament is not in session (the channel largely covers parliamentary proceedings), will telecast a programme on the ICC. They will be airing a one hour program on 17 July 2008, 7.30 - 8.30 p.m. (Indian Standard Time). VIDEO ADVOCACY INSTITUTE 19 July 2008 - 02 Aug 2008

The WITNESS Video Advocacy Institute (VAI), the first of its kind, is an innovative program that trains human rights defenders to successfully integrate video advocacy into their campaigns. The 2008 VAI will be held in association with Concordia University's Communications Studies Program and Documentary Centre in Montreal, Canada. This intensive and participatory training program will provide an immersive introduction in video advocacy for a group of 25-30 dedicated human rights advocates from across the globe working on some of the most challenging human rights issues facing our world today. During this training program there will be focused sessions to apply the learning to planning for a video project that participants will be expected to implement in their home countries upon completion of the VAI. Judicial Colloquium on the Rome Statute of the ICC 23 July 2008

CIRDDOC is commemorating the occasion by organizing a two-day national Judicial Colloquium on the International Criminal Court (ICC) and Reproductive Rights. The two-day colloquium will bring together about 36 judges from across the country covering the six geopolitical zones to rub minds and exchange ideas on developments on the international scene in the area of gender justice, crimes against humanity, reproductive health and rights, an emerging area of international law.

Ratification of Rome Statute and its Jurisdiction 29 July 2008

30 August: International Day of the Disappeared 29 Aug 2008

The ICRC is planning to mark the Day of the Disappeared on 30 August by highlighting the plight of the families of missing persons in Nepal. The ICRC will continue pressing for clarification of the fate of missing persons in the country and will push for greater public awareness at the local, regional and international levels. In the run-up to the day, the ICRC will issue a series of press materials, including a news release, photo gallery, and a booklet containing an updated list of names of missing persons in Nepal, as well as recent photos which show the suffering of their families.

The Poznan Human Rights Centre and Adam Mickiewicz University, Faculty of Law and Administration, in partnership with the Raoul Wallenberg Institute of Human Rights and Humanitarian Law (Lund, Sweden) and with financial support of the OSCE Office for Democratic Institutions and Human Rights are organizing the 17-th edition of the Course on International Protection of Human Rights - Rights of National Minorities. The main objective of the Course is to enhance the participants' knowledge and understanding of the existing standards and institutional aspects of the protection of human rights at the international level. This year's edition will focus additionally on issues related to the rights of national minorities. The Course is offered particularly to young researches, lawyers, students and NGO activists. The Course consists of 60 hours of lectures and case-studies. The lectures will be held by eminent professors and experts in the field of human rights and international law. The case studies will involve discussions on decisions of the European Court of Human Rights and the UN treaty bodies. The working language of the Course is English. The number of participants is limited to 25 persons. Those successfully completing the Course will obtain a certificate of attendance. The registration fee is 200€. Organizers provide participants with accommodation in double rooms in a student hostel, meals (breakfast and lunch) and teaching materials. Upon specific requests registration fee may be reduced. Fifth Annual International Human Rights Summit 2008 05 Sept 2008

In honour of the 60th Anniversary of the United Nations Declaration of Human Rights, Youth for Human Rights International (YHRI) is co-organizing its annual international human rights summit and Human Rights Heroes Awards presentations to be held this year in New York. This three-day series of events will begin on September 5th with a ceremony at the United Nations Headquarters, New York. Later in the evening, YHRI will present the recipients of the 2008 International Human Rights Heroes Awards at the Roosevelt Hotel. The Domestication of the Rome Statute in Africa: Challenges and Prospects 05 Sept 2008 - 06 Sept 2008

The Uganda Coalition for the International Criminal Court (UCICC) in collaboration with the Coalition for the ICC and the Legal and Parliamentary Affairs Committee of the Ugandan Parliament are holding a capacity-building workshop on “The Domestication of the Rome Statute in Africa : Challenges and Prospects.” The workshop will address the implications of domesticating the Rome Statute by States Parties and share experiences from countries that have already domesticated the treaty. The workshop is expected to build the capacity of members of the committee and help clarify a number of issues as they prepare to consider the ICC Bill 2006 currently before the Uganda Parliament.

