The agrifood sectorcontract covers 720,000employees and over72,000 establishments(agrifood manufacturing,cooperatives and craft foodretailers).This action plan, which isshared between centralgovernment, regionalauthorities and thesector itself, isstructured around fivethemes:

jobs;

finance and innovation;

the green challenge;

exports, quality andpromoting the Frenchfood model;

in-sector relations.

A SECTOR THAT IS RECRUITING Agrifood sector actors have increa-sed the commitments they gave inthe sector contract in 2013 under anew agreement for the develop-ment of agrifood sector skills andjobs unveiled in October 2015.

NEW TARGETS FOR THE PERIOD 2014-2016:

RECRUITMENT OF 100,000 EMPLOYEESON PERMANENT CONTRACT (+10,000),INCLUDING 50% UNDER-30s AND 5.5%OVER-50s;

RECRUITMENT OF 170,000 YOUNGPEOPLE ON PROFESSIONALISATION ANDAPPRENTICESHIP CONTRACTS(+20,000).

Alongside this, by supporting trai-ning programmes the food indus-try jobs charter, which has beenrenewed for 2015-2016 with totalfunding of €15m, helps develop em-ployment, contributes to anticipa-tion and assistance for economicchange and enhances the sector’sattractiveness.

A MINISTRY COMMITTEDTO COMBATING CLIMATE CHANGE

Farming and forestry can contribute between 20 and 60%to potential mitigation of GHG emissions over the period to 2030.

Preservation of farmland and pasturescan save 8-10 million tonnes of CO2.

Changes to farming methodscan save 12-15 million tonnes of CO2

through livestock farming (covers for slurry pits, biogas flares, methanisation, feed),fertiliser use (precise input dosage, organic nitrogen),

and carbon storage in soils (soil cover, simpler working of the soil, longer crop rotations).

In order to respond to theissues posed by climate andfood security, the 4 per 1,000initiative was launched byStéphane Le Foll duringCOP21 and is part of theLima-Paris Action Agenda(LPAA) organised by the

Ministry.

the Paris agreement* 196 “parties” signed the ParisAgreement (195 countries and theEuropean Union).

* A historic agreement: after the disappointment ofCopenhagen in December 2009, it isthe first binding global agreementon the climate.

* A universal agreement:the 196 parties undertook toconfront climate change as well asbringing the commitments given bythe major emerging nations closerto those of the developed world.

* An agreement for the longterm intended to stand the testof time. Only the contributionswill be updated regularly. Thecommitments given bycountries will berenegotiated every fiveyears on the basis of anevaluation of the then-current status of thecollective effort.

* An ambitious agreement:the parties are bound to revise theircommitments upwards in order tobe able to keep rises in globaltemperatures well below 2°C and to seek to limit rises to 1.5°C.

* The Paris Agreementencourages countries to reducetheir emissions and to conserveand expand their carbon sinks,including the agriculture andforestry sectors.

ENCOURAGING YOUNG PEOPLE TO SET UP IN FARMINGS▶ 1% of 1st pillar support – €75m– for direct support to 10,000new farmers.▶ Another €25m from the 2nd

pillar for the scheme to supportnew entrants.

REDUCING DISPARITIES BETWEENFARMERS BY LEAVINGHISTORICAL REFERENCES BEHINDStaged convergence of supportpayments, reaching 70% in2019, with a 30% cap onindividual losses linked toconvergence.

INTRODUCTION OF A PLAN FOR FARM COMPETITIVENESSAND ADAPTATIONThis plan will target livestockhousing in particular.▶ At least €200m a year fromthe EU, the Frenchgovernment and those localauthorities wishing tocontribute.▶ This will double the currentfunding envelope.

IMPROVING RISK PREVENTIONAND MANAGEMENTINSTRUMENTSThe necessary funds will betaken from the 1st pillar.

SUPPORTING ACTIVITY AND EMPLOYMENT ON ALL FARMS▶ Extra support payments forthe first 52 hectares.▶ Gradual implementation overthe period 2015-2018 up to anenvelope equal to 20% of 1st

pillar support.

IMPROVING SUPPORT FORANIMAL PRODUCTION THROUGHCOUPLED SUPPORT PAYMENTSAn increase in “coupledsupport” from 10% to 15% ofthe 1st pillar budget, going toanimal production as a priority:▶ maintenance of the budgetfor current livestock supportpayments;▶ introduction of a dairy cowpremium;▶ Plus 2% – €150m – for thedevelopment of fodder self-sufficiency on farms throughsupport for plant proteinproduction (lucerne, proteincrops, etc.).All of which means an extra€250m for the benefit oflivestock farming.

ENHANCING SUPPORTFOR FARMING IN LESSFAVOURED AREAS▶ A 15% increase in thecompensatory allowance forpermanent natural handicaps(ICHN) from 2014.▶ Simplification throughinclusion of an amountequivalent to the agri-environment grassland premium(PHAE) in the ICHN allowancefrom 2015 on.▶ Eligibility granted to milkproducers in all geographicalareas.All of which means anadditional envelope of €300mevery year at the end of theperiod, reaching €1.1bn a year.

FARMERS ADOPTING AND APPLYING THE PRINCIPLES OF AGROECOLOGY ARE COMBININGECONOMIC, ENVIRONMENTAL AND SOCIAL HIGH PERFORMANCE.

The 12 keys to agroecology:

Trainingfor farmers

Agroecology means developing and rollingout new crop and livestock farming methods. Withthe “Teaching to Produce Differently” action plan,agricultural training and education has equipped it-self with the means to prepare farmers for a moresustainable, more effective approach to production.

