that relate to the Presbytery of Western Australia.
The business sessions of the meeting were conducted at

PART 1 – OPENING REMARKS
The Moderator Rev Steve Francis welcomed everyone to the meeting and thanked the Billabong Uniting
Church/Community Centre congregation for their hospitality and for hosting the meeting. He welcomed all new
members to the Presbytery attending for the first time. He recognised Rev Luke Williams and the Billabong
worship team from Billabong. Promotion tables for Uniting Justice and the Synod Resource Centre were also
introduced.
The Moderator acknowledged the original custodians of the land with respect paid to their elders and welcomed the guests from National Congress.
The Moderator introduced the General Secretary, Rev David de Kock. He also welcomed his chaplain, Rev Alan
Jeffries and advised that Rev Ruth Vertigan and Rev Mark Illingworth will also be the Chaplains for the
duration of the meeting.
The General Secretary advised of all logistical arrangements for the day.
PART 2 – WORSHIP
Rev Luke Williams welcomed Presbytery and Synod members to the Billabong Uniting Church/Community
Centre on behalf of the congregation. The Billabong band opened worship with two songs, followed by worship
and prayer led by Luke.
The moderator thanked Rev Luke Williams and his team.
PART 3 WELCOME TO COUNTRY
Welcome to Country was led by Rev Sealin Garlett.
PART 4 - PRESENTATIONS
Strategy & Mission Planning Commission and the Resources Board gave a presentation on the National Life Church Survey.
Presented by Rev Ivan Clark.
“Leadership In A Changing World”
Guest presenter Craig Bailey, Director of Leadership at Uniting College of Divinity in Adelaide gave a presentation on Leadership in a Changing World.
Theological Education in WA and Workshop Round Table Session
Rev David de Kock gave a background brief and introduced his paper to the Presbytery. Noted that there is no threat to the post graduate training at Murdoch University.
Rev Bev Fabb gave her presentation “I have a dream” followed by Table Group Discussions.

Kalo Fotu presented members of the Tongan choir to sing and dance.
Moderatorial Nominating Committee
Rev Ken Williams, Chair of the Moderatorial Nominating Committee advised that the Moderatorial Nominating
Committee had been appointed by General Council. He gave a brief description of the role of the Moderator and
informed the Presbytery that nominations the next moderator can be made between April and June 2016. The
candidates will be interviewed in July and August, with their names announced at the Annual meeting of Synod in
September 2017. Maureen Bourke confidential personal assistant to Moderatorial Nominating Committee can
be contacted for the information/nomination packs.

1. that the membership of the Presbytery to include a member appointed or elected by

Budgetary Process for mission project grants to be raised from $140,000 to $200,000.

National Church Survey Life (Proposal 3 – Document 11.2)
11/2015-16 The Presbytery of Western Australia:
1. encourages all congregations to participate in the NCLS Survey of 2016
MOVER: REV IVAN CLARK PROPOSAL WITHDRAWN IN FAVOUR OF AMENDMENT
Amendment
1. affirms the importance of the Uniting Church in W.A. participating in the
2016 NCLS Survey for the benefit of the whole church, so that data may represent the U.C.A. and the Australian Church as fully as possible;
2. requests all congregations to participate in the NCLS Survey of 2016 as a
matter of priority; and
3. reminds all congregations that funding is available to cover costs of participation for those who do not have funds of their own.

Candidates for the Ministries Commission (Proposal 4 – Document 13.1)
12/2015-16 The Presbytery of Western Australia agreed by ballot to:
1. recognize Moira Mathie as an Accredited Lay Preacher having completed all the requirements for accreditations.

PART 7 – CONGRESS UPDATE (Rev Dr Chris Budden and Rev Dennis Corowa)
Rev Dennis Corowa acknowledged the traditional owners of this land past, present and future. He advised that
the review of the report was taken to the National Executive. In its discussions, one of the tensions is that the
Uniting Aboriginal and Island Christian Congress are torn between being a part of the Uniting Church and the
struggles of aboriginal people. He stated that it is not always an easy thing looking after our own people and the
staff of the Uniting Church. He said that they do not have the experience or range of skills to run their own
Presbytery. The National Executive of Congress voiced that there should be a postponement of the
establishment of a Presbytery. Dennis outlined some of the ways that Congress can be supported in governance.
He said that they were facing many changes across the Church. These were hard choices for his people and they
were asked to tick many boxes. He has been working with the Queensland Presbytery to train for all the extra
work that has to be done for a new presbytery. We have come through a time for freedom for aboriginal people.
We now need to progress to working and doing things together in a formal way.
Rev Dr Chris Budden advised that they are committed to allowing aboriginal people to control their own lives, to
build relationships. He said that in the NSW/ACT Synod they have worked really hard to make sure that
Congress Chair sits with the moderator, that they welcome guests, that First Peoples are in the centre of our
lives. He said that people in the Synod and Congress are deeply committed to ensuring that Congress works.
Des Lawson of Western Australian congress said that they are struggling, that they’ve faced the issues and it’s
time to move on. He said they need the help but the reality of ministry depends on God. Lastly, he noted that

Congress sits at the back and does not always feel fully respected. He said that it is a respect thing;
acknowledgement and respect goes a long way.

The Annual Synod meeting will be held from Friday 9 until Sunday11 September 2016 at Scotch College.

and to staff and volunteers who assisted with the smooth running of the meeting.
