The Parish Council along with the Village In Bloom Group [who are a sub-committee of the Parish Council] have been very busy throughout the year working on projects to improve the village and the outstanding results are there for all to see. The Village with the new planters and flower displays is a credit to all who have worked on them and the results have been commented on by both residents and outside bodies. This year's spring judging went very well and we are now working on further projects to further enhance our displays rockeries are being built at various locations along with flower beds and new planters. The group could do with further

members as the work is ongoing and is to the benefit of the village in general.

Now completed the Parish Council and the In Bloom Group will look after the Miners Memorial grounds and flower displays in future years. The monies left from the memorial fund will be handed over to the Parish Council for the future maintenance of the memorial And ring fenced in a bank account specifically for that purpose.

The Parish Council web site is now well established [allertonbywaterparishcouncil.co.uk] and contains information about the village and current activities by different groups within the village. It is regularly updated by Councillor Ken Asprey who has received many favourable comments about the site.

The In Bloom Group is now being chaired by Jake Beckworth a local business man who runs GHM Garden Services and sponsors the large display on Park Lane/Roundabout Junction.

We wish Jake good luck in continuing and improving the displays around the village.

We remain in a strong financial position and have once again worked within our budget. For the coming financial year we have managed to set a deficit budget with no additional costs to residents.

Listed is a detailed account of work undertaken by your Councillors in the last year.

IMPROVING THE ENVIRONMENT

• New planters and flower beds within the village

ALLERTON BYWATER VICTORIA A.C.

The Lowther Lake has been providing excellent sport for club members.

Specimen fish are being caught large Tench, Carp, Bream and Pike all figuring

in anglers catches. Bream up to 13lb 100z along with carp up to 241bs these

are fish of a lifetime to most anglers and with the lakes Tench mostly

averaging in excess of 61bs now the lake has the potential to hold record

breaking fish of various species including Roach. The clubs policy of ongoing

stocking with larger fish and smaller quantities is now starting to show. The

fishing is still hard and the conditions require to be right but when they are

the fishing can be prolific.

Recently we stocked the Aire and Calder Navigation at Fleet Lane with Roach

in the 6 to 10 inch range supplied by Carpvale Fisheries owing to their size

these should very quickly mature and spawn the larger ones may even spawn

this year. Hopefully the influx of the new stock will ensure the canal

maintains its excellent reputation as a pleasure and match venue for the

foreseeable future. At this time of year with the weather changeable this

affects spawning but once the fish have spawned and things settle down

good sport can be expected as in previous years.

One additional problem we have on the canal at the moment is the Leeds

flood relief work being carried out from the Woodlesford Road Bridge to the

point where the Gas Pipe crosses the canal which has restricted the number

of fishing pegs we can use on match days, once this is complete hopefully

things will very quickly get back to normal.

• Pumping Station at Manor Park Avenue Leeds Road, further problems were discovered with the size of the drainage pipes and the road had to be dug up to replace sections of the pipes. Hopefully this will now resolve the problems.

• Working to ensure the St Aidan's site flood defences are brought into use as soon as possible. Meetings have taken place with our Local MP, Ward Councillors, The Environment Agency, RSPB, Yorkshire Water and LCC. This is still ongoing owing to problems in signing the site over to the RSPB and the temporary closure of the site whilst the ongoing problems are resolved.

• Working removing hedging and trees on the roadside that are dangerous or overgrown. New saplings and hedging is being placed at other locations to replace any removed .

• Leeds Road where the pasture hedge was removed has been rotavated and levelled by the In Bloom Group. This area will be planted up with perennial plants in the near future to give a roadside display containing bee friendly shrubs and flowers

• We employ two village caretakers John Robshaw and Geoff Bird who do an outstanding job collecting litter within the village and also perform other tasks as required. Thanks to both of them for all their efforts.

• Improvements to the verges within the village, birds beak fencing has been installed in various places to prevent motorists parking on them.

• A new Jubilee hedgerow of Laurels has been planted on Park Lane at the junction's of Park Avenue and the traffic lights owing to the previous one failing to grow also more mature Rowan trees have been planted to enhance the verge in future years.

The verges within the village are all maintained by LCC and it is an offence to park on them, tyre marks etc. are an unsightly mess and action will be taken against anyone

• parking on the verges or parking cars for sale on them. Please respect the work being done by the group to improve the Village.

• More volunteers are needed to assist with the village in bloom projects and we hope more residents will join the group and give up a little of their time to assist in future projects now they can see what a difference the group is making within the village.

IMPROVING ROADS AND FOOTPATHS

• The involvement with the village in bloom competition has a knock on effect in the overall standard and cleanliness within the village as we now qualify for extra road sweeping and grass cutting and along with the efforts of the group and the village caretakers weeds have been cleared and sprayed along the edges of the pavements.

• Along with our Ward Councillors repairs have been carried out to roads as required, although we consider in lots of cases the repairs are inadequate and some roads require completely resurfacing.

HELPING RESIDENTS

Throughout the year we have dealt with various complaints from residents about.

