Importantfoci include Indigenous conceptions and understand-ings of wellbeing and violence prevention and a focuson youth voice involving members of headspace.Asked to comment about her visit, the President told

The Voice of the Maltese that she is so looking forwardto her visit among the Maltese in Australia.“I look forward with enthusiasm to my visit and to

meet with our brothers and sisters, and their familiesliving there. So many Maltese and Gozitans havemade Australia their home, yet they are still an inte-gral part of our nation.” H.E. went on to say that during her stay she wishes to

meet with the Maltese Community wherever she willvisit, and to meet with the Maltese Associations there. She pointed out in particular, that she wishes to meetyoung people, descendents of Maltese, in order to dis-cuss with them their aspirations for themselves and forthe country of their fathers. In her a message to the Maltese living in Australia, she

said: ‘As your President, I am proud of all of you, and ofyour achievements and successes. My visit among youwill strengthen the bond that exists between the Mal-tese, whether living in Australia, or living in Malta, sharing common history, culture and values.”

The President has been consistently trying to drivehome these messages to the Maltese living abroad andin another message she sent earlier on the occasionmarking the Sette Giugno (June 7) commemoration atCivic Park Pendle Hill NSW. that was cancelled due toinclement weather, she called on the Maltese to con-tinue to be good ambassadors for Malta, to retain thestrong links between Australia and Malta and to pass

on to their children and grandchildren their lovefor Malta. In that message she also expressed her satisfaction

that such an important milestone in Malta's develop-ment towards nationhood continues to be commemo-rated outside of Malta and that the patriotic feelingsexpressed by Maltese in on June 7, 1919, demon-strated how strong was the desire for Malta to be free,to follow its own destiny and to proclaim its uniqueidentity.

She added that from this milestone of Sette Giugno,“Malta moved towards self-government in 1921, its ownnational anthem in 1922, independence in 1964, becom-ing a Republic in 1974, the departure of the last Britishsoldier in 1979 and joining the European Union in 2004.”Meanwhile, at the SWAPv inaugural conference, H.E.

One of the commitments I madeto myself when I took up therole of President of the Folk Fed-

eration was, regardless of the contro-versy that this may generate, to attemptto open a dialogue on diversity andwhy it is of importance to us not onlywithin this State but nationally.

I think the issue is far beyond one ofmusic and dance presentation. I sin-cerely believe it to be about nationalpolitics and about the national psyche.

It’s no secret that I have tended in thepast to be a rather strident critic ofevents, and in particular festivals, whereI believed diversity was being reducedand a disproportionate exposure tomusic that could be roughly defined asAnglo/Celtic was, in fact, increasing tothe detriment of other genres.

I have, on numerous occasions, dis-cussed the reasons behind this lack ofdiversity and they are valid to an ex-tent. However, I must also say that, re-gardless of the points discussed duringthese conversations, my discomfortcontinued and in fact amplified andcontributed to my decision to write thisas my ‘President’s report’.

This is intended as a discussion pointand not as a point of attack and I sin-cerely hope that the readership sees itthis way. The final precipitating event that drove

me to write on this topic was a talk I at-tended recently given by Paul Keating. In that talk he raised the issue of the fail-ure of Australia to take on the mantle ofthe Republic, as I too believe it shouldhave, and its continuing deference andallegiance to the Crown and GreatBritain and this nation's ties to its legacy.

He referred to our 'horse and buggy'constitution. The Constitution beginswith the words: “Whereas the people ofNew South Wales, Victoria, South Aus-tralia, Queensland and Tasmania, hum-bly relying on the blessing of AlmightyGod, have agreed to unite in one indis-soluble Federal Commonwealth underthe Crown of the United Kingdom ofGreat Britain and Ireland and under theConstitution hereby established.”The Flags Act of 1953 that also fixed in

law the design of the nation’s flag, wasto contain in the top left hand cornerthe Union Jack, and further strength-ened this nation’s allegiance to theCrown. This has now been further em-phasised by the Queen taking centrepanel on the new $5 note.

All of this is clearly understandableand acceptable given the historical con-nection that Australia has to the moth-erland. However, surely this thinkingis now somewhat out-dated and Aus-tralia has moved far beyond this unilat-

eral connectionto the mother-land alone.

This changehas been de-manded by atleast a couple offacts: that wehave close to200 immigrantcultures here inAustralia, and300 Indigenousl a n g u a g egroups. Beyond these substantial andimpressive figures, this nation hasclearly demonstrated the remarkable ca-pacity to not only tolerate but to embracethose cultures that emerge from back-grounds so significantly different to thatwhich is the nation’s ‘dominant’ culture. This embracing of these other cultures

has resulted in both a deep apprecia-tion amongst many Australians of thegifts that they bring and a new phe-nomenon, the merging with these cul-tures in the expression of a culture thatis uniquely Australian.

This clearly demonstrates a willing-ness to first accept these other culturesinto our own and then join with themto produce things of beauty that aregreater than the mere sum of the parts. This is my reasoning behind my de-em-phasis of the term ‘multi-cultural’ or‘multi-ethnic’ and my pushing of theterm ‘transcultural’.

