The City Council held its annual Dominican Heritage Month Celebration on Mon., Feb. 26 at City Hall, complete with folkloric rhythms and dancers, patriotic songs and hearty cheers of “¡Que viva la Republica!”

The event was hosted by Councilmembers Rafael Espinal, Antonio Reynoso, Fernando Cabrera and Ydanis Rodríguez to celebrate Dominican Independence Day.

Reynoso noted that the Dominican community in New York City comprises 800,000 residents. He remarked the Dominican culture “is alive and well, contributing to this great city.”

Dominicans, who now number almost 2 million in population, are now the fi fth-largest Latino group in the United States.

This year’s celebration honored Fausto Pichardo, the fi rst NYPD offi cer of Dominican heritage to be named a two-star chief; Milady C. Báez, Deputy Chancellor of the Department of Education; and Wendy García, Chief Diversity Offi cer in the New York City Comptroller’s Offi ce.

Also present were a number of community and union leaders, including uptown community advocate María Luna and Henry Garrido, the fi rst Latino to head DC 37,

the largest municipal employees union in New York City, and a native of the Dominican Republic.

“Not only will we celebrate our achievements, but also we know that the only way we can make our city the best one in the whole world, is if we work

DACA is still on – for now.

On Monday, the U.S. Supreme Court rejected the Trump administration’s request to hear an appeal of a federal judge’s ruling that the Deferred Action for Childhood Arrivals (DACA) program must remain intact.

The decision ensures that the federal government must continue to accept renewal applications from young people enrolled in the DACA program, which includes about 700,000 participants. The Trump administration had sought to terminate the program on March 5.

“This is a victory for DACA recipients, who have spent months in limbo,” said Steven Choi, the Executive Director of the New York Immigration Coalition (NYIC). “Nevertheless, we’re urging everyone who

has had [DACA] to consult an attorney as you renew your status. This is still a Band-Aid for the bigger problem that remains -- we need a clean DREAM act now so that DREAMers can continue to hold jobs, get an education, and grow up free from worry.”

On January 9, U.S. District Judge William Alsup in San Francisco granted a request by California and other states to keep DACA in place pending further legal action.

The Justice Department announced it would appeal that ruling, but also took the unusual step of asking the Supreme Court to hear the case, bypassing the appeals court.

Monday’s decision by the Supreme Court means the case now goes back to the 9th U.S. Circuit Court of Appeals in California, which

Y aunque la ciudad de Nueva York también ha experimentado un ligero declive, un informe del Centro Furman de la Universidad de Nueva York descubrió que el 44.8% de los neoyorquinos vivían en barrios de pobreza “extrema” o “alta” el año

While recent U.S. Census fi gures

illustrate a declining national poverty rate- down to 12.7 percent in 2016 from 13.5 percent in 2015- the inescapable fact was that nationally more than 40 million people were living in poverty.

And though New York City similarly has witnessed a slight decline as well, a report from NYU’s Furman Center found that 44.8% of New Yorkers were living in what were termed “extreme” or “high” poverty neighborhoods last year.

These troublesome fi ndings highlight a need to ensure that New Yorkers confronting economic insecurity are connected with resources to improve their living standards. This needs to be a priority to improve health care, employment, and quality of life across our city.

For more than 100 years, the Women’s City Club of New York has worked to address equity issues, championing policies that increase access and secure rights for those who are struggling to put food on the table and keep a roof over their heads.

In response to these ongoing needs, the Women’s City Club developed The Citywide Guide to Services and Resources in New York. The Guide is a print and online portal featuring hundreds of low- and no-cost resources covering 21 areas of need, from jobs programs and education to

health care, childcare, and nutrition—and one for each borough and they are available in multiple languages (including Spanish, Chinese, French, and Russian).

While we worked hard to include a wide array of services and resources across the city—we want to be sure that these resources are as comprehensive as possible. We need your help— we are encouraging everyone to visit us at wccny.org to review The Guide, take a short survey, and let us know how to continue to improve this resource so we can most

effectively support New Yorkers.By working together, we can

Manhattan District Attorney Cyrus R. Vance, Jr., Police Commissioner James O’Neill and New York City Department of Investigation (DOI) Commissioner Mark G. Peters announced the takedown of an expansive fraud scheme involving the city’s towing industry.