• Vandalism • Street Lighting • Pot Holes in the roads and pavements

• Flooding • Noisy Neighbours

• Planning issues

• Grants have been made to support sports and activities within the village

CHURCHYARD

The Parish Council and the caretakers continue to maintain the churchyard cutting the grass on a regular basis along with assistance from the Probation Service Payback Scheme workers. The Probation Payback team can still be used directly from them but on a limited basis depending on the demands made upon the service. The Parish Council along with our Ward Councillors are in negotiations with the Probation Service to ensure that the Payback workers will be available to undertake the invaluable work they do within the village for the foreseeable future.

OTHER ACTIVITIES

We work very closely with our three Ward Councillors Keith Wakefield, James Lewis and Mary Harland to resolve resident's problems and complaints. I would like to thank them on behalf of the Parish Council for all their work on behalf of the Community

All the riverside sluices flap valves have been serviced and now operate correctly and for the first time in many years during high water levels the areas at the bottom of Main Street and Victoria Street did not flood.

Yorkshire Water and the Environment Agency have agreed to carry out regular checks on these flap valves and to maintain them in good working order they will also inform us when these inspections are undertaken

SURGERIES

Council Surgeries and Council Meetings are now held in St Mary the Less Church Annexe Council Meetings are held on the second Thursday of each month at 7.00pm

Council Surgeries are held on the first Saturday of the Month at 10.00am to 11.00am A Ward Councillor and a Parish Councillor will be in attendance.

Coffee, Tea, cakes and biscuits are available to purchase to aid Church Funds.

ON A SADDER ISSUE

It is totally disgusting that after all the hard work our volunteers are doing to make the village look better planting up all our displays and planters that we have people who are quite prepared to damage and steal trees along with plants from them and take Daffodils from the roadside planted by ch ildren in the village. Also we have dog walkers who stand with their dogs on a lead and let them urinate on the flower planters while they stand and watch. They have totally no

Poppy Planting at St Mary's

The Rector, the Revd Canon Rosemarie Hayes led the congregation on Wednesday30 April in planting poppies in the church path border in an act of remembrance to mark the centenary of the First World War.

This was part of a joint act across the new Diocese of West Yorkshire and the Dales to recognise the effect of the 1st World War, and the sacrifice made by so many people, including those from the local vi "ages.

Look out for the poppies as they grow.

This village has an abundance of litter bins to place the doggy bags into please use them. Dog wardens are operating within the village and it is much cheaper to buy the bags and clean up after your dog than to pay the fine.

1. Preheat oven to l80C/160C fan oven, grease deep 20cm-round

cake tin; line base with baking parchment.

2. Beat butter, vanilla extract sugar and egg until light and fluffy.

Stir in sifted flour and milk. Spread mixture into tin.

Changes in the local churches.

Parish of Kippax with Allerton Bywater Annual Vestry and Parochial Church Meeting April 2014

The meetings were held on 21 st April, at Kippax. The Churchwardens elected were Margaret Street and Lynne Tomlinson for St Mary's the Less Allerton Bywater with Pat Pask and Barry Stringer for St Mary's Kippax. The Deanery Synod members were due for election this year; Janet Purcell now represents Allerton Bywater, and John Holland and Prem Gunga were elected for Kippax. The Parochial Church Council Members elected for Allerton Bywater were Jean Baldwin, Nancy Preston , June James, Joan Dowding, Sue Edwards and Christine York . The Kippax members are Graham Mallinson, John Speller, Judy Carter, Wendy Stringer, Marcia Stakes, and Brian Pask.

Changes in the Diocese

The diocese of Ripon Leeds changed at Easter. It is now part of the new Diocese of West Yorkshire and the Dales. Created in Easter 2014, it's the newest of the 42 dioceses that make up the Church of England . More information can be found at www.westyorkshiredales .anglican.org

Changes in the Parishes When the Parish of Kippax and Allerton Bywater was formed , it was intended that Swillington would become part of the Team Ministry, but not much happened. The three churches have long been co members of the ecumenical group Churches Together, and have worked ever closer in the past two years. Reverend Canon Rosemarie Hayes made her Rector's Report at the Annual Church Meeting. She reflected on Revd Jean Sykes retiring to Barnsley, Revd Diane Flynn coming into Swillington, and the forthcom ing new curate, Vivien Masters who will be moving into Allerton Vicarage soon.

During the year, the PCC traditionally works on projects . This year the main piece of work was exploring how Kippax, Swillington and Allerton Bywater could join together as a team. By October 2013, there seemed to be a stalemate about what a new team could look like. In March, representatives and clergy from other types of teams came to tell the PCC about their structures - benefits and challenges. There then was an overwhelming majority in favour of a joint benefice with three parishes, three PC Cs and a Team Council to join them together. The next step is for the Diocese legal people to put a scheme together, to be ratified by the PCCs.