It is this transculturalism that reflectsthe true diversity of this nation. It iswhat we do when we take people in andthen become, with them, members of abroader and more diverse society andcelebrate both their gifts and our unity.

It is also what tends to diminish whenwe are exposed to a culture of fear ofothers from non-English speaking coun-tries and a reactionary drive to close ourborders in the way that we have, and es-pecially in relation to asylum seekersand refugees. Even though some wouldconsider this to be a ‘long bow’ I do be-lieve that these are all related.

At the National Folk Festival, for ex-ample, this embracing of transcultural-ism was so clearly demonstrated by thestanding ovation that a wonderful andappreciative audience gave to Horseand Wood at the Trocadero, the tran-scultural act with which I performed asa guest. This response gave a clear in-dication that, while there needs to be aclear emphasis given to presentationsthat reflect the dominant language ofthis nation, there is also a hunger forrepresentation of other things.

It is this ‘crossing of boundaries’which I believe to be a truly Australiancharacteristic. It does not singularly de-fine the term ‘Australian’ because toclaim that it does would also negate themany other reflections that exist of thisnotion and nation. ‘Australiana’ has tobe a reflection of many elements of thisnation’s history both past and in its cur-rent formation of what will be regardedas history in the future.

The clear dominance of the defininglanguage group certainly needs to re-main. However, the beauty of what wedo when we all get together as a nationof people from such an enormous rangeof backgrounds is the foreground of ournational character. It is what defines us.It is what we are extremely good at, per-haps best at, in the global politic.

Transculturalism of our music anddance has always been one of our excep-tional capacities. In fact we express thisnot only in merging with our brothersand sisters who come from non-Englishspeaking backgrounds but we have alsodone it with respect to our English,Celtic and Gaelic brothers and sisters. We have crossed these boundaries with

them too and we play stunning deriva-tions and representations of what theygave many of our musicians as legacy.Very little of what Australians play asfolk music in this country can ever be re-garded as purely that of its source. It isAustralian music and I believe stronglythat it needs to be represented as suchwith respect to the source.

To conclude, I believe that any eventhere in Australia, while perhaps not‘beholden’ to take on any act or genreof acts, may in fact have a responsibilityto, wherever possible, reflect the demo-graphic makeup of this nation. I believeit goes far beyond mere economics. Itgoes to the very heart of what this na-tion is, what it ought to be and what itneeds to avoid being. Every element of folk music and dance

carries with it a political message. Theemphases carried may not only reflecta national psyche, but may also drive it.I wonder whether that thought alonemay require us to think deeply aboutthe challenge of bringing about a rea-sonable representation of national di-versity in our events.I write about this as current President

of the Folk Federation in the hope thatyou, the reader, take these comments asanalytical rather than critical, as seek-ing a solution to a challenge rather thanmerely a hollow criticism. These are myviews that I bring into this position andnot necessarily the views of the com-mittee of the Federation or individualcommittee members.

Why the Maltese islands havea special place in my heart by

BrittanyCordina

The things I could say about Malta,I could be here for days! A smalllittle country that doesn’t make an

impact on a map has the biggest placein my heart. I am proud to have Mal-tese heritage and proud to say thatMalta is the country where my grand-parents are from.

The first time I visited Malta was inthe summer of 2013. The only reason Iembarked on this travel was due to thetragic loss in my family the month be-fore. I was happy to completely losemyself in Malta; that is exactly what Idid. I had travelled for two weeks be-fore I arrived in Malta. My stay wasonly for a week but it proved that aweek is not long enough for the glori-ous Maltese islands.

I remember walking out of customsand greeted by my family members atthe gate filled with happiness and ex-citement. We set off for home. I was inawe. I had my head out the window ofthe car most of our drive taking ineverything my greedy eyes were see-ing.

We reached Cirkewwa and set off for

Gozo. You can still ask me to this day, which do I prefer, Malta or Gozo? I willsay Gozo any time, because for me,now it’s like home.

Throughout that week I was takeneverywhere that I could imagine. I sawall the magnificent sites Malta andGozo have to offer.

I spent my days all over the Malteseislands but began to fall in love with aspecial place in San Lawrenz, Dwejra,in Gozo.

I spent my sunsets at Dwejra, watch-ing the sun disappear off into theocean. I also managed to fall in lovewith one of the forgotten little islandsamongst them all, Kemmuna. Itsbeauty is out of this world.

After this trip I went home dreamingof Malta and spreading my excitementand passion. I managed to convince mybeautiful Nanna to make a trip to Maltaafter not returning for the last 40 years.Being there with her was an experiencein itself. Losing my mother when I was young,

I was raised by my Dad and my Nannaand Nannu. Travelling to Malta with

Nanna was like taking a trip with myMother. We explored the country together and

shared these moments that I will neverforget. When I was a little girl shewould always tell me stories aboutMalta and how life was when she wasyoung. To finally be there with her andhear the stories and see the places wasmagical. I then became a part of a group of peo-

ple who shared the same passion andexcitement for everything Malta as Idid. We all embarked on this journeytogether and explored.

