By DEAN LAWSON

A Western Highway bypass of Hor-sham, earmarked to sweep east

of the city through Riverside, will be subject to strict flood-mitigation requirements.

For VicRoads to win ministerial ap-proval for its preferred bypass route it will need to justify ‘substantial’ engineering and infrastructure development and costs to overcome potential water-flow issues.

As well as cutting through private prop-erty and houses, the route will run through a long-recognised and expansive Wim-mera River flood plain, much of which was under water during 2011 floods.

Wimmera Catchment Management Au-thority is the advisory body providing flood information and advice and chief executive David Brennan was quick to point out that the project would be subject to stringent flood-mitigation rules.

“For a start, our objective is to make sure there is no net loss of flood-plain space and importantly that there is no

adverse impact to anyone by the transfer of water,” he said.

“We’re not in the business of creating a flood legacy. We’re talking about substan-tial engineering and mitigation works that will be required for this project to happen. And we’re going to make sure every rule is stringently observed.

“If this plan does go ahead there will need to be extensive work done to dem-onstrate to the community that there will be no impact from flooding.”

SatisfactionMr Brennan said the authority was

acutely aware of community concerns, from ‘both personal to landscape perspec-tives’.

“There are a lot of people who have lived in the area a long time and know historically what happens when it floods,” he said

“Flooding will of course be consciously in the mind of residents who experienced the circumstances in January, 2011. We’re very sympathetic to their concerns and we

will be making sure we uphold our role in flood-plain management.

“We apply that sort of thoroughness from the individual landholder to larger organisations. It’s a very transparent play-ing field and we want to make sure that continues.”

Mr Brennan said independent planning still to occur for the project provided the authority with a level of satisfaction that there would be ‘no compromises’.

VicRoads announced late last week that it had selected option ‘B2’, as its preferred option for a future highway bypass of Horsham.

Its finding was primarily based on im-proved freight efficiency and road safety.

VicRoads will now refer its finding to state Planning Minister Matthew Guy who will determine the statutory process required for the next phase of planning.

VicRoads regional director Ewen Nevett said VicRoads staff members were meet-ing landowners affected by the decision to discuss the planning study and ‘the process going forward’.

Adam Breuer gives his model Sbach 342 a test run in preparation for Wimmera Model Aircraft Association’s Fun Fly near Horsham this weekend. The aircraft, featuring a 35cc petrol motor, will be one of many taking to the sky at Burnt Creek. Organisers expect about 30 model aircraft enthusiasts from across Victoria to take part in the day. The fun fly will feature a broad spectrum of aircraft from large-scale models to aerobatic helicopters. Club members have welcomed the public to its field at Burnt Creek livestock exchange. Aircraft will be in the air between 11am and 4pm on both days. Picture: VIC CRESP

Wimmera Uniting Care is encouraging

people to get involved with Wimmera clubs and groups at a free ‘Give It A Go’ event in Horsham tomor-row.

The event at St Andrew’s Uniting Church Hall from noon until 4pm, will feature about 20 exhibitors from a variety of organisations and groups, which will distribute

information about how to get involved.

Wimmera Uniting Care youth and community general manager Leeanne Thomson said the event was a fantastic way to see the variety of clubs and organisations the Wim-mera had to offer.

“We’ll have all kinds of op-portunities there, from roller derby to the Country Women’s Association – Horsham Golf Club to the Dunmunkle Sump

Oilers,” she said.“There will be something for

everyone – men and women, adults and children.

“These organisations are the fabric of what makes this community so exciting.

“There is so much to do and to choose from and this event will showcase that.”

Ms Thomson said there would also be a free sausage sizzle and giveaways.

Wimmera bargain hunt-ers have the chance

to win a new car in the next six weeks in one of the richest shopping-promotion competitions in the region in years.

Horsham Plaza, the region’s biggest under-one-roof shop-ping centre, will give away a new $15,990 Mazda 2 four-door hatch as part of its Horsh-am Plaza Great Car Giveaway.

All shoppers have to do to enter the competition, which starts on Monday and ends at 4pm on July 5, is to simply spend at least $20 from any plaza business.

Plaza manager Allison Rob-erts said the competition was the biggest plaza giveaway since the centre changed Hor-sham shopping dynamics in the 1980s.

“The plaza has run small competitions in the past but nothing as big. Our retailers are all very excited and from Monday everyone who walks into the centre will see this zip-py Mazda in the centre mall,” she said.

“It is beautiful plaza green colour and has a real wow fac-tor. It even has Horsham Plaza number plates for the display.

Morrow Motor Group direc-

tor Gavin Morrow: “It’s a re-ally stylish car that mixes good looks with economy. It is per-fect car for both the younger driver and older person who like no-fuss commuting.”

Apart from being on display, the car will act as an ‘entry barrel’ with shoppers dropping their entries directly into the vehicle.

Every Friday at 4pm during the competition, plaza officials will draw two of ultimately 12 finalists who will have a chance, at a grand final draw at noon on Saturday, July 5, to choose from sets of keys to open the car.

The final draw, led by Mixx FM announcer Nims Azoor, will go live to air on Mixx FM and 3WM to celebrate a 26-year relationship between the plaza and ACE Radio.

HeartbeatRadio station Horsham gen-

eral manager Mark Taylor said he had no hesitation in being part of the competition.

“Horsham Plaza has en-trenched itself in the Wimmera shopping psyche and in line with similar principles to our-selves, is willing to give back to the community,” he said.

Finalists will receive accom-modation packages at Mel-

bourne’s Parkview Hotel.Horsham Plaza created histo-

ry by becoming the first shop-ping plaza in the Wimmera.

Developed in the heart of city’s shopping precinct, it represented a milestone for Horsham in opening contem-porary shopping opportunities that had previously only been available in metropolitan Mel-bourne and provincial centres.

Mrs Roberts said the plaza remained a primary driver be-hind the Horsham heartbeat as the city continued to grow and shopping opportunities ex-panded.

“As recognition of shopping patronage of the people of the Wimmera and to promote the outstanding businesses making the most of location and ser-vices, the plaza, in collabora-tion with 3WM and Morrows decided to create a competition and offer a car as first prize,” she said.

“What’s exciting is that we’re in a position, after drought, flood and economic circum-stances of the recent past, to be able to offer such a great prize.

“It reflects the commitment of the plaza and its businesses to provide great products, ser-vices and deals.”

Car up for grabs

A Warracknabeal business-support group has pleaded with retail giant Target Aus-tralia to continue a 62-year legacy of trad-ing in the Wimmera town.

Warracknabeal Action Group fears Target plans to close its Warracknabeal store on May 31 will undermine the town’s ability to operate as a service centre.

Group president Kathryn Wilken said War-racknabeal district people, many of them gen-erational shoppers at the Target Country store in the town, had been devastated by the news.

“We need to make them are of the repercus-sions and desperately want them to change their minds,” she said.

“Warracknabeal is a small town and provides a service for district communities. If people stop coming to town to buy their kids’ clothes they will stop coming to town altogether and the whole business sector will suffer.

“We need the powers that be to understand that a move like this is going to kill a small country town.”

Ms Wilken said the Warracknabeal commu-nity was busy signing petitions and ‘bombard-ing’ the Target website in an effort to convince Target leaders to reconsider the decision.

Target corporate affairs general manager Lynn Semjaniv and Victorian southern region man-ager Greg Howell travelled to Warracknabeal early this week to meet stakeholders.

Target announced on Monday that it was clos-ing its Warracknabeal store as result of a need for mandatory upgrades to the site, extensive maintenance works required and poor financial performance.

Mr Howell: “The decision was the result of careful consideration and was not taken lightly.

“Following the opening of the Wimmera’s first full-line Target store in Horsham, all 14 Warracknabeal team members will be offered a role at that store. Where our team members would prefer to continue working in Warrack-nabeal and surrounds, a thorough outplacement process will explore employment opportunities with fellow Wesfarmers businesses.”

Town pleads for store to stay

A Wi m m e r a - M a l l e e study from early May

has revealed paddocks across the region were maintaining soil structure despite more than half a year of relatively little rain.

