The Dean
Reflects
On The School . . . In 1927 we organized the law school as a self-sup
porting activity managed by lawyers and judges, and occupying minimal quarters in Old Main. During the moves to High School of Commerce, back to the house at 5063 Cass, and to the larger quarters at 5229 Cass, we improvised offices, classrooms, moot court room and library facilities. Despite the handicaps resulting from the lack of facilities, we have abundant evidence from the success of our graduates that the educational experience was a good one. Some of the handicaps may have been advantages, since class size for most of those years was limited by the size of the rooms available.
N ow that we occupy buildings especially designed for the educational functions that we are trying to perform, we can expect further improvement in the quality of the program. .
In these years we also changed from predominantly part-time students and faculty to predominantly fulltime students and faculty; we doubled and redoubled our library resources; we developed an excellent mootcourt program, and a law review of high quality.
The future for Wayne Law School is bright. The ~tudent body soon will reach one thousand, and a faculty of thirty or more is expected. Seminars in many specialized areas will then be feasible, and scholarship and research will be possible by reason of reduced teaching loads. Distinguished visiting professors (one from Australia will be here in 1968), outstanding speakers for lecture series; and the emphasis on law as a social science concerned with the problems of an urban society, such as poverty, crimes of violence, and discrimination, should encourage the students to consider law as a medium for public service and a profession dedicated to upholding the ideals of a government by law.
On His Career . . . I have mixed emotions as I near the end of my re
sponsibilities as Dean of this law school. During many years as part of the central administration of the University, I continued my teaching of a first-year class. Having convinced many extremely busy judges and lawyers that teaching the future lawyers was the best way to develop an intensive knowledge of some field of law, and to keep one's mind young and alert through the discussions in the classroom, it was embarrassing not to follow my own precepts. But since the course I taught required meeting the class at least three times a week, and Lansing trips and other meetings made it impossible for me to do so, I finally, in fairness to the students, had to forego the privilege of teaching. The intervening years, when a combination of factors made the resumption of teaching impractical, have not diminished my earnest desire to return to the clas'sroom; still it takes considerable temerity to return to teaching after such a long absence.
I have come to know many students in the last three years, but they were the students in leadership roles or in academic or financial difficulty. A first-year class offers a completely different experience, for I am convinced that the attitudes toward law and society developed in that year have a continued and pervasive influence throughout the professional career. To share in this development is a privilege, a privilege which I hope to justify.

A Senior Recalls Days In Old School LAW SCHOOL

The building hasn't changed much since the Law School moved to its new home last year . It hasn't even changed since you first walked in-that Septem ber, in 1964. They've closed some rooms, taken out some seats, done some painting and moved in some new desks. But the building looks the same. When you walk up the wide, time-worn cement steps, you still notice the huge cracks. And when you open the heavy, rustcolored door, it still squeaks.
As you enter, you look at the large, oddly-shaped room and you expect to see Mrs. Hall, voice soft and smiling. Then you remember she's over at the new building - the law center - sparkling, modern, carpeted.
YOU REMEMBER that first day in 1964. You had just received your bacheIOl"S degree. The year before you were confident. You knew half the administrators at the school. You were a senior.
That first day in September you were a freshman again . And you were scared. Your boisterous voice was a murmur that day as you said "Yes, please" to
the soft-voiced, smiling, silver-haired lady. But you didn't see the smile on her face. Every person was new-someone to be afraid of.
And now as you walk past the old Records Office, and you realize that she must have been smiling that day, you see the wooden stairs you walked hundreds of times-to class- and the Dean's Office.
YOU WERE AFRAID of the Dean, then. The tall distinguish ed man with the shock of gray hair. Gray, common at the Law School these days-always reminding you of the years of serviceyears that gave you that modern, twobuilding structure to study in during your last year. You're not afraid of the Dean anymore-not after you've seen his involvement in the School-a man's life.
You walk down the stairs and you remember the student lounge; the old, deep lounge chairs, fill ed with lunch bags and students. L aw students-some eating, some playing what seemed like an endless game of bridge. Now, the chairs are gone - as a re the students. The endless bridge game continuesin the new law complex - and the paper bags now clutter the new, modern student lounge.
* * THEN YOU SEE Room 11 . The class
room with the drinking fount a in that almost never worked. You took your
final exam in Freshman Procedure in there one muggy Friday night. You won't forget the outdoor record hop the undergraduates held ri ght outside those windows that summer night in 1965.
And you won't forget the redhaired kid that sat next to you in Room 11 half of your junior year; the kid with the good grades who left school. The kid who is now in Great Lakes Naval hospital with shrapnel wounds in his left arm.
You look out at what used to be the faculty parking lot and remember the day the law student and the law professor raced for the only space leftand the guilty, cowering look on the student's face when he realized whom h e'd beaten.
YOU WALK INTO the old law library where there never were enough ash trays, so the students threw c igaret butts on the floor or burned the edges of the study tables. And you think of the new library where there aren't any and the students still throw butts on the floor and burn table edges .
You start your walk back to the new school, but you're still thinking of the old. You remember when some of your classma tes started the Free L egal Aid Clinic - the student organization that Wayne would sanction, but not support monetarily because it was too risky. You r emember the guyS who rented

