Greetings Brothers of the great state of Georgia! It gives me esteemed pleasure to announce to you the 99th annual Georgia State Conference of Phi Beta Sigma Fraternity, Inc. The 2013 annual state conference will be held in the city of Augusta, Georgia during the weekend of March 15 – 17, 2013. The Augusta Marriott at the Convention Center will be the site of the 2013 conference hosted by the Beta Beta Gamma, Epsilon Gamma Sigma and Epsilon Beta Chapters of Phi Beta Sigma Fraternity, Inc. This conference will include a number of activities and workshops to engage the minds of Sigma Beta’s, Collegiate and Alumni brothers. Additionally, the conference will feature the Miss Phi Beta Sigma Pageant, the PBS Awards Banquet, All Greek Step-Show, Blue & White

Dance and also a Town Hall meeting focusing on the Youth and Violence. We encourage you to attend this conference and to share in the educational training and the bonding of brothers from far and near. We ask that you come to Augusta prepared to learn as we conduct the important business of our great Fraternity. Brothers, on behalf of the PBS Georgia State Executive Board, I look forward to seeing each of you in Augusta during the conference. We ask that you please review the agenda and adhere to the registration fee deadline. Greeting Sigma Brothers of the Great State of Georgia,

The time for our 99th State Conference is rapidly approaching. The Brothers of Epsilon Gamma Sigma (Augusta Alumni), Beta Beta Gamma (Augusta State University), and Epsilon Beta (Paine College) have been working tremendously hard to make this the greatest of state conferences. We will relish the conference theme of “Preserving Our History & Recognizing Our Icons“ as we march on towards our grand centennial celebration in 2014. Working with our collegiate chapters there will certainly be something of interest for all—Alumni, Collegiates, and Sigma Betas. Highlights of this year’s conference will be the Service Project consisting of a Town Hall Meeting with community leaders to address Teen Violence, the Miss Phi Beta Sigma Pageant, Stepshow, Oratorical & Debate Contests, Awards Banquet, a Blue & White Dance and State Elections.

The conference will be held in Augusta, Georgia at the Marriott at the Convention Center, located downtown at Two Tenth Street. Room rates are $115 plus applicable taxes. Please register and reserve your room early to secure special conference rates. PROPOSED CONFERENCE RULES Rule 1 The rules contained in the most current edition of Robert Rules of Orders Newly Revised, shall govern the conference in all cases to which there are applicable and in which they are not inconsistent with the constitution of Phi Beta Sigma Fraternity, Inc.

Rule 2 For admission to the main assembly hall, all brothers shall be required to wear or show the official conference badge/credentials issued by the Credentials Committee upon registration. Brothers will be designated to assist with this task.

Rule 3 Directly after the opening of the first business meeting, the Credentials Committee shall report the accurate number of financial delegates with proper credentials, and shall make supplementary reports during the conference.

Rule 4 Brothers that wish to address the session MUST identify himself at the microphone by giving his name and chapter before addressing the assembly.

Rule 5 It is preferred that motions offered by brothers be in writing, signed by the maker and by the person that seconds the motion. The form shall be forwarded directly to the desk of the State Secretary immediately after presentation. Forms shall be provided by the State Secretary. This rule is difficult for complex motions.

Rule 6 No delegate or brother may speak on an issue more than twice.

Rule 7 All records and other materials for the permanent record or printed proceeding must be typed (or neatly written in manuscript) and forwarded directly to the desk of the State Secretary immediately after presentation. Reports submitted electronically are preferred.

Rule 8 Any notices for announcements to the conference shall be in writing and signed by the person (or proper representation of the persons) under whose authority the announcement is issued, and shall be forwarded directly to the desk of the State Secretary immediately after presentation. Forms shall be provided by the State Secretary.

Rule 9 NO hats shall be worn during the main business sessions.

Rule 10 The use of profanity and smoking is prohibited during the main business sessions.

Rule 11 All cell phones, pagers, and other communication devices shall be either turned off or be on silent while business is in session. Please exit the main assembly hall if there is a dire need to use these while business is in session.

Rule 12 NO CAMPAIGN MATERIALS of any kind shall be placed in the main assembly hall.

