  • Welcome to the August edition of the Town Crier,in a month when lots of parishioners will be ableto enjoy some holiday, and hopefully some moreof the fine weather that we saw in July. Lastmonth the new Street Party provided aspectacular end to the Fête de St Hélier, andDeputy Rod Bryans’ photo of the fire eater inaction outside the Town Hall conveys theexcitement of the event. The festival began withthe annual pilgrimage to the Hermitage, andincluded the Flower Festival in the Town Churchfeatured on our front cover, and the annual RatesAssembly when ratepayers agreed the budget forthe new financial year. Earlier in July a group ofD-Day veterans and their supporters visited theNormandy beaches and cemeteries in a tour

arranged by the Parish, while the monthclosed with the Minden Day parade, acommemoration of an earlier conflict in whichwe fought on the same side as Germany (orPrussia) against the French. The main event inAugust is, of course, the Battle of Flowers, withthe Portuguese Food Fair also taking place laterin the month, so it promises to be a busy timefor the Parish. These events would not be ableto take place without the support of ourHonorary Police, who also play a vital part inkeeping the Parish safe: any parishioners agedbetween 20 and 69 who are interested in gettinginvolved are requested to contact the HonoraryPolice coordinator, Kevin Molloy, on tel 811890or by email: [email protected].

Over a two weekperiod, the children fed the caterpillarswith sugared water to help them grow, and it was with great delight and wonderthat they watched the butterflies beingreleased to fly off to pastures new.

  • Parish Matters A round-up of the latest news and events from theTown Hall, Parish departments and our associatedclubs and organisations.PARKS AND GARDENSMcDonald’s kindly sponsored the decorationof the hoarding around the vacant site at thecorner of Halkett Street and Hilgrove Street. The work was undertaken by a group from theYouth Inclusion Project which works withyoung people with special needs anddisabilities, and included bold colours todepict an open park or garden scene withflowers, birds, bugs and butterflies on a hot summer’s day. Thanks are given to Mr JohnManley for giving his kind permission to decorate the hoarding at this location.

Meanwhile, the Youth Inclusion Team hasalso been busy transforming the outdoorarea at the Co-Op’s Grand Marché store inSt Helier, helped by St Helier’s Communityin Bloom Group. Work took place overseveral weeks to remove damaged trees andshrubs, dig and fertilise the soil and plantnew trees in the side planters, as well asgiving the planters a new lick of paint.Leana d’Orleans, who runs the InclusionProject, said ‘Our young people had a greattime and really enjoyed being able to do

something for the community.’ The Channel Islands Co-Operative Society donated allthe materials needed and will be installing an outside tap so that members from theproject will be able to water and look after the plants in the future.

SENIOR CITIZENS’ OUTINGSOnce again this year the Parish ofSt Helier arranged two coach outings forsenior citizens of the Parish, involving around-the-Island tour followed by acream tea at St Peter’s Garden Centre.More than 100 parishioners tookadvantage of these events, and theConstable attended both to welcomeeveryone and enjoy a scone and a cup oftea.

POSH PÉTANQUERSSixteen teams from the Condor LunchtimeLeague and the Parish of St Helier PétanqueGroup met at the Weighbridge for the annualpétanque competition and picnic to celebrateSt Helier Day on 16th July.

After the qualifying rounds two POSH teams,The Saints (Roger Thébault, Dennis Le Mercierand Nigel Blake) and POSH Ladies (Joan LeMercier, Pat Ramsden and Maggie Allchurch)had won two games and because The Ladiestopped their league they entered the semi-finals. Other notable results were that POSHGirls ‘fannied’ The Prospectors (beating themby 11 points to 0) and The Saints achieved thesame against RBC BouleFighters.

In the semi-final, POSH Ladies were up againstlast year’s winners, PC PES, (Callum Stewart,Alan Oliveira and Andrew Bellamy) who wonthe game by 13 to 6, before going on to win thecompetition.

On to the final match of the competitionbetween old rivals Kerplunk, led by RossPayne, and PC PES. Unfortunately theWeighbridge has poor provision for late eveningactivities and a tense and exciting game wasplayed in rapidly failing light. To their greatcredit both teams showed great skill andjudgement in both pointing and firing and theteams that had stayed on to support the finalgame were entertained to some excellentpétanque.

