Local principals receive CPS award for school’s academic growth

On Aug. 22, Mayor Rahm Emanuel and CPS CEO Barbara Byrd-Bennett recognized 134 principals from across the school district for their work in boosting academic growth among

students during the 2012-2013 academic school year.

Among the honorees were three principals from the Back of the Yards community; Paul Schissler from Lara Academy, Barton Dassinger from Cesar Chavez Multicultural Academy and Adelfio Garcia from James Hedges Elementary.

For Principal Paul Schissler, the recognition affirms his commitment to not only the students’ classroom successes, but also to their positive futures as adults.

“As a principal, I feel that my job is to provide the students with every available opportunity to succeed, Schissler said. “[Lara is] focused on preparing students for the best high schools [which] will lead them to the

best colleges and career opportunities.” For Principal Barton Dassinger,

student achievement is only made possible by joint efforts by both principals and teachers.

“I believe that one of the most important keys in encouraging students to become successful is having great teachers,” Dassinger said.

Mayor Emanuel said he was impressed by the principals‘ commitment to student learning.

“When you listen to these principals talk, you understand that they are not driven by bonus pay, but by what they can help their students achieve, pure and simple,” Emanuel said.

Byrd-Bennett emphasized the importance of principals in creating a thriving educational culture.

“As a former principal, I understand

the challenges school leaders face every day and the hard work it takes to support teachers, staff and students in each and every room of their buildings,” she said. “Achievements at every level should be recognized, and I am proud that our city is leading innovators in developing, selecting, supporting, evaluating and rewarding principals.”

The principal performance awards are supported by donations from Chicago’s philanthropic community, with a total of $5 million designed to support awards over the course of five years. Principals were selected to receive achievement awards based on metrics developed over months of discussions with education leaders across Chicago.

We all know New City has a big vacant building problem. Just driving around 51st and Wood or Honore streets you can see countless empty homes that for the most part are not well secured, have broken windows, overgrown lawns, and become eyesores that plague the community. Even more troubling is when they become a place for vagrants or criminals, often discouraging future residents from moving in and contributing to the revitalization of the area.

While Mayor Rahm Emanuel has ordered the demolition of homes that are vacant and deteriorating, a current city ordinance holds financial institutions accountable for the maintenance and security of properties when they are unoccupied. However just recently, two government sponsored mortgage creditors are now exempt from that city ordinance. Read our story on p.4 and find out how this could affect the ongoing vacant property issue in New City and other neighborhoods.

Todos sabemos que New City tiene un gran problema de edificios vacantes. Tan sólo con manejar alrededor de las Calles Wood, Honore y la 51 puedes ver innumerables viviendas vacías que en gran parte no están bien aseguradas, tienen ventanas rotas, maleza crecida, y se convierten en objetos desagradables que afectan a la comunidad. Two government-sponsored enterprises will no longer have to obey the city of Chicago’s Vacant Building Ordinance.

Properties with mortgages held by Fannie Mae and Freddie Mac have been exempted from that ordinance following a U.S. District Court ruling on Friday, Aug. 23.

Under the ordinance, vacant property owners (including mortgage servicers and banks) are required to keep their buildings secured and the lawns mowed. It also requires owners of vacant properties to register with the city and pay a registration fee of $500.

The Federal Housing Finance Agency (FHFA), the regulating body of Fannie Mae and Freddie Mac, filed suit against the city of Chicago for its Vacant Building Ordinance in December 2011. FHFA argued that Chicago cannot enforce a law against a federal agency, and that the registration fee is the equivalent of a tax on the federal government. The court agreed with FHFA’s argument and ruled in its favor.

The mayor’s office released an official statement saying, “This ruling will do little to stop the mayor’s aggressive efforts to ensure that banks are responsible neighbors across Chicago, particularly in communities that have been hardest hit by the foreclosure crises... We hope that the lenders who have been cooperative and agreed to board up their buildings will continue to so and be good corporate citizens.”

Katie Buitrago, senior policy and communications associate at the Woodstock Institute said the recent ruling was disappointing. “It was a strong tool the city had to keep communities stable. After a homeowner has left, the foreclosure process takes up to two years to complete, and within two years, the property is already deteriorating,” she said.

Prior to the recent court ruling, all mortgage creditors and property owners were required to abide by the Chicago Vacant Building Ordinance. As a result of the ruling, properties with mortgages backed by Fannie Mae and Freddie Mac are not required to follow the ordinance and its maintenance standards. Instead, Fannie Mae and Freddie Mac claim they will adhere to their own maintenance standards; although they are less strict than the city’s ordinance.

For example, according to Fannie Mae’s Property Preservation Matrix and Reference Guide, vacant properties must be boarded with plywood when exterior buildings are not securable. Under the city ordinance, property owners can only use plywood for the first six months a property is vacant. After that point, they are required to secure all first-floor openings with steel panels.

Despite having their own property maintenance standards, exemption from the local ordinance means there is no way to ensure properties with Fannie and Freddie-backed mortgages are secured and maintained.

The Gate visited Fannie Mae-owned properties in New City to see how well they are maintained, since they are still required to follow the local ordinance. Using Fannie Mae’s Homepath website, The Gate identified a property owned by Fannie Mae on the 5300 Block of South Honore Street. Neighbors Lisa Russell, Antoinette Daniel and Mrs. Elizabeth Daniel said the building was vacant for over a month. After vandals broke into the property, the windows and doors were boarded up. But, according to Fannie Mae maintenance standards, the vacant property should have been boarded and secured within seven

days of vacancy.When asked how she felt about the ruling, Mrs.

Daniel said, “It’s a danger to the neighborhood…there could be any vagrant sneaking into the building, using drugs, including pedophiles using vacant buildings to operate in, so yes, they [Fannie Mae and Freddie Mac] should be held accountable too.”

According to data from the United States Census Bureau American Community Survey, the Department of Housing and Urban Development, and the United States Postal Service, nearly two thousand of the New City community area’s 16 thousand housing units are vacant, and over half (one thousand) of the vacant units are considered long-term vacancies.