Debate Topic (Argue in the Affirmative and Negative) Education is the primary objective for attending universities. Many faculty and administrators at major colleges and universities have put forth the notion of the elimination of all fraternities and sororities, to increase focus and academic performance. Please share with us how these organizations are, or are not, still needed on major college and university campuses.

Oratorical Topic The three International Programs of Phi Beta Sigma Fraternity, Inc. (Education; Bigger and Better Business; and Social Action) are the life blood of the fraternity. The partnerships we establish with outside organizations, strengthens our International effort and the programs, and helps us reach the overarching goals of the fraternity. Please identify the potential impact these partnerships have on Phi Beta Sigma’s Programs, and how we can best utilize them to our advantage.

State Conference Committees

Brothers, here are descriptions of the various committees of the Georgia State Conference. Committees are as follows: Publicity Committee Committee Chair The Publicity Committee shall be composed of the Director of Publicity and two other members appointed by the Director. This committee shall be responsible for the dissemination of news regarding the Fraternity during the year and at the Regional Conference. Committee on Collegiate Affairs Committee Chair The committee on Collegiate Affairs shall be composed of the Collegiate Affairs Director and two other members appointed by the Director. This committee shall keep the Fraternity and the Executive Board informed on the status of Collegiate chapters, and shall suggest programs and projects for development of such chapters. (Note: At least one of the committee members should be a collegiate brother.) Auditing Committee Committee Chair- The Auditing Committee shall be composed of no less than three (3) members. The books and accounts of the Treasurer shall be audited by the committee. The financial accounts of all other officers shall be examined by the Auditing Committee. The financial records of such officers must be submitted to the Auditing Committee on the first day of the Conference together with expense vouchers, bills, receipts, etc., reflection the receipts and disbursements of his office. The Auditing Committee shall report its findings to the State Conference. Law and Revision Committee Committee Chair The Law and Revision Committee shall be composed of not less that three (3) members. It shall review all proposed amendments to the Constitution and By-Laws and report its recommendations to the Conference. Grievance Committee Committee Chair The Grievance Committee shall be composed of not less than five (5) members. It shall review all grievances referred to the Conference by either chapters or members for disposition. It shall review all request for suspension or expulsion of members and for disciplinary action against chapter or members, and report its finds and recommendations to the Conference for disposition to be forwarded to the regional conference. Time and Place Committee Committee Chair- This committee will review and evaluate cities within the State to host future State Conferences.

Credentials Committee Committee Chair The Credentials Committee shall be composed of not less than three (3) members. It shall review the credentials of every delegate to the Conference and prepare a list of official delegates and chapters for presentation to the Conference not later that the morning of the second day of the Conference. Resolutions Committee Committee Chair The Resolutions Committee shall be appointed by the Director at least thirty (30) days before the first session of the Conference. It shall be composed of not less than five members. Resolutions to be considered by the committee shall be submitted to the Secretary prior to the Conference, and the Secretary shall send all such resolutions when received, to the chairman of the committee. Any delegate may submit written resolutions to the Conference regarding any matter pertinent to the policies of the Fraternity on the first day of the Conference, by submitting such resolution to the Secretary. Such resolutions may deal with any matter other than the internal administration of the Fraternity. Such resolutions shall be referred to the Resolutions Committee. Committee on Omega Chapter Committee Chair The Committee on Omega Chapter shall report to the Conference the names of all members who have died since the last meeting of the Conference. It shall conduct a memorial service at the Conference for such deceased members. Conference Evaluation Committee Chair The Committee on Conference Evaluation will create and analyze data received from surveys completed by conference attendees. The committee will present their findings to the State of Georgia Executive Board for review. Outstanding Sigmas of the State/Region (OSSR) Committee Chair (TBD) The Committee on OSSR is comprised of OSSR members only. The committee will evaluate any applications received, and present their finding to the State Conference. Nominating Committees The Nominating Committee shall be composed of five (5) members. At least one of such shall be a Collegiate brother. Not more than one of the members elected shall be from the same chapter. The Nominating Committee shall prepare a slate of candidates for every office required to be filled by election by the Conference after a careful review of the qualifications of all members proposed as candidates for such offices.