The final game came to a convincingconclusion with PC PES proving their merit asreigning champions by beating Kerplunk.Connétable Simon Crowcroft was in attendanceto present the trophy and medals to thereigning champions, and the runners-upKerplunk also received medals and a share ofthe wine prizes.

If you’re interested in playing pétanque in yourParish, please contact Tony Allchurch on767593 or [email protected].

The Vallée des Vaux lavoir and steps werebadly damaged when a large ash tree wasuprooted in the Spring. To assist the NationalTrust for Jersey which owns the woodland, the Parish took on the task of rebuilding theancient lavoir. The photo of the lavoir, supplied by Mr Graham Harris, was taken inapprox. 1906-1907 and shows the originaldesign which was used for the installation tobe rebuilt by our skilled stonemasons. Morerecent photos, supplied by Mrs Thelma Tilley, show the lavoir as it was before the storm.

TOWER ROADIMPROVEMENTSThe most recent improvement to TowerRoad has just been completed, providingapproximately 75 metres of new footpathon one of the most dangerous sections ofthis narrow road, with costs being keptdown due to the Parish using our owndirect labour. Our thanks go toparishioners Mr and Mrs Schmidt, whosold land to the Parish in order to makethe scheme possible and also allowedpart of their meadow to be used as acompound and working area.Construction commenced late last yearand took some time due to the wall beinggranite-faced on both sides, requiring 70tonnes of stone to be brought to the siteand dressed and, at its lower end, thewall being almost ten feet high.Construction was also undertaken in oneof the wettest and coldest winters Jerseyhad experienced for years, and theParish did of course have other ongoingprojects to manage. Special thanks go tothe three masons Andy Le Clare, TonyWalters and Andy Noel, as well as therest of the team, their line manager RobGilmore, and Mr and Mrs Loguelloufrom Richelieu who put up withworkmen tramping through their gardenfor weeks on end. A formal opening ofthe new footpath was carried out duringthe Visite du Branchage on 1st July, theribbon cutting being done by pupils ofFirst Tower School.

Town Centre Manager Richard MacKenziebrings us up to date with monthly eventsand activities around the streets of St Helier.

Despite my age I have found that I cannotignore the advances of the technologicalage and I am forced to embrace it. Anexample of this is social media which, over theyears, has bemused and bewildered me.

Recently, however, I discovered that a major bank no longer advertises its jobsanywhere other than Facebook. I also discovered that two award winning retailersattributed their success to social media.

Following discussions, several of the trader groups in St Helier have set up their ownFacebook pages. Market Street is an outstanding example of this with new posts beingplaced continuously advising of offers and interesting information concerning the street, along with facts about the traders. West’s Centre and Colomberie also have pages whichthey are growing.

I have now established a St Helier Town Centre Facebook page inwhich I have tried to include some interesting pictures along withevents occurring in town. If there are any improvements that youfeel could be made please contact me. I suppose I will now have toopen a Twitter account…

  • NEW NORTH QUAY AREA BY KUFRA’S STORESby André Ferrari

TFor all the criticism of the formerWaterfront Enterprise Board, theydid manage to get somethings right. The remodelling of theapproach road to the Elizabeth Harbouris a case in point. This road wasoriginally built as part of the UnderpassScheme, and was a dreary and utterlyutilitarian approach road. WEB made thewise decision to upgrade this into a dualcarriageway, creating an avenue withsense of arrival for those approachingfrom the ferry terminal. This projectincluded generous tree planting downthe sides and middle, along with equallygenerous landscaping. Pavements aresegregated from the roadway, and stylishstreet lights complete the scheme. Thetrees are now slowly maturing, and lookfantastic illuminated with lights atChristmas. The planting is imaginative, with daffodils in the spring, roses in thesummer, and even Jersey lilies later inthe year.

My one criticism is that the scheme isn'tlong enough. It is like the proverbial pieceof string which is a too short at either

end! Logic should have dictated that theremodelling continued right up to theElizabeth Harbour, cutting through thehorrible visual wasteland that currentlysurrounds the terminal. And at the otherend, the scheme should have progressedbeyond the roundabout, through CastleStreet. That would have created a reallyimpressive avenue from the terminal rightinto the town proper. What better way tolink the new and old parts of the town?