Buitrago said she hopes the city will appeal the ruling so that residents can begin to address vacant, troubled buildings in their communities. Roderick Drew from the city’s department of law said a decision regarding an appeal has not yet been made.

At the time the lawsuit was initially filed, FHFA said it owned about 258 thousand mortgages in Chicago. The exact locations of all Fannie Mae and Freddie Mac-backed properties are unknown. The agency is not required to make that information available to the public either.

“Now it’s up to the goodwill of Fannie Mae and Freddie Mac to keep properties secured and maintained,” Buitrago said.

New Back of the Yards High school welcomes class of 2017

The Back of the Yards College Preparatory High School fills a long-time need. Neighborhood residents and activists approached CPS officials over 20 years ago to address overcrowded local high schools, which many believe led to a high dropout rate among community high school students.

The state-of-the-art school still smelled of fresh paint as the first freshman class walked through the hallways. The three-story school has 212,285 square feet of space that will house various academic and extracurricular activities.

Excitement filled the air during the first day of school last Monday, Aug. 26. Students left the brand new facility enthusiastic for the upcoming academic year as they met their parents and families outside. Teachers and school officials greeted parents and students as they exited the building with optimism as the community’s dream for a new high school was finally realized.

While they only have eight safe passage workers patrolling the area, school officials say they hope to recruit new Spanish-speaking personnel. School Principal Patricia Brekke is working with Jadine Chou, chief safety and security officer for CPS to hire additional Spanish-speaking safe passage workers.

The school will serve as a community anchor as it is also the site of the new neighborhood library after the former library closed its doors. The new library opened last Monday, Aug. 26. Dos empresas auspiciadas por el gobierno ya no tendrán que obedecer la Ordenanza de Edificios Vacantes de la ciudad de Chicago.

Las propiedades con hipotecas de Fannie Mae y Freddie Mac han sido exentas de esa ordenanza después de un fallo de la Corte de Distrito de EE.UU. el viernes, 23 de agosto.

Bajo la ordenanza, se requiere que los dueños de propiedades vacantes (incluyendo a los proveedores de servicios hipotecarios y bancos) mantengan sus edificios seguros y sus céspedes cortados. También requiere que los dueños de propiedades vacantes se registren con la ciudad y paguen una tarifa de registro de $500.

La Agencia Financiera Federal de Vivienda (FHFA), el organismo regulador de Fannie Mae y Freddie Mac, interpuso una demanda en contra de la Ordenanza de Edificios Vacantes de la Ciudad de Chicago en el 2011. New law lowers minimum school age requirement in Illinois Gov. Pat Quinn signed a bill Sunday Aug. 25

that lowered Illinois’ compulsory school age from seven to six, which would take effect in the fall of 2014.

During the signing ceremony at Chicago West Side’s Nash Elementary School, Quinn said enrolling children in school at a younger age allows them to take the fullest advantage of existing educational resources while keeping them from falling behind.

Illinois is now joining several states whose minimum school age is six. In the U.S., 22 states have a minimum school attendance age requirement of six, while the rest have minimum ages of five or seven, according to a 2010 study from the National Center for Education Statistics.

Mayor Rahm Emanuel, Chicago Public Schools and the Chicago Teachers Union were supporters of Quinn’s signing of the law.

Quinn also said he is working with legislators to develop a task force assigned to investigate why so many kids do not attend school regularly.

According to the Chicago Tribune, approximately 18 percent of kindergarten and

first grade elementary students habitually missed school, an indicative of the greater truancy problem in the state.

For Back of the Yards neighborhood schools, the truancy problem has not been a major issue said Barton Dassinger, Cesar Chavez Multicultural Academy principal since Feb. 2010. According to Dassinger most of his students enroll in school before the official age requirement.

Still, Dassinger hopes that Quinn’s new measure will have an effect on the number of students that do not attend every day.

“School is beneficial to our students,” Dassinger said. “It’s hard to predict what impact this would have, [but] if it’s enforced well, it could ensure those students that are not in school do attend.”

According to a 2011 study from the Pew Research Hispanic Trends Project, public schools have seen a spike in Hispanic student enrollment within the last decade. One-in-four (24.7 percent) students students enrolled in elementary schools are Hispanic and overall 23.9 percent of students enrolled in pre-K through the 12th grade are Hispanic.

Still, only one-third of Latino students enroll in preschool programs due to limited resources in their areas, according to reports by the Latino Policy Forum, a Latino led public policy organization in Illinois.

Hedges Elementary Community Representative Marina Alonso said while many parents are willing and ready to send their kids to school, some schools are often overcrowded putting many early-age students on a preschool waitlist.

Alonso said it’s important for children to begin school early because it instills good life habits and skills early on. The more a student misses class during preschool at age four, the more likely the student will have a low score on CPS’s kindergarten readiness evaluation, according to an executive summary from University of Chicago’s Consortium on Chicago School Research (UChicago CCSR).

The summary also shows that students who are habitually absent over multiple years will more likely reach a reading level considered on average “at risk,” by the end of the second grade.

“When a child comes into preschool it sets a pattern for the child already,” Alonso said. “You start to teach them responsibility…they start to get along with other kids…they start learning different languages different words and normally at home they might not if English is their second language.”

Alonso said one of the main causes of chronic truancy among children who don’t participate in early childhood education programs is not being used to getting up early or going to school on time. Most often she said, these children tend to miss classes. Also, young children who begin school later often have to deal with separation anxiety from their mothers.

Yet in order to reduce the rate of truancy, family involvement plays an important role, not just school officials, she said.

“When you get those parents involved in school you will get a better, productive child,” Alonso said. “Not just dropping them off at the door and leaving, [but] becoming part of what’s going on in their child’s education.”

City installs speed cameras in safety zones

Fifty zones around Chicago neighborhood parks and schools will be equipped with automated speed cameras beginning this year, under the Children’s Safety Zone Program.