The report showed that only 27 or three percent of 878 paddocks surveyed in districts were at high risk of wind ero-sion.

This was despite the region receiving only decile one rain for the past seven months and some areas experiencing their driest period on record.

The study transect or path, designed to help iden-tify the impact of farm and crop-management practices, covered districts including Horsham, Dimboola, Nhill, Kaniva, Yanac, Jeparit, Brim and Sheep Hills.

The Department of Environ-ment and Primary Industries revealed the findings as part of its Wimmera Cropland Man-agement Transect that pro-vides information about stub-ble retention, stubble burning and soil management.

Department soil-health spe-cialist Chris Pittock praised landholders for limiting the amount of erosion on their paddocks despite the long pe-riod of dry weather.

“This is a very good result,” he said.

Dry startDr Pittock said findings

showed that few paddocks had been burned or cultivated this year and at the time of the study few had been sown because of the dry start to the season.

“While about 40 percent of paddocks appeared to have been sown at this time last autumn, the figure during this year’s transect was about six percent,” he said.

“Two key factors for this season have been low mois-ture at any depth, which ap-pears to have led to fewer summer weeds but also less crop in the ground.

“During the transect we also observed that less than three percent of paddocks along this route had, or would, be burnt.

“These figures show a slight

rise from last season when about two percent of paddocks were burnt, but both are down significantly from 2011 when 11 percent of paddocks were burned after a wet summer.”

Dr Pittock said almost 20 percent of paddocks had been conventionally fallowed, down from about a third from last autumn. Chemical fallow was also down to only one paddock, compared with 13 percent last season.

“This reduction in conven-tional and chemical fallow is a result of low summer rain which meant there were mini-mal weeds to kill by cultiva-tion or herbicide application,” he said.

“About 13 percent had pas-ture which is up slightly on last season although some of this ‘pasture’ consisted of two-year-old stubble with some weeds among it.

“More than 76 percent of paddocks had retained stub-ble or pasture cover which is pleasing from a soil health perspective as it is favoured over conventional fallow and burning.”

When we can all barrack as one

By DEAN LAWSON

With preparations in full swing for a

huge interleague football double-header in Horsham this weekend it is perhaps timely to try to understand why these games occur.

It is also important to un-derstand why many country football leaders want them to keep going despite a powerful suggestion that they have be-come an irrelevant nuisance.

The reality is, as it always has been, that many of us need to put aside our week-to-week domestic rivalries to barrack for a common cause.

Anyone who grows up in the Wimmera eventually de-velops an understanding that the region’s larger population centres can’t exist without the outlying areas and vice-ver-

sa. It’s an understanding that spills into everything from economic and social develop-ment to, obviously, sport.

To play with the national and international big boys we have always had to embrace a regionally collective spirit. That’s why organisations such as Wimmera Development Association exist and why it occasionally scores some big wins.

This regional spirit can man-ifest itself in different ways. Many years ago, as a young sports reporter charged with the job of covering Wimmera League’s interleague fortunes, I had the annual privilege to experience the one-for-all and all-for-one cut and thrust of championships football.

Being on the bus as part of the Wimmera League en-tourage and sharing stories with footballers and officials from Ararat, Stawell, War-

racknabeal, Horsham, Nhill, Dimboola, Minyip and Mur-toa was almost as good as playing.

And it was on more than a few occasions that unbridled Big W barracking from the press box at far-flung coun-try centres attracted startled stares.

My usual response was: “I don’t care. This is the only time I get to barrack.”

Saturday’s games between Wimmera and Casey-Gar-denia and Horsham District against Loddon Valley at Hor-sham City Oval will provide the Wimmera football-follow-ing fraternity with a rare op-portunity to lock arms.

This is no small thing. If sport plays a huge role in Wimmera culture football cer-tainly does the same in sport.

As they say in the classics: “C’mon fellas. Do us proud!”

EDITORIAL

YOUR SAYArarat rates

SIR,- Ararat Rural City Council has pro-posed a rate increase of seven percent in its rating strategy. But it then states that the dif-ferential rates will increase by 10 percent from 15 to 160 percent for industry, by 10 percent from 120 to 130 percent for commercial and 7.5 percent from 52.5 to 60 percent for farms.

When these changes are calculated in real terms, the increases are 6.6 for industrial, 8.3 for commercial and 14.3 for farmers.

At the same time the council proposes a reduction in the general rate. When the gen-eral rate increase is factored in, this becomes a whopping 16 percent increase for farmers.

How does this council expect farmers or any business for that matter to cope with such a huge increase in rates?

For the average farm in Ararat Rural City this will take rates from $8178 to $9569, an increase of $1390 while residential landown-ers who have access to more councils services have had their rates reduced. Where is the equity in this? How does this council think a farming couple struggling to raise a family can suddenly find this much extra money for council to squander when most farm com-modities have fallen significantly in price?

This is the third year in a row that Ararat Ru-ral City Council has reneged on an agreement with the community to move towards a fair and equitable rating strategy for all ratepay-ers. Farmers and their families now pay nearly seven times as much as general residential ratepayers for the same or fewer services.

If this proposed budget is implemented it will see farmers who comprise about 11 per-cent of the population paying 40 percent of to-tal rates collected – totally unfair when many council services are not accessible to farmers.

It appears this council is unaware the Min-ister for Local Government passed legislation and produced guidelines to promote fair and equitable rating strategies to be developed by the use of differential rates. Will this council continue to thumb their noses at the minister?

Savage rate increases for all businesses – farming, commercial and industrial, can only serve to drive business away from the area.

This council should be condemned for its exploitation of the farming and business sec-tors. There is an urgent need for an independ-ent investigation of the financial management, particularly the rating strategy of the Rural City of Ararat.

Leaders ramp up call for project suppliersHorsham civic lead-

ers have stepped up a message to district sub-contractors to register in-terest in providing services for construction of a new multi million-dollar per-forming arts centre.

Horsham Rural City Council community services director Angela Murphy said only 15 of 90 contractors to so far reg-ister with the Industry Capa-bility Network for the project were from Horsham district.

She emphasised a State Gov-ernment requirement meant that project tenderers, in their submissions, had to include ‘local’ suppliers in a Victorian

Industry Participation Plan. She added that tenderers

sourced these suppliers from the Industry Capability Net-work, a government-backed independent organisation that had helped connect ‘local’ suppliers with contracts for the last 28 years.

“We looked at economic modeling and the project will generate significant economic activity right up until its com-pletion in 2015,” she said.

“Obviously, the more local businesses involved the bet-ter.”

Ms Murphy said businesses registering interest with the Industry Capability Network on website www.icn.org.au

also opened opportunities for major contractors to consider them for other projects.

“This is a real opportunity for our businesses that provide everything from civil works to heating and cooling, window supply and every trade service in between,” Ms Murphy said.

“We’re really keen for lo-cal suppliers to be heavily in-volved in building their com-munity’s own performing arts centre but to also open the door for them to explore other opportunities.”

Tenders for the $18.5-mil-lion redevelopment project close in early June. Construc-tion is scheduled to start in August.

MR MUSIC: Chooka Parker, who captured the attention of a national television audience on Australia’s Got Talent, will busk in Horsham Plaza from 11am tomorrow. While appearing on television, Parker caught judges and the audience by surprise with his ability to create improvised musical pieces at the drop of a hat. The western Victorian musician and shearer from Red Lion near Maryborough has since performed with some of the legends of Australian music. He plays in plazas and community centres to connect with the average person.

Makers’ Gallery com-mittee chairperson

Colleen Harris has told members that a lift in Hor-sham’s Mibus Centre, due for completion early next year, will ‘significantly’ in-crease use of a first-storey workshop.

The McLachlan Street cen-tre houses Horsham library and the Makers` Gallery and has an upstairs workshop art-crafts, library and community groups use regularly.

Hugh Delahunty, MLA, an-nounced a $100,000 grant through the State Govern-ment’s Regional Growth Fund for the project.

Horsham Rural City Coun-cil will contribute $25,000 towards the $150,000 cost, matched by $25,000 from the Makers’ Gallery Committee. Upgrade of the upstairs toilets is also included in the cost.

