With the right planning, a college education is

within reach for every Texan. A college degree is the best

investment you can make in your future. You will have

more job opportunities and, over your lifetime, earn about

twice as much money as you would have earned with only

a high school diploma.

The cost of college depends on where you go, where you live,

the degree you earn, and how long it takes you to complete

your degree. In Texas, average tuition and fees for a 15-hour

semester range from $747 at a public community college to

$6,695 at an independent or private college or university.

Financial AidFinancial aid refers to money provided by the government, college, or private

sources to help people pay for college.

Types of Financial Aid• Grants and Scholarships: do not have to be paid back. Scholarships are usually

awarded based on grades or some special talent; grants are usually

awarded based on financial need.

• Loans: borrowed funds that must be paid back, usually with interest.

• Loan Forgiveness Programs: borrowed funds that usually must be repaid

through some type of service – like working as a teacher, nurse or doctor,

or by finishing the degree in a set amount of time.

• Tuition/Fee Exemptions: programs that lower the tuition and/or fee charges

for special populations attending public colleges and universities.

Tips for Reducing College CostsBe prepared to take college-level courses.• Get ready for college while in high school. Take the Recommended High School

Program or the Distinguished Achievement Program. If you are not prepared

for college-level work, you must pay to take developmental education courses

before enrolling in courses for your degree.

Earn your degree or certificate as soon as you can.• Earn college credit in high school. With TechPrep, Dual or Concurrent Enrollment,

Advanced Placement (AP), and International Baccalaureate (IB) courses

and/or exams, you can earn college credit for courses you take in high school.

Community colleges are usually less expensive than universities. You can also save money living at home and commuting to school.

Students who are Texas residents but not U.S. citizens may be eligible for state financial aid.

3. The SAR is sent to colleges and universities that you list on the FAFSA. The financial aid office at each institution will use this information to calculate your financial need.

Financial need is the difference between your EFC and the average cost of attending that institution which includes tuition and fees, books and supplies, and living expenses.

Financial Need = Cost of Attendance – EFC

4. The financial aid office will figure out the programs for which you may qualify for and develop a “financial aid package.”

5. You will receive an award letter explaining the package, or the amounts and type of aid that institution will offer you. You may accept part or all of the aid, but you need to let the college or university know of your decision.

Institutions set their own deadlines. Make sure you complete and submit your FAFSA in time for the results to be at your institution by the college’s or university’s Priority Application Deadline. If you apply late, some of the aid will already be gone. The school will only be able to offer you what is left over.

About LoansStudents and families use loans to spread the cost of college over a long period of time – the same way they pay for things like homes and cars.

Ask the financial aid office at the college you plan to attend about how its loan process works. The loans with the lowest interest are those targeted to financially needy students. In fact, some loans don’t have to be paid back if the student earns a bachelor’s degree in four years or less, or performs certain

• Waivers: programs that allow some out-of-state students to attend Texas public colleges and universities and pay the lower, in-state tuition rate.

• Work-Study: part-time jobs arranged through colleges and universities, and located on or near campus.

Applying for Financial AidThe Free Application for Federal Student Aid (FAFSA) is the only form you need to fill out in order to apply for most financial aid, except scholarships.

Scholarships are awarded to students for high grades or special talents. You must apply for them separately. You do not have to pay someone to find out about scholarships – lots of companies do this for free. You will find a list of organizations that help students free-of-charge in this brochure.

1. To apply for aid other than scholarships, complete and submit the FAFSA as soon as possible after January 1. The earlier your form is received the better your chances of receiving funds. You will need to have income tax information for you and your parents available to complete the form.

You will find the FAFSA at www.fafsa.ed.gov or you can get a copy from your high school counselor, any college or university financial aid office, or by calling 1-888-311-8881. It will be processed more quickly if you submit it online (FAFSA on the Web). The section at www.fafsa.ed.gov entitled “Before Beginning a FAFSA” has a lot of helpful information.