According to a press release from the Chicago Department of Transportation (CDOT), the program was designed to increase safety, reduce speeding and fund critical safety programs. “The Children’s Safety Zone Program protects children and other pedestrians by reminding motorists to slow down and obey speed laws – particularly in school and park zones,” CDOT Commissioner Gabe Klein said.

Safety zones were assigned within one-eighth of a mile from Chicago parks and schools and under the program’s ordinance, those safety zones are required to meet geographic balance standards, ensuring equal distribution throughout the city.

In school safety zones, speed cameras will enforce speed limits from 7am to 7pm. From 7am to 4pm, the 20mph speed limit will be enforced when children are present. From 4pm to 7pm, the speed limit will be 30mph when no children are present. Speed cameras around parks will be in operation when parks are open, usually from 6a.m. to 11p.m., seven days a week.

Within the first 30 days of installation, motorists will be issued warnings for speeding. After the first 30 days, motorists’ first violation is also a warning. After the first official warning, motorists traveling six to 10 mph over the speed limit will be fined $35. Vehicles caught traveling more than

11mph will be fined $100.According to city information, program-

generated revenue will fund a variety of safety programs, including afterschool programs, anti-violence and jobs programs, crossing guards and police officers near schools, and infrastructure improvements such as crosswalk markings. The Chicago Tribune said the cameras could simply be another method to “beef up city revenue.”

The city plans to post new speed limit and ‘photo enforcement’ signs near safety zones to notify drivers of the speed cameras. The first cameras installed in the Mayfair neighborhood near Gompers Park are currently issuing warnings to speeding drivers. The city intends to activate cameras installed at Washington, Marquette and Garfield Parks sometime this week.

To justify the use of speed cameras, Chicago cited cities like Washington, D.C., which had an impressive 25.5 percent reduction in violations within the first month after the installation of automated speed enforcement cameras. So far, overall speeding violations have been reduced by 90 percent there, according to a statement.

Approximately 3 thousand pedestrian/vehicular crashes occur in the city of Chicago annually. Nearly 800 of the crashes involve children. According to the Federal Highway Administration, a pedestrian hit by a car traveling 20 mph has a 95 percent chance of living. A pedestrian hit by a car traveling 40mph has only an 80 percent chance of survival.

Nueva ley reduce requisito de edad escolar mínima en Illinois

El Gobernador Pat Quinn firmó una ley el 25 de agosto que reduce la edad escolar obligatoria en Illinois de siete a seis años, la cual entrará en vigor en el otoño del 2014.

Commuters transition to new Ventra system

The new fare card system, known as Ventra, will streamline Chicago Transit Authority (CTA) and Pace transit payments for all commuters beginning Sept. 9.

The new ‘tap and go’ single fare card for both transit systems will reduce wait times for commuters passing through turnstiles or waiting to board buses as others pay.

Existing payment systems will be phased out gradually throughout fall 2013. Under the new payment system, commuters will be able to pay using three different methods:

•Ventra Card, a transit and prepaid debit card that can be used for transit and everyday purchases;

•Ventra Tickets, for single-ride and 1-Day passes; and

•Personal, bank-issued credit or debit cards.Eventually, commuters will be able to pay for

transit using selected, compatible smartphones.There are four ways to get your Ventra card:1) Online at ventrachicago.com2) Call (877)-NOW-VENTRA (1-877-669-8368)3) In-person at the Ventra Customer

Service Center (165 N. Jefferson, next to CTA headquarters)

4) Rail-station vending machinesThe one-time fee of $5 will be waived if you

get your card through one of the above methods, through the end of the year. If you purchase your

card from a Ventra vending machine at a CTA rail station of one of hundreds of Ventra retail locations, the one-time fee will be immediately refunded as a credit on your new card as soon as you register it online or by phone.

As a courtesy to customers, CTA and Pace will offer free balance transfers on 27 dates at multiple locations throughout mid-September until Dec. 15, 2013. Stored value magnetic stripe full fare, reduced fare cards and Chicago Cards are eligible for the free balance transfer offer. A maximum of five eligible cards with a combined minimum value of $5 may be transferred to a registered Ventra card at a time.

Ventra cards will replace all existing CTA and Pace fare cards by Dec. 15.

Local activist gives justice art a home

For Stephanie Weiner, art and politics need to sleep in the same bed.

Separated from the trendy, urban noise of 18th Street, Revolutionary Lemonade Stand, a fashion and accessories marketplace for political progressives, exudes a fresh aura: it’s the anti-storefront storefront.

“This store is not just a Target with clothes,” Weiner said. “They get to announce what they believe. It’s a new way to talk politics.”

Conceived in 2005, Revolutionary Lemonade Stand (RLS) is Weiner’s rebel child. The concept of “the lemonade stand” plays on the idea that Weiner captures the energy of the political moment by making items for

protestors on the fly. Now she has made Pilsen the habitat for RLS’

progressive swag. RLS is the first work/live license granted in Illinois.

The building doubles as a store and Weiner’s family home. The shop has been established in Pilsen for almost a year.

Weiner is tall but not towering, and her amber hair streaked by a single gray lock, fashionably frames her face. Sporting an RLS tank, denim jeans and sea foam green heels, she waited giddily in the heart of the RLS shop.

RLS is everything DIY. Weiner conjures up cheeky

slogans such as “Help Wanted: Revolutionaries,” onto t-shirts, messenger bags, pencil holders and baby onesies. It makes political expression practical.

Weiner said she hopes her art translates a complex into an accessible symbol of political knowledge.

Weiner moved gracefully between shop and studio. Behind-the-scenes, Weiner showed off her thrift store finds, all ready for politically-conscious makeovers.

Born in New York, activism is in the genes for Weiner. In the ‘70s, Weiner’s father was an anti-war activist during the Vietnam War. Her childhood had an indelible imprint on Weiner’s ambition.