Groups that use the upstairs workshop include patchwork quilters, spinners and weavers, a painters group, scrapbook-ing enthusiasts and botanical artists.

It is also a meeting place for

regional library administrators and a place for library pro-grams such as writing work-shops, digital literacy, school holiday sessions, and other community groups.

Mrs Harris said groups had members who, for health rea-sons, were unable to climb stairs to the workshop. Some groups had found alternate ground-floor venues to allow all members to attend.

“The disability-friendly lift will also have a huge impact on workshop activities,’’ she said.

“At present few people are willing to regularly drag heavy sewing machines, spin-ning wheels or other large items up the stairs. This lift will alter that.’’

Library corporation chief ex-ecutive Paula Clark said the lift would provide greater ac-cess to an ‘under-used’ work-shop which had space, over-head power outlets for IT use, Wi-Fi capability, large tables, kitchen facilities and toilet amenities.

She said the lift and upstairs toilet upgrade would make the upstairs area accessible for people of all abilities.

“Horsham library and the members of the Makers com-mittee will be able to offer a greater variety of programs to the wider community,’’ Ms Clark said.

“It’s important that the li-brary can host community events in a physically acces-sible environment where there are no barriers to participa-tion.’’

PERFORMANCE

A photograph of a reflec-tion of a windmill on a

dam at dusk by Philip Down has won a Wimmera Mallee Tourism monthly photogra-phy and video competition.

Down’s photograph, called ‘Windmill Reflection’, won the March section of the Places to see in Victoria’s Wild West photograph and video com-petition.

Wimmera Mallee Tourism chairman Cr Stuart McLean said people could view entries on website wimmeramallee-tourism.com.au.

“The photos remind us all of the great tourism attractions that are in our backyards,” he said.

The competition is yet to attract video entries and has urged people put forward sub-missions free of ‘watermarks’.

Cr McLean said entries should focus on Wimmera-Mallee attractions such as lakes, rivers, parks and gar-dens, festive events and ‘hid-den’ getaways.

He said the competition was open to anyone but the en-tries must be taken within the boundaries of Buloke, Hind-marsh, West Wimmera and Yarriambiack shires.

People can submit entries

electronically at wimmeramal-leetourism.com.au or email them to [email protected].

Electronic copies must be submitted in JPEG format only, with a maximum file size of eight megabytes. Video en-

tries can be up to 2GB and submitted via the website.

IDEAL PATIO BLINDS

Managing pet arthritis

This week at the vet clinic our team has been working overtime get-

ting our shelter animals and private patients ready to face the winter.

In particular, many of our old patients, both dogs and cats, will need some extra help with their joints and mobility in order to get through the colder months in comfort.

Osteoarthritis, more commonly just called arthritis, is one often most common problems we see in older patients.

Over time, the natural movement of the joints causes wear and tear on the cartilage, causing it to become thin or even be worn away in places. This leads to inflammation, and build-up of new bone and scar tissue around the joints, ultimately resulting in stiffness, loss of mobility and pain.

Arthritis commonly affects the joints of the limbs, but can also occur in other

places, such as the spine.Generally the development of arthritis

is a slow process, which occurs over many years and hence shows up in older animals.

However, arthritis can also occur in younger animals when the joints suffer from severe and early wear. This can oc-cur with injuries, such as ruptured cruci-ate ligaments or fractures of the bones involved in the joints, or may be as the result of a disease that the animal was born with.

For example, hip and elbow dysplasia are both common, often inherited condi-tions usually affecting large breeds of dogs, such as Rottweilers, German Shep-herds and Labradors. In these animals the affected joints fail to develop properly, leading to excessive wear and tear and the early development of arthritis.

Many pet owners regard the slowing down and stiffness of arthritis as an inevi-table part of their animal’s ageing process, but there are certainly many strategies that can be put into place in order to promote healthy joints for as long as possible. These include:

Regular exercise of a gentle nature, avoiding overuse and pain but keeping

muscles strong and active. Swimming can be a useful exercise which promotes movement without putting too much strain on joints.

Weight management is very important. Excess weight will put more pressure on joints which will exacerbate arthritis.

Keeping older pets warm, by allow-ing them to sleep indoors overnight, and providing soft, comfortable bedding, joint supplements, either oral in the form of powder, tablets or chews, or injectable forms that can be administered by a vet, can also be useful additions to help pro-mote better joint health.

If pain in the joints becomes worse with time oral anti-inflammatory medication might be required to help manage this pain. This will need to be supplied by a veterinarian and regular check-ups will be required.

Most pets will benefit from a combina-tion of these strategies. A consultation with a vet is always a good idea, in order to provide a full assessment of your pet’s joint health, and to tailor an arthritis man-agement program to their specific needs.

Southern Mallee students are set to gain fresh

perspective on teamwork, trust, relationships and problem solving when they join police officers on a camp near Melbourne next week.

About 20 year-nine teenag-ers from Hopetoun and Rain-bow secondary colleges will head off on Monday for a five-day Victoria Police High Challenge program.

The personal-growth pro-gram is designed to help pro-vide young people between 13 and 24, who might in some way be disadvantaged by cir-

cumstance, with direction.Program coordinator Lead-

ing Senior Constable Craig Farrell said Police High Chal-lenge had established a rela-tionship with the Hopetoun school for four years and Rainbow for two.

“It’s about young people at an impressionable age and in this case from a relatively re-mote rural area working with police officers through struc-tured activities,” he said.

“It’s about breaking down barriers, building relationships and strategies, developing re-spect and understanding the needs and concerns of others. It can be quite challenging but

also a lot of fun.“I’m sure there will be some

who find the high-ropes activi-ties we do quite daunting but it’s about us inviting young people to get out of their com-fort zones.

“We also have times when we get talk through a lot of issues.”

CampSen Const Farrell said a Vic-

toria Police Transport Branch bus would pick the group up on Monday and head to St John Donald Douglas Recrea-tion Camp at Wesburn near Warburton in the Yarra Valley.

“There will be a couple

of staff members from each school, High Challenge staff members and police officers involved as well the students,” he said.

Michael Williamson from Hopetoun college and Rain-bow college principal Robyn Ballinger will be the school representatives.

A year-11 group from Hope-toun will be involved in a sep-arate High Challenge Amaz-ing Race program on July 23.

Sen Constable Farrell said this program involved visiting various parts of Melbourne to gain understanding of the city and recognising inherit dangers and pitfalls.

A senior engineering research scientist based at Grains Innovation Park in Horsham will outline details of a world-first project today that might help maintain the standard of wine in the future.

Dr Mahabubur Mollah will use a Department of Primary Industries weekly Talk in the Park at 3.30pm to talk about a project to test the impact of increasing carbon dioxide levels and temperatures on grape pro-duction and quality.

Dr Mollah has developed a novel system of injecting high levels of carbon dioxide onto grape vines enclosed in open-top chambers in vineyards near Mildura.

Today he will talk about some of the early results from pilot experiments.

Horsham College will include a ‘GrandFriends Day’ today as part of Ed-ucation Week activities.

College students will have the opportunity to invite their grandparents to school for the day and take them on a tour of the school, to visit their classrooms and treat them to morning tea.

Students unable to in-vite a grandparent or whose grandparents can’t attend can ask to have a volunteer ‘GrandFriend’ for the day.

Helen Dillon of Volun-teering Western Victoria is facilitating the volun-teer GrandFriends. Any interested volunteers can contact her on 5382 5607.

BLOOD NUMBERS: Rural Northwest Health community nurse Julie Mills, right, checks the blood pressure of Werrigar Roadhouse employee Deanne Roche while Warracknabeal Rotarians Wendy Hewitt, left, and Jean Wise watch on. More than 40 people took advantage of free blood pressure testing at Warracknabeal’s Home Hardware and Werrigar Roadhouse during the Stroke Foundation’s Know Your Numbers week. High blood pressure is the most important ‘modifiable’ risk factor involving stroke. Checks were also at Hopetoun and Beulah.

