Sixteen years ago, a number of civic and business leaders came together to create Advance Cairns with the purpose of defining and creating a better and more resilient economy for the city and wider Tropical North Queensland region. In the forefront of conversations at that time, was the need for collaboration across all sectors and fair minded and reasonable advocacy to represent a regional audience. Happily, that situation still prevails today. Looking back over the past year has again reinforced the need for an effective private sector led advocacy body to drive our growth and development agenda.

Our economic growth pillars are increasingly centred around the developments in our airport and seaport infrastructure, the growth in our education assets to include two vibrant university campuses offering tertiary education excellence, the development of our primary production and agriculture sectors, including fishing and aquaculture, and the continuing growth and expansion of our world leading tourism industry which underpins much of our regional economic activity.

In every respect we are now recognised as a dynamic, confident destination, comfortable in our ability to perform with the very best. Our educational institutions are ensuring our students achieve the best outcomes, while our workforce and training standards are meeting the everchanging future industry demands. Our local governments are rolling out wonderful infrastructure to meet community, cultural and sporting needs across the region, attracting new people to migrate, live and play here, and of course, this is all happening within our wonderful, tropical environment.

Key to the success of this region is our location and connectivity. The Cairns Airport is the busiest of Australia’s regional airports handling in excess of 5.5 million passengers a year. With connectivity currently to nine international destinations, with more planned, and an extensive domestic network serviced by an array of domestic carriers,

Cairns is now positioned as the gateway to the Asia Pacific and the Great Barrier Reef for both passengers and freight.

Aligned with this aviation activity is the recently announced defence industry plans for the enhancement of maritime assets in the North which will see expansions at HMAS Cairns amounting to $500 million over the next eight years, providing a much needed boost to the manufacturing base of Cairns. Plans are evolving to position the Cairns seaport as a marine maintenance hub to not only service our growing maritime leisure vessel market, but also play an increased role in the servicing of our defence fleet with both home porting and maintenance activities.

The recent Australian Government interventions in rolling out infrastructure as part of the developing Northern Australia initiative are timely and welcome. The future will bring improved IT capacity and connectivity, improved road and port access as well as construction of water assets including the Nullinga Dam, giving rise to the capacity of opening up further large tracts of arable land for broad scale irrigation. The diversification of our regional economies lies in the development of our land and water assets. Combined with a resurgence of our pastoral industry and an expansion of mining activity, this will drive prosperity and population growth for the next decade. These activities alone have the potential to revolutionise economic development in the communities of Northern Australia and further enhance the opportunities for additional investment.

Opinion

We have audited the financial report of Advance Cairns Limited (the “Company”), which comprises the statement of financial position as at 30 June 2017, the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, and notes to the financial statements, including a summary of significant accounting policies, and the directors’ declaration.

In our opinion, the accompanying financial report of Advance Cairns Limited is in accordance with the Corporations Act 2001, including:

a giving a true and fair view of the Company’s financial position as at 30 June 2017 and of its financial performance for the year then ended; and

b complying with Australian Accounting Standards – Reduced Disclosure Requirements and the Corporations Regulations 2001.

Copies of the Audit Report are available on request.

This year we initiated a change to our Board of Directors meeting formats by alternating our meetings between full governance agendas and policy, economic development and advocacy agendas to allow for regular discussion on those issues that impact our membership and by extension the regional development agenda. Apart from these regular Board meetings the sub committees of Finance and Risk Management and Membership met as required.

Who we are: Advance Cairns is the peak independent non-government Advocacy and Economic Development Organisation for Tropical North Queensland (TNQ). We are a diverse membership driven organisation, incorporating local government and Government Owned Enterprise (GOE) members as well as education institutions, industry and regional representative groups and a diverse range of private sector members.

Our Mission: To provide wise, apolitical and united advocacy that stimulates innovative and strategic initiatives for our regional advancement.

Our Vision: A consistently growing and economically prosperous, productive and sustainable and outward looking city of 250,000 servicing a region of 500,000 and focused on our connectivity to Asia and the Pacific.

We have focused great energy in developing and securing genuine regional collaboration across Tropical North Queensland.

Locally, we have worked closely with a range of stakeholders across the region to follow up on our representations to government at every level to ensure that infrastructure and policy announcements are actually delivered. We strive to deliver clearly articulated policy positions to ensure we participate constructively in the development debate to the benefit of our membership and the wider communities we serve.