“For my whole life, there was this attitude of how to contribute,” she said. “I knew my job would be to help people.”

Weiner remembered Sweet Honey in the Rock’s “If You Had Lived” and its haunting a capella verse, “If you had lived in the days of Scottsboro, would you stand till the end?/Are you fighting today ?”

Its political verve is an inspiration, she said. “It’s a song I live my life by.”

Later in life, Weiner traveled to the Philippines and Venezuela and connected with issues concerning low-income communities. She also wrote for Fight Back!, a publication focused on labor issues.

“When you do political work, you have to just remember that it’s for the long term,” Weiner said. “[But] if you’re with people…it keeps inspiring you.”

An outspoken supporter for equality across the globe, Weiner caught the attention of the FBI.

In 2011, the bureau subpoenaed 23 activists and raided seven residences, including Weiner’s previous

home in Logan Square, according to the Washington Post.

The FBI specifically sought out Weiner’s Revolutionary Lemonade Stand.

“It was a rough shift,” she said, but it solidified her beliefs. In the wake of the subpoenas and raids, the activists formed the Committee to Stop FBI Repression.

Then, a woman in a black and yellow floral dress stepped into the door. Weiner stopped and welcomed the woman. They shared the electric chemistry of old friends. Weiner’s surprise visitor happened to be Humboldt Park activist Ruth Peña.

With Weiner’s support, Peña co-founded Comité Exigimos Justicia (We Demand Justice Committee) and petitioned local officials for the re-examination of her brother Angel Rodriguez’s case, a charge Peña deemed a wrongful conviction.

Rodriguez was eventually exonerated in 2000, according to The Chicago Reporter.

“She’s the hero that started the group,” Weiner said. “She’s the hero that wrote about it,” Peña said. They laughed together. It’s by chance that Revolutionary Lemonade Stand

calls Pilsen home, for the neighborhood continues a rich tradition of community activism documented in the book “Chicanas on 18th Street”, edited by Leonard G. Ramirez.

It’s an opportunity to participate in marches right down the street, Weiner said.

Weiner and Peña posed for a picture, then Peña left, giving Weiner a goodbye kiss on the cheek.

Soon, Weiner’s mind became a wildfire of memories. She explained that the custom-made blue and white

bandanas feature Greece’s famous protest dog Kanellos and that the camel-colored linens turned frayed, screen-printed patches pay homage to iconoclasts such as Che Guevara, Assanta Shakur and Mexico’s corridos freedom fighter, La Adelita.

These iconic faces act as emblems for historical activist struggles worldwide.

Weiner wants RLS to be “the spot” for local activists to meet and greet, but RLS even more so honors the most controversial of political voices.

But that’s the point. It can lead to a tectonic shift in thinking, no matter one’s political stripe.

Weiner pointed to a tangerine-colored patch of Shakur with the hand-drawn label “Hands off!” and clasped an “Edward Snowden Fan Club Member” black and white campaign-style button.

RLS es la primera licencia de trabajo/vivienda en Illinois. El edificio sirve como tienda y el hogar de la familia de Weiner. La tienda ha estado establecida en Pilsen durante casi un año.

Weiner es alta pero no imponente, y su cabello ámbar surcado por un solo mechón de canas, modernamente enmarca su cara. Portando una camiseta de RLS, pantalón de mezclilla y tacones verdes como la espuma del mar, esperaba vertiginosamente en el corazón de la tienda RLS.

RLS tiene todo DIY (hecho por ellos mismos). Weiner conjura lemas impertinentes como “Se Solicita Ayuda: Revolucionarios”, sobre camisetas, mochilas, lapiceros y mamelucos para bebé. Hace práctica la expresión política.

Weiner dice que espera que su arte traduzca algo

complejo en un símbolo accesible de conocimiento político.

Weiner se movía con gracia entre la tienda y el estudio. Tras bambalinas, Weiner mostraba lo que encontró en las tiendas de segunda mano, todo listo para los cambios de imagen políticamente conscientes.

Nacida en Nueva York, el activismo corre en la genética de Weiner. En los 70s, el padre de Weiner fue un activista antiguerra durante la Guerra de Vietnam. Su niñez tuvo una increíble huella en la ambición de Weiner.

“Durante toda mi vida, había esta actitud de cómo contribuir”, dijo. “Sabía que mi trabajo sería ayudar a la gente”.

Understanding the basics of the Affordable Care Act

Sweeping changes are coming to the health insurance system by 2014. Under the new Affordable Care Act (ACA), Americans will be able to choose one of four paths. Some will be continuing their health insurance coverage through their employer. Others will be able to get health insurance through the government if they qualify for Medicare or Medicaid. A few will have to buy their own insurance through an exchange system while some will be opting to stay without coverage and pay a fine.

Some of the big changes, however, will be for those individuals who work for large companies but do not receive health coverage.

Businesses with over 50 full time employees will have to implement what’s called a Shared Responsibility Payment (SRP) by 2015. The SRP requires companies who do not offer health insurance to their employees to make a shared payment if at least one of its employees qualifies for lower cost monthly premiums through the marketplace. Employers could determine when coverage is affordable if the employee’s share of the premium cost is less than 9.5 percent of their yearly household income. Employers can get more information on how to keep track of these figures by going to IRS.gov/aca or HealthCare.gov

Small businesses that operate with less than 50 full time employees are not required to offer the SRP; instead they can opt for what’s called the Small Business Health Options Program (SHOP), an insurance marker program only for small businesses.

Under SHOP, employers can control the coverage offered to employees and control how much they will pay towards employees’ premiums.

Small businesses using SHOP could qualify for a small business tax credit starting 2014. Small businesses can enroll for coverage starting October 1, 2013. Coverage will begin on January 1, 2014. Employers using SHOP must cover all full time employees working 30 or more hours per week. For more information about SHOP, call 1-800-706-7893 (TTY users: 1-800-706-7915).

