POLITICAL SCIENCE AND INTERNATIONAL RELATIONS

IN AUSTRALIA

FOR KEIO UNIVERSITY, JAPAN

Background At the request of Keio University an inaugural Political Science and International Relations program was developed by The University of Queensland’s Institute of Continuing & TESOL Education in conjunction with the School of Political Science and International Studies. The subsequent program was delivered in 2016 followed by a second program in 2017. The following proposal is for a third program to be conducted in February 2018. Information about The University of Queensland (UQ), School of Political Science and International Studies and the Institute of Continuing & TESOL Education (ICTE-UQ) is included in Attachment C.

Course Introduction The two key objectives of the course are to provide students with:

1) An introduction to international relations theories 2) Opportunities to develop insights into Japan's current position in the world.

The short course specifically caters for Japanese students interested in studying International Relations. It aims to help students grow into capable and competitive global citizens, and to assist them to start to develop a sound understanding based on working theory and approaches. The course provides students with a broad introduction to international relations theory and engaging the main conceptual approaches, such as realism, liberalism, and critical theory. Students will discuss how those theories might be applied to real world politics and affairs. It also aims at helping students cultivate reflexivity and awareness of their perceptual boundaries. The course is for students interested in developing a global perspective through knowledge of conceptions of world politics and understanding how to engage real-world examples through different theoretical lenses. Information will be presented in a lecture format with discussions guided by the key presenters to enable the students to articulate their understanding. The course also features visits to Queensland Parliament House as well as to the Parliament House of the Commonwealth of Australia in Canberra. Inputs will also be included from organisations such as the Queensland Japan Chamber of Commerce & Industry, Rotary Centre for Peace and Conflict Resolution, and Government sponsored trade organisations such as Austrade, subject to availability. If unavailable, inputs of a similar nature will be substituted.

Program content The program outlined in Attachment A includes a two day trip to Canberra to introduce the students to the political and economic capital of Australia. Canberra includes a visit to Parliament House (subject to timing) where participants will be able to observe Parliament and the Senate in session. Subject to availability, a visit is planned to the Department of Foreign Affairs and Trade. A tour of Canberra will also point out significant sites including The High Court of Australia, The Reserve Bank of Australia, National War Memorial as well as the embassies district.

Assessment Assessment of the academic content will be in the form of a presentation, an essay and in class participation. Assessment details and marking criteria for the essay are included in Attachment B.

Timing The timing of the two week program is confirmed as per the itinerary in Attachment A.

Language of delivery The program will be delivered in English. At the request of Keio University, interpreters are not included.



Key Presenters David Burgener David Burgener is from Calgary, Canada, now living in Brisbane, Australia. In 2000, David co-founded a volunteer organization called Peacewaves with funding from the Canadian Peacebuilding Coordinating Committee. Peacewaves provided lectures and seminars at schools (Year 1 - 12) in Calgary regarding the Decade for the Culture of Peace and Non-Violence towards Children. In his role as a facilitator and dialogue practitioner, David has contributed to the Canadian Centre for Teaching Peace, Alberta Peace Education Conferences, and the Conversation Café initiative. David has a Bachelor of Arts in Communication Studies from the University of Calgary, and in 2010 he was selected as a Rotary World Peace Fellow, completing a two-year masters in International Studies. During the first year of his program David studied in Tokyo, Japan, at the International Christian University, and completed his second year of the program at The University of Queensland (UQ). He is currently enrolled in the PhD program with the School of Political Science and International Studies at UQ, looking at the role of dialogue in peace and conflict resolution. Mayumi Burgener Mayumi Burgener came to Brisbane, Australia in 2006 as a Rotary Peace Fellow, to do her Master's degree in International Studies, Peace and Conflict Resolution (UQ). After completing her Master's degree at UQ, Mayumi worked as a lecturer at The University of Queensland School of Journalism and Communication for two years. Prior to coming to UQ, she worked as a journalist and also a research assistant for the Centre for Faith and Media in Canada, monitoring the news coverage of religion in North America.

Interaction with UQ students Two sessions have been scheduled with UQ students as small groups. Each group will have one UQ student allocated to four Keio students when possible.* The sessions are as follows:

Tuesday 13 February: one hour of guided English Conversation as part of an English lesson, followed by a one hour lunch

Thursday 15 February: cultural outing, to be determined by each group (eg- shopping, museum or gallery visit etc)

* Because this time period is in UQ holidays, there will not be many students around the campus, therefore this number may increase to five.

Library and Internet Access Students will be issued with a username and password which can be used on any public computers on the University campus and can also be used on their own laptop computers to access wireless internet in designated hotspots around the UQ campus. Students will also be able to access The University of Queensland libraries.