    View on St Helier

The potential to complete this remains –and perhaps the Jersey DevelopmentCompany should include the Castle Streetend as part of their Esplanade Quarterplans.

    SCORE: 6 OUT OF 10

(plus 4 more when the missing links arecompleted, but don't expect it to be soon!)

While all of Jersey’s 12 parishes are now twinned with townsacross the water in Normandy (or Britanny in the case ofSt Clement-Cancale), St Helier is the only parish that hasadded twinnings with Germany (Bad Wurzach 2002) andPortugal (Funchal, Madeira 2012). Occasionally I face criticismfrom ratepayers for the emphasis I place on twinning, and forthe modest amount of funding the three twinning committeesreceived in our annual budget. Some UK councils have gone sofar as abandoning the twinning agreements they have, some ofwhich were formed in the first decade after the ending ofWorld War II. ‘Jollies for dignitaries’, is a jibe that is sometimesheard. However, as I am sure all of the members of our threetwinning committees will agree, it is more about giving up yourtime to organise events, to raise funds and from time to time toopen up your home to host visitors from the twin towns. I amindebted to our Jumelage, Partnerschaft and Geminação (asour three committees are known) for the hundreds of hoursthey spend in both planning and implementing dozens ofseparate activities each year. Two of Funchal’s notable eventsfall just a few weeks apart in the calendar, Dia de Camões orPortugal Day (10th June) and Madeira Day (1st July), and our

    Constable’s Comment

committee organised superb events on both days this year, while the Portuguese Food Fair will once again attractthousands to the Waterfront this month. At the end of July agroup of us were invited to Funchal for the naming of Rua deSt Helier in Funchal (full report in the September Town Crier)while earlier in July our Polish community staged a verysuccessful event on the Weighbridge, supported by the PolishConsulate in London and a new St Helier-Polish Society wasset up. In this way immigrants communities enrich island lifeand add to its variety as they have always done – as they say inFrance, ‘Vive la différence!’.

    POSTAL PASSION REWARDEDMarc Adams

I’ve been gardening for 22-23 years nowand know that one important attribute tohave is passion. Let me introduce you totwo people who have it in skipfuls:Alison Newton and Bruce Carnegie, whoboth work at the Commercial StreetParcel Depot of the Jersey Post Office. For those of you who have ever had topick up a parcel from there, you willhave noticed the glorious floral tub andbasket displays that are artistically puttogether each summer. ‘Queue Gardens’,as it is humourously known, was thebrainchild of Ali and Bruce back in 2012when, after initial experiments withplants on the counter and the odd potoutside resulted in positive complimentsfrom customers, the lads tried theirhands at sewing their own seeds. Acolourful spectacular is now createdeach year in their own time for ourpleasure, which resulted in them pickingup the St Helier Bloom Group’s Judges’Special Award last year.

FOOD FOR THOUGHTFancy spicing up your sandwich with some rocket, ormaybe you need a few sprigs of parsley to top off thatcurry you have made? How about some ingredients for atomato and basil soup? Or some calendula for that congasoup? Well under the RHS Edible Britain initiative beingrun this year the Parish Parks Department, in conjunctionwith the Parish Bloom Group, may be able to help.

Our efforts in this campaign can be found in the grounds of the courtyard at the TownChurch, where a selection of herbs and tomatoes are now residing in the square bedacross from the west side entrance to the Church. One of our Bloom members and Parishgardener Marc Adams noticed on a visit to Australia a couple of years ago that there parksservices used parsley as a bedding edging, and thought it was a great idea to bring backhome to Jersey. Then he decided to go a little further and plant a whole bed of it, albeit ona smaller scale, to encourage parishioners to pick what they needed.

It is a trial project but one that we hope to do on a larger scale if it takes off. What doyou think?

The 24 footlizard has been created out of wire mesh (the frameworkdesigned by Bloom member Michelle Le Cornu) that wasplanted up in situ, using small sedum plants. Jersey is theonly area in Britain where green lizards occur naturally.

The First Tower Community Association has beenworking on the area at the Martello Tower at FirstTower in conjunction with the Probation Service.

