Landscaping
The Village of Midlothian Volunteer Coalition'svolunteers have done everything from raising fundsto planting bulbs and pulling weeds. During the1992 Visit the Village Day ground was broken forthe first major project, the "pocket park" atMidlothian Middle School.
The small, roadside park has become a useful sitefor local civic group activities as well as a gatheringspot. Several historical markers are in place there.
Sidewalks, streetlights, shrub. and flowersdone by Southern Community Sank show theMidlothian Plan at Its best.
Other landscaping work since 1991 has included:• 134 native trees added in the village's historicaldistrict;• Daylily beds in the village new medians on Route 60;• Construction of the village's east entryway;• 1ODs of feet of sidewalks in the village• The adoption of various village sites (i.e., the entryway and the Post Office) for longrange development by:The Midlothian Garden Club,The Walton Park Women's Club, andThe Salisbury Garden Club.
In 1993, Keep Virginia Beautiful designated the Village of Midlothian as one of Virginia'sBest Small Communities. Since then, the community has planted hundreds of day liliesalong Route 60. The VMVC continues to seek sponsors for special projects, such asbenches, sidewalks, lampposts, and historical enhancements.
The PlanThe local community and business representatives,working with a landscape architect and countygovernment representatives, developed a flexible,phased landscaping plan for the Village ofMidlothian.
This innovative plan responds to the aestheticneeds of our growing community, reinforcingMidlothian's long history as a working village.
Over the last decade carefully placed flowering treesand hundreds of low-maintenance, long-floweringday lilies and flowers to enhance the beauty of thevillage and accent each business location havebeen added, but more needs to be done.
While varying according to location, the basic planhas sweeps of day lilies arranged at the base offlowering crepe myrtles in clusters of four or six.
The trees and flowers, rather than obscuring thebusinesses along the turnpike, frame the

More streetlights In the village Is a prime goal.
New sidewalks and streetlights installed in 2000 extend through the village encouragepedestrian traffic between businesses, historic sites, and government services. Additionalsidewalks will be built at open lots are developed. Eventually, the sidewalks will create a

safe walking and biking path linking the traditional village core with the new developmentssuch as the Grove to south and Ivymont to the west.
Why Landscaping?The Village of Midlothian's landscaping plan is important to our historic Virginia communityby unifying our Village appearance through consistent plantings, sidewalks, andstreetlights.• The community's sense of place is not just retained, but strengthened;• The unique character of our village is better preserved;• The beauty of our community is enhanced through the preservation and addition ofnative trees and perennial flowers.
What's Next for Landscaping• Install decorative streetlights along both sides of Route 60 from OldBuckinghamlWoolridge Road to Winterfield Road. Expected total cost: $400,000. A fewstreetlights are currently in place.• West entry wall. (Location and funding to be determined.)• Completion of village sidewalks. Zoning is in place to ensure installation of sidewalks asproperty is developed.• Expanding the daylily beds in the medians, and the continued planting of flowering treesthroughout the village.

Scattered throughout the village are remnants ofthe Midlothian area mines-old homes, taverns,and buildings of colliery owners and a fewdwellings connected with French Huguenots,among the first European settlers in theMidlothian area.
Directly across Rt. 60 in a oak grove stand the sanctuariesand educational buildings of Winfree Memoriai Baptist Church,a (congregation celebrating its 150th year.) The nearby congregations of Midlothian First
North on Salisbury Drive is the 1870 MidlothianPublic School now a residence, the 1875Midlothian Masonic Lodge Hall and Oak Grove,the Norfolk-Southern Railway Crossing, andnearby Etna Hill and reclaimed Etna coal pits.
South on Coalfield Road lays the stone ruins of the GroveShaft of the Wooldridge family Mid-Lothian Coal MiningCompany. The Grove Shaft buildings ruins and park createthe focal point of the developing Chesterfield Park. TheMidlothian Public Library and the YMCA sports complex adjointhe park property, as does J.B. Watkins Elementary School.
On U.S. Rt. 60 in the village are several landmarks: theJewett-Bass brick store and early post office, the 19th centuryJacob Baach house and its towering elm, possibly the onlysurviving old elm in the village. The rebuilteighteenth/nineteenth century Wooldridge family home,surrounded by ancient sycamores, currently serves as arestaurant in the center of Sycamore Square ShoppingCenter.
Structures still standing on Old BuckinghamRoad are Trabue's Tavem, Melrose, HaleyCole's Free School, and the Smith-Vincenthouse. Fortunately, some natural landscapesurvives lining the roadside; day lilies, periwinkletrumpet vines, and Queen Ann's Lace mingle inthe shade of tall cedars, hollies, oaks, hickories,and other native trees. The ancient periwinkledoak grove standing sentry over coal miners'graves in Old Mt. Pisgah M.E. Church Cemeteryis especially beautiful at the crest of FallingCreek Hill. Also at the crest of Falling Creek Hillon Route 60, stands Railey's Hill, a framedwelling which once housed the superintendentof the Mid-Lothian Coal Mining Company.