The development of Northern Australia has been of keen interest to our membership for a number of years and we continue to be disappointed by the obstacles that impede the roll out of the development activities that are so vital to the growth and evolution of our region.

Advance Cairns continues to play a role with the Northern Australia Alliance (NAA) of which Townsville Enterprise Ltd., Northern Territory Chamber of Commerce, Capricorn Enterprise, Karratha and Districts Chamber of Commerce, Greater Whitsunday Alliance and Broome Futures are also members and we continue to be the only Queensland member of the Committees for Cities and Regions national network. Additionally, we championed for the Northern Australia Infrastructure Facility (NAIF) to be located in Cairns

and remain hopeful that we will see some real traction in the facility playing a key investment role in the funding of key infrastructure.

Provided governments stay the course and put substance to the rhetoric, the future will bring improved IT capacity and connectivity, improved road and port access, as well as construction of water assets including the Nullinga Dam, giving rise to the capacity of opening up further large tracts of arable land for broad scale irrigation.

The diversification of our regional economy lies in the development of our land and water assets. This combined with a resurgence of our pastoral industry and an expansion of mining activity will drive prosperity and population growth for the next decade. The AgTNQ initiative rolled out by Advance Cairns, also puts substance to our purpose of diversifying our economies. These activities alone have the potential to revolutionise economic development opportunities in the communities of Northern Australia and further enhance prospects for additional investment.

A long term regional vision is key to Cairns becoming a consistently growing and economically prosperous, productive and sustainable city focused on its connectivity to Asia and the Pacific.

Cairns is a vibrant, multidimensional city driving a region with a growing economy and a motivated and skilled workforce. We have a world class tourism industry, a diverse agricultural sector, emergent manufacturing and construction opportunities and a rapidly growing research and education portfolio. Our experience and expertise in sustainable design and construction, tropical health and medicine and bio security combined with being home to two universities at the cutting edge of research and innovation, an international airport, shipping port and close proximity to our Asian neighbours, sees us positioned to attract new industry and investment opportunities.

Underpinning our region’s strength, is Advance Cairns’ commitment to collaboration and an ongoing facilitation role of engagement to deliver an action plan that drives sustainable population growth and economic diversity. Our aim is to see the city grow its population to 250,000 by 2030 and for the regional population to double to 500,000. Throughout its history, Advance Cairns has initiated connections between private enterprise, industry, community and government agencies to improve the lives and opportunities of people living within our region.

As the peak independent non-government Advocacy and Economic Development Organisation for Tropical North Queensland (TNQ) we represent an area that includes 26 local government areas north to the Torres Shire, south to the Cassowary Coast and west to the Northern Territory border. We unite key stakeholders and business leaders within our community with a passionate interest in driving our region forward, to bring a unified, apolitical and objective voice to shape strategic priority issues for our future.

Our commitment to collaboration extends to economic alliances across Northern Australia as a member of the Northern Australia Alliance, where we have a shared vision to research, validate and build community support for concepts and ideas to significantly improve the economic, social, cultural and environmental well-being of businesses and communities.

Working with other key TNQ regional agencies, including the Cairns Regional Council, Cairns Chamber of Commerce, FNQ Regional Organisation of Councils, Regional Development Australia and Tourism Tropical North Queensland, we have identified a list of key critical infrastructure and policy projects critical to the continued economic development of the Far North.

Diversifying our regional economy within the context of ongoing challenges to our traditional regional economic structures is necessary to meet the twin challenges of job creation and growth. We are already very mindful of the role of the current key economic drivers of our sugar cane, mining, tourism and marine industries and we work to enhance and protect these while continuously seeking ongoing partnerships with all governments to ensure we have the right policy and economic infrastructure settings to bring this to reality. A key aspect of our role is unashamedly clear and robust advocacy across the issues that are important to our membership.

We see great opportunities in the re-emergence of Cairns as a marine facilities and maintenance hub servicing the increased defence and general commercial and fishing presence in the region along with a growing fleet of Great Barrier Reef marine leisure vessels. Additionally, the indisputable rise of Cairns as the premier international gateway into Northern Australia with Queensland’s second ranked international airport will result in a range of aviation inspired commercial opportunities for the region.