Their special efforts didn’t go unnoticedso, as a reward, the Bloom Group, together with Jersey Post’s Kevin Keen, provided them with an irrigation systemto free up their time and allow them todo what they love best – tending to theirbeautiful flora. Passion is the key togardening and, in many ways, to life aswell.

    The Bombingof St Helier

Daphne and I were delighted to be guests of honour at thisyear’s ‘Heilig-Blutfest’ in our twin town of Bad Wurzach. HerrRoland Bürkle, the Burgermeister (equivalent of our Constable),and his wife, Steffi, issued the invitation earlier this year.

This delightful spa town to which men, women and childrenfrom Jersey were deported during the Second World War hasbecome a warmly respected partner in the twenty-first century. We enjoyed meeting members of the twinning committee, having lunch with the catholic and protestant clergy of the townand remembering again that we have so much more that unitesus than separates us.

The Heilig-Blutfest is the celebration of the “Holy Blood”.A tiny piece of cloth, believed to be part of a larger cloth withwhich Mary Magdalene wiped blood from the body of Jesus onthe first Good Friday, is used as the focal point of the town’sChristian faith and pride in its community identity.

In between the processionand the mass is a fantasticbreakfast for guests whoincluded the Minister forHome Affairs, Members ofParliament and us. I havenever had beer at breakfastbefore!

Actor and writer, John Nettles, was the special guest at thisyear’s commemoration of the Bombing of St Helier held on theAlbert Pier at the end of June. He was joined by severalislanders who had personal stories to tell of the event. Localresident and actor, Sean Arnold, was among those who gavereadings from contemporary accounts of the attack, whichheralded the arrival of the occupying forces on July 1st 1940and Mr Nettles spoke movingly about the raid. • NightingalesVisiting hospital can cause anxiety forsome people, so the presence of a helpful, smiling face can make a real difference.

The Nightingales are a group of volunteerswho are based in the OutpatientsDepartment at Jersey General Hospital. They are stationed just inside the entranceto the Gwyneth Huelin wing and areeasily identifiable by their purple sashes.

Nightingales are available to helpvisiting outpatients and theircompanions with any queries they mayhave about their appointments orhospital facilities. The volunteers alsoassist as a liaison point between patientsand the Patient Transport Service, sopeople can be taken home as quickly aspossible after their appointments.

Sometimes the Nightingales may not beasked for specific information, but aresimply able to have a quick chat withpatients who may have attended hospitalon their own and be anxious aboutneeding medical attention. A reassuringchat and directions about where to find acup of tea can work wonders.

A total of 34 volunteers, 29 women andfive men, ranging in age from 18 to over80, have been recruited to the roles inrecent months and given training toenable them to handle frequently-askedquestions. There are always twovolunteers on duty at one time, and teammembers continue to receive enquiriesabout working as a volunteer in the role.

Simone Olds, Head of OperationalSupport Services at the General Hospital, whose team has been in charge ofrecruitment of the volunteers said: “Wehad a wonderful response to ourrecruitment campaign, which we did byputting posters up around the Hospital.People were very keen to come in andassist, and have told us they aredelighted to be a part of the Hospitalteam, and help patients and visitors feelwelcome. We have been overwhelmed bythe response to this, and have alreadyhad good feedback and complimentsabout the service.

“If you don’t come to the Hospital much, you might not know where things are, orbe anxious about ensuring you get to yourappointment on time. Our volunteersknow the building well, and are pleasedto be able to provide everyone with awarm welcome, direct them to wards anddepartments, and give answers to any

questions they might have, to help maketheir visit that little bit easier.”

The name Nightingales was chosen to fitin with the caring ethos embodied byFlorence Nightingale, and the healthcareprofession.

Ms Olds added: “Although the volunteerswill not be paid, we hope they will find ita rewarding experience. Volunteering is agreat way to meet new people and makenew friends, try out something different, pass on your skills to others, get back intoemployment, gain worthwhile experiencefor your CV, and access training and learnnew skills.”

Deputy Anne Pryke, Minister for Healthand Social Services, said she wasdelighted to see the Nightingale schemecome into effect.

“We have more than 500 people attendingfor their outpatient appointments eachday, and to be greeted by a friendly faceprovides an excellent first impression ofthe Hospital,” she said. “I’m very pleasedto hear that so many volunteers havecome forward and would like to thankthem for the work they are doing.”

