In the end, a total of $727,000 had been contributed. This sum allowed the YMCA to expand its original plans, and include a basement and a much larger pool. Those days were historic and do serve as an inspiration. Today this inspiration should convince us to build a larger YMCA, a larger public library and an educational system where graduates are, on average, above average. It was stressed by the volunteers who went door to door seeking pledges that by helping the community to provide recreational facilities, a new YMCA would encourage families and industry to locate in Boone County. The effort involved nearly 230 individuals who worked in small teams that reached out to individuals in the community to solicit pledges. In 20 days in May of 1966, more than $700,000 was pledged. The pledge teams were organized by Wes Goranson. Bob Funderburg was the big gifts chairman and Everett Buck served as the leader of the pledge drive. The district manager for General Telephone stated upon the purchase, “The current industrial development in the Belvidere area, (Chrysler), and the associated commercial and residential potential will certainly result in substantial telephone growth in the coming years.” The Belvidere YMCA was formed by several Belvidere men in an April 27, 1902 meeting at the South Baptist Church on Logan Ave. Henry Avery donated $10,000 at the time to build the State and Locust building. Belvidere’s population in 1902 was 6,937. When the new, present building was built, Belvidere had grown to 12,000. Today it is twice that size. Until the 1930’s, the old building had a swimming pool in the basement, but was forced to close due to maintenance costs and the lack of filtration equipment. The original plan estimate in 1966 came in at $537,000 for bricks and mortar. The final cost, with expanded plans adding a basement and 50% larger swimming pool, came in at $695,000 plus architectural fees. The land purchase/swap left an $1,800 debit. The balance was paid for by the Belvidere Rotary Club and the IOU Club before the fund drive began. Interestingly, the Boone County government’s total budget for the year 1968 was $575,000. A Building Committee was formed and, with expanded plans, the committee began working with the architect John A. Mayes. Bids were let out in January of 1967 and due back in early March. With all of the extras added in, it was estimated the price tag would be $732,750, yet total bids came in $59,596 under that number. Ground breaking occurred March 16, 1967 and the goal was to be open January 1, 1968. By July, the 35,458 square foot building was a third complete. What some may not know is that the Belvidere North athletic department revolves around the triumph of female-dominated sports. Particularly high on this list of sports is the girls cross country team, a now two-time state championship team that is run by Coach Ken Husser. The Lady Thunder won the IHSA Class 2A State Cross Country Meet in November of 2016 for the first time in school history. That was Coach Husser’s second year as head coach of the cross country team. While this all made for an exciting experience, senior Jenna Lutzow’s individual first place finish with a time of 16:35 for her three-mile run was simply icing on the cake. Though Lutzow’s high school cross country career came to an end in 2016, upon graduation, she continues to be regarded as the best distance runner to come out of Belvidere (above the YMCA today (below) the YMCA at State and Locust.

2018 Boone County Comprehensive Plan Forum

The Boone County Regional Planning Commission and the Boone County Planning, Zoning, and Building Committee invites the public to a forum to gather comments on the draft of the 2028 Boone County Comprehensive Plan. North. She has since moved on to run Division 1 cross country and track for the University of Missouri. While the absence of Lutzow’s leadership was undoubtedly missed by her team, the girls were able to prove themselves yet again in 2017. Led by senior, Sabrina Elder, and sophomores, Gianna Sagona and Madison Diercks, they returned to

Detweiler Park for the IHSA State meet and placed second as a team. While they were proud of what they accomplished last year, they knew that their jobs weren’t over just yet.

After a successful track season and months of summer training, the Belvidere North girls cross country team was ready for the fall of 2018. Husser, who has since been recognized as an IHSA Coach of the Year, felt confident and excited going into this season - and rightfully so. The girls remained within the top five ranked teams for nearly every invitational meet in which they participated. Some highlights of the season include placing second behind Hononegah at the Rock River Run in Sterling, Illinois and winning the First to the Finish Invite in Peoria for the first time. North also competed in the Minooka Flighted Invite, where they raced among the best teams in Illinois (some of which, are nationally ranked) and took fifth place as a team. Though Belvidere North has held the NIC-10 Conference title for many years, both the boys and girls teams ended up taking second this season.

The following week, the girls cross country team came back stronger than ever with an IHSA Regional victory for the fifth consecutive year in a row. Junior, Gianna Sagona took first in the meet, with a significant lead on her competition. Sophomore Sydnie Elder finished in second behind Sagona. The following week, the team then moved on to Sectionals--the last stop before State. In her three-mile run, Sagona finished in second place with a time of 17:41. Closely behind was Diercks, who finished in fourth with a time of 18:02. Elder, who ran the course in 18:24, ended up in tenth place. Through this win, the girls were able to qualify as a team.