2013 Draft Rating StrategyAt the Special Council Meeting held on 6 May 2013, Council adopted in principle the 2013 Draft Rating Strategy. The Draft Rating Strategy is available for viewing at the Municipal Offices, 59 Vincent Street, Ararat or online at www.ararat.vic.gov.au.

Council’s goal is to ensure the equitable imposition of rates and charges, and in doing this it has considered every option available to it under the Local Government Act.

Should any person wish to comment on the Strategy, written submissions must be received prior to 5.15pm on Friday 7 June 2013. Should anyone wish to be heard in support of their submission, they may also be heard by Council at a special meeting to be held at 4pm on 13 June 2013 in the Municipal Offices.

Historical contextThe following table summarises how the rate burden has changed over time, using 1995/1996 as the reference year.

1995/1996 (reference year)

2012/2013 (current year)

2013/2014 (proposed)

General 43% 54% 51%

Commercial/Industrial

11% 9% 9%

Farm 46% 37% 40%

A more detailed graph is available at the municipal offices or on council’s website www.ararat.vic.gov.au

Overall impact The following table summarises the financial impact that the Draft Rating Strategy would have had if it had been applied to Council’s 2012 / 2013 income. In summary, the financial burden on the “General” properties sector has decreased by $324,300 and this is redistributed between Farm, Commercial and Industrial properties.

Total 6,969 - $11,290,080 - $11,290,480 $400

SummaryThe 2013 Draft Rating Strategy document proposes a mixture of rates and charges that will provide the income needed to support the Ararat Rural City Council’s annual operating budget whilst also meeting the tests of equity, efficiency and simplicity.

The differentials in this rating strategy were based on factors such as the challenges facing the rural sector, capacity to pay, particularly low income earners and retirees, and the level of rates required for council to fund essential services to the whole community.

Developing the annual budget is always an onerous task for Councillors and Council officers, who have spent many hours debating strategies that will meet the criteria. And in order to limit the 2013/2014 rate rise to 7%, Council has worked hard to find reductions in spending of over $1 million.

a) Rating Differentials

The 2013 Draft Rating Strategy proposes the following rate differentials for the 2013/2014 rating year:

Proposed Rating Differentials

Current Rating Differentials

General Rate 100% 100%

Commercial Rate 160% of General Rate

150% of the General Rate

Industrial Rate 130% of the General Rate

120% of the General Rate

Farm Rate 60% of the General Rate

52.5% of the General Rate

b) Payment cycle and interest charges for rates

The following changes are proposed for the payment cycle and interest charges for rates:

1. Under the draft Rating Strategy for 2013 / 2014, Council will no longer offer the option of paying Municipal rates and charges in a lump sum. This change is available to Council under Section 167 (2A) of the Local Government Act 1989. This change will assist Council with its financial management processes, whilst also reducing incidence of “bill shock” amongst our community.

2. To ease the burden this change may have on some ratepayers, Council will exempt all ratepayers from interest charges that may otherwise apply to the first instalment. This exemption will apply until 30 November 2013. This change is available to Council under Section 172(3) of the Local Government Act 1989.

3. Furthermore, Council will also provide a 30 day, interest free grace period for late instalments, which will apply from 30 November 2013 to June 30, 2014.

Council’s Community Grants ProgramAll not-for-profit community groups and clubs within the Ararat Rural City municipality are eligible to apply for Council’s community grants. The Community Grants Program provides funding for projects and activities that build healthy and vibrant communities; sustain important community infrastructure and attract visitors to the area. Community Grants not only help fund important projects, they encourage community groups to work together to share and benefit from the resources available to them.

The Council values the contribution our many community groups make to the fabric and vibrancy of our region, and Council feels it is very important to support them in their work.

If your community group is seeking a grant or has an idea for a project, Council’s one-step process means completing one application form. By providing Council with basic information about the funding requirement, your request can be matched with the most appropriate grants program. Council officers can also assist with accessing external grants if required. Council grants are provided on an equal matching dollar for dollar basis. The grants cannot be used to pay for retrospective purchases, or to cover recurrent operating costs, salary subsidies or routine/cyclical maintenance. The grants are allocated on a “one off” basis, and applicants must be not-for-profit organisations or have an auspice body.

The applicants must demonstrate that their project: » Encourages community

participation and cooperation. » Has positive health, social and

Family celebrates lifestyle changeA move to Warracknabeal to

run a historic hotel has ful-filled a waterfront dream for former inner-Sydney hair and beauty salon owners Kevin and Sally Gebert.

People snap up residential blocks with views of major rivers and creeks including the Yarriambi-ack Creek in Warracknabeal and alongside the Wimmera River in towns like Horsham, Dimboola and Jeparit.

But water views are rare for Wim-mera businesses - making Warrack-nabeal’s Commercial Hotel Scott Street, originally built in 1870, prime real estate.

Sally and Kevin bought the run-down hotel in October 2011. Clos-ing for 10 weeks for renovations and continual improvements since then have transformed the hotel into one of the best dining and en-tertainment venues in the Wim-mera.

To celebrate its creekside loca-tion and the success of their new venture, the Geberts are hosting an inaugural Creekside Food Fest on Sunday.

The free event, starting at noon, will feature specialty food mar-quees in the hotel’s waterfront beer garden.

Guests will experience food and wine tasting and live entertainment by musician Craig Somers. There will also be a jumping castle and fireworks at 6.30pm.

Regular eventThe name Food Fest builds on

Warracknabeal’s successful Y-Fest, which started as a small festival 15 years ago.

Y-Fest has now grown to one of the Wimmera’s biggest Easter events and attracts thousands of people.

Ms Gebert said they hoped the Creekside Food Fest would be-come another regular event that attracted new people to the town.

“Warracknabeal is such a vibrant community and we’re keen to do all we can to promote the town to the broader region,” she said.

“With the Yarriambiack Creek and an active community, War-

racknabeal is quite a special place and there’s plenty to see and do for visitors and locals alike.”

She said the Creekside Food Fest was also an opportunity to say thank-you.

“Moving to the Wimmera has been life-changing for our family,” she said.

“Our son Cody says he has heaps more friends and says there’s lots more to do in Warracknabeal than in Sydney. And for myself and Kevin, the best part is feeling like we are making a valuable contribu-tion to the community.”

Weekend activitiesIt was an Easter weekend trip to

visit Kevin’s family that brought on the decision for a ‘creek change’.

Weekend activities on the creek had the Geberts thinking about es-caping the chaotic lifestyle of in-ner Sydney suburb Balmain for the tranquil creekside setting of Kevin’s hometown.

“Kevin went for a walk with his sister Dianne Marchment and when he got back he said to me ‘the Commercial’s for sale and we

should buy it’,” Ms Gebert re-called.

“By the time we got home, we’d made all the arrangements. We were selling our business, selling our house and buying a creekside hotel.”

When they arrived back in War-racknabeal, they closed the hotel for renovations for 10 weeks; keen to reopen before Christmas.

Mr Gebert said it was also im-portant to create a special food experience.

“Everywhere you go to socialise and have good times with friends, it’s all about the food. So during this initial 10 weeks while we were making sure we got the ambience and creekside setting right, we also focussed on getting the food right.”

The Gebert’s confidence in their new venture grew when the hotel won the best food and beverage section in the Powercor Wimmera Business Awards 10 months after opening.

Last year they also reached the finals of the Australian Hotels As-sociation Awards for best regional bistro and best refurbishment.

THANK YOU FESTIVAL: Warracknabeal’s Commercial Hotel owners Kevin and Sally Gebert with son Cody and, above, the creek environment they will use to celebrate an inaugural Creekside Food Fest. Pictures: CONTRIBUTED

For all your sales and servicing for:

With a growing trend towards in-dividuals managing their own

superannuation through self-managed super funds, the estate planning as-pect of SMSFs is becoming an in-creasingly important issue.

For example, what happens if the trus-tees or members of the fund are no longer able to fulfil their roles through mental incapacity or sickness?

If you are getting on in years, here are some options to consider for your SMSF:

1. Appoint a professional trustee. Giving up full responsibility for the operation can be a good idea but it will involve extra cost. Also, your lifestyle may be affected due to delays in accessing funds. A retiree running his or her own SMSF can access

money immediately, while a professional trustee may take several days to release cash.