that dilapidated office on Grand Blvd., and you remember the Saturday they spent painting the walls and scrubbing the floors .
You chuckle a little because you recently have heard that the University has decided to support the clinic. It must not be risky anymore.
You think of what must be the most active student body in the School's history; the dances, coffee hours, speaker's luncheons, a student placement committee, a newspaper, an improved yearbook. You know of the hours expended; the workers unrewarded, but the product rewarding.
You're almost back at the building that's been your home for the last year and you're thinking of those who are the life blood of the Law School-the faculty. You think of the old, and, the new. The professor who came to the new building, the one who went elsewhere. The professor you loved, the professor you hated.
You don't hate anymore. Each was an individua l. Each had his way. Each contributed his part to your school, your life.
As you walk into the new law library, you realize you only have a few weeks left . On June 20, you'll be sitting in Cobo Hall and your family will be there watching you, proud. You'll w alk up and get that piece of paper you've worked for . They call it a J.D. now. Then you'll be a freshman again-a freshman in the world.
NEW HOME - For the first time in 40 years, Wayne's Law School has permanent quarters. The 2.5 million structure features five lecture halls, a 250,000 volume law library, seminar and conference rooms, a student and a faculty lounge and large study areas.

Luncheon

Retiring Dean Arthur Neef was honored twice by Wayne's law Alumni at a luncheon held on Law Alumni day, April 22, at the McGregor Memorial Confer ence Center.
John E. S. Scott, vice president of the Law Alumni Association, presented a distinguished service award, especially created for the Dean.
SCOTT SAID, "In recognition of 40 years of service not only to the Law School, but as master planner of the University, we add today's honor to several other honors the Dean has r eceived during his years of devotion to Wayne."
Tom Hewlett, vice president of O'Dell, Hewlett and Luckenbach, the architectural firm that designed the Law school, presented the Dean with a color photographic brochure of the school.
* * * WHEN ACCEPTING th e awards Dean Neef said, ' ''Although brick and morter don't make a law school, it sure helps. We not only recognize the beauty of the building, but its functional qualities.
"But all of us know that the students really make up the Law School.

Years ago, I used to look at the students and couldn't point out the ones who would a chi e v e success. Each generation of students has been different. And today, as in each generation past, ther e's a new attitude. There's a sense of dedication - a feeling of responsibility - that to me, wasn't present in prior generations. So I'm going back to develop that personal contact with the students that I never was able to have as an administrator."
Also during the luncheon, Donald E. Shely, president of the Association, told of the progress achieved by the organization during the y ear .
"This has been a most significant year for the Association and the Law School," Shely said. "This y ear, we received a report from a committee which was established to review the activities and conduct of the A ssociation, and as a result, lhere will be some changes."
Shely said that his group plans to publish a law alumni directory, reinstate next year the practice of giving distinguished alumni awards, set up a permanent library committee and attempt to increase financial aid
to the Law School. "We also have estatlished a place
ment committee to work with the Student Placement Committee in attempting to secure jobs for the School's grad ua ting seniors," Shely said.
At the luncheon, members of the School' s graduating class of 1942 w ere g iven a certificate in honor of 25 years of service to the legal profession .
Also, four law alumni were elected to member ship on the Association's Board of Governors. They a re : Floyd W estcott, Charles Fonville, Robert Pisurski and John Scott.
The program, which began with a coffee hour, also featured a pane l discussion on "The Need For Probate Reform in Michigan. Member s of the p ane l were Richard V. Wellman, professor of law at the University of Michigan; Frank L. McAvinchey, Gen esee County Probate Judge ; Stewart E. McFadden, vice president and trust officer of the National Bank of Detroit; and Darryl M. Coon, of Dean, Coon and Westphal.
Visi ting alumni also viewed a film entitled · "Anatomy of a Bankruptcy," and were given a tour of the n ew law center.