I travelled around with these friendsand we had the greatest times withsome funny memories: Memories ofthe Maltese living abroad convention, family dinners, day trips, endlessnights in Paceville and simply walkingthe beautiful streets of our motherland.

Three years on, I have now travelledto Malta six times and every time is asgood as the last, if not better. Each timewas special for me as they weren’t allthe same.I can’t wait for my next trip.

of Malta, Marie-Louise Coleiro Preca toAustralia where she would be able to meetwith the Maltese community that has beenlonging to greet her in our midst since herappointment.

Thanks to the Voice we manage to follow

most of Her Excellency’s contribution to theMaltese society in Malta and despite our dis-tance we have learned to appreciate what sheis doing in order to bring unity to the coun-try, that I am so sorry to say is showingcracks of political disunity.Though most of us have left our country of

birth many years ago, some perhaps forcedto, because of the political divide and lack ofwork opportunities, we still treasure all thatis Malta and we are saddened when we learnthat despite the fact that the island has be-come so successful in the international arena, there are still those, who for political or ul-terior motives try to belittle its achievements.President Coleiro-Preca’s efforts should be

appreciated by all of us and I really hope thatthe Maltese community in Australia willgive her the welcome she so deserves.

Maltese organisations that so readily cele-brate anything that is Maltese should be onthe forefront of this welcome. By the reac-tion of the Maltese-Australians I know, andfrom what I have already read in The Voicefrom readers of this magazine, I am sure theywill. Even the anticipation itself of the Pres-ident’s visit is generating a lot of excitement.

We are all so looking forward to this visit, therefore the Australian Maltese groupsshould do everything possible to enable thegreatest number of Maltese possible to meether.

Kien hemm diversi as-petti li kienu laqtunidwar is-sitwazzjonipolitika t'hawnhekk

(tal-Awstralja) meta rfist l-g˙at-ba ta' dan il-pajjiΩ meraviljuΩaktar minn g˙axar snin ilu. L-ewwelnett, kienet ironika li l-kap tal-pajjiΩ hija r-re©inaEliΩabbetta, fatt li mallewwel˙adni lura fiΩ-Ωmien, peress likont ©ej minn Malta fejn l-in-dipendenza mir-Renju Brittan-niku kienet ilha li ˙aditha˙amsin sena.Kont innutajt ukoll il-gvernijiet

Danjg˙odd ukoll g˙all-elezzjonjietdiversi li g˙addejt minnhom,kemm fil-livell lokali, statali ufederali.

Nista' ng˙id li fiΩ-Ωmien qasir li ilni l-Awstralja, l-elezzjoni Fed-erali ta' din is-sena tidher li hija l-iktar wa˙da interessanti g˙alija.L-ewwel ra©uni hi li g˙all-ewwel darba qed ikolli esperjenza tal-elezzjoni g˙all-membri kollha tas-Senat, mentri s-soltu ji©u elettibiss nofs il-membri tas-Senat.

Ra©uni o˙ra hi l-appo©© li dejjem jidher li qed jikber fil-partitiΩg˙ar u l-indipendenti min-na˙a tal-eletturi. Fl-elezzjoni tal-2013,kien hemm diversi kummenti dwar senaturi li ©ew eletti wara ling˙ataw inqas minn 1% tal-ewwel vot, u spiççaw telg˙u min˙abbapreferenzi tal-vot li ˙afna nies ma kinux jafu fejn se jispiççaw.

Il-gvern Liberali bidel ir-regolamenti, bl-g˙ajnuna tal-Partit tal-Óodor, bl-g˙ajta li r-riΩultat ikun iktar qrib tar-rieda tal-poplu.Mhux mistqarra kienet ir-rieda tal-koalizzjoni tal-Gvern li tonqosis-sitwazzjoni fejn l-a©enda parlamentari tieg˙u ti©i sfrattata mill-partiti Ω-Ωg˙ar u l-indipendenti. Bla dubju wkoll din kienet ir-ra©uni g˙aliex il-gvern iddeçieda li jxolji

s-Senat kollu, sabiex jer©a j˙allat il-karti, u jispera li jirriΩulta f'Senatiktar mane©©evoli (ji©ifieri b'inqas membri mhux tal-gvern). Imma fil-fatt, jista' jkun li l-gvern ta' Turnbull se jibqa’ b'xiber imnie˙er.Qg˙adt in˙ares ftit lejn l-istatistika elettorali ma˙ru©a mill-Parla-

ment Federali Awstraljan1, u ri©t ftit grafika biex nifhem a˙jar ix-xejriet f'dan il-qasam, li tistg˙u taraw ma' dan l-artiklu.