2. Draw up a power of attorney. It is necessary to exercise care when appoint-ing someone as your attorney as they will have full control of the SMSF and must act in the best interests of the trustees. This person should also have a sound understanding of business and financial management. The POA may also be the executor of your estate.

3. Rollover to a public offer or industry fund. This involves selling or redeeming the SMSF’s assets, so capital gains tax implications need to be considered. Loss of control over the fund’s investment de-cisions and the investment options avail-

able within the new fund also need to be taken into account.

4. Include your children. Once your children are sufficiently mature they may be added as members or trustees of your SMSF. They should then attend all rel-evant meetings and be involved in the decision-making. Families with more than two children may find this option tricky as SMSFs are currently allowed only four members.

Talk to us about the most appropriate option for you to ensure the smooth op-eration of your SMSF should something happen to you.

Specialist to visit WarracknabealAn ear, nose and throat specialist will start consul-tations in Warracknabeal at the end of the month.

Ballarat specialist Mr Niall McConchie will set up prac-tice at Rural Northwest Health where he plans to provide a regular service.

Mr McConchie already con-sults with both public and pri-

vate health patients on regular visits to Ararat, Stawell and Horsham.

He is extending his prac-tice to include Warracknabeal where he will work from a consulting office at the Rural Northwest Health campus. His visits will be on Saturdays every three months from 9am to 4pm.

Mr McConchie plans to make his first consultation vis-it to Warracknabeal on June 1. He uses a specialised portable scope to examine patients.

Rural Northwest Health board chair Leo Casey said Mr McConchie’s visits were a coup for the southern Mallee.

“It’s the first time we’ve been able to attract such a

specialist to the region and it will add to the extended health services that we are already providing here,” Mr Casey said.

“It’s another great example of RNH extending another arm into the community.”

For appointments with Mr McConchie phone his office on 5334 4888.

Information sessions at Beulah, Hopetoun and

Warracknabeal next week will help southern Mallee and northern Wimmera res-idents learn how to improve their memory.

Rural Northwest Health has organised the Tips and Tricks for Improving Your Memory sessions featuring Anne Kelly from Alzheimer’s Australia.

The sessions, at Beulah Busi-ness Information Centre from 4.45pm to 6.30pm on Tues-day, Gateway BEET, Hope-toun from 6pm to 8.30pm next

Wednesday and the Anglican Parish Centre, Warracknabeal from 6pm to 8.30pm next Thursday, follow memory loss and dementia community ses-sions Ms Kelly presented in September last year.

Ms Kelly said being brain healthy was important for eve-ryone.

“It doesn’t matter what age you are or whether you’re young, old or in between – to live a brain-healthy life, you need to look after your brain, your body and your heart,” Ms Kelly said.

“They are all important.”The sessions will cover the

use of visual cues in everyday life, training techniques and ways to take care of and im-prove your memory.

Organisers are requesting residents to RSVP to the phone number in the town they will be attending.

The numbers are Beulah 5390 2200, Hopetoun 5083 3001 and Warracknabeal 5396 1238.

More information is avail-able from Cait Brennan on 5396 1238.

LONGEVITY: Horsham Old Dance and Social Club’s remaining ‘financial and active’ foundation members, from left, Lorna Sanders-Hopper, Noreen King and Harold King are at the centre of the club’s 40th anniversary celebrations. The club, which has had old-time dance nights and promoted dancing at Hamilton Lamb Hall since 1973, is now preparing for Horsham’s annual Ball of Balls on June 7. The Ball of Balls, this year at Horsham Lutheran Hall, has raised more than $71,000 for Guide Dogs Victoria during a 45-year association. Lorna Sanders-Hopper has been club secretary-treasurer for 20 years and Mr King president or vice-president and emcee for 12. Harold and Noreen are also been dance instructors and Noreen has been in charge of floral arrangements and decorations for the ball for many years. The club has dance nights starting 8pm on the first Tuesday of every month and welcomes anyone keen to learn how to dance. Picture: DEAN LAWSON

The Biofeedback technology we use at Horsham Ultra Health and throughout my health clinics has one main purpose.

That is to detect and clear areas of stress and blockage within each person’s system. By clearing and balancing the overloaded areas, natural balance and proper healing is able to take place.

The question is, what causes the stress overload and blockages in the first place? With the physical body, there are many causes. Some of the main causes include poor diet, infections, high acidity, and pushing the body too hard. In relation to brain functions, the overload is caused by ongoing mental stress or emotional trauma.

The key thing to remember is, when you

have areas of stress and blockage within your system, you will suffer with symptoms.

The symptoms, although unpleasant, are simply indicators telling you that your system is out of balance. What you do from there becomes very important.

Far too many people take something for symptom relief, while leaving the underlying imbalance in place. This is what leads to further, more deep-seated imbalance.

It is wise to get symptom relief, but make sure you are effectively addressing the underlying imbalance that has triggered the symptoms in the first place.

This is where clearing areas of stress and blockage as they appear is so effective.

Clearing the accumulation of stress overload and blockages allows your system to activate its true healing potentials. This is what leads to true health and wellness.

• Justin Batt from Horsham Ultra Health can be heard at 8.30am Mondays, Wednesdays and Thursdays on 3WM.

Campbells Bridge residents near Stawell have celebrated the re-opening of their ten-nis courts, wrecked by 2011 flooding.

Celebrations included a round-robin competition and a community barbecue at Camp-bells Bridge Hall.

Cr Karen Hyslop from North-

ern Grampians Shire Coun-cil and long-time tennis club members Marlene Scantleton, Christobel Hyslop and Lyn Ankerson officially opened the courts

“Campbells Bridge residents are glad to have their only sporting facility back in ac-tion and are looking forward

to more social tennis days and friendly competition,” Cr Hys-lop said.

“Hopefully this may lead to a team being entered into a local competition in the future.”

The government Natural Disaster Relief and Recovery Arrangements fund provided $131,000 to rebuild the courts.

ACROSS THE LEAGUES

McKenzie Creek trainer Paul Preusk-er ventured to Mount Gambier last week for the southeast South Austral-ian city’s iconic cup carnival.

Preusker had minor success on Friday with a placing but had to wait until the last event on Sunday to score a win.

The Horsham stable saddled up hit and miss galloper High Fraar for a 1550- me-tre handicap with leading SA apprentice jockey Jamie Kah in charge of riding duties.

The bay mare was considered a $7.50 chance with the crow-eater bagmen just before the starter called the capacity field into line.

Once the starting stalls crashed open High Fraar made good use of her inside barrier bouncing out well and rolling straight to the lead. Kah was able to dictate and run the race to suit herself and approaching the 600m marker, the daughter of 1993 Caulfield Cup winner Fraar, looked to be bolting on the sloppy track conditions.

Rounding the home turn Kah showed High Fraar the whip resulting in the four-year-old kicking strongly and fighting off all challenges put to her by her rivals, to win by a length on the post.

On the strength of High Fraar’s latest win and with more wet tracks expected it would be no surprise to see her salute in the southeast on a wet track in the near future.

Vixen hard to catchStawell trainer Paul Jones made the

three-hour trek to last Friday’s Geelong meeting on the synthetic track with his galloper Spanish Vixen.

Jones put the polish on his four-year-old mare for a staying event over 1900 metres employing the services of for-mer Queensland apprentice jockey Ryan Hurdle.

Sleepy Hollow punters favoured other runners in the race thus reflecting Span-ish Vixen’s price of $7.50 in the bookies’ ring.

Once the race was underway the young apprentice jockey positioned Spanish Vixen in the box seat taking up the ad-vantage from his inside barrier.

Nearing the 600m mark the bay mare was poised to pounce showing a lik-ing for the artificial Geelong track. The daughter of Emirates Park stallion Al Samer was cruising coming to the home

turn and after straightening put in a solid effort all the way down the home straight.

Eventually outstaying second place getter No Fret to score a half-length victory on the wire. The first prize win-ners cheque of $10,500 boosted Spanish Vixen’s earnings to just shy of $31,000 after this latest win.

