The big picture
What is the goal of Interoperability?
To facilitate, improve and develop international rail transport services within the European Union and with third countries;
To contribute to the progressive creation of the internal market in equipment and services for the construction, renewal, upgrading and operation of the rail system within the Community;
And how to achieve that objective?
Through the definition of an optimal level of technical harmonisation in the TSIs

The current TSI allows several National Rules to be used
conformity with the requirement shall be deemed to be satisfied by the verification of conformity to the material fire safety requirements of the notified national rules from one of the following sets of standards:
— the British standards BS6853, GM/RT2120 issue 2 and AV/ST9002 issue 1;
— the French standards NF F 16-101:1988 and NF F 16-102/1992;
— the German standard DIN 5510-2:2003
— the Italian standards UNI CEI 11170-1:2005 and UNI CEI 11170-3:2005.
— the Polish standards PN-K-02511:2000 and PN-K-02502:1992.

The contribution of TRANSFEU to the finalization of EN 45545-2 will simplify
conformity with the requirement shall be deemed to be satisfied by the verification of conformity to the material fire safety requirements of the notified national rules from one of the following sets of standards:
— the British standards BS6853, GM/RT2120 issue 2 and AV/ST9002 issue 1;
— the French standards NF F 16-101:1988 and NF F 16-102/1992;
— the German standard DIN 5510-2:2003
— the Italian standards UNI CEI 11170-1:2005 and UNI CEI 11170-3:2005.

The assessment of a Fire Spreading Protection System
The current draft TSI is an “open point”
If FSPM are used instead of full cross section partitions, it shall be demonstrated that:
(1) They ensure that fire and smoke will not extend in dangerous concentrations over a length of more than 30m within the passenger/staff areas inside a unit, for at least 15 minutes after the start of a fire. The assessment of this parameter is an open point.
UNIFE is proposing ERA for a request for standard to close this point

The assessment of a Fire Spreading Protection System
TRANSFEU can submit pre-normative studies according the accurate results of burning products in Railway vehicles.The pre-normative studies can propose :
a repeatable model able to reproduce a fire has been developed
next step is to assess the effect of the FSPM on such a fire, check if the temperature, visibility and toxicity of the combustion gases remain below the thresholds indicated in the ISO 13571
The request for standard included in the series of EN45545 shall be requested from the ERA to the CEN TC 256 Joint Working group.