Accommodation and Meals Homestay accommodation will be arranged by ICTE-UQ with selected families. Homestay includes lodging, breakfast and dinner on weekdays and breakfast, lunch and dinner on weekends. Participants have their own bedroom furnished with bed, desk, chair and wardrobe and have access to all living areas of the family home. ICTE-UQ homestay families are often mixed nationality and/or single parent families, reflecting the family demographics of Australian society. Transport to/from ICTE-UQ is usually by bus or train and on average takes 40-50 minutes up to a maximum of 50-60 minutes. Homestay placement is on the basis of two group participants per family. Another non-Japanese student may also be in the same homestay. ICTE-UQ will work in good faith to resolve homestay issues and find alternative placements in a timely manner if required to do so. Please note that lunches are not included on weekdays. Lunches can be purchased at the campus cafeteria for approximately AUD $10.



Transport Airport transfers are included in the program cost. Flights to and from Brisbane and Canberra are not

included.

Daily public transport and travel costs from homestay to St Lucia are not included and must be paid for by individual participants. The average cost of transport to and from the University is AUD$45 per week. Transportation for scheduled site visits and activities will be provided.

Visas Program participants would be required to apply for a visa through the Australian Embassy in Japan. ICTE-UQ’s experience suggests that visa applications should be lodged as early as possible to allow adequate processing time.

Insurance The cost of the program does not include health, accident or travel insurance. It is a program requirement that this is organised in Japan before departure. It is requested that information regarding the participants’ health, accident and travel insurance is provided to ICTE-UQ. Details required for each participant include:

name, address and contact details of the insurance company

details of an Australian branch or their Australian representative if they have one

policy number

the monetary value of cover for medical expenses.

Medical/Hospital Services Participants are required to have medical/hospital insurance for the period of the program. This is the responsibility of the participants and must be organised in Japan before departure.

On campus, participants will have access to a variety of health services as follows:

Wesley Private Hospital is located 4 kilometres from the University campus and is a large multi-service hospital with emergency and outpatient facilities.

1. PresentationStudents will make a 10 minute presentation in groups of three (5 groups of three students). Eachpresentation will focus on one of the readings provided at the start of the program. Students shouldaim to provide a summary of the article, as well as their own personal reflection (do you agree? Why,or why not?, etc.).

2. EssayStudents will submit a 1500 word essay on one of the key theoretical positions in internationalrelations discussed in class (Realism, Liberalism, Critical Theory, etc.). Students should aim todemonstrate an understanding of the theory, as well as develop their academic writing.**

Institute of Continuing & TESOL Education (ICTE-UQ) The University’s Institute of Continuing & TESOL Education (ICTE-UQ) was established in 1981 and is located on the University’s St Lucia campus. The Institute holds accreditation under the Tertiary Education Quality Standards Agency (TEQSA), Australia's independent national regulator of the higher education sector. ICTE-UQ is also Quality Assured by the National ELT Accreditation Scheme (NEAS), is a government registered ELICOS provider, a member of the ELICOS Association ‘English Australia’ since its establishment in 1983 and a registered IELTS, TKT and Occupational English Test (OET) test administration centre.

ICTE-UQ celebrated 35 years of operation in 2016. ICTE-UQ Premises & Student Support Facilities Classes will be held in modern classrooms on the University of Queensland St Lucia Campus. ICTE- UQ is located in the Sir Llew Edwards Building - a purpose-built 47 seminar room premises on the UQ St Lucia Campus. All seminar rooms are enhanced with audio-visual equipment, including computers with internet access, data projectors, projection areas, document cameras, audio inputs and ceiling-mounted stereo speakers. Facilities also include a well-resourced Learning Centre. There is also a 200 seat auditorium with wheelchair access and special seating designed for students who are sight-impaired.

Computer Facilities ICTE-UQ is pleased to provide as a free service to students in group programs, internet access to any public student computer on campus. In addition to the computer facilities at ICTE- UQ indicated above, modern computer laboratories are also situated within UQ libraries around the St Lucia campus. Students bringing their own laptops can access their email and internet through the University’s wireless network on campus. ICTE-UQ students will be given a monthly internet download quota of 50GB per month on campus.

General Information

Campus Environment and Facilities Campus Shops: On campus there is a shopping arcade which includes a hair salon, bookshop, news agency, convenience store, pharmacy, copying service, and travel agency

Campus Facilities: The University campus includes entertainment and eating venues as follows - live theatre, movie cinema, several cafeterias and coffee shops. Branches of the ANZ

and Commonwealth Banks are located on the campus and include internationalfinancial services. A post office is located on campus

Campus Sporting Facilities: Students have access to the University’s extensive sporting facilities including an Aquatic Centre, Athletics Centre, Sport & Fitness Centre and Tennis Centre. Students may also join the Sports & Physical Recreation Association, for a fee, to access facilities at a discount price.

Public Transport ICTE-UQ is well-serviced by Brisbane Transport bus and/or ferry services from all suburbs within a 10 kilometre radius of the University, where students are usually accommodated. Buses also connect from the University to local railway stations. A modern fast ‘City Cat’ catamaran ferry departs at regular intervals from the University campus travelling to the city centre of Brisbane.

Shopping Centres ICTE-UQ is located within 1-3 kilometres from two major shopping centres – Indooroopilly Shopping Centre and Toowong Village Shopping Centre. The CBD shopping area of Brisbane is six kilometres from the University and easily reached by bus, ferry or train.