With future meetings approaching on the Geelong Synthetic surface it could be expected that Spanish Vixen may feature prominently through out the winter.

Clark runs into formRhonda Clark is one of

those self-deprecating cross country runners who never thinks she has the ability to win but is as sur-prised as anyone when she does.

The Concongella ‘plodder’ thought she’d run the slowest time when she faced the starter in the Telstra Shop Handicap at Horsham on Saturday, but her form before the race: sixth, ninth, third, seventh and tenth was unpredictable.

She could think of ‘no rhyme or reason’ why everything clicked into place in the 6.5 kilometre Stawell Amateur Athletic Club race, leading

most of the way and enjoying the luxury of a 1.19 minute winning margin from the Hor-sham-based runner-up Selina Heard-Price, with Clark’s mentor, veteran Bob Freeland, a further 16 seconds behind.

Her time of 32.34 minutes shone like a beacon from her recent efforts over the same distance – about three minutes faster than she posted when ninth in the same race last year.

And typically she was at a loss to explain how it all hap-pened.

“I forgot to bring my wa-ter bottle from home, so there must be something in the Hor-sham water,” she guessed.

More likely, her sudden

improvement was a result of a more scientific attitude to training.

Under the tutelage of Bob Freeland, Clark has undertaken intensive ‘speed work’ on a Monday night at Central Park and has also benefited from Rachel Coverdale’s Pump classes at the Stawell YMCA during the week.

She is fitter, faster and strong-er in 2013 and was ‘fresh; after having a two-day break from training before travelling to Horsham.

“I usually do some exercise every day so I was a bit more rested and it’s obviously made a difference,” she said.

SPORT reportLifting tempo key for interleague

By DEAN LAWSON

‘Get in first for the football, work for each other and

get it quickly into the forward line!’

That will be the general message from Horsham District Football League team leaders in a ripper twi-light country championships clash in Horsham on Saturday.

Horsham District takes on Loddon Valley in an interleague clash as part of a double-header at Horsham City Oval and needs to win to improve its standing in country Victorian football.

Joint coach and centre half back Josh Mibus said players could ex-pect a considerable lift in tempo from club football and would have to be prepared to quickly settle into the groove.

“There should be a decent crowd and a pretty good atmosphere play-ing under lights. I have never played under lights before and plenty of other district league blokes won’t have either and with those facili-ties the stage is set for us to have a crack,” he said.

“The key in this sort of football is to be first at the ball. It is a different class of footy and our basic message will be get in first for the ball, work for each other and work in numbers. We must be able to get the ball quickly into attack.”

Selectors were confronted with a tough job during the week as a pro-spective team chopped and changed with news filtering in about injured or unavailable players.

But Mibus was confident that the league would put a ‘more than handy’ line-up on the ground.

“We’re looking pretty strong at this stage. More senior players have put their hands up this year and we will be going in pretty confident,” he said early this week.

“We need to try to move our VCFL ranking and definitely have the cali-bre of players to do that.”

Strong mixThe Horsham District team is like-

ly to feature a mix of aerial and goal-kicking strength and talented runners and ball winners.

The goal-to-goal lines appears par-ticularly strong with Kalkee spear-head Josh Beddison slotting into the square and Laharum’s big-marking Shannon Argall at centre half for-ward.

Mibus will hold down his tradi-tional centre half back post, Chris Oliver might have the critical job at full back and joint coach Tim Wade will take on rucking duties in the middle.

There is plenty of sting alongside Beddison and Argall with Eden-hope-Apsley leader James Dixon Rupanyup’s Glenn Wyatt and tal-ented ball-winner and critically ex-perienced Steve Schultz. Throw in Jarred Combe and it becomes a wildly potent attacking group.

Tim Friend, in form for Natimuk and Laharum’s Sam Winfield will provide dash from half back with Jake Goodes and Ash Pekin round off the defensive group.

Wade is likely to have Dave McLeish working with Harrow-Bal-moral leader Brent Forsyth, Swifts’ duo Owen Phillips and Scott Carey and in-form Natimuk player Shaun McDonald through the middle.

The game is scheduled to start at 5pm and is part of a huge day of interleague football starting with juniors in the morning.

HORSHAM DISTRICT FOOTBALL LEAGUE

By JONATHAN BOXWith round seven set to start in Mininera and District Foot-ball League this weekend some breathing space is starting to emerge between the top five teams on the ladder.

Wickliffe-Lake Bolac is the only team that remains undefeated after Glenthompson-Dunkeld went down to SMW Rovers in a 62-point smash-ing from the Bulldogs.

This week Glenthompson-Dunkeld will take on Wickliffe-Lake Bolac in what looms as another possible loss because the Magpies have found tremendous form.

William Archer has been a mas-sive inclusion for the Magpies, being on the league goal-kicking list most weeks and having already kicked 23 for the season.

Last week Archer kicked three goals as one of 10 goal scorers in a 50-point victory over Lismore-Derrinallum. Coach Nicholas Willox added to the goal-scoring with four of his own, while brothers Josh and James Keys contributed three apiece.

Glenthompson-Dunkeld’s loss would have a come as a shock to the Rams who had been undefeated for the first five rounds.

Michael Uebergang did all he could, kicking three goals and being one of the Rams’ best players. Glen Dar-roch, David Walkley and Ty Gilmore were also among Glenthompson-Dunkeld’s best, but unfortunately their efforts were to no avail.

Wickliffe-Lake Bolac seem to be building at this season’s powerhouse will prove very tough to beat.

This week Tatyoon travels to Great Western with both teams having var-ied starts to the season. Great West-

ern was going well while Tatyoon had failed to register a win, yet both teams’ seasons have turned around. Great Western has had a couple of losses and Tatyoon has scored its third consecutive win.

Tatyoon’s most recent victory came at the expense of Woorndoo-Mort-lake in a 78-point win.

Aidan Bell is rekindling last year’s form in front of goal, having last week booted six, and Tyler Cronin contributed four to see them both named in Tatyoon’s best. Sean Mc-Dougall also continues to put in a massive effort, producing another strong performance for the Hawks.

Great Western, coming off last week’s loss to Moyston-Willaura, will be looking to better players Robert Vaughan, Nathan Cocks and Nicholas McCartney along with goal scorer Nathan Shalders, with four goals last week, to fire on all cylin-ders to try and help their team back onto the winners’ list.

In other games across the league, Lismore-Derrinallum takes on Moyston-Willaura, Woorndoo-Mort-lake hosts Hawkesdale-Macarthur, Ararat takes on Penshurst and SMW Rovers, coming off a good win last week, travels to Caramut to play a side fresh from a win over Ararat.

Big W hunts for interleague winBy DEAN LAWSON

Wimmera Football League leaders will bank on a gilt-edged line-up and

solid preparation this weekend to win its reputation back as a country champion-ships force.

The Big W is on a mission to resurrect its statewide standing and a representative side taking on Casey-Cardinia League will boast muscle, talent and form.

The Wimmera League game is the first on the interleague card on Saturday before Horsham District League plays Loddon Valley League in a twilight encounter.

Of critical note for the Wimmera League this weekend will be the potency of its forward line, which features height, strength and obvious goal-kicking ability.

Warrack Eagles’ Peter Weir, Horsham joint coach Jordyn Burke and fellow Demon Dylan Parish are set to provide a three-pronged attack-ing backbone to work alongside the likes of in-form Ash Clugston, Horsham Saints wildcard Jacob Cooke-Harrison, Minyip-Murtoa dasher Jayden Beaumont and Josh Rentsch from Dim-boola.

Height and hardnessWimmera coach Louie Dalziel said height and

hardness in attack were crucial for success.“Ash Clugston is in stellar form and Dy-

lan Parish might push up the ground to float through the forward 50. We’ll see how it pans out,” he said.

The Wimmera’s defensive lines, meanwhile, have all the hallmarks of a smash-and-grab unit with several proven 50-50 contest winners win-ning a guernsey.