HSSD has worked with the JerseyEmployment Trust and been in contactwith Social Security and the Back-To-Work Scheme as part of the process forrecruiting volunteers.

The Nightingales are part of a largenumber of volunteers who play valuableroles at the General Hospital. On theopposite side of the Hospital, the Leagueof Friends’ Shop dispenses food, drinksother items to staff and patients from itsbase just inside The Parade Entrance. The League of Friends has now beenoperating for more than 30 years and wasrecently recognised with a Queen’sAward for Voluntary Service.

    HALF PRICE PARKING

If you own an eco-friendly vehicle, you can park at discounted ratesby using an eco-friendly parking permit.

The following vehicles are eligible for an eco-friendly parking permit:

    • any vehicle that has been certified as having a low exhaust emissionthat produces less than 100g of carbon dioxide per kilometre

    • a hybrid vehicle, first registered in Jersey before 1 July 2012, thatuses an electric motor to assist a conventional engine, and has beencertified as having a low exhaust emission that produces less than120g of carbon dioxide per kilometre

    • a hybrid vehicle, first registered in Jersey from 1 July 2012 onwards, that uses an electric motor to assist a conventional engine, and hasbeen certified as having a low exhaust emission that produces lessthan 100g of carbon dioxide per kilometre

Your local dealer will be able to tell you whether your car is eligible, or youcan check your vehicle online (only vehicles in 'band A' and hybridvehicles in 'bands A or B' will qualify depending on when they were firstregistered in Jersey).

Many manufacturers also indicate which band level of emissions theirvehicles fall into. They use labels that are very similar to those found onelectrical goods.

The permit itself is issued free of charge after filling out an applicationform from the Parking Control Office at Sand Street.

When you have your permit you will be able to purchase half-pricepaycards and season tickets. You can buy them from the Parking ControlOffice at Sand Street.

The parking permit must be clearly displayed on your windscreenwhenever you use half-price paycards or season tickets.

The paycards / season tickets should be clearly displayed as well. Theyhave a green stamp on them so they can only be used in vehicles with aneco-friendly permit.

You can use your reduced price paycards / season tickets in long andshort stay car parks, and on-street parking. There is no difference in theparking regulations for eco-friendly parking permit holders (the maximumpermitted periods in the short stay car parks remain the same).

Every one moans about car parking chargesbut if you choose the right eco-friendlyvehicle these costs can be halved.Whatever your preference of vehicle manufacturer, you canbe sure they will all have models which qualify for the 50%reduction in car parking charges.

To qualify for the discounted parking your vehicle needs toproduce less than 100g of carbon dioxide per kilometre, inpractice it is easier to ask the dealer which vehicles qualifyfor this scheme.

If you are unsure you can check with the parking office atSand Street car park, who will be happy to help or use theUK web site which will help you find out if you qualify:carfueldata.direct.gov.uk/

Parish organisations and associationsStudents at Haute Valléediscovered what it was tosuffer through 18th Centurysurgery at the hands ofLieutenant RobertBloodsworth, RegimentalSurgeon, as part of theirYear 10 history lessonsthis term.

The class, who are studyingmedicine through the ages, received a visit fromTerry Underwood who is more normally found deliveringpresentations at Elizabeth Castle throughout the summermonths as part of their Living History initiative.

He said, ‘I really enjoyed the visit but strangely I found itdistinctly more nerve-racking with the students rather than mynormal broader audiences – especially considering that I do thistwice a day every Tuesday and Thursday, May to September.Additionally I have done local history presentations, particularly‘the 1781 Battle of Jersey’ for a number of junior schools plusorganisations such as The Jersey Stroke Association and JerseyHospice, as well as ‘the History of the Jersey Militia’ for theUniversity of the Third Age.’

Claire Le Quesne, one of Haute Vallée‘s history teachers, whotook the lesson, added, ‘Year 10 historians have been studying amodule on ‘Medicine Through Time’ and surgery is a keycomponent of this. Lieutenant Bloodsworth certainly engagedthe students with his bloody tools and fascinating anecdotes. They seemed to enjoy the gruesome nature of his presentation.Everyone gained a new appreciation of modern medicine. ’

Lieutenant Robert Bloodsworth Regimental Surgeon is atElizabeth Castle every Tuesday and Thursday.