Óarist lejn l-elezzjonijiet mill-1983 sal-2013, kemm tas-Senat kifukoll tal-Kamra tar-RappreΩentanti. Ìbart ir-riΩultati tal-Partitiflimkien hekk: il-partit Laburista, Liberali, Liberali Nazzjonali, Naz-zjonali u Liberali tal-Kampanja (Country Liberals) mi©bura b˙alaPartiti Kbar (PK), u l-bqija nkluΩi l-indipendenti b˙ala Partiti Ωg˙ar(PÛ). Sibt diversi punti ta' interess.Bdejt bis-Senat, fejn l-iktar li jissemma l-impatt tal-PÛ. Jidher li dawn

g˙andhom appo©© konsiderevoli, li mill-1983 'l hawn kien dejjem iktarminn 13% tal-voti li jg˙oddu (formal votes), u fl-elezzjoni tal-a˙˙ar,fil-2013, din anke telg˙et g˙al 33%! Madankollu, il-persenta©© ta' Sen-aturi li tellg˙u kien dejjem inqas mill-voti li qalg˙u.Mill-banda l-o˙ra, il-PK kellhom is-sitwazzjoni l-opposta, ji©ifieri

li l-persenta©© ta' Senaturi li tellg˙u kien dejjem iktar mill-voti liqalg˙u. G˙alhekk, persenta©© pjuttost konsistenti ta' voti li

ng˙ataw lill-PÛ in˙lew. Dan il-persenta©© kien bejn 2-12%.

Fil-Kamra tar-RappreΩentanti,kellna storja simili, fejn il-PÛ de-jjem tellg˙u inqas si©©ijiet b˙alaproporzjon, u l-PK dejjem tel-lg˙u iktar. Li kien notevoli kienkemm kienu l-voti mo˙lija f'danil-Parlament: bejn 6-20%.Dan huwa g˙add enormi ta' voti

mo˙lija, u huwa r-riΩultat tas-sis-tema li tintuΩa fid-distretti tal-Kamra tar-RappreΩentanti, fejnikun hemm rebbie˙ wie˙ed (firstpast the post) f'kull distrett, sis-tema IngliΩa.

Hemm inqas ˙ela fis-Senatmin˙abba s-sistema proporzjonalifil-vot, b'iktar minn membruwie˙ed ji©i elett f’kull stat u ter-ritorju.

L-appo©© tal-PÛ fl-elezzjonijiettal-Kamra tar-RappreΩentanti de-jjem kien imdaqqas, anke sa 20%,u f'dawn l-a˙˙ar tliet elezzjonijietdejjem Ωdied, imma f'kull elez-zjoni dejjem kien inqas mill-appo©© fis-Senat b'bejn 3-12%.Dan ninterpretah b˙ala li ˙afna

eletturi li jappo©©jaw lill-PÛ jafu li l-voti mo˙lija huma g˙olja ˙afna,u g˙alhekk i˙ossuhom kostretti li jivvutaw lil xi kandidat ta' PK.

Din is-sistema hija fil-fehma tieg˙i travestija tad-demokrazija.Óafna mill-PK jg˙idu li huwa a˙jar hekk g˙all-istabbiltà politika,imma mhux hekk jaqblilhom jg˙idu? Is-sistema b˙alissa tiv-vanta©©ja lill-kbir, u l-kbar m'g˙andhom ebda interess li jnaqqsul-influenza tag˙hom stess.Iktar kmieni dan ix-xahar, il-partiti Liberali u Laburisti ˙abbru li se

jag˙tu preferenzi lil xulxin, sabiex jnaqqsu l-possibiltà li l-Partit tal-Óodor itellg˙u membri tal-parlament fil-Kamra tar-RappreΩentanti. Jidher çar li din hija preokkupazzjoni kbira tal-PK, li qed jibΩg˙u

mill-PÛ u o˙rajn indipendenti. L-Awstralja, g˙alkemm iΩolata©eografikament, mhix iΩolata mix-xejra globali fejn in-nies xebg˙usal-ponta ta' mne˙irhom mill-partiti tradizzjonali, li ma j˙ossuhomxjirrappreΩentawhom iktar, u lesti li jippruvaw il-©did anke jekk danfih ir-riskji tieg˙u.Jien l-istabbiltà na˙seb li hi importanti, imma ma jidhirlix li l-PÛ

neçessarjament iwassal g˙al nuqqas tag˙ha. Irrid ng˙id ukoll lig˙alija hu iktar importanti li jkollok deçiΩjonijiet li jittie˙du li jkunuta' fejda g˙all-poplu kollu minflok g˙all-ftit ipprivile©©jati, millijkollok stabbiltà.F'dan il-pajjiΩ, jidher li ˙afna nies m'g˙adhomx ji©u daqshekk af-

fettwati mill-biΩa' li jippruvaw ixerrdu l-PK. Din fil-prinçpju hi˙a©a tajba, fil-fehma tieg˙i, u l-g˙aΩla ˙ielsa fl-elezzjoni hija l-quççata tad-demokrazija. Madankollu, b˙al mal-PK m'g˙andhomx il-monopolju fuq politika

bis-sens f'kull qasam, il-PÛ u l-indipendenti wkoll m'g˙andhomxdan il-monopolju. Min jag˙mel sens f'qasam, min f'ie˙or, u min fl-ebda wie˙ed!L-g˙aΩla dejjem tibqa f'idejna! Ma ninsewx li poplu jkollu l-gvern

li jist˙oqqlu!Imma kura©©, nivvutaw bil-qawwa tal-konvinzjoni f'min nemmnu

li jirrappreΩentana fis-s˙i˙.