Individuals who are self-employed and without employees, can get coverage through what’s called the Health Insurance Marketplace. They are not eligible to get insurance through SHOP. The insurance marketplace is a system that allows individuals to find the type of coverage that best fits their needs. Individuals will be able to compare information about premiums, deductible and out-of-pocket costs.

Those seeking affordable health insurance plans through the Marketplace will be able to find out if they qualify for affordable plans when they fill out an initial Marketplace application. Their income will determine whether they can pay lower deductibles, co-payments, and co-insurance as well as out- of-pocket costs. Through the Marketplace application, individuals will be able to determine if they qualify for the Children’s Health Insurance Program (CHIP) or Medicaid.

Medicaid Coverage. Many people will continue to receive government subsidized health care, just like it is today. Not much will change for seniors on Medicare. Medicaid, on the other hand is expanding. States across the U.S. have the option to join the expansion and get help from the federal government. Illinois is one

of the 23 states that approved an expansion to its Medicaid program. The expansion will cover many low-income adults that are not currently covered and the federal government will cover the cost of insuring newly eligible people. An individual with an income that is 138 percent of the federal poverty level ($15,856 for a single person/ $32,500 for a family of four) could be covered by Medicaid. The Affordable Care Act will extend subsidies to those who make between 138 and 400 percent of the federal poverty line. Those individuals can purchase subsidized insurance covered through the so-called Health Insurance Marketplace.

Individuals who want to buy their own insurance could do it through the Marketplace, where they will be able to find several options among private insurers. Those individuals can select how much coverage they want and how much they want to pay for it. All plans should cover basics such as hospital visits, doctor visits, drug prescriptions, maternity care and mental health care. Insurance providers won’t be able to charge more for pre-existing conditions. Unlike the current health insurance system, men and women will pay the same price. Seniors’ insurance costs will also be less expensive, but younger people will have to pay more. Younger adults will be able to stay under their parents’ health plan until they are 26 years of age. Some will be able to buy inexpensive catastrophic insurance until they turn 30.

For those buying insurance through the Marketplace, the government will provide tax credits if their income is below 400 percent of the federal poverty level ($78,120 for a family of three).

Individuals who don’t have health insurance coverage by year 2014 would have to pay a yearly fee. That fee is either one percent of the individual’s yearly income or $95 whichever is higher. By year 2016, the fee will be 2.5 percent of the individual’s yearly income or $695 per person whichever is higher. In 2014, the fee for uninsured children will be $47.50 per child. A family could pay about $285. Those who pay the yearly fee are still responsible for the cost of their entire medical care. Individuals can get health coverage only under certain enrollment periods.

The yearly event, organized by Special Service Area (SSA) #13, aims to create an opportunity for stakeholders to meet elected officials, BYNC staff and to network with each other.

Entendiendo lo básico de la ley de cuidado de salud asequible

Stamp-Eat brings together Stockyard area business owners

El jueves 29 de agosto, docenas de empleados y dueños de negocios del área de Stockyards se reunieron cerca de la histórica entrada del Union Stockyards para celebrar el 6to “Stamp-Eat!” anual.

El evento anual, organizado por el Área de Servicios Especiales (SSA) #13, busca crear una oportunidad para que la comunidad conozca a los funcionarios electos, al personal del BYNC y para hacer conexiones entre sí.

BACK TO SCHOOL raffle winners On August 19th, local participating businesses and the BYNC drew the winners of the Back-to-School Raffle, sponsored by Special Service Area (SSA) 1o. Over 30 winners received backpacks full of school supplies. The prizes were given at local businesses and the BYNC office. Mal Montoya, chairman of SSA 10 and director of business development at AztecAmerica Bank emphasized the importance of business promotion in this community. “This promotion not only helped the families in the community with school supplies, but it also helped to promote back-to-school shopping for local retailers,” he said. Montoya thanked the SSA 10 staff for their outstanding work in coordinating the Back-to-School promotion this season.

New library opens in Back of the Yards

The new Back of the Yards Library is co-located with the state-of-the-art Back of the Yards College Preparatory High School at 2111 W. 47th Street. The 8,300-square foot, full-service library just opened last Monday, Aug. 26 and features bilingual programs, services and collections for adults, teens and children. There is one public entrance on the south side of the building connected to the parking lot. For now, library patrons may park in the parking lot, although there are no parking spaces specifically designated for the library. Branch Manager Maggie Clemons said this is something the library is working towards.

The library has two community rooms for

programs; one room will be used for the high school students, the other room is open for community use. Nonprofit organizations and community groups can use the room for programming, free-of-charge, as long as programs are free and open to the public. To rent the community room, organizations can go to the library in-person and ask for a Meeting Request Form, or contact the branch at 773-747-9595 to receive the form via email. According to Clemons, the Chicago Public Library will be rolling out a new website, where organizations and residents will be able to access

and submit Meeting Request Forms and other materials online.The new library will feature:

La nueva Biblioteca Back of the Yards está co ubicada dentro de las modernas instalaciones de la Secundaria Back of the Yards College Preparatory en el 2111 al Oeste de la calle 47. La biblioteca de 83,000 pies de servicio completo abrió el pasado lunes 26 de agosto y cuenta con programas bilingües, servicios y colecciones para adultos, adolescentes y niños. Hay una entrada pública al sur del edificio conectada al estacionamiento. Por ahora los visitantes de la biblioteca pueden utilizar el estacionamiento, aunque no hay espacios asignados específicamente para la biblioteca. La gerente de la sucursal Maggie Clemons dijo que es algo en lo que la biblioteca está trabajando.

La biblioteca cuenta con dos salas comunitarias para los programas; una sala será utilizada para los estudiantes de la secundaria, la otra sala está abierta para el uso de la comunidad. Female emcee reinvents herself as bold lyricistNan King’s small apartment is cluttered with

boxes as the local lyricist and musician attempts to get settled into her home. She’s just moving into her new place, but her location isn’t the only thing that’s changing.

“It was a tough decision to change my name. It’s like changing your actual government birth name. It was something that clearly defined me for quite an amount of time,” said King.

