Index:

•  Purpose: To share how ITACs federal government activities will support our members’ need to better engage, influence, and do business with customers across Canada and within global markets.

•  Process: To identify our priorities, illustrate how ITAC will engage government,

influence public policy, and build a platform where government and ITAC members can engage, collaborate, and work together to grow in a meaningful way; and

•  Payoff: To facilitate a strategic and long term relationship between

government and the ICT industry, so that politicians understand the issues that keep our leaders up at night, entry barriers are then reduced, and our members have a greater ability to capitalize on opportunities to grow.

We will deliver on our key priorities through: 1. Public Policy Advocacy

• We deliver our members’ messages to key ministers and government officials to promote public and private sector dialogue; and

• The ITAC Public Policy and Advocacy Committee (PPAC) ensures ITAC’s advocacy activities are relevant, focused and of value to the ICT industry.

2. Navigating Government Procurement & Modernization

• Through the promotion of public sector transformation in the use and procurement of ICT, ITAC works as a trusted advisor on modernization projects and ICT procurement initiatives; and

• The ITAC Public Sector Business Committee (PSBC) ensures the planned activities help members navigate the government ICT modernization agenda.

Public Policy & Advocacy Committee (PPAC)

Purpose | Process •  The PPAC is a forum of government relations and policy professionals whose focus is to

position/promote its organization’s public policy positions across key stakeholders within the Government of Canada;

•  Member organizations range from large multinationals, telecommunication companies, and Canadian businesses (small, medium, and large enterprises);

•  It is important to note that PPAC operations are being reworked, activities noted are new, and will be developed in collaboration with the PPAC members;

•  Going forward, the PPAC will hold four, 120 minute meetings per year, held quarterly, and focused on supporting the development of the PPAC plans and priorities;

•  20 minute briefings will take monthly and serve as a checkpoints in between the quarterly meetings to ensure alignment, and report on progress made;

•  Chris Vivone, Head of Government Affairs at Cisco is the current GRC chair and Vice Chairs are Eric Smith from Blackberry and Terry Ansari from Adobe.

Public Policy & Advocacy Committee (PPAC)

Policy Development & Discipline

•  While ITAC may take various positions on specific issues, ITACs federal government relations efforts will only focus on positions deemed “primary” and adhere to mandatory criteria;

•  The first three positions for 2015-2016 have been drafted, socialized with PPAC members, and are now final – the fourth position will be decided upon during the first PPAC meeting;

•  The PPAC meeting that takes place on September 28, 2015 will be the first meeting to take place under new management, a live group discussion will ensue to review the planned activities, finalize the fourth position, and discuss go-forward plans;

•  Through a series of horizontal and vertical engagements, it is ITAC’s goal to promote the primary positions taken, ignite a private-public sector dialogue, and motivate action; and

•  To ensure content is relevant, dialogue is ongoing, and value is being provided, the PPAC is encouraged to participate in the outlined initiatives and also provide governance and oversight to help strengthen efforts.

ITAC tackles many issues and for the most part takes positions on many issues that matter to our membership. As a result, our positions are fluid, can change when required, and re-route when required.

Our most serious matters take a primary position within our government relations efforts. In order to be deemed primary, positions must meet a mandatory criteria before they will be socialized across the Government of Canada.

PLANNED POSITIONS FOR 2015-2016 1. INTERNET OF THINGS (IoT)) On June 16, 2015 the Information Technology Association of Canada (ITAC) spoke in the House of Commons on the subject of The Internet of Things (IoT). Initiated through an investigation on Disruptive Technologies, ITAC introduced the Standing Committee on Industry, Science, and Technology to growing force of 3.8 billion connected things that provide our economy with as much benefit as it does challenges. Going forward, ITAC will advocate for a national discourse to be created, so that deep dive discussions are had, investigations done, and a policy framework created to better prepare us for its benefits of IoT and its implications.

2. DIGITAL ADOPTION In order to effectively transform public service delivery, the Government of Canada must step up its investments in technology, through the development of its own cloud-enabled enterprise, and become a model user of technology. In doing so, Government must also revisit how it procures ICT products, services, and solutions across the spectrum. Procurement must become outcome based and avoid prescriptive measures. ITAC will promote the need for a deeper dive into how ICT procurement should be transformed, moving toward a cloud-enabled enterprise, to gain the desired outcomes, and to transform in a way that accelerates the delivery of innovative public services to Canadians.