Alexey Ulyukaev, the Russian Ministerfor Economic Development declaredto Maltese Prime Minister Dr. Joseph

Muscat at a bilateral meeting in St Petersburgthat Russia wanted to increase its trade rela-tions, and is also very interested in global in-vestment with Malta.

During the meeting the Russian ministersaid that Russia was prepared to work on atechnical analysis to identify sectors where itcan open collaboration and new opportuni-ties.

On his part, Dr. Muscat, who earlier had aplanned meeting with the Russian DeputyPM Arkady Dvorkovich, said that Malta’s re-lations with Russia have not developed alongthe same lines as those with other countries, for example China with whom Malta hasstrengthened its ties in the past three years,so, he added Russia’s interest in increasing

its com-m e r c i a lties withM a l t am a k e sm o r esense.

The twopolitician’sm e e t i n gwas heldon thes ide l inesof the two-day Inter-n a t i o n a lEconomicForum in St Petersburg that the Maltese PMattended along with a number of leaders, in-cluding United Nations Secretary GeneralBan Ki moon who also addressed the plenarysession, EU Commission President JeanClaude Junker and the only other Prime Min-ister from a European country, Italy’s PrimeMinister Matteo Renzi.

Dr. Muscat was one of the speakers at theForum that dealt with the distribution of eco-nomic wealth in order to reduce inequality. The Forum, an annual event, which was cel-

ebrating its 20th anniversary, brings togetherabout 1,000 top names made up of heads ofstate and governments, political leaders, leading experts and global company execu-tives. During it a number of agreements areconcluded between multinational companiesand Governments.

While Dr. Joseph Muscat was in St Pe-tersburg, he was interviewed by the

prestigious Bloomberg Television about thepossibility that Britain votes toleave the EU.

He said that the practicalchanges that would ensueshould Britain choose to leavethe EU are not being discussedproperly within Britain itself, and that whatever happens, thechanges need to be made.

He believed that the cam-paign was being written-offway too early. “What is defi-nite is that the debate in theUK has not really focused onwhat happens if the UK de-cides to leave the EU,” hesaid.

Whatever the result may be following thereferendum, Dr Muscat said that “most EUmember state Cabinets will host meetings, results will be discussed and we will bepreparing for the EU Council meeting onTuesday. Whatever happens some changesneed to take place.Asked about what will happen to the Coun-

cil Presidency, seeing as Britain is scheduledto take over following Malta in June 2017, DrMuscat said that was a minor detail, and thatanother country can takeover beforehand.

“That’s not the issue – what relationshipdoes the UK want to have with the EU?Does it want access to the single market? Ifso, that comes with certain obligations. Whathappens if this generation wants out and thenext wants in? They would not have thesame deal on the table,” Dr. Muscat said.

By the end of April this year, from atotal of 143 individuals that success-

fully completed Malta’s “citizenship byinvestment” scheme (IIP) spent more than€25.5 million in property acquisitions inMalta, while others have rented propertiesin Malta amounting to a total investmentof €12.2 million over five-year period.

Replying to a Parliamentary question,Minister Owen Bonnici said that thiswould have a positive impact on our econ-omy.

A number of applicants of the IIP (23)have set up companies in Malta. The totalnumber of companies set up amounts to27, and there might have been other com-panies that the agency is not informed of. The Minister added that ever since the In-

dividual Investors Programme started, 68non-governmental organisations and phil-anthropic organisations have benefittedfrom a prerequisite for IIP applicants tomake donations to NGOs and philan-thropic associations. The donations to-talled €791,900. He did not excludefurther contributions that Identity Maltawas not informed about. Since its introduction in 2014, there havebeen 1,208 applications for residency inMalta; 667 have applied for citizenshipand some 320 applications are still beingevaluated.

The New York Times named Malta in third place among the “52 Places to go in 2016”list in its Sunday Travel Section, describing Malta as, “An affordable Mediterranean

playground with a superb climate, sublime beaches, megalithic temples and a distinctivecrossroads culture.”Among Malta’s attractions it named three UNESCO World Heritage Sites and also stated

the island’s capital, Valletta, has been named the European Capital of Culture 2018.It further described the Maltese Archipelago as being made up of three inhabited islands

that visitors should explore, they being, Malta, “home to buzzing Valletta, a UNESCOWorld Heritage city of stunning limestone buildings; Gozo, more tranquil and with adramatic coastline filled with great spots for diving; and idyllic, car-free Comino, whichhas one hotel and few residents.”Since re-establishing a Malta Tourism Authority presence in the US two years ago, the

Malta Tourism Authority has seen an increase in the number of Americans visitingMalta, and this article in such a prestigious newspaper, Malta is bound to lure even morevisitors from the US to discover the ‘hidden gem’ of the Mediterranean.

Meanwhile, according to NSO, total inbound visitors to Malta from January to Aprilamounted to 446,226, an increase of 11.1 per cent over the same period in 2015. Totalnights spent by inbound tourists went up by 9.3 per cent, surpassing 3.1 million nights.Total tourism expenditure during the same period was estimated at €332.5 million, that

is, 7.0 per cent higher than that recorded for 2015. Total expenditure per capita stood at€745, a decrease of 3.7 per cent when compared to 2015

Action plan to give new life to Valletta

The transition of management process atthe Gozo, St Luke’s and Karen GrechRehabilitation hospitals from the gov-

ernment to Vitals Global Healthcare is under-

way with the complete management takeoverexpected to take between 30 and 60 days.