2. You will receive a Student Aid Report (SAR) within four to six weeks of mailing a FAFSA, or within two to four weeks of completing FAFSA on the Web, sooner if you provide an email address. The SAR will indicate the amount of money the system believes your family can afford to pay for college (your Expected Family Contribution [EFC]) and your eligibility for a Pell Grant. Read the report carefully. If corrections are needed, just follow the directions. Don’t stop the application process if the SAR says you do not qualify for a Pell grant. There are many other types of aid you still might get. Complete the application process.

Tuition Rebate for Undergraduate StudentsIf you did not take any college courses before fall 1997 and complete a bachelor’s degree having attempted no more than 3 semester credit hours beyond the requirements of your degree, you may be able to claim a tuition rebate of up to $1,000. You must apply for the tuition rebate before you receive your bachelor’s degree. See your Business Office or Financial Aid Office for an application and more information.

Things to Remember1. The FAFSA is the only application you need to complete for most financial

aid. If you’re not a U.S. citizen, check with the college you plan to attend. You can’t get federal aid, but you might be able to receive state financial aid. The college may have you complete the paper FAFSA or an alternative aid application.

2. Colleges and universities must consider scholarships you bring with you to the school when calculating the amount of aid you will receive.

3. Most financial aid is based on need. Your Expected Family Contribution (EFC) is the same whatever school you go to, but your financial need will be higher or lower depending upon the cost of the institution you attend.

4. Remember that you need to reapply for financial aid each year.

5. Each college and university sets its own deadlines for applying for financial aid. Contact all institutions you’d like to attend to learn about their deadlines.

6. This is the most important investment you can make in your future. Take time to learn about your options before you make any decisions. Financial aid professionals at the institutions can help you find ways to pay for your education.

Exemptions and WaiversThe state uses exemptions to lower some students’ tuition and fee charges, and waivers to reduce college tuition and fees for out-of-state students. For more information, contact the Admissions Office or the Registrar’s Office at the public college or university you plan to attend or go to www.collegefortexans.com, click on Paying for College, and then on Types of Financial Aid.

Tax AdvantagesCollege students and their families can reduce their federal income taxes through the following programs. For more information, contact a tax preparer, look up Publication 970 at www.irs.gov, or call the IRS at 1-800-827-1040.

• Receive a tax credit of up to $1,500 per year with the federal Hope Tax Credit, or $2,000 per year with the federal Lifetime Learning Tax Credit.

• Deduct up to $3,000 per year for tuition and fees, and up to $2,500 per year for interest paid on educational loans.

College Savings PlanThe Texas 529 College Savings Plan or Tomorrow’s College Investment Plan is a tax-free program that allows families to save money to pay for college expenses. There are no eligibility, income or age restrictions on account owners or beneficiaries. There are limits to the amount of money you can save in this way. In 2004-2005, about 50 percent of students enrolled in Texas public colleges and universities received financial aid.

seis semanas después de haber enviado la FAFSA impresa o de dos a cuatro

semanas desde que completaste la FAFSA en la Web, antes si proporcionas

una dirección de correo electrónico. En el SAR se indicará el aporte esperado

de la familia (Expected Family Contribution; EFC), que es la cantidad de

dinero que el sistema cree que tu familia puede pagar para tus estudios y si

detenidamente. Si necesitas hacer correcciones, sigue las instrucciones para

ello. Si el SAR determina que no cumples con los requisitos para la Beca

3. El SAR se envía a las instituciones de estudios superiores que hayas indicado

en la FAFSA. La oficina de ayuda económica de cada institución utilizará esta

información para calcular tu necesidad económica.

La necesidad económica es la diferencia entre tu aporte esperado de la familia

(EFC) y el costo promedio de asistir a esa institución, que incluya la matrícula

y las cuotas, los libros, artículos escolares y gastos de vivienda.

Tipos de ayuda económica• Concesiones y becas: no tienen que

pagarse. Las becas usualmente se otorgan basándose en las calificaciones o en algún talento especial; las concesiones generalmente se otorgan basándose en la necesidad económica.

• Préstamos: préstamos que sí tienen que pagarse, usualmente con intereses.