Baptist Church, formerly Midlothian African Baptist, and Mt. Pisgah Methodist Church dateto the 1840s. Other churches located close to the village are Sycamore Presbyterian,Salisbury Presbyterian, Episcopal Church of the Redeemer, Kingdom Hall of Jehovah'sWitnesses, and Bethel Baptist Church, formed in 1817.
Local Chesterfield County Public Schools include J.B. Watkins Elementary School,Midlothian Middle School on Rt. 60, and Midlothian High School on Charter Colony Drive.The newly constructed Midlothian branch of John Tyler Community College on CharterColony Parkway provides for the higher educational needs of the diverse popUlations ofwestern Chesterfield County and the greater region.
Numerous shopping centers and housing developments such asSalisbury, Stonehenge, Walton Park, the Grove, Four Seasons,Queensmill, Glamorgan, and Old Buckingham encompass thevillage. Among shopping centers are the Village Marketplace,Midlothian Station, the shops at Railey Hill, Sycamore Square,and Talbot's Corner. Shops at Chesterfield Towne Center alsoserve the people of Midlothian village and the surrounding area.Numerous garden and antique shops are open in or near thesecenters. Golf enthusiasts may play on the greens at SalisburyCountry Club or Stonehenge Country Club.
With the advent of circumferential highway Rt. 288 spurringincrease rapid growth, Midlothian residents, under the guidanceof the Midlothian Volunteer Coalition, strive to protect thevillage's historic buildings and natural landscape from furthercommercial encroachment. Local coalition volunteers comprisea steering committee that assists in planning, funding,
landscaping, preserving, protecting, and maintaining theMidlothian sidewalks and roadside. Members of theMidlothian Garden Club plant and tend the flowers gracingthe handsome Rt. 60 stone entryway into the village.Plantings of crepe myrtle, dogwoods, daylilies, and variousother trees and shrubs delight the traveler's eye, makingthe drive around Midlothian a memorable treat. --August2001

The Midlothian Volunteer Fire Department was organized in December 1949.Incorporated by the Commonwealth of Virginia, the Department is made uptoday of more than 50 Volunteer Firefighters. There are two 'sides' of theDepartment--Operalions and Administration. Heading the Operations side is aVolunteer District Chief, two Assistant District Chiefs and four VolunteerCaptains. The Administration of the Department is headed by a CompanyPresident, Vice President, Treasurer, Secretary and Board of Directors.
The current Midlothian Fire Station at 13420 Midlothian Turnpike, Midlothian,Virginia 23113 was constructed in 1955. Funding for the building was raisedby the Midlothian Volunteer Firefighters and their Ladies Auxiliary throughraffles, bingo games, and donations. In order to build the station a number ofMidlothian Volunteer Firefighters took out second mortgages on their ownhomes in order to begin the building.
The Midlothian Fire Station has been added onto five times. The last additionwhich included a dayroom, a physical training room, a radio/call room and avolunteer firefighter bunkroom for 12 volunteers was completed in 1993.
The Midlothian Volunteer Fire Department operates as Engine Company 5 inthe Chesterfield County, Virginia Fire and Emgergency Medical Services.
Midlothian Volunteer Firefighters also assist in staffing fire and EMS units atthe Swift Creek fire station, Engine Company 16 located at 3030 WatercoveRoad, Midlothian, VA 23112. The Swift Creek Fire Station was completed in