The steadying resolve of Garry Hallam, who Dalziel considers is in career-best form, and team vice-captain Phil Butsch are set to com-bine with ball-magnet Damian Cameron from Horsham RSL, dashing Demon Tyler Blake and Stawell last-line defender Jorah Margetson. Na-than Clough from the Saints might also be in the

mix for his work in the clinches and Dimboola’s Daniel Baker will provide safe hands and feet from the defensive side of the square.

Dalziel revealed that the build-up he and coaching off-sider Stuart Farr had adopted was similar to approaching a grand final.

“A lot of people say the next best thing to win-ning a grand final is representing your league. While we will have a touch more flare and be not as conservative as we might be in preparing for a grand final the principles will be relatively similar,” he said.

“We’ve had a campaign going for six to eight weeks and we haven’t altered our approach from the launch to the last training run. All the guys feel like it’s their own club they are representing.”

Horsham’s Nick Pekin is captaining the team and with Minyip-Murtoa’s John Delahunty and Dimboola’s Clancy Bennett will work under the rucking prowess of Dimboola’s Justin Chilver.

John Wood, also from Horsham, will make his representative debut on a wing and Dimboola stalwart Al McKinnon is set top provide experi-ence out of the centre.

Championship regular Clinton Midgley is the only unlikely starter through injury.

Casey-Cardinia will be a hard nut to crack considering the potential talent it might bring to the Wimmera.

Justin Berry was VCFL vice-captain last year, Scott Meyer is talented ruck man and Mark Holt kicked 159 goals for Cranbourne last year.

Steve O’Brien has played with Casey Scor-pions and is a former Gippsland Power captain and Narre Warren pair Mick Scanlon and Mi-chael Collins have good reputations.

A senior game starts at 2pm in a jam-packed program that also features under-18 and un-der-17 curtain raisers at 10am and noon respec-tively as well as the Horsham District League twilight match.

A Wimmera League 1988 country champion-ships premiership reunion in the Horsham club-rooms will start early in the afternoon.

WIMMERA FOOTBALL LEAGUE

By MICK SHANNON

Mallee Football League will be looking to make it four wins in a row when it takes on Central Murray League in the Worksafe Country Championships at Swan Hill this Saturday.

In the last three years Mallee has overcome Horsham District, North Central and Wimmera and now finds itself 14th on the VCFL champi-

onships table, one behind Central Murray.

Col Durie will again coach the team and will look to continue on with the same success that he has experienced over the past few seasons.

Beulah co-coach Gareth Hose will be assisting over what is sure to be another strong Mallee side.

Unfortunately for Mallee fans there have been several injuries to key players before the big clash but there will still be a lot of talent running through the team.

Stephen Lyons will look to lead the backline; with his strong pres-

ence at centre half back sure to make life hard for Central Murray’s key forwards.

Kim Hallam and Luke Spasic look set to fill out the other key defen-sive roles, while the hard-running Tom Summerhayes will supply Mal-lee with dash and skill off the half backline.

Young Sea Lake-Nandaly Tigers ruckman Dan McEwen will have a huge job in supplying first use of the ball to onballers Durie and Trent Donnan, with other midfielders Liam Price and Darcy Ryan looking to fil-ter through the centre at some point.

The Mallee team will look to use their speed on the wings to break the lines with the silky Jerry Wilson and Mitchell Taylor holding down the wing positions.

Up forward stands Mallee’s most prominent figure in Damian Cupido who will be keen to make his pres-ence felt.

Cupido has kicked 52 goals in six outings so far this season, including a massive 17-goal haul. If he and other gun forward Cliff Ryan can get on top then the Mallee will be a huge chance of claiming victory, es-pecially with Dale Shannon and Deek

Roberts lurking around their feet. Central Murray will field a strong

team that will hit in hard and not leave anything behind. But the Mal-lee boys are pumped up to make it four in a row and will consider them-selves a big chance of taking Central Murray down. The game represents the first time the two leagues have clashed.

Good luck to all players who have made it into the final team, let’s hope Mallee can keep its fantastic inter-league form going.

Interleague action will also include an under-17 clash.

QUALITY USED CARS - Huge range in stock!

Car-makers need to move fast-er with the roll-out of self-

braking cars to make significant inroads on Australia’s road toll, a safety expert has warned.

Associate Professor Robert Ander-son, deputy director of the University of Adelaide’s Centre for Automotive Safety Research, warned it could be as late as 2020 before the real-world benefits of cars that can sense a col-lision and either reduce or avoid it would have a positive impact on our roads.

He said active braking had the same potential as the introduction of seat-belts, airbags and even electronic sta-bility control in dramatically reduc-ing the death toll on Australian roads.

“With ESC – electronic stability control, which helps a car recover from a skid – it was quite a few years before we saw any effects on the road toll, because at the start not every car had it,” Prof Anderson said.

“You have to wait for quite a few years before you see data in the real world, so I would predict you would see the data from active braking com-ing through by 2019 or 2020 before we have enough information to say it is working.”

Key to that, he said, was encourag-ing car-makers to roll the systems out more rapidly than they were now, so

that the number of cars on Australian roads featuring active braking sys-tems built quickly.

“ESC tends to be an old car prob-lem with a loss of control by particu-larly young drivers. It’s taken a long time for the data from loss-of-control crashes to come through so we can pick it up,” Mr Anderson said.

“Active braking crashes tend to be very different types of crashes, par-ticularly if pedestrians are involved, and with critical mass we could pick up the data a lot more quickly.”

He said the university was develop-ing a crash test program to allow it

to rank how well these new systems were working, although devising the right test to weigh up a system’s performance was still in its infancy worldwide.

“It’s still at a stage where I think crash testing was many years ago, back to the 1970s when crash tests were first being developed,” he said.

In the meantime, the only way that independent crash test authorities such as ANCAP could reward car-makers for including technology that can potentially avoid hurting other road users – including pedestrians – is by giving vehicles a leg-up in their final score, Prof Anderson said.

“To be fair, giving bonus points is not really scientific, but we felt we had to start encouraging car-makers to include those sorts of technolo-gies,” he said. “It was the best thing we could think of at the time.”

However, this complicates things when, for instance, car-makers pro-vide a vehicle with anti-crash tech-nology, but down on the airbag count. It also doesn’t account for factors such as wet-weather braking perfor-mance, where low-rolling resistance tyres sometimes struggle.

Also complicating things is a num-ber of different technologies using varied methods of detecting other

cars and pedestrians, such as cam-eras, radar and ‘lidar’ – using laser beams to map out a 3D representation of the road ahead of the car.

Prof Anderson said it would help car-makers if all were to adopt the one technology, so that a single mod-ule would suit all vehicles in the same way almost all cars use the same electronic stability control module as a key part of their safety system.

Next stepHe said the next step was to break

through the systems’ low-speed thresholds to make them work at any speed.

“It’s the high speeds that are the greatest risk of death and injury to road users,” Prof Anderson said. “We’d like to see these systems de-veloped so they work at all speeds, and not just low speeds.

“Everyone has got different systems and different ways of doing things, but in the end we just want them to work as programmed.”

A number of car-makers includ-ing Volvo, Mercedes-Benz, Audi, BMW, Subaru and Volkswagen have introduced active braking on vehicles priced from as low as $13,990 before on-road costs.

Expert: Self-braking cars cut toll

IT STARTS HERE: University of Adelaide researcher Professor Robert Anderson says active braking needs to be on more cars a lot sooner to help cut the road toll.

Australia’s burgeoning sub-compact city SUV market

is poised to heat up in a big way over the next 12 months, and Ford’s Fiesta-based EcoSport will be right in the thick of the action.

The high-riding light hatch will arrive in showrooms at the end of this year, kicking off around the low-$20,000 mark – at least $5000 be-neath the larger Kuga – and going toe-to-toe with several all-new rivals to be launched in the coming months.

Australians will by year’s end have a choice between such micro-sized SUVs as the Holden Trax, Opel Mokka, Nissan Juke, Peugeot 2008 – as well as the EcoSport – with the chic Renault Captur to follow a few months later.

All of these models are smaller and will be cheaper than more established small and compact SUVs, and are not seen as traditional family car replace-ments like their larger siblings, but rather as jacked-up versions of the city-sized micro-cars on which most of them are based.

