Dear CaribDA Members and Friends,
When I reflect on 2013, I can see that we have had a significant year. As you have noticed
CaribDA has been very active with several training programs, we signed an MOU with
CAWASA and starting with the preparation of our biennial Conference, to be held in St.
Thomas USVI.
First of all the I like to thank (again) all the members that used their obligation to give
feedback with the aim to improve CaribDA organization, we still need your important input
so don’t hesitate and feel free to participate with new ideas, sending articles to be published
in the Newsletter, etc.
Your input/feedback is very important, “just do it”!
On January 15, 2014, the U.S. Department of Agriculture declared several counties as
primary natural disaster areas. For instance, California has experienced its driest year since
1580, Nevada has gone without substantial rain or snow for the third year in a row, New
Mexico is struggling to sustain farms, and Texas is averaging 34.5 inches of rain compared to
a normal of 61 inches. The drought continues to spread and deepen throughout these states.
All this is no exception for the Caribbean, that’s why we kindly invite you to be part of our
next conference titled:
"Drought-Proofing the Caribbean"
It will be an event you won’t want to miss!
Board Elections are right around the corner! We encourage you in running for a Board
Position, to be part of this tremendous organization that is committed to promote the
appropriate use of desalination, desalination technology and water reuse in the Caribbean.

On Jan 20 – 22, 18 IDA directors and high profile members participated in the International Water Summit hosted by MASDAR
and Abu Dhabi Water & Electricity Authority focused on sustainability. IDA has been the IWS knowledge partner since its
inception and conducted Desalination Academy Courses. The summit focused on renewable energy desalination, water re-use,
harnessing innovation and optimization in the design of desalination processes.
During the biannual conference in China, the IDA board voted unanimously to accept ALADYR (Association Latino Americana de
Desalacion y Reuse de Aqua) as the 15th regional and/or associate affiliate to IDA. Renato Ramos (marketing manager for Dow
and Vice President of the Aladyr board) was appointed as the Aladyr representative to the IDA board.
On January 23rd and 29th IDA, in conjunction with D&WR, held a successful online symposium titled “Desalination for Oil & Gas”.
The 23rd focused on Applications while the 28th focused on Technology.
On April 7th-8th the IDA will co-sponsor the Global Water Summit in Paris, France which will focus on growth and water’s key role
in economic recovery.

The time has come for nominees to come forward for potential election to the Caribbean Desalination Association (CaribDA) Board of Directors for the 2014-2016 term. Any member interested in becoming a CaribDA director should write to [email protected] and indicate their willingness to run for election latest by 31 March 2014. Balloting is anticipated to take place in May 2014 with results announced at the 24-47 June 2014 CaribDA biennial conference being held in St. Thomas. A formal change of board members will occur following the conference on Friday.

I am pleased to report that there were many excellent offers of presentations for the conference. The program
committee had a hard task in deciding which presentations would be accepted as speeches and which would be

desalination industry.

“We welcomed three new members in the last quarter. There are still a number of members who have not paid their 2013-2014
membership dues. Reminder emails were sent out to these members in November. Your dues are important to help the
association meet its costs and provide services to its membership. Our Vice President Shawn Meyer-Steele has started work on an
outreach program for university students in the region. The board hopes through this initiative to get more undergraduate and
graduate students involved in CaribDA, and to expose them to desalination and water reuse issues and opportunities in the

Tampa, FL, December 2, 2013 - On November 28, 2013, Seven Seas Water Chile SpA voluntarily entered its project into an
Environmental Impact System of Study for the construction of a reverse osmosis desalination plant through an Environmental
Impact Statement.
The project, Bahía Caldera Desalination Plant, involves the construction of a reverse osmosis plant that will have a desalinated
water production of approximately 93 liters per second (2.1MGD / 7,949 m3/d) in its first phase. The plant will be installed in the
industrial yard of the Bahía Caldera Fishery, located in Region III, 2 kilometers north of the city of Caldera.
THE PROJECT
The desalination facility will be fed with the excess water that comes from the industrial process of the Bahía Caldera Fishery and
the seawater that it captures through the feed pipes that are owned by the same. The feed water shall be conducted through a
pre-filtration system to remove the suspended solids from the water. High pressure pumps will then pressurize the filtered water
before it passes through a series of reverse osmosis membranes in order to remove the dissolved salts.
The reverse osmosis system will produce a fresh water (product water) stream and also a concentrated salt (brine or waste) stream.
The brine will be discharged into a transfer well which is owned by the Fishery and will later be returned to the sea through its
underwater duct.
The solution is innovative because it optimizes existing infrastructure, reduces the costs of investment and operations and
minimizes impact on the surroundings.
A portion of the product water will be utilized in Bahía Caldera’s Fishery processes and the surplus in supply will be sold to
interested third parties. The desalinated water can be utilized in industrial and mining processes as well as for sanitary companies,
which, with prior purification processes to make it potable, can be used for consumption for the population within its concession
area.
SEVEN SEAS WATER CHILE SpA
In March 2013, Seven Seas Water Chile SpA began the studies necessary to evaluate the potential environmental impact of the
Project which now culminates in its entry into the environmental evaluation system. During this time, contact has been made with
potential entities who may be interested in obtaining the desalinated water in the vicinity of Caldera.
Seven Seas Water’s desalination plants have been designed to achieve the maximum durability, efficiency and reliability. The Bahía
Caldera Desalination Plant shall have a production capacity of approximately 93 l/sec (2.1MGD / 7,949 m3/d).