Nan King, formerly known as SB Vibes, has been creating music since the age of 12. She adopted the name “SB Vibes” just three years ago after her cousin, who was a rapper, gave her the name one day while hanging out.

“She was just like ‘Yo SB come on we’re going this way’ and I was like ‘what did you call me’? My childhood nickname was Shonda and my last name starts with a b. I’ve always been told that I have a different vibe so I just put those two together,” King said.

King works with two other artists: producer Genius Picasso and lyricist and photographer JY The Visionary. Together they form 9To5 music group.

JY The Visionary said that King is a unique kind of artist.

“She brings something different to the table every time,” JY said. He has been working with King since 2010. “Personally, I’ve seen her struggle both with her craft and life situation in which she has been a warrior. She manages to hold her own as a female emcee in an industry full of pushover males and I love it.”

King holds her own through every lyric in her music. Her track “The Lonely Road” is filled with a sense of raw honesty and a play on words that is often absent in current mainstream lyrics. She attributes her style to her early works of poetry.

“At 12, I started writing poems and the challenge was learning how to organize my

thoughts to make an expression people can comprehend; one that can provoke emotion and thought. That’s how it all began, through poetry,” she said.

There’s a lot to a name for an artist, and the new name change leaves King room to expand her musical range. Her former moniker SB Vibes had a mellow R & B feel while Nan King is androgynous, fierce and confident.

“It leaves me room to kind of be whatever I want as compared to SB Vibes which at the time it fit me, as a more soulful singer; someone that did more traditional sounding hip hop,” she said.

When King raps, she has flow. When she sings, her voice is sultry, and her latest music reflects that. “Gone Tomorrow” featuring Tragedy Tha Beast proves that with its mixture of mid-90s hip-hop and up-tempo jazz.

On the track, she raps about the struggles of those living in underserved communities. Both artists’ lyrics deal with the possibility of life getting cut short.

Genius Picasso said he has enjoyed the privilege of being able to watch her transform. As 9To5’s in-house beat maker, he said King is more than a business partner, but instead, family.

“Nan is like my big sister figure.... [her] bars are superb. The flow is always on point. The style is crazy hippie sexy cool,” he said.

When asked what fans should expect from her next project, set to be released spring 2014, the answer is simple: “Nan King,” she said.

Cantante femenina se reinventa como letrista audaz

El pequeño departamento de Nan King está lleno de cajas a medida que la letrista y músico local intenta instalarse en su hogar. Se acaba de mudar a su nueva casa, pero su ubicación no es lo único que está cambiando.

“Fue una difícil decisión cambiar mi nombre. Es como cambiar tu nombre de nacimiento. Era algo que claramente me definía desde hace un tiempo”, dijo King.

Villapalooza showcases Latino hip-hop talents

It’s time to rise up, Little Village.Say hello to the South Side’s answer to Lolla.

On Saturday Sept. 7, a block of 26th Street’s bustling commercial district will transform into the 3rd annual Villapalooza, Little Village’s premier music and cultural festival since 2011.

Organized by Surcul Collective and sponsored by community organizations and businesses including Enlace, Prosper Skateshop and Vocalo, the volunteer-driven Villapalooza is a festival for and by the streets.

“Little Village gets a bad rap a lot of times,” Villapalooza graphic designer and artist Matthew Silva said. “[We’re] showcasing that there is talent and creative people in the neighborhood.”

Twenty vendors selling handmade items along with graffiti murals and Spanish rock and hip-hop entertainment are part of the cultural offerings of the festival.

Villapalooza’s musical lineup showcases a selection of international urban artists along with Little Village’s own local color talents.

Two of Villapalooza’s headline hip-hop artists, New York-based rapper, writer and activist Bocafloja and Little Village hometown hero rapper Demo, both sculpt rhymes and beats derived from an old school hip-hop aesthetic and reinvigorate music with the lifeblood of their respective philosophies and experiences.

Translating roughly fromSpanish, “loose mouth,” the 35-year-old Bocafloja raps over a mashup of exquisite soul and jazz samples with a flow reminiscent of the ‘90s era Native Tongues movement featuring the likes of A Tribe Called Quest and De La Soul.

Still, these influences jumpstart Bocafloja’s all-encompassing sensibility instead of informing a strict musical code. “I’m not stuck to that golden era type of mentality,” Bocafloja said.

Born in Mexico yet based in New York City, Bocafloja boldly confronts colonialism, especially

in songs like “Selva,” which explores the stigma of the “exotic animal,” according to Bocafloja’s official website, Emancipassion. “Selva” is one of 16 songs off Bocafloja’s most recent effort, the 2012 concept album “Patologías del Invisible Incómodo.”

“That’s the mission. I have to be able to use my words wisely,” Bocafloja said. “I take advantage of music as a vehicle, a more friendly way to communicate.”

Aside from his hip-hop ambition, Bocafloja is also a part of Quilomboarte, a collective that produces cultural events including lectures, film

screenings and concerts in order to connect to different marginalized communities worldwide.

This globalized perspective informs Bocafloja’s high concept art, which balances populism and the intellectual in order to edify the youth. In his music video for “Aire,” shots flash of impassioned teen boys and girls who raise high pumped fists as an act of solidarity.

“It’s my little tribute to hip-hop. It’s a way to express gratitude to the relevant elements...the positive elements,” Bocafloja said. “Hip-hop is positive and transgressive.”

Zeroing in on a much more localized angle, the 25-year old Little Village emcee Demo represents neighborhood pride in verses dealing with the up-and-coming rapper’s personal struggles to overcome an all-too-common atmosphere of violence.

This proof of union defying gang lines is no more so evident in the video for 2012’s “Ill Vill Pilsen,” directed by R.J. Roman and starring Pilsen emcee Emerg along with Demo.

Cameras captured the intimate feel of the neighborhood, from the brightly-hued pro-immigration mural painted on the side of the old Yollocalli building on the intersection of 18th and Blue Island, to the local corner store. These images all serve Demo’s outspoken love for these blocks.

