What is SCP?
Sustainable ConsumpEon and ProducEon (SCP) is about “the use of services and related products, which respond to basic needs and bring a beLer quality of life while minimizing the use of natural resources and toxic materials as well as the emissions of waste and pollutants over the life cycle of the service or product so as not to jeopardize the needs of further generaEons”. (Oslo symposium, 1994)
SCP is not necessarily about consuming less. It is about doing more and beLer with less.

SCP Mandate from Rio to Rio
Marrakech Process: Outcomes
Development of regional SCP Strategies: in Africa, Asia Pacific, La&n America, Europe and West Asia. Development of Na=onal SCP Programmes through capacity building and implementa&on over 15 countries. Seven Task Forces : voluntary ini&a&ves led by governments, in coopera&on with mul&-‐stakeholder partners that focus on developing and implemen&ng SCP policies, business management prac&ces, consumer ac&on, capacity building and projects. Over 70 ini=a=ves on SCP with 33 demonstra=on and pilot projects implemented worldwide.
Parragraph 226. We adopt the 10-‐year framework of programmes on sustainable consumpEon and producEon paLerns, as contained in document A/CONF.216/5, and highlight that the programmes included in the 10-‐year framework are voluntary. We invite the General Assembly, at its sixty-‐seventh session, to designate a Member State body to take any necessary steps to fully operaEonalize the framework.

Rio+20 Adopts the 10YFP
Ø Welcomes the adop8on of the 10YFP.
Ø Recalls that UNEP serves as the 10YFP Secretariat. Ø Bearing in mind that the high-‐level poli&cal forum will replace the Commission, decides to designate the ECOSOC as the ad interim Member State body to receive reports from the board and secretariat and to review this ad interim arrangement at its sixty-‐eighth session.
Ø Decides to establish a ten-‐member board consis=ng of two members from each United Na=ons regional group, and further decides to nominate, no later than 31 January 2013, the members of the board for an ini&al two-‐year term.
Ø Requests the 10YFP Secretariat to elaborate a proposal on the dura=on of the subsequent terms, for UNGA 69.

National Focal Points
To date, over 108 countries have nominated their na=onal focal points.
Some of them are already taking ac=on on the following areas:
• Support the vision, objec&ves and goals of the 10YFP.
• Organizing inter-‐ministerial na&onal roundtables and dialogues to coordinate country’s par&cipa&on in the 10YFP
• Exchange and disseminate relevant informa&on on SCP plans, programmes ac&vi&es, events, through inter alia, the Global SCP Clearinghouse, which will serve as the informa&on and knowledge plaiorm of the 10YFP.

Inter-Agency Coordination Group
The main objec=ves and expected outcomes are to ensure:
§ Greater visibility of the 10YFP as a key Rio+20 implementa&on mechanism;
§ Coordinated, effec&ve and substan&ve contribu&on of the UN system, respec&ng exis&ng mandates and programmes of work, to fulfill the objec&ves, goals and func&ons of the 10YFP, and to support implementa&on at all levels;
§ Enhanced informa&on sharing and coordina&on among UN bodies to support governments and other stakeholders’ efforts on shiLing to SCP paEerns.
• 4th Arab Regional Roundtable (17-‐18 June 2013, in Cairo, Egypt), organized by LAS, ESCWA, CEDARE and UNEP. Brought together newly appointed na=onal focal points (NFPs), and other stakeholders, and discussed priori&es for the region. Main outcome: regional Roadmap to implement the 10YFP. • 7th La=n America and the Caribbean Expert mee=ng on SCP, gathered all NFPs from the region, and other stakeholders. Provided policy recommenda=ons for the LAC Forum of Ministers of Environment on regional implementa=on of SCP and the 10YFP. Requested an addi&onal programmes on SMEs, food and waste.
Regional Activities
• WEOG mee=ng of Na=onal Focal Points (9-‐10 July, Paris) discussed role of NFPs, highligh&ng need for na=onal inter-‐ministerial dialogues to implement 10YFP. Called for launch programmes as soon as possible.
• Asia and the Pacific, 7-‐8 November, Bangkok (back to back with SWITCH Asia workshops) organized with engagement of 10YFP Board members. • Africa, Workshop on regional ini=a=ves on SCP and the global 10YFP, 12-‐13 Oct, Gaborone, Botswana (back to back to AMCEN)
