8. Professional Service I have worked closely with state health departments and Medicaid programs in North
Carolina, Michigan, Minnesota, Maryland, and Virginia. At Johns Hopkins, I worked
with a team of faculty from the School to support the efforts of the Maryland Citizens’
Health Initiative (MCHI) to expand health insurance coverage. These efforts resulted in
the passage of the State’s “Fair Share” health insurance law, which requires large
employers to set aside a percentage of their total payroll for health benefits. I also
worked actively with Maryland’s Department of Health and Mental Hygiene (DHMH)
on a project funded by the Health Resources and Services Administration (HRSA) to
develop and analyze options for expanding health insurance coverage. This work was
used by DHMH and health coverage advocates to shape health insurance policies for the
State.
9. Research Statement My research has focused on the evaluation of health financing mechanisms – with an
emphasis on cost, coverage, equity, and access to care for vulnerable populations. I have
also developed a particular expertise in the economic evaluation of health interventions,
applying costing methodologies and cost‐effectiveness analysis to specific health
interventions. I have a strong record of managing research projects. At Johns Hopkins, I
led several large projects involving multiple faculty members, subcontractors, research
assistants, and a complex schedule of deliverables. At RTI, as Deputy Director of the
Healthcare Quality and Outcomes Program I successfully managed a staff of nine
researchers. I have a wide range of experience in using predictive models to forecast
health care outcomes, health expenditures, costs, and revenues.

10. Teaching Statement I am deeply committed to teaching, mentoring, and research. At Johns Hopkins, I
taught a class entitled Comparative Health Insurance, which consistently had 65 or more
students and was ranked highly by students. The last year I taught this class, in 2010,
both the course and the instructor were rated as “excellent”. The class was one of 17 –
out of 151 classes taught that term – to realize this achievement. I was also a co‐
instructor for the course Introduction to Health Economics, and taught short‐term institute
courses in statistics, evaluation methods, and the Economics of Tobacco Control. I
continue to teach the online course The Economics of Tobacco Control, which was
selected by students as an excellent class in the 2013‐2014 academic year.
I was also the Health, Policy and Management (HPM) Department Representative on
the School’s Master of Public Health (MPH) Executive Committee, and co‐director of the
MPH concentration area in Comparative Health Systems & Policies Concentration. In
this role, I played an important role in shaping the MPH Program’s initiatives and
strategic directions. I was also a member of the Faculty Senate from 2004 to 2008.