Demo started rapping at the tender age of 10, honing his talents in his basement and becoming adept in a bilingual flow.

Demo’s inspired by classic New York rappers including Nas, Biggie and the Wu-Tang Clan. Jazzy piano arabesques coolly open Demo’s “Means to me,” while “It’s the label” alongside rapper Nuni, is built on hard-hitting trap beats. It’s all about versatility, Demo said.

“When it comes to art I paint different pictures,” Demo said. “[As] an artist, you can’t close your mind.”

After recently parting ways with Hit ‘Em Up Entertainment, Demo is now affiliated with the Pilsen-based Beetle Studios, which offers recording, music and video production as well as graphic and web design services.

Beetle Studios forms strong ties with local hip-hop artists.

Demo appeals to mass tastes as long as it doesn’t compromise, more specifically simplify his overall persona.

Villapalooza will mark Demo’s 55th performance, and he is planning a highly energized concert including an onstage salute to mariachi icon Vicente Fernandez.

Ultimately for both Bocafloja and Demo, the stage is the platform for pure, spiritual expression of a hip-hop vision focused on turning negatives to positives. “I was always speaking on struggle, especially being Hispanic, Latino Chicago,” Demo said. “I express...a reflection of who I am, where I am from.”

After Villapalooza, Bocafloja will continue working on his writing projects, a play and a collection of poetry and short stories. Demo is gearing up for a three-week tour in Mexico in mid-December and a festival gig in Santo Domingo, Dominican Republic next year.

“La Villita muchas veces tiene una mala reputación”, dijo el diseñador gráfico y artista Matthew Silva. “[Estamos] mostrando que hay talento y gente creativa en el vecindario”.

Veinte vendedores de artículos hechos a mano además de murales de grafiti y entretenimiento de rock y hip-hop en español serán las ofrendas culturales del festival.

El elenco musical de Villapalooza presenta una selección de artistas urbanos internacionales con los propios talentos locales de La Villita.

Dos artistas de hip-hop titulares de Villapalooza, el rapero, escritor y activista originario de Nueva York Bocafloja y el rapero héroe de La Villita Demo, esculpen rimas y ritmos derivados de una estética del hip-hop de la vieja escuela y revitalizan la música con el alma de sus respectivas filosofías y experiencias.

Bocafloja de 35 años, rapea sobre una mezcla de exquisitas muestras de soul y jazz con un flujo reminiscente del movimiento Native Tongues de la era de los 90 con el toque similar de A Tribe Called Quest y De La Soul.

Aún, estas influencias impulsan la sensibilidad de Bocafloja que abarca todo en lugar de informar un código musical estricto. “No estoy pegado a ese tipo mentalidad de la era de oro”, dijo Bocafloja.

Aparte de su ambición por el hip-hop, Bocafloja también es parte de Quilomboarte, un colectivo que produce eventos culturales incluyendo conferencias, proyecciones de cine y conciertos con el fin de conectarse a distintas comunidades marginadas en todo el mundo.

Esta perspectiva globalizada informa el concepto arte elevado, que equilibra el populismo y lo intelectual con el fin de edificar la juventud. En su video musical “Aire”, se proyectan tomas de jóvenes apasionados que levantan sus puños al aire como acto de solidaridad.

“Es mi pequeño tributo al hip-hop. Es una forma de expresar gratitud a los elementos relevantes…los elementos positivos”, dijo Bocafloja. “El hip-hop es positivo y transgresivo”.

Enfocándose en un ángulo más local, el

presentador de 25 años de edad de La Villita Demo representa el orgullo del vecindario en versos que hablan de las luchas personales del prometedor rapero por superar un ambiente demasiado común de violencia.

Esta prueba de unión desafiando los límites pandilleros no es tan evidente en el video del 2010 “Ill Vill Pilsen”, dirigido por R.J. Roman y protagonizado por el conductor de Pilsen Emerg junto con Demo.

Las cámaras capturaron el ambiente íntimo del vecindario, desde el mural pro inmigrante de tonos brillantes pintado al costado del antiguo edificio de Yollocalli en la intersección de la 18 y Blue Island, hasta la tienda local de la esquina. Todas estas imágenes sirven al amor abierto de Demo por estas cuadras. Demo comenzó a rapear a la tierna edad de 10 años, perfeccionando sus talentos en su sótano y convirtiéndose en experto en un flujo bilingüe.

Villapalooza marcará la 55ª presentación de Demo, y está planeando un energizado concierto que incluye un homenaje sobre el escenario al ícono de la música ranchera Vicente Fernández.

Finalmente tanto como para Bocafloja y para Demo, el escenario es la plataforma de expresión espiritual pura de una visión enfocada en convertir lo negativo a positivo. “Siempre estaba hablando en la lucha, especialmente siendo hispano, latino chicano”, dijo Demo. “Yo expreso…un reflejo que quién yo soy, de dónde soy”.

Después de Villapalooza, Bocafloja continuará con sus proyectos de escritura, una obra de teatro y una colección de poesía e historias cortas. Demo se está preparando para una gira de tres semanas en México a mediados de diciembre y una participación en un festival en Santo Domingo, República Dominicana el próximo año.

U.N.I.O.N. Impact Center concludes soccer tournament, honors players at awards ceremony

On Friday Aug. 16, the U.N.I.O.N. Impact Center hosted its Summer Soccer Award celebration at Cornell Square Park. Founded by Chicago police officer Rafael Yañez, the U.N.I.O.N. Impact Center is a volunteer-based network of mentors that provide after school activities to community youth, particularly those residing in the Back of the Yards neighborhood.

“Our goal is to renew their minds,” Yañez said. “We are sending a message out there that [our] youth want to continue [their] education, and not all are into gangs, not all are into drugs.”

To begin the ceremony, Yañez introduced local priest, Father John Tilford from St. Michael the Archangel Parish, who recited a prayer and offered his blessing to the crowd.