Scheffer has extensive experience in International Criminal Law. He is currently the Mayer Brown/Robert A. Helman Professor of Law and Director of the Center for International Human Rights at Northwestern University School of Law. He was U.S. Ambassador-at-Large for War Crimes Issues from 1997 to 2001. He was also senior adviser and counsel to the U.S. Representative to the United Nations, Dr. Madeleine Albright, and served during that period on the Deputies Committee of the National Security Council. The International Criminal Court and the Crime of Aggression 26 Sept 2008

Sixty years ago, the Nuremberg Tribunal convicted the Nazi leaders of waging a war of aggression, prompting Nuremberg Prosecutor Robert Jackson to declare that this was the most important contribution of the Nuremberg Tribunal. Until the advent of the International Criminal Court, however, none of the modern international tribunals had been given jurisdiction over the crime of aggression. But the ICC Statute stipulates that before the Court can exercise jurisdiction over this crime the States Parties must adopt a provision at the Review Conference (scheduled for 2010) setting forth a definition of aggression and the conditions under which the Court could exercise its jurisdiction over it. The ICC Assembly of State Parties has set up a Special Working Group on the Crime of Aggression, whose work is in progress, but the United States has refused to participate in the proceedings. In an effort to advance the initiative, Case Western Reserve University’s Frederick K. Cox International law Center and the above named co-sponsors are hosting a symposium and experts meeting, featuring foremost academic and international experts on the topic of the ICC and the Crime of Aggression. The Institute for International Criminal Investigations (IICI) has announced its first Standard Professional Interview (SPI) and Advanced Investigative Interviewing (AII) courses. The two-day courses will be held at the IICI Headquarters in The Hague. The SPI course is designed to provide experienced criminal investigators and related experts with the additional skills necessary for interviewing witnesses and suspects when investigating serious violations of international humanitarian law, and combines theoretical work with practical exercises. The AII course aims to further develop the participant’s ability to interview witnesses or suspects who may be disadvantaged through age, developmental or post traumatic stress disorder. The courses are open to investigators with at least five years’ experience in criminal investigation and to human rights investigators with experience in criminal enquiries, as well as military officers, criminal attorneys and forensic specialists with international experience.

Making the ICC a Global Reality through Cooperation: Perspectives, Challenges and Strategies 12 Nov 2008

The International Bar Association (IBA) is organizing a Roundtable Discussion on "Making the ICC a Global Reality through Cooperation: Perspectives, Challenges and Strategies". The event will be held on November 12th from 16:00 to 18:30 at the Academy Hall, Peace Palace in The Hague. The Roundtable Discussion is hosted by the International Bar Association’s ICC Monitoring and Outreach Programme. The IBA/ICC Monitoring and Outreach Programme commenced in October 2005. The mandate of the monitoring component of the programme is to assess the manner of implementation of the Rome Statute, Rules of Procedure and Evidence (RPE) and the Regulations of the Court with particular emphasis on fair trial rights of accused persons. The outreach component of the programme works in partnership with bar associations, lawyers and civil society organisations disseminating information and promoting debate on the ICC through the IBA’s membership network and in key jurisdictions. Findings and recommendations from both components of the programme are fed back to the Court with a view to creating a dialogue between targeted groups and the Court. 25 November, 10.00–12.00 The European Policy Centre (EPC), in cooperation with the International Centre for Transitional Justice (ICTJ), is organizing a Policy Dialogue on Justice, reconciliation and EU integration in the Western Balkans: the legacy of the International Criminal Tribunal for the former Yugoslavia on Tuesday 25 November 2008 in Brussels, Belgium. The process of integrating the countries of the Western Balkans into the EU has been deeply tied to their progress in cooperating with the ICTY. But the impact of the Tribunal goes beyond fulfilling the conditions required by the EU for the integration of the region, raising issues about the ICTY’s long-term impact in the countries involved, laying the foundations for the Balkan states to deal with the legacy of their past, and contributing to the reconciliation process between people. Women's voices from conflict: IRC practitioners share tools for addressing violence against women 02 Dec 2008

2 December 2008, 13:30 - 15:30 Sexual violence is increasingly recognized as a human rights violation and a health and development issue in countries affected by conflict. Gender-based violence both reflects and reinforces inequities between men and women and compromises the health, dignity, security and autonomy of its victims. It encompasses a wide range of human rights violations, including sexual abuse of children, rape, domestic violence, sexual assault and harassment, trafficking of women and girls and several harmful traditional practices. International Rescue Committee field practitioners will share women’s voices from conflict. They will provide practical advice on how to design strategies and carry out activities aimed at preventing and responding to sexual and gender-based violence in the midst of a crisis and in post-conflict contexts. The response to sexual violence in conflict and beyond has been grossly inadequate when compared to the scope of the phenomenon. This roundtable therefore aims to highlight the encouraging steps taken by the Belgian government and the European Union in their efforts to combat violence against women.
