Energy Efficiency Investment Fund

The Wyoming United Methodist Church would like to thank the Division of Climate, Coastal & Energy for their assistance enabling the church to complete three LED lighting upgrade projects. These projects will result in the following savings to the church. Annual energy savings of 37,247 kWh/year. This amounts to a cost avoidance of $4,470 a year based on current electric cost. In addition the church will never have to replace a ballast at a cost of $75 per fixture, a savings of $22,200.

The DNREC Energy Ef ficiency Investment Fund (EEIF) program is a powerful and essential tool to enable building owners to achieve energy savings that could not be realized without this critical financial support. The fund supports the crucial goal of reducing energy consumption while contemporaneously lowering operating costs. These projects simply cannot be supported financially without a program like EEIF.

Our tenants rent space at a below market rate and CenDel handles all maintenance and utilities for the building except for phone service. The rent and utility savings allow our tenants to contribute more working capital to the bottom line of their mission statement. We have a collective obligation to operate our facilities in the most cost-ef fective way possible and keep the cost of overhead and ongoing maintenance and energy consumption low.

We were able to perform a site evaluation … and upgrade overhead lighting to energy ef ficiency LED lighting measures. The outcome included the following:

• Reduction of 30% of f our electric bill based on historical usage

• Tenants responded immediately to improved work environment

We are extremely grateful for the DNREC EEIF Program and the resulting energy ef ficiency savings we continue to of fer to our tenants as they deliver services to those in need.

The Energy Ef ficiency Investment Fund (EEIF) is a state grant and loan program administered by DNREC that helps Delaware businesses, local governments, and nonprofit organizations pay for energy ef ficiency upgrades that lower their energy use and costs. EEIF was established in 2011 when Title 29 §8030 and Title 30 §5502 of the Delaware Code were amended, allocating the first $5 million of the Public Utility Tax (PUT) to the EEIF program.

Energy ef ficiency is one of the most cost-ef fective ways to reduce energy costs. Lower energy use also helps to reduce pollution, combat climate change, create jobs, and promote economic development.

EEIF projects run from very simple to highly complex. The most common types of EEIF projects include completion of energy assessments and the installation of LED lighting, mechanical equipment, and building envelope improvements. The ability to work on Combined Heat and Power (CHP) projects was added in Fiscal Year (FY) 2018. In FY2019, EEIF pre-approved its first CHP project, which is expected to achieve savings of 14.4 million kWh of electricity and 82,690 MMBtu of natural gas.

In FY2019, $15.7 million in funding was available to EEIF, comprised of $500,000 from Regional Greenhouse Gas Initiative (RGGI) funds from the Delaware Sustainable Energy Utility (DESEU), which support nonprofit and local government projects; $1,000,000 in RGGI funds from the Delaware Department of Natural Resources and Environmental Control (DNREC), which support commercial and state agency projects; $8,000,000 from the Pepco-Exelon merger (MERGER), which support projects in Delmarva Power & Light territory; and, $6,200,000 from the Public Utility Tax (PUT), which support projects at facilities that pay the PUT.

EEIF Available Funds FY2019

• The number of EEIF projects increased from FY2018 to FY2019, from 186 to 229.

• EEIF grants are doing more: While total grants increased by less than 50%, annual electricity savings increased by more than 90%, and annual MMBtu savings increased more than fourteen times.

• EEIF has streamlined the investment database, capturing key performance indicators more ef ficiently.

• Program data for EEIF are now available on Delaware’s open data portal, providing greater transparency to Delaware businesses, nonprofits, and local governments.

• EEIF is revising incentive structures and levels to respond to changing market conditions, here in Delaware and in the broader national and international markets. Prices and availability of ef ficiency and renewable technologies are constantly evolving, and our incentive levels are responsive to these changes.

• EEIF is streamlining program guidelines and operations. This helps to make the program easier to access by our grant recipients, and reduces operational costs, leaving more funds for grants.

• EEIF is developing an online grants management system and application portal. This will make the application, qualification, reporting, and payment processing much more ef ficient for EEIF Program Staf f and for grant recipients.

• EEIF is undergoing independent evaluation, measurement, and verification. The report will be available in 2020.