At a February 21 press conference, Vance announced the indictment of multiple individuals and companies for maintaining an unlawful monopoly on the industry through an elaborate series of schemes involving shell companies, insurance fraud, bid rigging and other crimes.

According to Vance, 44-year-old Daniel Steininger managed a criminal enterprise composed of individuals and corporations that worked together to restrict competition in the towing industry in New York City, maximize auto body work at their shops by fraudulently acquiring tow truck companies and their licenses, and engage in insurance fraud by infl ating insurance claims for the

work done at the defendants’ auto body shops.

According to the indictment, tow companies directed by Steininger would monitor police radio transmitters to ensure they were fi rst to a scene. The fi rst towing service to arrive at the scene usually got the job, some worth as much as $50,000, Vance said.

Steininger encouraged his drivers to exert their authority in geographic areas controlled by his companies and instructed drivers to “show some force” and “cause a ruckus,” sometimes by damaging other trucks or threatening other towing crews, according to the indictment.

He employed the assistance of Norman Teitler, 74, who acted as a broker and helped the defendant purchase additional towing companies. However, Teitler failed to notify the Department of Consumer Affaiirs (DCA) about the acquisitions, which violated an ownership transfer rule and allowed Steininger to obtain several licenses without qualifying for them.

“These defendants exploited the tow truck licensing procedures of New

York City to advance their fraud,” according to the charges. “Intentionally fabricating information to the city and corrupting its procedures is a crime,” said Peters. “In partnership, the Manhattan District Attorney’s Offi ce, NYPD, and DOI will work together to root out corruption and strengthen the procedures governing this industry.”

The charges, fi led in New York State Supreme Court, involved 17 individuals and 10 companies charged with Enterprise Corruption, Scheme to Defraud in the First Degree, Conspiracy in the Fourth Degree, and Offering a False Instrument for Filing in the First Degree, among other charges.

“If you were involved in a collision between June 2015 and December 2017 and received assistance from a tow company, chances are you were an unwitting customer of an illegal enterprise that dominated New York City’s towing industry until our takedown today,” said Vance. “In order to ensure fair competition and encourage entrepreneurs to set up shop here in the city, we cannot allow

this type of systemic fraud and abuse to persist within any industry.”

“As alleged in this case, the defendants worked in concert to maintain a violent monopoly on the city’s towing business, in the kind of industrywide racket that harkens back to an earlier era,” Vance added. “The city may have changed, but in certain trades, pervasive corruption still exists, and I thank

The Department of Homeless Services

(DHS) has announced that the city has phased out the use of more than 1,500 cluster units for sheltering homeless families.

A practice used by the city for the past 18 years, cluster units are private apartments in residential buildings rented on a per-unit basis to house the homeless.

Since the de Blasio administration committed last year to completely end the use of cluster units by 2021, DHS has already phased out more than 42 percent of cluster units, DHS Commissioner Steven Banks said at a press conference on February 26.

“That means that more than 5,000 men, women and children are no longer housed in cluster apartments, and are either in permanent housing or higher-quality shelters,” remarked Banks, who said the city’s use of cluster sites represented a “haphazard” approach to homelessness that did not provide families with social services or safety.

“The move away from cluster apartments to actual shelters allows the city to provide these families and individuals with the support they deserve, with the support they need,” stated Deputy Mayor for Health and Human Services Dr. Herminia Palacio, who said that people with more stable housing are less likely to miss work or school, or suffer from health problems.“When we ensure homeless New Yorkers are sheltered in supportive environments, we give people the

chance to turn around their lives at a much greater speed,” she said.

Banks said that people living in cluster sites were sometimes located there outside of their home boroughs. “The goal was to get people back to their own communities,” he said. “It’s a family by family analysis, not a one-size-fi ts-all approach. In all cases, we want to match the family’s needs.”

Last year, Mayor Bill de Blasio announced his “Turning the Tide on Homelessness in New York City” plan, which includes elimination of all 360 cluster sites and commercial hotel facilities citywide, while opening a smaller

number of 90 new shelters.In December, the city also announced

it would convert 800 cluster units into permanent housing for homeless families, “so that whenever possible, families that are living in them can remain in upgraded, rehabilitated units,” Banks said.

He explained that the city would negotiate with landlords and help nonprofi t developers acquire the residential buildings, and convert them into permanent affordable housing.