3. THE COLLABORATIVE INNOVATION INITIATIVE The Government of Canada needs to better understand how advance research, development, and engineering (RD&E) creates jobs, supports strategic economic objectives, and reduces our lagging technology adoption rate through productivity enhancing innovation. Knowing that ITAC members are conducting/funding, significant/value-added, advanced RD&E in Canada, ITAC aims to commission a study so that an innovation inventory can be captured and a greater understanding of economic benefits can be realized. ITAC wants the Government of Canada to have a line of sight into the economic benefits of existing investments and the potential growth further investments could bring. Doing so would illustrate that RD&E is an area of nearly unrivalled differentiation for the Canadian ICT industry.

4. NETWORK INVESTMENT In order build a robust innovation economy, effectively support a growing network of devices (IoT), and effectively execute a national cyber security strategy, the Government of Canada must support the growth of Canada’s networks.

To ensure our members policy positions remain on ITACs radar, a pipeline of positions has been established, and PPAC will vote in new positions as those deemed prime are completed.

DOMESTIC & FOREIGN LABOUR MARKET ACCESS, TALENT & DIVERISTY The ICT industry depends on a robust talent pool to drive its growth and capacity for innovation. Desired advocacy efforts would focus on foreign and domestic trade policy, access to talent, and actions to address the diversity issues in ICT, and programs that continue to expedite access to domestic and global talent.

CYBER SECURITY ITAC wants to help build capacity for cyber security companies who have invested in Canada. To help these companies protect the Government of Canada’s cyber systems and critical infrastructure against cyber attack, to capitalize on the unique opportunity to become a leader in this space, and help Canadian cyber security companies access global markets .

OPEN DATA, PRIVACY, AND SECURITY Canada’s digital nation is highly dependent on how data is classified and stored. Through these considerations, government can unlock the value potential, spur innovation, economic growth, and improve the quality of citizens’ lives. The current regulatory landscape in Canada is one of dispersed rules and regulations governing the storage and treatment of personal data of Canadian Citizens. Desired advocacy efforts would focus on establishing a regulatory framework that supports a harmonized approach to data privacy and security (including data storage and residency) across Canadian provinces; and a set of principles for transfers of data with other countries (i.e. EU, U.S.) to ensure reciprocal privacy protection to support trans-border data flows.

ITAC will make sure member issues are heard, tabled, prioritized, and actioned.

PPAC ENGAGEMENT INITIATIVES

HILL DAY (Qty-1)

ITACs annual event that connects politicians with business leaders, to brand ICT as the engine of the knowledge economy, demonstrate the value of working with the ICT sector, and to provide constructive advice on how the next Government can make Canada a world leading digital nation.

TECHNOLOGY &

INNOVATION CAUCUS (Qty 1-3)

A series of meetings with pre-defined topics, designed to bridge the gap between the Members of Parliament (MPs) and Industry Leaders, to work together on public policy, and making Canada a world leading digital nation.

DEPT. AFFAIRS* (continuous)

ITAC will engage key government departments based on the pre-defined positions, to engage delegates (ministerial staff and bureaucrats), advocate on behalf of the ICT industry, promoting the pre-defined positions, and motivating departments to take action.

Public Sector Business Committee (PSBC) •  The federal PSBC brings together senior industry leaders whose companies focus on sales

to the Government of Canada; •  The Committee meets monthly and monitors/advises on procurement policies/practices; •  Government (e.g.. Director General of Procurement and Vendor Relations at Shared

Services Canada ) attends/advises on developments within ICT procurement initiatives; •  Member-driven procurement working groups review issues and provide recommendations

to government; •  PSBC hosts a series of engagements to ignite a private-public sector dialogue, designed

to foster best practices, and strengthen industry relationships •  PSBC committee members also have the opportunity (where applicable) to participate in

government committees to advise on architectural, operational, and procurement related modernization/transformation initiatives; and

•  The PSBC “Executive” Committee (a subset of the PSBC Committee) provides governance and oversight of PSBC activities to ensure content is relevant and dialogue is ongoing.

ENTERPRISE (EWG) Centres its work on topics related to ICT modernization initiatives, produces white papers, and develops ITAC’s action plan to support its agenda.

Current Stance: E-WG developed an enterprise cloud white paper and distributed it in July 2015 to PCO, TBS, PWGSC, and SSC. Follow-up will take place in September, with a GTEC panel in October, and continued advocacy in tandem with the GRC for the 2015-2016 season.