Developing and leadingcollective projectsIt is essential to stop looking at each field

separately and to see a farm as a whole, adopting aholistic approach in which activities are mutuallycomplementary and imbalances offset each other. Inthis way, agroecology draws all its strength from a

collective approach and shared pro-jects. Something now accomplishedwith the creation of the Economic AndEnvironmental Interest Grouping (EEIG).

Fostering natural mechanisms

that combat the enemiesof crops

Phytosanitary products (pesticides) help protectagricultural production. The purpose of the Ecophytoplan is to reduce their use. They can be backed orreplaced by natural mechanisms. Rather than eradi-cating pests, biocontrol helps manage the balancesbetween them.

Advisingfarmers

The importance of assistance to farmers pro-vided by development actors and networks is crucialto change in French farming. Those actors need tomove towards agroecology in order to provide far-mers with effective advice for the transition. Theagroecology diagnostic tool for holdings has beenprovided to achieve exactly that.

Assisting transition French agriculture is governed by EU regu-lations and supported by the Common Agri-

cultural Policy (CAP). In 2015 a new CAP frameworkwas defined at EU level for the following five years.Working within EU rules, France has set out to makeuse of the available room for manoeuvre to focus thevarious support schemes on benefiting agroecologyprojects for farming in France.

Involving and mobilisingsectors and regions

If the transition to agroecology on French farmsis to be successful, it will require implementation ofcollective projects involving farmers and others intheir regions, plus the development of synergies bet-ween farmers. The agroecology transition must beextended beyond agriculture by organisations pre-sent in the regions, local government authorities inparticular.

Selecting the right seed

An appropriate choice of crops for the prevailingclimatic conditions, the soil and the needs of the firstagrarian communities enabled farming to develop.French farming systems and the wide variety ofcrops testify to a constant concern to identify spe-cies and varieties ever more precisely suited to thedemands and constraints of production. That is thegoal of the Sustainable Agriculture and Seeds plan.

Encouragingorganic farming

Organic agriculture is a mode of production protec-tive of the environment that helps maintain waterquality, soil fertility and biodiversity. It is fully part ofthe agroecology project for France.

Reducing the use of veterinary antibiotics

Antibiotics are currently used to treat bacterial in-fections in both human and veterinary medicine. Thepurpose of the Ecoantibio plan is to combat inappro-priate use on livestock in order to reduce the risk ofresistance to antibiotics.

Enriching the soilConserving soil carbon content and restoringor improving degraded farmland soil are is-

sues key to meeting the threefold challenge posedby food security, the adaptation of food systems andpopulations to climate disruption and the mitigationof anthropic emissions. Such is the issue underlyingthe 4 per 1,000 Initiative.

Encouraging beekeepingBeekeeping is an essential component ofagriculture because a third of everything we

eat would not exist if bees were to disappear. Francehas everything it needs to be a great beekeeping na-tion if action is taken simultaneously to ensure goodhealth for these peerless pollinators, the biodiversityessential for their environment and an effectivestructure for the beekeeping sector.

Using treeto improve production

Putting nature’s resources to the best possi-ble use without abusing them means adopting agro-forestry, enabling the cohabitation on farmland ofthe usual forms of production (crops, livestock) withtrees. By using all available space and resources, thisrange of farming techniques can improve farmlandyields and thereby farm productivity.

FOOD WASTEThe ministry has set up a national pact to combat food waste. A natio-nal steering committee bringing together all actors in the food supplychain (farming and industry unions, interbranch bodies, agricultural andagrifood federations, retailers, caterers and restaurants) has put for-ward concrete measures.

“A fruit for playtime” is a programme76%-funded by the European Unionfor the distribution of fruit to children atprimary and secondary levels.

Starting with the 2015-2016 school year the programme will move on to

supporting purchases of fruit and ve-getables. The attractiveness of thescheme has been enhanced for both lo-cal government and suppliers by intro-ducing flat-rate funding and teachingsupport measures.

THE GENERAL AGRI-CULTURAL COMPETITION

Environmental certificates, introduced in February 2012, are a tool to help achieve the goal of combining ecological and economic high performance in the agroecology project for France. They take account of criteria relating to

biodiversity, phytosanitary strategy, water management and fertiliser use.

The High Environmental Value (HVE) logo was created to allow farmers and growers (including many winegrowers) adopting this environmental programme to enhance the value of their high-quality products for consumers and wholesalers. The logo can be placed on finished products containing at least 95% of base materials derived from HVE holdings.

THE AGRICULTURAL MUTUALSOCIAL INSURANCE FUND (MSA)An enhanced one-stop serviceThe social security finance law of 2014strengthened the unique role of theMSA by entrusting it with completeresponsibility for the management ofthe obligatory basic social welfarescheme covering sickness andoccupational accidents. The formalitiesfor individuals hitherto privately insuredwill now be simpler. All insured personswill be managed entirely by the MSAand they will have a single contact forall basic welfare claims.

Upgraded agriculturalretirement pensionsThe legislation of 20 January 2014 guaranteeing the future viability andfairness of the pension system introdu-ced a catch-up plan for retired farmers,guaranteeing a minimum pension equalto 75% of the minimum wage for a fullquota of qualifying years. The plan willbe rolled out over three years.

Illness and accident

Since January 2014 heads of holdingand their staff and family helpers canreceive daily allowances for illness ora non-occupational accident. The flatrate contribution of €200 paid by thehead of holding also covers, whereapplicable, all other family membersworking on the farm. The allowance,which is paid after a seven-day waitingperiod, is around €21 for the first28 days and €28 from the 29th day.