It was also at this meet that Max Beutel, a junior, took ninth place overall in a time of 15:40, making him the only boy from Belvidere North to qualify for the State meet. Max later placed eighty-third at State, with a time of 16:00 for the three-mile course.

When the girls cross country team arrived at Detweiller Park on the morning of November 3 for a three-mile run, little did they know that they would once again be leaving as state champions. Belvidere North’s top five runners consisted of Sagona, Diercks, Elder, Caitlin Corso (‘20) and Katrina Kazluski (‘21). The five were accompanied by Natalie Horgan and Olivia Zaluckyj during the race as well, who

worked together as pushers to aid the Lady Thunder to victory. Sagona finished in sixth place overall (17:19), followed closely behind by Diercks who took the seventh place spot. The two, as well as Elder, who finished twenty-first, were granted All-State honors. Corso placed forty-first overall and Kazluski finished in fifty-third place. Their total score put them in the lead over Vernon Hills by 35 points, making them state champions for the second time in school history.

“It is awesome to be state champions again. For some reason, the second time feels even better than the first. I think the challenges were greater this time around and when it all worked out, I felt really excited about it. We will have almost all of our top runners back again for next year, along with a couple promising upcoming freshmen. We should have a very good team again,” said Coach Ken Husser.

In the meantime, the girls will take a brief hiatus and then plan to have yet another successful track and field season, where they intend to maintain their conference title for the third consecutive year.

Kennedy Assassination 55 Years Ago November 22by Tom Emery

The 1963 killing of John F. Kennedy was the fourth instance of an American president dying

at the hands of an assassin. November 22 marks the 55th anniversary of the

Kennedy assassination, and while a conspiracy has been widely speculated, the killing of Abraham Lincoln leaves no doubt. The sixteenth President was shot while attending the play Our American Cousin at Ford’s Theater in Washington around 10:15 p.m. on Good Friday, April 14, 1865. Lincoln’s death was part of an otherwise failed plan to remove the heads of American government.

The nine-person conspiracy was led by John Wilkes Booth to avenge the misery he saw as inflicted on his beloved South. A nationally respected stage actor who earned $20,000 annually, Booth could count Lincoln among his many fans.

Booth, 26, crept into Lincoln’s private box and fired a single shot into the left back of the President’s skull. He died at 7:22 a.m. the next morning, just six days after the surrender of Robert E. Lee at Appomattox.

Another conspirator, semi-literate wagon painter George Atzerodt, was to enter Vice-President Andrew Johnson’s hotel room that same evening with a knife. Atzerodt lost his nerve, but fellow conspirator Lewis Paine, a violent ex-Confederate, barged into the home of Secretary of State William Seward and stabbed the secretary and family members repeatedly. Seward, who lay in bed recovering from a debilitating carriage accident, suffered disfiguring wounds.

Booth fled into the countryside of Maryland and Virginia and died on April 26 after being shot by a zealous Union soldier at a farm in Caroline Co., Va. On July 7, four conspirators, including Atzerodt and Paine, were hanged. Others received prison sentences.

Though Lincoln was heavily criticized while in office, his death rocked the nation and caused a deep outpouring of grief. “There has been a tendency to depict Lincoln’s death as an act of martyrdom,” said Dr. Cullom Davis, a professor emeritus of history at the University of Illinois - Springfield. “There was tremendous shock and sadness throughout the North.”

The shooting of James A. Garfield is less remembered today. Inaugurated just four months before, Garfield was walking with Secretary of State James Blaine in a Washington train depot on July 2, 1881 when a lone gunman approached from behind. Two shots were fired at Garfield, one piercing the right side of his back.

Garfield languished for eighty days, first in the White House and then at Elberon, N.J., a favorite vacation spot, where he was moved on September 5. He died at Elberon on Sepember 19. Many believe he suffered from medical care that was both incompetent and hampered by the limitations of the era.

Dr. Todd Arrington, chief of interpretation and education at the James A. Garfield National Historic Site in Mentor, Ohio, notes that many Americans saw Lincoln’s death as the final tragedy of the Civil War, and never expected to see another Presidential assassination.

“There was great sympathy for both Garfield and his family,” said Arrington. “The nation was riveted by the press coverage of Garfield’s recovery over those two and a half months, as the papers provided extreme detail on his condition.”

Garfield’s assassin was Charles Guiteau, 40, a failed lawyer and self-styled theologian from New York whose derangement was obvious. A supporter of Garfield in the 1880 election, the Illinois-born Guiteau visited the White House several times seeking high-level patronage jobs such as the consulship to Paris.