Councilmember Alicka Ampry-Samuel, a co-sponsor of the bill, recalled when she gave birth to her son at a time when she was unemployed and her husband had just left the military. She said she found a “support system” in family members and the community while she struggled fi nancially.

Each balloon told a story.

Advocates, including some clutching black balloons, joined together at City Hall recently to honor the memory of New Yorkers in mental health crises who have died since 2015 in encounters with police.

The February 23 vigil paid tribute to nine people, including Deborah Danner, a 66-year-old Bronx resident diagnosed with schizophrenia, who was shot by NYPD Sgt. Hugh Barry in 2016.

A black balloon was used to memorialize each of the nine victims. Carla Rabinowitz, Advocacy Coordinator of nonprofi t group Community Access, which works with New Yorkers experiencing mental health concerns, read each name aloud and told their story, after which the balloon was popped.

“You are missed,” Rabinowitz said as each balloon burst.

She noted that all nine deaths have occurred since the NYPD implemented Crisis Intervention Team (CIT) training in June 2015.

“That’s a crisis,” she remarked.The activists called on the city to reinstate

the Mayor’s Task Force on Behavioral Health and Criminal Justice, which was convened in 2014 to implement new response techniques to crisis calls, and also to bolster NYPD training for dealing with emotionally disturbed persons, or EDPs.

Steve Coe, Chief Executive Offi cer of Community Access, explained that task force members were experts from a variety of fi elds, as well as city agencies.

experts in the same room. Figure out what’s going on, what’s working, what’s not working, so we can end the senseless violence that is happening to people in crisis,” Coe said.

“It’s not just the NYPD. They need to be supported in the work by all the other city agencies, and also the public in general,” he added. “There are many strategies to reduce this violence.”

Coe referenced other municipalities, such as Houston and Toronto, that currently send social workers in response to 911 calls involving EDPs.

“You don’t have to send the police every time there’s a 911 call,” he said.

On February 13 in Brooklyn, a second U.S. District judge also blocked the administration’s attempt to end DACA, calling the termination “an arbitrary and capricious action.” That case will go through the 2nd U.S. Circuit Court of Appeals in New York.

After rulings in the California and New York cases, the Supreme Court could decide to take up the case if the Justice Department appeals.

The Trump administration said it would continue to defend the termination of DACA.

“The DACA program — which provides work permits and myriad government benefi ts to illegal immigrants en masse — is clearly unlawful,” said White House spokesman Raj Shah in a statement. “We look forward to having this case expeditiously heard by the appeals court and, if necessary, the Supreme Court, where we fully expect to prevail.”

For now, the lower court order remains in effect, meaning DACA participants can renew their status or reapply to the program.

The Dominican Day Parade, Inc. (DDP) recently awarded 29 scholarships to college students of Dominican descent at the Wildlife Conservation Society’s (WCS) Bronx Zoo.

The nonprofi t organization, which promotes and elevates Dominican culture and folklore across the nation, celebrated a “Our Future, Our Youth” reception at the Wildlife Conservation Society’s Bronx Zoo to honor distinguished Dominican-American college students on February 22nd.

“We are thrilled to be hosting the Dominican Day Parade’s scholarship winners and their families at the Bronx Zoo,” said Executive Vice President John F. Calvelli. “Here at WCS, we believe that the key to

saving wildlife and conserving wild places is education – inspiring young people to value nature. Our New York City youth, who refl ect the great diversity of our nation’s largest cities, are the future change-makers who will lead this charge.”

DDP’s Scholarship Committee, co-chaired by Dr. Ramona Hernández, Ph.D. and Prof. Silvio Torres-Saillant, Ph.D., selected the winning college students from campuses throughout the United States. The honorees received scholarship grants ranging in amounts from $1,000 to $3,000.

“This year’s applicants surpassed our expectations,” said Hernández. “Their essays are a testament to the Dominican legacy we want to uphold and instill for generations to come.”

Take a stand on lead.

Housing advocates and legislators are drawing parallels between the lead paint crisis at New York City Housing Authority (NYCHA) developments and the lead-tainted water scandal that occurred in Flint, Michigan in 2016.

While approximately 100,000 people were exposed to lead poisoning in Flint, State Senator and Independent Democratic Conference (IDC) leader Jeff Klein remarked at a February 26 press conference that New York City is facing “something that potentially is even worse, because there’s 400,000 tenants in NYCHA who potentially could be exposed to lead paint poisoning.”