Established in Sept. 2007, U.N.I.O.N. Impact Center offers a variety of educational opportunities, including ESL classes, computer literacy workshops and mural projects. Now, the organization is expanding its focus to high school students, some of whom volunteer to coach for the summer soccer league.

This year, 24 teams competed in Union Impact Center’s summer

soccer tournament, which began in April. Over 300 children from surrounding neighborhoods, including Back of the Yards, Pilsen, Brighton Park and Canaryville, participated. The idea of the soccer league particularly appealed to these children, since the sport is largely popular in Latino communities, Yañez said.

“Our communities are divided by blocks,” Yañez said. “We wanted to take away that boundary using soccer and connect those blocks...and hopefully create a new generation that will destroy those walls.”

As the ceremony continued, Yañez recognized one of the players, 12-year-old Edwin Perez. Perez performed an act of heroism, helping a family during a three-alarm fire in Canaryville last month. Also honored was soccer director Alfonso Garcia.

The philosophy of Union Impact Center puts children first, giving them avenues for success. It seeks to live up to its mission as “a lighthouse to a new life.”

“By giving every kid a medal, we’re saying that ‘you’re special,’” Yañez said.


Centro U.N.I.O.N. Impact concluye torneo de futbol, honra a jugadores en ceremonia de premiación

El viernes, 16 de agosto, el Centro U.N.I.O.N. Impact realizó su ceremonia de premiación de su Torneo de Futbol de Verano en el Parque Cornell Square. Fundado por el oficial de policía Rafael Yáñez, el Centro U.N.I.O.N. Impact es una red de mentores voluntarios que proveen actividades después de clases a jóvenes de la comunidad, particularmente a aquellos que residen ene le vecindario de Back of the Yards.

“Nuestro objetivo es renovar sus mentes”, dijo Yáñez. “Estamos enviando un mensaje que [nuestros] jóvenes quieren continuar [con su] educación, y no todos están en las pandillas, no todos están en las drogas”.

Para comenzar la ceremonia, Yáñez presentó al sacerdote local, John Tilford de la Parroquia San Miguel Arcángel, quien recitó una oración y ofreció una bendición a los presentes.

Establecido en Septiembre del 2007, el Centro U.N.I.O.N. Saul “Canelo” Alvarez confident September 14th will be his time to shine against Floyd Mayweather Jr.

Boxing’s pound for pound king Floyd Mayweather Jr. is the fighter fans love to hate but that everyone wants to watch.

During a recent media event tour, Mayweather entertained the press by mixing humility with his signature bravado.

“I am truly blessed to be in the sport of boxing and to be at the top for 17 years,” he said. “I’m truly, truly, thankful for the fans because without the fans I wouldn’t be

where I’m at.”With what may end up being one of the

most watched and profitable fights in recent memory, Mayweather and his opponent, Mexico’s superstar Saul “Canelo” Alvarez will make for an epic showdown on Sept. 14.

The pair contrasts in the most obvious ways. The Jalisco native just turned 23 and has been fighting professionally since 2005.

Mayweather, 36, turned pro in 1996, when Alvarez would have been in kindergarten.

Alvarez nonetheless styles himself as stoic and supremely confident. “Money” Mayweather is boisterous, loud and flashy as professional fighters come.

Both Alvarez (42-0) and Mayweather (44-0)—have demonstrated incredible discipline, focus and hard work. They are also fathers and their respective families are the fuel driving these fighters’ successes.

Both respect one another as well. “Everyone knows the quality of Floyd,” Alvarez said. “He’s the best in the world.”

On the Mexican boxer, Mayweather said simply, “Canelo is a young, strong champion.”

“Pretty Boy” Floyd Mayweather allows just enough praise of his opponent but still bristled at the notion that his own dethroning from atop boxing’s mount by Alvarez is inevitable. The champion said he’s seen many promising fighters come and go by his hand.

“Every time they get a guy, they build him up and you know what I do?” Mayweather asks before answering by making a slapping motion with his hands.

Behind his dark sunglasses, Mayweather seems offended not just by the idea that Alvarez can beat him, but by the notion that

the Mexican’s star burns nearly as bright as his. “It’s so crazy that Canelo is such a big star,” Mayweather said, mocking Alvarez promoter and retired champion Oscar De La Hoya who has called Alvarez boxing’s biggest star. “It is so crazy that ‘Canelo’ is such a big star but he’s never been on Pay-Per-View unless he was on my undercard. But he’s such a big star.”

Mayweather derided Alvarez’ resume in comparison to his own. “They tell me, ‘Mayweather, you are facing Canelo.’’ And I say, ‘yeah but can he tell me just 10 world champions that he beat?’ Just 10. That’s all I ask,” Mayweather said in reference to the career he’s made beating scores of world champions.

For his part, Alvarez may not have beaten as many world champions as Mayweather, but he has bested a few, including Shane Mosley, Carlos Baldomir, Kermit Cintron and most recently Austin Trout.

And, while Alvarez does not refute that he is less experienced and accomplished up to this point, he believes that Mayweather’s time has come. “In this sport of boxing,” he said, “everyone has their time and this is my time.”Floyd Mayweather Jr. and Saul “Canelo” Alvarez fight on Pay-Per-view on Sep. 14.

Mayweather ridiculizó el currículum de Álvarez en comparación del suyo. “Me

dicen, ‘Mayweather, te vas a enfrentar a Canelo’. Y les digo, ‘sí pero ¿puede nombrarme a 10 campeones mundiales que haya vencido?’ sólo 10. Eso es todo lo que pido”, dijo Mayweather en referencia a la carrera que ha hecho venciendo a decenas de campeones mundiales.

Por su parte, Álvarez puede que no haya vencido a tantos campeones mundiales como Mayweather, pero ha derrotado a algunos, incluyendo a Shane Mosley, Carlos Baldomir, Kermit Cintron, y más recientemente Austin Trout.