• Programas de cancelación de deudas: préstamos que usualmente deben pagarse mediante un tipo de servicio, como trabajar como maestros, enfermeros o doctores, o graduarse dentro de cierto período de tiempo.

• Exenciones de matrículas/cuotas: programas que reducen la matrícula, los cargos de cuotas, o ambos, de las poblaciones especiales que asisten a instituciones públicas de educación superior.

• Exoneraciones: programas que permiten a algunos estudiantes que no son residentes de Texas asistir a las instituciones públicas de educación superior del estado y pagar la tarifa de matrícula más baja, como residente.

• Programas de Trabajo y Estudio: trabajos de tiempo parcial proporcionados por las instituciones de educación superior.

Cómo solicitar ayuda económicaLa solicitud gratuita de ayuda federal para estudiantes (Free Application for Federal Student Aid; FAFSA) es la única solicitud que necesitas llenar para tener acceso a la mayoría de las fuentes de ayuda económica, excepto becas.

Las becas se otorgan a estudiantes en base a sus calificaciones o talentos especiales. Debes solicitarlas por separado. No necesitas pagarle a nadie para que averigüe sobre las becas, ya que muchas compañías ofrecen esto gratuitamente. Plan de ahorros para estudios superioresEl plan de ahorros para estudios superiores 529 de Texas (The Texas 529

impuestos que permite a familias ahorrar dinero para pagar los gastos de

estudios de la educación superior. No hay restricciones en cuanto a los

Acerca de los préstamosLos estudiantes y las familias usan préstamos para pagar el costo de la

educación superior en un largo período de tiempo de la misma forma que cubren

otros gastos importantes, como casas y vehículos.

Pregunta en la oficina de ayuda económica de la institución de educación

superior a la que planeas asistir cómo funciona su proceso de préstamos. Los

préstamos con los intereses más bajos son los que están dirigidos a estudiantes

con necesidades económicas. De hecho, algunos préstamos no tienen que

pagarse si el estudiante obtiene el titulo en cuatro años o menos o si desempeña

determinado trabajo o servicio después de completar su educación superior.

Existen otros préstamos para estudiantes de ciertas profesiones, como la

medicina y otras profesiones relacionadas con la salud.

En 2004-2005, aproximadamente el 50 por ciento de los estudiantes inscritos en instituciones de educación superior de Texas que solicitaron ayuda económica la recibieron.

Reembolsos de la matrícula a estudiantes de licenciaturaSi no tomaste ningún curso universitario antes

del otoño de 1997 y obtienes el titulo sin más de tres horas crédito de semestre

en exceso, más allá de los requisitos de tu titulo grado, quizá puedas solicitar

que se te reembolse hasta $1,000 de la matrícula. Debes solicitar el reembolso de

tu matrícula antes de graduarte. Visita la Oficina de Asuntos Estudiantiles o la

Oficina de Ayuda Económica para obtener la solicitud y más información.

No olvides lo siguiente1. La FAFSA es la única solicitud que necesitas llenar para la mayoría de la

ayuda económica. Si no eres ciudadano de los Estados Unidos, averigua en la

institución a la que piensas asistir. No puedes recibir ayuda federal, pero tal

vez puedas recibir ayuda económica estatal. Las instituciones pueden hacerle

completar la FAFSA en papel o una solicitud de ayuda alternativa.

2. Para calcular la cantidad de ayuda que recibirás, las instituciones de

educación superior usualmente deben tomar en cuenta las becas que tendrás

para tus estudios.

3. La mayoría de la ayuda económica se basa en tus necesidades. El aporte

esperado de la familia será el mismo de una institución de educación superior

a otra, pero tu necesidad económica podría ser mayor o menor, dependiendo

del costo de la institución a la que vayas.

4. Recuerda que debes solicitar la ayuda económica cada año.

5. Cada institución de educación superior establece sus propias fechas límite

para solicitar la ayuda económica. Comunícate con todas las instituciones a

las que te interese asistir para averiguar dichas fechas.
