What is the UIA One Stop Centre? It is the first point of contact for any potential investor and was established to enable domestic and foreign investors set up their investment projects in the shortest time possible as provided for in the One Stop Centre Client Service Charter.

Through the UIA One Stop Centre, potential investors can under one roof apply for various licenses and permits required to setup and do business in Uganda as well as obtain investment advisory services.

The UIA One Stop Centre services have also been extended through the award-winning Electronic Busi-ness Portal (eBiz) which makes it possible to apply for among other services: business name reservation, investment licensing and land title verification.

Who visits the UIA One Stop Centre? An individual being a national of the East African Community (EAC) Partner States or any other country who:

a) already carries out business activities or intends to invest in Uganda

b) needs to apply for various business-related licenses/permits

c) needs investment facilitation, investment advisory and investment after care services.

Who is an investor?A natural person or incorporated company duly engaged in the creation or acquisition of business assets and services with a view to generate future value (value addition) and create employment. Some of the priority investment sectors include infrastructure development, tourism, agro-processing, manufactur-ing, mineral beneficiation and ICT.

WHAT OFFICES ARE AT THE UIA ONE STOP CENTRE?

i. Respective Ministry requirements and secondary licenses. Some of the sectors that require regulatory approvals include: Energy generation, Mining, Banking, Air trans-port, Pharmaceuticals production, Education and Health.

UGANDA REGISTRATION SERVICES BUREAU Uganda Registration Services Bureau (URSB) is a semi -autonomous body established by the URSB Act, Cap.210 to implement the relevant laws, provide registration services, collect and account for all the

revenue provided for under the relevant laws.

The Bureau is responsible for the following functions:

• Business registration which includes registration of Companies, Business Names, Partnerships, Legal Documents, Debentures and Chattels Securities.

• Intellectual Property Rights Registration which includes Industrial Designs, Geographical indica-tions, Patents, Utility models, Traditional Knowledge and Cultural Expressions Trademarks and Service marks, Copyright, Neighboring rights.

• Civil Registration which includes registration of Marriages (Civil, Church, Muslim, Hindu and Custom-ary), Registration of Muslim Divorces, Licensing of churches to celebrate marriages and Issuance of Single Status Letters.

• Handling of Insolvency Matters which includes Corporate Rescue and Winding Up of Companies.

UGANDA REVENUE AUTHORITY

This Government Agency was established by an Act of Parliament in 1991 as the central body

responsible for Tax and Revenue matters.

What services does URA offer at the UIA OSC?• Tax Payer Identification Number (TIN) Registration

• Providing Information on Uganda’s Tax Structure

• Providing Information on the available Tax Incentives

• Advisory Services on any other Tax matters.

UGANDA NATIONAL BUREAU OF STANDARDS (UNBS)

The Uganda National Bureau of Standards (UNBS) is a statutory body under the Ministry of Trade, Industry and Co-operatives established by the UNBS (Act Cap 327) as amended and became operational in 1989.

The Mandate of UNBS is:

• Formulation and promotion of the use of standards

• Protection of consumers and environment against dangerous and substandard products

• Ensuring fairness in trade and precision in industry through reliable measurement systems

• Strengthening the economy of Uganda by assuring the quality of locally manufactured products to enhance the competitiveness of exports in regional and international markets.

• Provide information on applicable National, Regional and International Standards

• Information on Products and Services Certification (Q- Mark, System Certification

and HACCP ISO Mark (management system that addresses food safety and control

of biological, chemical and physical hazards from raw material production,

procurement and handling, to manufacturing, distribution and consumption

of the finished product)

• Provide Information on Product Testing in UNBS Laboratories

• Provide information on Good Manufacturing and Hygiene practises

• Provide information on Inspection and Verification of goods intended to be imported

into Uganda

• Provide information on Weights and Measures as used in the Industry.

NATIONAL ENVIRONMENT MANAGEMENT AUTHORITYThe National Environment Management Authority (NEMA) is a semi-autonomous institution, established in May 1995 under the National Environment Act CAP 153 and became operational in December 1995, as the principal agency in Uganda, charged with the responsibility of coordinating, monitoring, regulating and supervising environmental management in the country.

What services does NEMA offer at the UIA OSC ?• Providing information and advice to Investors on Environmental regulations and

requirements.

• Receiving and processing Online for Environmental Impact Assessment (EIA) applications.

• Advising investors on the EIA process, follow up on the already submitted EIA applications projects and give feedback

• Ensure investors already issued with EIA Certificates comply with EIA certificate conditions and any other related laws.

LAND TITTLE VERIFICATION SERVICEMinistry of Lands, Housing and Urban Development in conjunction with the UIA One Stop Centre offers both physical and online land tittle Verification service.

How do I verify my land tittle online?Step 1: Log onto www.ebiz.go.ug and create an accountStep 2: Log in using your username and passwordStep 3: Select “e-Application” and choose “Land Title Verification” from the list of servicesStep 4: Complete the electronic application providing details about the land to be verifiedStep 5: Choose your preferred bank (e.g. Diamond Trust Bank) from the list. A payment advice slip (assessment) will be generated for you which you must print and take to the bank of choice. It will cost UGX 10,000/= plus bank chargesStep 6: Submit the electronic application. Your application will be processed with in 24 hours and your land title verification results will be sent to you through your account

The National Water and Sewerage Corporation (NWSC) is a state – owned utility established under the NWSC Act, Cap. 3.17 (2000) with a mandate to operate and provide water and sewerage services in areas entrusted to it on a sound commercial and viable basis.

UGANDA FREE ZONES AUTHORITY

Uganda Free Zones Authority (UFZA) is a body corporate that was established under the Free Zones Act, 2014. It is mandated to oversee the establishment, management, marketing, mainte-nance, supervision and control of Free Zones in Uganda.

Who qualifies to develop or operate a Free Zone?

Both local and foreign Business Enterprises are eligible to be licensed to invest in Free Zones provided they fulfil the following:

a) The company must be registered or incorporated for the sole purpose of developing and operating a Free Zone in Uganda;

b) The company must have an adequate equity base and access to capital to enable it develop a Free Zone or operate in a Free Zone; and

c) The activities for which the Developer seeks the Licence, must be commercially viable and based on a suitable and credible Business Plan.

Which Licenses are offered by UFZA?

a) Developer’s Licence: This is provided to investors in infrastructure development as well as provisions of utilities like power, water, sewerage systems and telecommunication lines.

b) Operator’s Licence: This Licence is granted to a business enterprise to carry out any service or other industry including manufacturing or processing, breaking bulk, re-pack-aging, re-labelling and trading export-oriented services.

c) Manager’s Licence: This Licence is granted to a Business Enterprise which will under-take the Management of a Free Zone.