Curtly rebuffed, Guiteau decided to kill Garfield, calling it a “political necessity.” Prior to his hanging on June 30, 1882, Guiteau sang a hymn he had written for the occasion.

The other President to be assassinated was William McKinley, who was shot while shaking hands in a receiving line at the Pan American Exposition in Buffalo on Sept. 6, 1901. He died eight days later, the third Presidential assassination in just 36 years.

His killer was Leon Czolgosz (CHOLE-gosh), a Detroit anarchist of Polish parentage. Disenchanted with the American social system and cut off from society over his radical views, Czolgosz, 28, stood in the line with a bandaged right hand that concealed a pistol. He fired two bullets, one of which struck McKinley in the abdomen and proved fatal. Like Guiteau, Czolgosz purchased an expensive handgun for the moment and readily admitted his crime, declaring “I done my duty.” He died in the electric chair that October 29.

McKinley easily won election in both 1896 and 1900 and was considered the most popular President since Lincoln up to that time. His death was widely mourned.

“He was very well-liked,” said Christopher Kenney,

director of education at the William McKinley Presidential and Museum in the President’s hometown of Canton, Ohio. “He was much admired for how he lived his life, both personally and professionally.”

Much of America ground to a halt for his funeral on September 19. “Transportation came to a standstill, and telegraph service and trading activities were suspended,” said Kenney. “McKinley’s death deeply affected the entire country. A lot of Americans would have remembered all three of those Presidential assassinations, which was certainly another factor in their grief.”

Op-Ed: Cake Walk: Nearly Half of Illinois House Candidates Face No OpponentBy Austin Berg | Illinois News Network

There are 118 seats in the Illinois House of Repre-sentatives. But before a single vote is cast on Election Day, nearly half of those seats will have been filled.

That’s because 54 candidates are running unop-posed.

House members’ titles as “representatives” can ring hollow with so many voters having no real choice in the general election. And even in a die-hard blue or red district, losing the power to vote for the opposing party breeds apathy.

Of those 54 free passes, 42 are going to Democrats. Some of the blame falls on the Illinois Republican Par-ty for failing to put warm bodies on the ballot in those districts. And they almost certainly pay the price for it, as any Republican House candidate would likely boost turnout for the top of the ticket.

The Illinois Senate is even less competitive than the House this year. Among 39 races, voters have one name to choose from in 20 of them. Fourteen of the 20 candidates running unopposed are Democrats.

More than anything else, these numbers on politi-cally “safe” districts drive home the problem with par-tisan mapmaking.

In Illinois, politicians draw the legislative map ev-ery 10 years. Here’s how it works:

Both the House and Senate must approve a map, which the governor may then veto or sign into law. If state lawmakers can’t get a map to the finish line, party leadership appoints an eight-member committee to hash things out. If the committee can’t agree on a map, the secretary of state appoints a tiebreaking ninth partisan by random chance. Whichever party wins the lottery for the ninth seat then draws the map.

House Speaker Mike Madigan has drawn Illinois’ legislative maps for three of the past four decades. No-tably, a three-member panel of federal judges forced changes to the first map Madigan drew following the

1980 census, after they found it unfairly weakened the voting strength of black and Hispanic Illinoisans.

According to a Chicago Tribune editorial published in January 1982, that was the first time a court in a northern state had found the Democratic Party guilty of intentional discrimination against minorities.

The judges’ ruling, “held in effect that those who drew up the map – primarily [then] House Minority Leader Mike Madigan of Chicago and Martin Murphy, [Chicago] Mayor [Jane] Byrne’s planning commis-sioner – deliberately designed it to keep black and His-panic representation low,” the editorial board wrote.

“No defeat in court could have left the Democrats with such an inglorious black eye …”

Nearly 40 years later, the mapmaking process re-mains the same. And that means whoever becomes the next governor will have a key role to play in mapmak-ing after the 2020 census.

If J.B. Pritzker wins the governor’s race and the House and Senate remain under Democratic control, Pritzker will have to decide whether to approve a parti-san map drawn by his own party come 2021 or demand a more independent process.

Gov. Bruce Rauner would face the same choice if he wins and Republicans take over the General Assem-bly.

Either man, if elected, must fight to get politicians out of the cartography game.

Retiring Superintendent Fired for Allegedly Trying to Fraud-ulently Spike Pay $1.7 MillionBy Cole Lauterbach | Illinois News Network

A school board has fired the state’s highest-paid superintendent for allegedly falsifying his own pay and attendance records to get a $1.7 million end-of-career payout.

The Calumet City School Board fired Superinten-dent Troy Paraday just days before he was set to re-tire. Paraday earned $430,000 a year. On top of that, he tried to cash in 885 unused personal, sick and va-cation days worth more than $1.7 million, according to his calculations. After news coverage of the poten-tial payout, the board investigated. The board said it found alleged misconduct regarding Paraday’s pay and fired him.