Car-makers have been down this road before – the Daihatsu Terios and original Holden Cruze, based on the Suzuki Ignis, spring to mind – but it seems the world has finally come around to the idea in earnest, with much of this push coming from

developing nations: the EcoSport is made in India and was developed in Brazil.

It may still be more than half a year away from our shores, but we’ve been given an opportunity to spend some time behind the wheel in the subcontinent.

Ford’s focus on emerging markets is obvious. The EcoSport has 200mm of ground clearance and more than 550mm of wading depth – which the company says is perfect for mon-soonal weather and dodgy roads.

However, the car will eventually go on sale in more than 100 countries, including most of Europe, where

Ford will instead leverage its high driving position and chunky wagon styling – replete with an old-school spare wheel on the tailgate – as key selling points to urban dwellers.

The EcoSport looks terrific in the metal. It would be stretch to call its styling macho, but not a stretch to la-bel it a shrunken Territory, especially from the front.

The lack of an underfloor spare naturally adds depth to the loading space. With the 60:40 split-fold rear seats tumbled forward, there is more than 705 litres of capacity – enough, as Ford oddly points out, for a fair-sized washing machine.

The instrument fascia is the same as that in the entry-level Focus and Kuga. Everything is situated where it should be, but our test car had a few minor quality niggles and the surfaces themselves were hard and a little cheap.

We are told the cars we drove were pre-production prototypes, meaning they were almost – but not quite – representative of stock that will roll into Australian dealerships.

Commendably, Ford’s promise to trickle its effective Microsoft-devel-oped Sync infotainment system down to even the lower reaches of its range has come to fruition. All EcoSports

will have voice control, Bluetooth audio and ‘emergency assistance’, which calls paramedics and reports GPS co-ordinates in a crash.

We’ve wanted to drive the tiny triple for a while now – it won last year’s International Engine of the Year award and will be added to the Fiesta range by year’s end – and first impressions are strong, with one no-table caveat.

ManualFord has no plans to offer any gear-

box other than a five-speed manual, since most large EcoSport markets favour DIY transmissions. The unit lacks a ratio, and is subsequently geared tall, but the shift action is well-weighted and positive.

Yet the lack of an automatic will make it hard for Ford Australia to market the 1.0-litre as its ‘premium’ offering in Australia, where automat-ics dominate SUV sales, despite the engine’s sophistication.

The fact the Ford is sourced in India means it ought to undercut its Euro-pean rivals, and its chic styling, sharp dynamics and roomy cabin indicate it should give them a shake-up.

But the lack of an auto option with the so-called ‘flagship’ EcoBoost turbo engine is certain to hurt sales.

Mike Costello© GoAutoMedia, 2013

Taking Ford EcoSport for a spin

SHIFT UP: The tiny 1.0-litre three-cylinder turbo engine available in the EcoSport is a ripper, but the lack of an auto option will hurt sales, with self-shifters consigned to an older atmo 1.5 petrol.

Holden Special Vehicles has officially uncovered its new

VF Commodore-based Gen-F high-performance model range, including the mighty super-charged GTS flagship that was caught on camera in an exclusive exposé by GoAuto.

Australia’s fastest production Com-modore will feature a 430kW/740Nm supercharged 6.2-litre V8 under its bonnet, although HSV has now re-vealed that the jewel in the heavily upgraded Gen-F series will go on sale in September – three months after the rest of the range.

While most of HSV’s range of se-dans, wagons, utes and long-wheel-base limousines will start to roll out of showrooms in mid-June, an engi-neering hiccup means its hero model – which can even park itself, with a little help – will not be available until later in the year.

Much of the HSV’s sheetmetal still comes from Holden – including difficult-to-change, high-cost parts such as the aluminium bonnet and bootlid – but the new performance range wears a significantly reworked nose and rear end, upgraded brakes, cutting-edge suspension and all-new rubber to help it all stick to the road.

The HSV range sports a design to give it a low, menacing stance on the road. The non-executive cars retain the now-traditional twin-nostril grille of the previous range, sitting above a trapezoidal lower airdam that looks very similar to the mouth of the Ford Mondeo, only inverted.

HSV has used the long, curved line above the headlights to build up shape on the bumper on either side of the airdam, while big blacked-out inserts house the foglights and a strip of LED daytime running lights that stay on even when the headlights are activated to give a distinctive night-time signature.

The side profile remains very Com-modore-like, with only a blacked-out cosmetic grille on the guard and, on higher models, changes to the rocker panel. The less-prominent wheelarch-es have given HSV a helping hand, with the wider tyres filling the well better than previous generations.

Down the rear, twin-lens LED tail-lights continue with the HSV theme,

and big, blacked-out diffusers, fea-turing the same deep-cut ‘V’ look as the front, house big chrome-tipped exhausts.

Standard features across the range reflect many of the running changes introduced to the VF Commodore, with a few HSV-inspired twists.

Carried across from Commodore are the MyLink entertainment system with satellite navigation, foglights, an electric parking brake, keyless entry and start, front and rear park-ing sensors, a blind-spot warning system and Holden’s semi-automated parking that can pick a spot and then automatically steer the car into it.

Buyers of a six-speed automatic

version HSV will get remote starting so, on a hot day, the car will fire itself up and run the air-conditioner before you even get to the door.

HSV’s touches include a ‘driver preference dial’ that allows the driver to select different suspension settings and steering weights, a launch control program for the six-speed manual cars, and 20-inch alloy wheels that shed kilos of weight despite growing to 8.5 inches in width down the front, and 9.5 inches down the rear. Brakes are also beefier, and wear bigger, harder compound pads.

The entry-level ClubSport, and its radically changed Maloo ute equiva-lent, come equipped with the LS3 6.2-litre V8 engine producing 317kW

of power and 550Nm of torque.Inside, there are cloth sports seats

with four-way electric adjustment for the driver, and carbon-fibre-look trim. The instrument binnacle is com-pletely redesigned for the HSV cars, including a much clearer tacho and speedo.

A pair of gauges mounted low on the centre console show battery volt-age and oil pressure, while the cen-tre console between the front seats houses a dial that allows the driver to easily switch between a newly introduced ‘touring’ mode, a more performance-focused ‘sport’ setting that weighs up the ClubSport’s steer-ing, and a ‘competition’ mode that winds back all the electronic aids.

The brakes run to four-piston forged aluminium callipers that alone cut half a kilogram of weight over the old cast units.

The entry-level Maloo is fitted with a soft tonneau cover instead of the hard cover provided for the higher-priced load-luggers.

Incidentally, the Maloo features a radically redesigned ‘sailplane’ – the winged area behind the cockpit – to increase rearward visibility, which was identified as a bit of a problem in the E-Series it replaces.

Stepping up to the ClubSport R8 sedan, ute or wagon introduces a mild change under the bonnet, with the LS3’s output stepping up to 325kW. Torque is unchanged at 550Nm.

HSV uncovers new Gen-F details

Volkswagen generally pulls the covers from something out-landish at the annual Wörther-see fan festival in Austria, and this year was no exception.

How does a maniacal 370kW/650kW Golf V6 concept racer for the road sound? Volk-swagen has called it the GTI De-sign Vision concept, and says it could theoretically roll up to a racing series tomorrow.

Wörthersee is something of a Mecca for Volkswagen enthusi-

asts, and it appears the Design Vision concept is one for them. Don’t expect to see anything quite like this on the road in the near future.

Under the nose sits a 3.0-litre twin-turbo V6, perhaps a nod to roadgoing Golf V6s of the past, which feeds power to all four wheels via a DSG dual-clutch transmission.

It’s enough to launch the car from zero to 100km/h in just 3.9 seconds, according to Volkswa-

gen, while massive front and rear discs – 380mm/356mm – with red callipers are employed to scrup off the new-found pace.

The outrageously styled concept has a far more aggressive stance than the regular roadgoing GTI – it’s 15mm shorter, 71mm wider and 57mm lower – and gets a sinister new nose design, bulg-ing haunches and rather radical racing-style cockpit.