Vitals who have a medical services agree-ment with Harvard University’s PartnersHealthcare giving assurances of the provisionof better medical services to patients andalong with the government, also pledging thatsuch services given to the Maltese citizenswould remain free of charge.

Employees will remain government‘s withcurrent government wages. There will also bean investment of €40 million in new equip-ment while a further €180 million would beinvested in the hospitls’ infrastructure withwork commencing in the coming days.

At the signing of the agreement with VitalsGroup Healthcare director Ram Tumuluri,Health Minister by Dr Chris Fearne said thatthe €220 million project that Vitals have takenup for a 30-year period means that all currentemployees would be retained, while an addi-tion 1,000 new employment opportunitieswould also be created. A radical push towardsmedical tourism will also be given.Speaking on behalf of Vitals Group, Mr Tu-

muluri said that the whole project on the threehospitals is due for completion by July 2018.Gozo Hospital which will be linked to Bartsmedical school will start engaging interna-tional students as of September next year.

Govt. signs agreement for VGH to takeover management of new hospitals

The government has launcheda new document that in-cludes an action plan aimed

at the regeneration of Malta’s cap-ital, Valletta that is also targeted atattracting more people to take upresidence in the city. Unveiling thedocument, permanent SecretaryMario Cutajar and Planning Au-thority Chairman CEO JohanButtigieg said that the new docu-ment would be open for publicconsultation.

Mr Cutajar said that the strategystarted off as a master plan, but thencollated into an action plan. Thedrafting of the document includedconsultation with various entities.“Valletta is a UNESCO world her-

itage site, but that does not meanthat we can look at the city as a museum, and the plan seeks to regenerate the city be-yond 2018, when it will be the EU’s capitalof culture,” Cutajar said, adding that theplan sought to reinstate it as an entertain-ment hub. He pointed out that the city currently has

an ageing population with many of the res-idents in the 60+ category, so the aim ofthe strategy is to give Valletta a new leaseof life in its culture, residential, commer-cial and administrative sectors. He saidthat one of the foremost plans is that ofmaking the city more attractive for newresidents by offering them incentives, andfor this to happen Valletta has to becomemore accessible to new residents from dif-ferent spheres to make it a more habitableenvironment. Currently 75% of Valletta’s properties are

hired out on a rental basis, so the plan in-cludes urban planning to encourage moreresidents to move to the city. Mr Buttigieg said, “We want to give Val-

letta a new life, and to spread the idea thatit is not just a city where people go towork, but a place where people can live.” He added that it was important for the re-

generation plan to look at all the city’s di-versities and therefore should be an all-en-compassing plan taking into account theinformation gathered, and should be aflexible plan adapted to change

Chris Cardona, the Minister for theEconomy, Investment and Small Busi-

ness in the current Labour government inMalta (pictured right), has been electedLP’s deputy leader for party affairs with389 votes, winning a three-horse race withJustice Minister Owen Bonnici and DrStefan Zrinzo Azzopardi in a run off.Cardona, 44, and Bonnici managed most

votes on the first day of voting but nonehad gained the required 51%, thereforeZrinzo Azzopardi was eliminated and theother two faced-off on the next day. Car-dona eventually won by garnering 389votes, that is, 53.4% of the votes cast, toBonnici’s 339.

In his first comments to the media, Dr

Cardonasaid thePL mustn o wfocus onbuildingbridgesboth in-ternallyand ex-ternally,and thatthe en-t h u s i -asm shown during the election campaignwould be used to ensure both a strongparty and strong government.

According to the Planning Authority, thenext step is that of introducing the city tobetter management. The strategic plan isexpected to commence with a pilot proj-ect.

The Baird government will offer refugeesa priority pathway to public service jobs

in a new commitment that puts it at oddswith recent comments by federal Immigra-tion Minister Peter Dutton. At least 100 public sector jobs will be created

for refugees over the next 12 months. Al-though the scheme has been designed to assistthe additional intake of refugees fleeing con-flict in Syria and Iraq, all refugees who arrivedafter December 2015 are eligible.

The NSW Co-ordinator General forRefugee Resettlement, Peter Shergold said,“No refugee comes here wanting to live offwelfare. They all want to build new lives fortheir family.”

The move stands in contrast to commentsmade by Immigration Minister Mr. Dutton, who said "illiterate and innumerate" refugees"would be taking Australian jobs" or "lan-guish" on the dole.

Professor Shergold said the NSW govern-

ment was the single largest employer in thestate, and wanted to lead the way in offeringjobs to newly arrived refugees.

The NSW public sector's workforce diver-sity rules have been changed to categorisehumanitarian visa holders in the same wayas disabled or Indigenous job candidates.“It will be open to anyone who arrives as a

refugee, from December last year, and theycan apply during their first five years here,”Professor Shergold said.