Klein announced legislation to appoint an independent state monitor to oversee NYCHA, and supervise repairs involving lead paint, boilers, mold and other issues.

“The time has come for the state to step in,” stressed Klein, who said he hoped to pass the bill as early as Wed., Feb. 28.

“We have to send a clear message that we can’t leave this legislative session without a state monitor,” he said.

“I have never been a fan of cluster housing,” Gibson said.

“I am so grateful that this administration has recognized that we no longer need cluster housing in our portfolio, but instead we need long-term, permanently affordable housing options for our families and our children,” she added.

“Getting rid of cluster sites actually achieves two things – it gives places for families that are homeless to have services available to them, and it gives us back some of these affordable units that are so incredibly necessary,” said State Senator Gustavo Rivera.

“Converting cluster sites to permanent

affordable housing and properly regulated facilities with adequate services will provide better solutions for some of the most vulnerable New Yorkers,” added Assemblymember Andrew Hevesi, Chair of the State Assembly Social Services Committee.

At its height, the city’s cluster program used 3,658 units across 314 buildings, Banks said, including 2,877 in the Bronx.

The city is also in the process of transitioning roughly 300 cluster units to state-licensed Tier II shelters operated by local nonprofi t social service providers.

“That’s why we want to phase out this [cluster] program,” Banks said. “It’s very hard to provide the basic things that are important in shelters -- onsite social services, security, and the other kinds of things that provide a safe, appropriate environment for children and families.”

Students from the Bronx High School of Science discussed a social science project they are working on, which examines how low-income parents in the city struggle to afford diapers. They said their research has indicated that families are paying an average of $596 per year for diapers, which are not covered by programs such as SNAP.

“Many mothers will develop mental illnesses such as chronic anxiety because they can’t afford to provide basic necessities for their child,” said sophomore Ester Plain, who referenced a 2017 bill in California that makes subsidized diapers available for single mothers. “We hope through our project to push legislation to also provide similar reforms to help mothers, and believe that this bill is a step towards the right direction.”

State Senator Roxanne Persaud said she introduced legislation in Albany last year that would provide families with a stipend every three months to help with paying for diapers. She cited studies indicating that parents who cannot afford diapers end up leaving dirty diapers on their children longer, which leads to illness.

“They contract urinary tract infections among other things, which in turn costs us more, because we have to pay for health care,” Persaud said.

“No parent, no mom or dad, should have to choose between paying for food or having clean diapers for their kid,” said Treyger. “It’s as simple as that.”

The City Council is still analyzing how much the diaper program would cost the city, Treyger said.

“At this point in time, less than 20 percent of police offi cers have been trained,” Rubenstein said.

On his weekly radio appearance, Mayor Bill de Blasio said 8,000 police offi cers have received CIT training so far.

“The goal is to get to over 20,000, and I think that is going to make a big difference,” de Blasio said.

Monique Johnson of Throggs Neck Houses said residents there are living in “poisoned apartments” due to the presence of lead paint.

She accused NYCHA employees of

going to apartments at Throggs Neck that tested positive for lead paint and informing them that it was time for “a paint job.”

“Not ‘Your apartment tested positive for lead,’ no,” Johnson said. “‘We’re going to give you a paint job today.’ That was their way of putting a Band-Aid or covering up the issue.”

City Councilmember Ritchie Torres proclaimed “a well-established pattern of deception and dysfunction” within NYCHA management, pointing out that agency leadership provided false or misleading testimony at recent City Council oversight hearings.

“So, NYCHA cannot be trusted to properly

administer the lead safety program. It cannot even be trusted to tell the truth about the lead safety program,” stated Torres, who said the agency also misled lawmakers on the scale of the heating outages this winter.

During the press conference, legislators

repeatedly slammed NYCHA and its Chair, Shola Olatoye, for the agency’s handling of the lead paint situation.

However, Klein stopped short of calling for Olatoye’s removal, as Torres has on previous occasions.

“The Mayor’s decision is to keep his Chair. That’s his sole discretion. I just want them to get with the program,” said Klein.

Johnson dared Mayor de Blasio and Olatoye to switch places with NYCHA residents.

“I would like to publicly challenge Bill de Blasio and Miss Shola to stay in one of our NYCHA apartments for about a month. And you don’t get to pick where you stay, you don’t get to clean that apartment up, you don’t get to make sure it’s lead-free,” she said. “I challenge them.”