“I think there needs to be a new day on that Cal-umet City school board that for sure,” said Adam Andrzejewski, CEO of the government spending watchdog Open the Books. “It looks like they were asleep for years as the superintendent felt that he had amassed all these sick and vacation days that now look very questionable.”

While the Calumet case may be extreme, Andrze-jewski said cashing out days off to boost retirement pay is a problem in Illinois.

When asked who was responsible for overseeing district officials like Paraday, the Illinois Association of School Administrators declined to comment. In most school districts, the school board is responsible for selecting and overseeing the superintendent. A lawyer for the school board said they do not comment on personnel matters but did confirm that they had filed a police report regarding Paraday’s actions on October 9th.

“We do not believe the board of education was justified in terminating his employment,” said Steven Glink, Paraday’s attorney. “We have not decided if we are going to file any lawsuit. I will let you know when we make that decision.”

Employees from Illinois’ 7,000 units of state and local government to cash out their sick and vacation days to maximize their pensions, increasing costs to taxpayers by basing lifetime payouts on a higher sal-ary.

“In Illinois, the biggest scandal is what’s legal under current statute,” Andrzejewski said. “There is a massive hidden liability of sick and vacation days that are being accumulated for future payout at future salaried rates within nearly every public body in the state.”

The fiscal 2019 state budget lowered the threshold for when governments such as school districts would have to pay extra money directly into the state’s pen-sion systems for end-of-career pay spikes from six percent to three percent. That measure was expect-ed to save taxpayers an estimated $21 million across all pension funds. A union-backed bill in the House would reverse that change.

Senators Syverson & Stadelman Pass Legislation on Mental Health and Substance Abuse Treatment

Winnebago County, along with other counties that pass public safety sales tax referendums in the future, may soon have added flexibility in how they use those funds, under bipartisan legislation passed in the Illinois Senate by State Senators Dave Syverson (R-Rockford) and Steve Stadelman (D-Rockford).

House Bill 4560 expands the “Special County Retailers’ Occupation Tax for Public Safety, Public Facilities, or Transportation” to allows counties to use proceeds from the tax to fund mental health and substance abuse services. The legislation clarifies that counties that have passed the special tax via referendum will be able to use the funds for mental health and substance abuse treatment in areas that affect crime.

“We know that the criminal justice system is impacted mental health and substance abuse,” said Syverson. “Mental health and substance abuse treatment can help reduce crime and increase public safety, so I think it is a natural fit to

make sure local governments have the flexibility to use these funds to treat those issues.”

“Mental health and substance abuse are among the most overlooked issues facing our state,” said Stadelman. “This is a common sense, bipartisan measure that gives local governments another tool in the toolbox to treat those struggling with these challenges.”

The Special County Retailers’ Occupation Tax for Public Safety, Public Facilities, or Transportation, as first created, is a tax that county boards may levee, if approved by a referendum, to be used exclusively for public safety, public facilities, or transportation purposes. The tax applies to what is considered to be the tangible personal property at retail, but excluding property that is required to be titled or registered with the state.

The legislation passed unanimously through the Senate Revenue Committee on Wednesday and then was approved by the full chamber on Thursday.

“My hope is that this legislation will help treat many individuals who are currently falling through the cracks while enhancing public safety for everyone,” said Syverson.

“I look forward to continuing to work across the aisle to find solutions to the challenges facing our state,” said Stadelman.

A Public Notice is an important tool in assuring an informed citizenry; a conduit of information from the government to the public. Notices are mandated by legislatures to make sure there is a public window into the activities of governments, officers of the court and others holding a public trust. Among the most common types of public notices are: hearings, government budgets, notices of contract bids, foreclosures, probate notices, adoptions, and dissolution of marriages, name changes and assumed business names. There are four key elements to a public notice:

Independent: A public notice is published in a forum independent of the government, typically in a local newspaper.

Archivable: A public notice is archived in a secure and publicly available format.

Accessible: A public notice is capable of being accessed by all segments of society.

Verifiable:The public and the source of the notice can verify the notice was published, usually by an affidavit provided by the publisher.

Enabling an informed citizenry through newspaper public notices helped America to develop participatory democracy where it counts: where money is spent, policy is made and futures charted. Public notices by government and private parties are so tightly woven into the American fabric that many citizens may take them for granted. Located in easily found sections of the newspapers, public notices reach out to interested readers, leading them to opportunities. Voices are expressed on taxation, communities are formed around planned public improvements, and assets are saved from loss to unworthy creditors – all as a result of public notices.