NSW settles 4,000-5,000 refugees a year, and will additionally resettle half of the12,000 Syrian intake pledged by formerPrime Minister Tony Abbott. Shergold said most of the 6,000 Syrians and

Iraqis to be settled in NSW will be children, with only 15,00 adults expected, of which800 were likely to be looking for work.“Although there will be refugees who arrive

that do not have English language skills ordo not have trade skills, there will be signif-icant numbers who do,” he said.“Refugees in Australia are given good sup-port in their first few months, but what theyreally want most of all for their children iseducation and what they want for themselvesand their older children is to find a way toget jobs. The more they pay their taxes, themore they contribute to Australian society.”

As we go to press, the Federal elec-tion in Australia is only days away.An election to determine all 226

members of the 45th Parliament of Aus-tralia will take place on Saturday July 2after an extended eight-week official cam-paign period. It is the first double dissolu-tion since the 1987 election; 15.6 millionare ready to vote

Elections in Australia use a full-prefer-ential system in one vote, one value sin-gle-member seats for the 150-memberHouse of Representatives (lower house)and is changing from full-preferentialgroup voting tickets to an optional-prefer-ential single transferable vote system ofproportional representation in the 76-member Senate (upper house). Voting iscompulsory.

By Westminster convention, but subjectto constitutional constraints, the decisionas to the type of election and its date is forthe Prime Minister, who advises the gov-ernor-general to set the process in motionby dissolving the lower or both house(s)and issuing writs for election.

The Coalition (Liberal & National Par-ties) won the 2013 federal election with 90of the 150 seats in the House of Represen-tatives, on a swing of 17 seats or 3.6 pointson a two-party basis, defeating the six-yearLabor government. Labor holds 55 seats,

and crossbenchers hold the remaining five. The Abbott government was sworn in to

office on September 18 2013. Kevin Ruddresigned as Labor's leader following thedefeat of the party. Chris Bowen becamethe interim leader in the approach to aleadership election. Two candidates, An-thony Albanese and Bill Shorten, declaredtheir candidacy; Shorten was declared thewinner on October 13 2013.

The Voice of the Maltese is not making

any predictions but it is likely that wecould have a repeat of the 1998 result inwhich Kim Beazley (Labor) won the pop-ular vote but failed to gain enough seats toform a government. Labor is chasing a 4.4per cent swing to win the 21 seats it needsfor the required 76-seat majority. We urge all our readers to go and vote on

July 2. Let us all exercise our democraticright by electing the government we de-serve.

Australia decides on July 2

At odds with the Immigration Minister

Incumbent Malcolm Turn-bull (left) and Bill Shortenvying for Aussie power

In a warning against economic complacency, the Aus-tralian Prime Minister Malcolm Turnbull said in an in-terview with Peter Hartcher of Fairfax Media: “you

only have to look at some of the resource-dependent coun-tries, the oil states to see that having an enormous resourceisn't always a blessing." Australia is in danger of being left behind. Most oil states

are economically backward dictatorships. The comment is reminiscent of Paul Keating's 1986

warning that Australia risked becoming a “banana repub-lic” unless it could rid itself of a resource dependency“cargo cult"”mentality.

Turnbull said that we don't have, post-mining boom, aunique comparative advantage in some sort of physicalasset, so have to make our greatest asset ourselves. Itmeans focussing on enabling Australia's enterprise. He has warned of dark times without reforms. “This is a

time in which we could very easily be left behind. Clearlyyou have to be on the frontier of innovation, got to be moreproductive, more competitive, more open to the big newmarkets, you've got to be able to take advantage of them.”

Former Labor leader and onetime defence minister KimBeazley has cautioned that dramatic changes in military

technology over the next decade could have an impact onAustralia's $50 bn submarine replacement programme, giventhe rapid development of unmanned submersible platformsthat are better able to detect conventional submarines.

Mr Beazley told Fairfax Media from Singapore wherehe was attending the Shangri-La regional defence summit,he was not arguing for the abandonment of the plan to ac-quire 12 new submarines, which was the centrepiece ofthe government's recently-released defence white paper.

But he said: “Technologies in the military sphere areabout to change dramatically, and the comfort that wehave with [contemporary capabilities] … could very wellbecome an obsolete one, well short of the time limit”He said the key questions around defence equipment were“not so much will the money be there, but will the tech-nologies be right … it's a warning flag.”

The Australian Honours are awarded twice yearly, on Australia Dayand for the Queen’s birthday. This year it coincided with the Queen’s90th and the June long weekend.

The Queen’s list celebrates the efforts and achievements of 771 Aus-tralians. There was an overwhelming dominance of male nominees. Ofthe nation’s 13 most eminent honourees, three are women, reflecting agender imbalance in leadership and community roles in Australia’s publiclife.

The Voice has managed to note at least one recipient of Maltese descent. He is Frank Alfred Galea from Douglas Park NSW for services to youth.

Australian air force Cadets commanding officer Frank Galea has spentthe last 15 years giving young people their wings, and now he’s beenawarded the Medal of the Order of Australia (OAM).