So what does it really mean? The clergy will continue to work as a team, but serving three parish churches. Swillington's name will stay the same, that is, the Parish of St Mary's Swillington. Kippax with Allerton Bywater will form two new parishes. However, because there will be a joint benefice, it is expected that the close links which have been built in the past few years will be strengthened even further.

Locally, it means that St Mary's will be a little more autonomous, responsible for paying our Diocesan Quota directly to the new Diocese, and responsible for separate returns. More information will be made available in the future: but it is likely to take a year or two for the new arrangements to be in place.

In the meantime, Allerton Bywater would like to extend a warm welcome to our new Curate, Vivien.

No Change

The Church Electoral Roll was revised in 2013. It was reported at the Annual Parish Meeting that Allerton Bywater's roll currently stands at 41 members. This is a heavy financial burden for such a few people to maintain St Mary's church for the use of all the villagers. There is a coffee morning from 10 am until 12 noon on the first Saturday of the month, and the church makes a small income from the rent of the Annex for private events. There is a regular programme of social events, advertised in the Allertoner, the Castleford and Pontefract Express, on the church door and with posters around the village. Any support from villagers and friends is appreciated and will help to keep the church open for future generations.

June 7th The Lancashire Contemptibles. A talk by Terry Dean . The second Centenary Talk this year as it covers the 1914 experiences of Lancashire's infantry and cavalry regiments who shaped the course of the war.

July 5th (Cancelled - Tour de France).

August 2nd Branch Forum A chance for branch members to give short talks on subjects of interest to them . Among other subjects will be W illiam Leefe Robinson VC - the pilot who shot down the first Zeppelin above London, an update on the Leeds Rifles with freshly-acquired WW 1 medals and, to show that World War One is a broad church, a talk on UFOs in the war.

Septem ber 6th A Not Insignificant Town by John Davies . A talk from a native of Runcorn in Cheshire about the town's major contribution to WW1 especially in terms of its munitions production .

October 4th The Life, Death and Afterlife of a Superstar by Chris Page. The dramatic true story of Germany's much-feared Red Baron, Manfred von Richthofen. A professional soldier who rode to war on a cavalry horse and ended it flying a red Fokker Triplane after achieving 80 aerial victories. The war's 'Ace of Aces' was shot down and killed in April 1918 at the age of 25 .

Dog Fouling

Leeds City Council has been contacted by a number of residents who have concerns about the problem of dog fouling on Kippax Welfare playing fields and the surrounding streets of Kippax, Leeds. Whilst Leeds City Council recognises that the majority of dog owners are responsible and clean up after their dog(s), there is a minority of owners that create significant problems.

Parks, grassed areas, ginnels and pathways are used and enjoyed by all of the community and should be left in a clean and hygienic condition. Dog excrement is not only unpleasant it is a health risk. Children can be particularly affected by a condition called toxocara which can lead to blindness.

Dog Wardens and Environmental Enforcement Officers are carrying out regular patrols in the area at various times to take enforcement action against those that do not clean up after their dogs. Officers will issue fixed penalty notices of £75 to offenders. Failure to pay the notice will lead to prosecution in the Magistrates Court where the maximum fine is £1,000.

Leeds City Council is asking for your assistance by reporting any information relating to tackling the problem of dog fouling . This information could include details of regular offenders, for example names, addresses, car registration details, times of offences and also locations of where offenders walk their dog(s). It may be that your information could help us to target certain areas at certain times.

More detailed information could lead to the issuing of a fixed penalty notice, but please note that a witness who provides our service with a statement must be prepared to attend court if the offender is prosecuted through nonpayment of fine.

MARTIAL ARTS

HI - YA! Its Jujitsu time!!

Leeds Samurai Martial Arts have been running classes at John Smeaton and Kippax

Sports Centres since 1998. It has around 160 members aged between 5 and 65.

Around half are female. The clubs have enjoyed many successes and have a very

friendly welcoming manner offered by all their Jujitsu instructors.

Recently the club held its 5th Annual Seminar and Awards Ceremony where

students trained under the guidance of very senior 10th Dan Black Belt Instructors

who trained originally in Japan. Some students received best attendance awards,

and others best student!

Each class gives the student the opportunity to learn how to protect themselves

and to be able to keep fit but most of all to have fun and make new friends

The clubs run regular beginners classes and your first class is absolutely free.

Thereafter you pay per class and you are not tied in to hefty advance payments.

ALLERTON BYWATER COMMUNITY RESOURCE GROUP The Resource Group disbanded on 28th March 2014 due to the decline in members because of old age and ill health.

The Group has been meeting since 1992. They produced and delivered a newsletter for 12 years (starting in February 1993), made a video of the village and published 3 local history books (As Time Goes By, On the Street Where You Live and Memories). A poetry booklet, containing a selection of poems written by local school children, was also produced. The Group worked with Groundwork Leeds to produce a leaflet which showed local walks with places of interest, past and present, and a brief history of the village.

Money left in the account has been shared between the three local schools - Allerton Bywater Primary, Great Preston C of E Primary and Brigshaw High School- who each received £136.