PROCUREMENT (PWG) Centres its work on issues encountered in Federal Government procurement.

Current Stance: PWG developed a Smart & Collaborative Procurement white paper and distributed it in June to PWGSC, SSC, and TBS. ITAC is now working with SSC on the recommendations made and follow-up agenda in the coming months. The GRC will also play a role in these efforts through the GoC ICT Adoption and Transformation advocacy efforts. Next topic for PWG: SSC’s Socio-Economic Policy Development.

CIO (CIOWG) Centres its work on the evolving role of the CIO and government’s need for the CIO to be an equal partner and strategic business enabler. Current Stance: CIOWG has developed a series of events designed to elevate the private-public sector dialogue, support the evolution of the CIO role, its succession planning, and provide a platform to facilitate a greater level of engagement between government and industry.

PSBC Engagement Initiatives 1. EXECUTIVE BRIEFINGS (Qty 2) Breakfast keynotes by leading government delegates driving the Government of Canada’s ICT modernization agenda. ITAC will target these executives for the two briefings we will host in 2015/2016:

•  Ron Parker, President, Shared Services Canada (Jan 22, 2016); and •  John Messina, New CIO of Canada;

2. OUTLOOK CONFERENCE (Qty 1) Outlook is a collaboration between Industry Canada, Treasury Board Secretariat, and ITAC. An invitation-only event with carefully crafted content, designed to ignite forward-thinking discussions with industry on topics related to the Government of Canada’s ICT modernization agenda. (April 2016)

3. CIO ACTIVITIES (See following page for event breakdown) Our CIO activities are a collaboration between ITAC and the Chief Information Officer Branch (CIOB) at Treasury Board Secretariat (TBS). Led by ITAC’s CIO-WG, the goal is to play a pivotal role in helping the Government of Canada modernize the CIO function and unlock its innovation potential. The planned initiatives are designed to accomplish three objectives: •  To support Ministers’ need to shift the CIO focus to that of a strategic partner and

business enabler; •  To support CIOB in its efforts to better enable CIOs, as they lead their departments

through GoC transformation and modernization initiatives; and •  To build a platform where industry leaders can engage, mentor, and share best practices

with CIOB and its CIO Community.

At a time where ICT opportunities are being consolidated and wrapped into SSC initiatives, the CIO activities are instrumental in helping industry connect to the business requirements that remain within departments. 21

A town hall approach to learning departmental requirements (by portfolio*), better equips industry with the knowledge needed to support ICT needs, identify commonalities, and enable horizontal solution delivery.

MENTORSHIP SESSIONS (Qty 1-2)

A town hall approach to learning departmental requirements, better equips industry with the knowledge needed to support ICT needs, identify commonalities , and enable horizontal solution delivery.

LEADERSHIP SERIES (Qty 1-3)

ITAC and CIOB will unite the top CEOs in ICT who have had success innovating its CIO function, with Deputy Ministers looking to collaborate, and do to do the same. Follow-up sessions will support ongoing development.

*Portfolios can range by Health (e.g. HC, CIHR), Sciences (e.g. EC, DFO, NRC) to Securities (e.g. CBSA, RCMP, PSC etc.) * Securities panel has been secured (CBSA, CSEC, and DND) and scheduled on Dec 9, 2015

4. GoC Committees … SSC IT INFRASTRUCTRE ROUNDTABLE (ITIR) Focused on the government’s long term ICT transformation agenda, ITAC participates on this SSC roundtable (and its related activities) to get updates on progress, to help SSC foster a long-term relationship with the ICT industry, and to provide industry with the opportunity to address issues of interest from an ICT perspective with SSC. ITIR Committees that ITAC and members (where applicable) contribute:

•  Architectural Framework Advisory Committee (AFAC) •  Procurement Benchmark Advisory Committee (PBAC)

–  Socio Economic Development Sub-Committee –  Category Management Sub-Committee (Sept 2015)

PWGSC SUPPLIER ADVISORY COMMITTEE (SAC) Focused on government acquisitions, ITAC participates on the SAC (and its related activities) to help members bring potential improvements to federal procurement and a better understanding of the supply chain.

Annual Program Review| 2015-2016 Our goal is to ensure the design, development and execution of one of each activity noted takes place within the first year. In the event additional time warrants the ability to execute more, ITAC will continue to roll out these programs. If not, they will continue into year two and a full assessment of each will take place thereafter.