The Douglas Park resident has been a reserve in the Royal AustralianAir Force since 1978, and a commanding officer of cadet squadron 303since 2001. He said he felt very proud to be awarded the accolade as partof the Queen’s birthday honours for service to youth,

“It’s a big surprise and I am very humbled,” he said.“For guys that are in the air force these things mean a lot to us; I’m just

ecstatic.“It’s a very high privilege to know that people think of you that way.”

The Board of Studies Teaching and Education Standards hasagain warned the Maltese community that the Maltese languageis at risk of suspension due to its very small candidature in 2014

and 2015.The Board of Studies and curriculum and assessment authorities

across Australia have decided that three criteria need to be met to en-sure that continued provision of a language at HSC level.

One of these criteria states that where the national candidature of anationally assessed language falls below a total of 15 students, for eachof three consecutive years, the language subject will be suspended untilsuch time as there is evidence that projected student numbers haverisen significantly.

According to CCAFL, Maltese has been identified as a subject that isat risk of suspension. Should the final 2016 candidature in Maltesealso fall below 15 students nationally, Maltese will be suspended fol-lowing the 2016 HSC examination. The suspension of a language allows students to complete studies cur-

rently undertaken in the HSC.If the Maltese were suspended, it would not be offered as a language

subject from January 2019, and the following would apply:2017 – last year for Year 11 enrolments in Maltese2018 – Maltese not offered at Year 11. Last year for Year 12 enrol-ments and Year 12 examination for Maltese.2019 – Maltese not available as a (insert certificate) course. Students

will not be able to repeat Maltese at year 12.If Maltese is suspended through this process, at some time

later the syllabus for Maltese may be reactivated if docu-mented evidence can be provided to BOSTES of its sus-tainability and viability. The Board of Studies, Teaching and Education Standards

NSW (BOSTES) participates with other curriculum andassessment authorities across Australia in the delivery andassessment of many language subject through the Collab-orative Curriculum and assessment Framework for Lan-guage (CCAFL) Project. This collaboration enables the national provision of small

candidature language subjects for study at year 11 andYear 12 that can be accredited towards the Higher SchoolCertificate (HSC).

We are hopeful that with the co-operation of all Malteselanguage schools in Australia, sufficient students to meetthe stipulated criteria will be sitting for their HCS at year12 this year.

Among the thousandsthat enlisted with theAustralian Imperial

Force during the First WorldWar, a number of them wereactually migrants who an-swered the call to defend theircountry of adoption. Althoughat the time, the number of Mal-tese in Australia only amoun-ted to a few hundred, about 53of them joined their Australian andNew Zealand mates to fight for ‘Kingand Country’.

Their story is told in abook soon to be publish-ed this year titled ThreeAnzacs from Malta, by DrGiaconda S. Schembrifrom Melbourne. Thebook is further illustratedwith photographs, ex-tracts from a war diaryand original letters.

Dr Schembri told TheVoice of the Maltese thatthe book “is a true storyof friendship, love andloss”. It recounts thejourney of Charles Bo-navia, Waldemar Be-ck and Anthony Xue-reb, three young Mal-tese men, who left theirsmall island for Aus-tralia, hoping for a betterfuture on the other sideof the world.

They soon settled intheir adopted home, se-curing good jobs, forgingnew friendships, and finding love.

Their carefree days did not last asthe sombre clouds of a global wardarken their world. All three wouldbe thrust in one of the deadliest con-flicts humankind had ever seen,

which would destroy a whole gener-ation of youth. From the tiny Mediterranean island

of Malta to the vast Australian con-tinent, to the unforgiving slopes ofGallipoli, and all the way to the

muddy tren-ches in Flan-ders, ´ThreeAnzacs fromMalta´ followsthese youngmen as theycarve out theirdestinies. It is a timeless

story aboutmigration, theheartache ofseparated fam-ilies, war andloss, out ofwhich no oneemerges un-scathed. But itis mainly a

tribute to the tenacity of the humanspirit, even in the face of enormousadversity, and a celebration of thevirtues that transcend borders andtime: courage, friendship and love.

Dr Schembri told The Voice that shewas inspired to write the book afterreading John Mizzi: Gallipoli –TheMalta Connection. She consulted thenational Archives of Australia inCanberra and tracked down familymembers of the men, who providedmemories.

There are 202 members of the Aus-tralian Imperial Force and 72 mem-bers of the New Zealand expedi-tionary Force buried in Malta. The book can be acquired by order-

ing it directly by phone: 0405 534303 or by contacting the author her-self by email: [email protected].

Parramatta Eagles and the other teams withthe Eagles disappointingly suffering a heavy2-5 home defeat at the Melita Stadium, butthen showing great character to return totheir best to beat league perennial “enemy”and league runners-up Blacktown City awayby 1-0.On a day of plenty of action and a fair share

of goals and excitement in Round 14, Parra-matta Eagles figured in the match of thatround that unluckily ended in great disap-pointment as they lost 2-5 to Manly United. Despite an evenly contested first half, Par-

A volatile challenge from IbrahimHaydar began a downward slide for Parramattaas Manly scored four straight to secure the win.

Gosue Sama’s late strike was mere conso-lation for Parramatta who also scored cour-tesy of Andreas Vais.