Midlothian Community Profile
Small Town Appeal and Charm
Located in northwestern Chesterfield County, the community of Midlothian offers small-town apitown charm.
The community's center is the unincorporated Village of Midlothian. From restaurants and a denspecialty stores and a clock repair shop, the village has a diverse business base.
In the village, which surrounds the intersection of Midlothian Turnpike and Coalfield Road, are nresidential neighborhoods, including Otterdale, Queensmill and Walton Park. To the east alongTurnpike is a wealth of retail business, including Chesterfield Town Centre.
"Everything you need is here," said Marie Strack, a community leader in Midlothian.
Seventeen years ago, Strack visited the community for the first time.
"Just driving through, I fell in love with the village," she said. ''This is the longest we have ever Ii.place."
"It's a wonderful, historic village:' she added,
Midlothian owes its history to coal. The Midlothian Coal Mines are believed to be the oldest coalAmerica. The mining began in Midlothian around 1730 and didn't cease until 1923, During the RWar, coal from the Midlothian mines supplied the cannon foundry at Westham, Midlothian coallto cast cannon at the Tredegar Iron Works in Richmond during the Civil War.
In 1831, the first railroad in Virginia was built from the mines to the town of Mancihester. The viII,eventually became a commuter town because of the railroad access to Richmond.
Midlothian also claims the first paved road, in Virginia, Midlothian Turnpike.
In addition to its history, another enduring quality of Midlothian is its residents, according to Strasettling in the community became involved in its care.
Strack, community organization leader with the Village of Midlothian Volunteer Coalition and theCivic Association's civic representative to the county, said that she has come to cherish the oldeMidlothian, who welcomed her and her family into the community.
"I got to know these people even though I was the northerner with the funny accent," said Straclup in Long Island, NY
An ongoing effort by community leaders in Midlothian is maintaining its village's small-town app.residential and commercial growth continue around it.
New sidewalks have been constructed along Midlothian Turnpike to make the village easier for Inavigate, and long-range plans call for sidewalks throughout the village.

Midlothian's 11,000 population is expected to increase to 14,500 by 2005, challenging the countgrowth while preserving the community's charm.
Midlothian has two elementary schools, one middle school and one high school. John Tyler CorCollege has located a campus south of the village. Other public facilities include the Midlothian'the Midlothian Library.
Midlothian has nine neighborhood associations and several active civic organizations, such as tMidlothian Volunteer Coalition.
As Midlothian continues to grow, residents such as Strack will continue to work to maintain the (identity built by history and the generations of residents who have called Midlothian home.
"I think Midlothian is just a wonderful area," Strack said.

The estimated 1998 population for the Midlothian community was 11,000. The projected 2005 I14,500. This gives Midlothian a projected growth rate of 31.8%, making it one of the fastest grocommunities in the County.

In May 2000, John Tyler Community College opened a permanent Midlothian campuslocated at 601 Charter Colony Parkway. The 126-acre campus houses three buildings.

Midlothian High School was located on Route 60 in the village ofMidlothian about 8 miles west ofRichmond. The community, which isthe home ofthe first coal mines in the United States, was probablynamed by miners from the shire ofMidlothian in Scotland. The highschool became accredited in 1923, and there were three graduates inthe class that year. Until September, 1966, Midlothian High Schoolincluded grades one through twelve. The school is accredited by boththe State Department ofEducation and the Southern Association ofSecondary Schools and Colleges. A new high school located at 401Charter Colony Parkway openedfor the 1984-85 school year, leavingthe original Midlothian High School to become Midlothian MiddleSchool. JB Watkins Elementary
J. B. Watkins Elementary School is situated in the midst of a large wooded tract onCoalfield Road in Midlothian, Virginia. The school opened in the fall of 1966 and is inits 32nd year of operation. In the fall of 1970, a six-room round building wascompleted to housed the kindergarten, and in 1978 an addition with sixteen roomswas added. The renovated library and new gymnasium was completed in the fall of1992. The school was named in honor of John Benjamin Watkins (1855-1931), founderof Watkins Nursery. Mr. Watkins was a member of the Board of Visitors and Rectorof V.P.I. for a number of years. He was also a Virginia State Senator from 1904-1912and from 1927-1931.

NEWS RELEASE3/13/02Work is progressing on the Mid-Lothian Mines Park.
MISSION STATEMENTThe mission of the Mid-Lothian Mines & Rail RoadsFoundation is to provide educational, cultural andrecreational opportunities through the preservation,reconstruction and interpretation of the historic coal miningand railroad sites in and around the Village of Midlothian.Initially, the focus will be on the existing Mid-Lothian MinesPark, which has been donated to the County ofChesterfield.
ORGANIZATIONhe Foundation will be organized as a Virginia non-stock corporation to pursue the
aforesaid mission and only engage in activities that fall within Section 501 (c)(3) of theIntemal Revenue code.
he operations of the Foundation will be controlled by its officers and directors. The Bylawsf the Foundation will set the date of the annual directors' meeting. The directors may take
actions by meeting or by unanimous written consent.Committees will be formed by the Foundation to enlistolunteers in the aggressive pursuit of our mission.
