Welcome to the world of medicalmarijuana, where a drug to some is alifesaver to others.

Rick Brown opened the Lake Lan-sing Road dispensary in late 2010 onthe site of a former laundromat.

He is one of six licensed care-givers at the facility – three couplesare co-owners – each of whom hasthe maximum of five patients and 12plants per patient.

But the combination of decreasing enrollments andfalling revenues has caused interest to build at Okemos,East Lansing and Haslett in joining an Ingham County-wide transportation consortium.

The plan, which is still in the formative stages, isattractive because it may help local districts to shaveexpenses for getting kids to school and back home andfor making trips to sporting events and for other extra-curricular activities.

IISD finance director Helen McNamara said anumber of Ingham County districts have had both dis-trict level and board level discussions on the proposal,and some have approved resolutions.

Besides Haslett, those approving resolutions are Dan-sville, Leslie, Stockbridge, Webberville and Williamston.

vide transportation to local schools,and then obtain commitments, withan addendum being allowed for EastLansing and Okemos, if the twoschool boards express interest.

“There is no commitment. Thisis just among the group that willconsider proposals,”McNamara said.

Early plans for the transportationconsortium call for the operationsto start in September of 2011, orJanuary of 2012.

Dean Transportation has providedspecial education transportation forIngham County schools for decades.It also has contracts with Eaton andClinton intermediate school districts.

McNamara said, “We have a30-year history of providing bustransportation, and this could allowlocal districts to focus more on theirresources on their core missions of

educating kids.”Karen Losch, executive director

of the Michigan Association forPupil Transportation, said otherintermediate school districts arelooking into consortiums.

“It is being driven by statelegistlation that is being considered.Many school districts want to beproactiveand area looking into this,”she said.

“ In some cases it may save schooldistricts money, it other cases, it maynot,” Losch said.

The Haslett School Boardunanimously approved a resolutionexpressing interest in the proposedconsortium at a special meetingMay 16.

The vote on the resolution had tobe taken by May 20, which requiredthe calling of the special meeting.

Once the request for proposalcomes back, Cook continued, indi-vidual districts may choose whetherthey want to be a consortiummember.

“Once the request for proposal

comes back,” Does this mean theIntermediate will come up with aproposal on providing bus servicefor districts. Yes.”

Cook said the idea for the consor-tium got going earlier in the spring,when a couple of Ingham County dis-tricts voiced their interest in con-tracting transportation services.

Cost savings to Haslett or anyother district are unclear as yet,Cook said, other than they wouldvary depending on the district. Firmnotions of savings should be avail-able by late June.

Haslett is still looking to make$2.6 million in cuts to their 2011-12district budget, which Cook said ispredicated on the original $300 cutin the per-pupil student foundationallowance.

There is hope, however, that newsof a $429 million revenue surpluswill mean more moderate cuts inK-12 school funding.

It’s likely more will be known bythe time of the board’s next regularmeeting at 7 p.m. Monday, June 13.

EAST LANSING – ‘Tisbetter to give than toreceive, some wise authoronce wrote.

A group of MichiganState University studentsin the Residential Collegeof Arts and Humanitieslearned that lesson manytimes over this semesterwhile participating in Dr.Donna Kaplowitz’s CivicEngagement and PublicEducation class.

Kaplowitz, a member ofthe East Lansing schoolboard, had her studentsvolunteered in classroomsthroughout the East Lan-sing Public Schools.

Once there, they devel-oped projects geared toboth their own talents andcommunity needs.

The class culminated

May 4 with a receptionat Snyder-Phillips Hall,during which the studentsawarded $4,500 in “Pay itForward” grants.

Grants went to theWhitehills Parent Council,the Edgewood VillageCommunity and the EastLansing High SchoolParent Council.

The Whitehills ParentCouncil will oversee fourdifferent projects – a fifth-grade technology projectat Whitehills; “Red CedarSings”, which will providea CD of student-song songsfrom around the world toeach family; library bookson diversity and culturalcompetence at Donley Ele-mentary, as well as fundstoward an anti-bullyingcomponent in the curricu-lum.

ceremony, presenting sev-eral songs from differentnations.

Edgewood Villagereceived $900 towardestablishing a communitygarden and for literacymaterial, while the highschool got $150 for adiversity conference held

April 21 and the Black Stu-dent Union received $868to purchase seven digitalcameras that will be avail-able for use by studentsacross the district.

It was the first timestudents worked onphilanthropy in theclassroom, Kaplowitz told

the audience. “It was veryrewarding and verydifficult for students tochoose award recipients,”she added.

The students developedthe criteria to evaluate thegrants, devising a systemof assigning points to eachone.

Some of the criteriaincluded studentparticipation in writing thegrants; meeting the needsof a large population andaddressing specific areasof interest including, butnot limited to: diversity,achievement gap, collegeaccess, bullying andspecial education.

Junior arts andhumanities/art educationmajor Augusta Morrisonof Huntington Woodslearned from her timeat Glencairn Elementary.Morrison worked with the

orchestra teacher toestablish a Morning MusicClub, and was also ableto use her violin-playingability in the classroom.

“I was able to formrelationships with them,encourage them to playmusic, teach and learnwith them,” Morrison said.

Kaplowitz expressedpride in the relationshipsher students were able toforge in the East Lansingcommunity.

“They bring their ownpassions and skill sets, anddevelop extra-curricularprograms that our localschool systems can’tprovide for after a decadeof budget cuts,” she said.

“It never ceases toamaze me as my studentsdevelop leadership andcivic engagement skillsthat this experienceprovides.”

EAST LANSING – The cityhas a budget for fiscal year2012, one which quietlyacknowledges the continu-ing financial difficulties ofthe community and thestate as a whole.

City council memberspassed the budget at theirMay 17 meeting. The city’sfiscal year begins July 1.

The total general fundbudget is $34.4 million,approximately $2.1 millionhigher than in 2011.

Some of the increasecomes from $400,000 infacility repairs and thereinstatement of the city’shazardous sidewalk repairprogram.

Much of the rest comes

from additional capitalinvestment – replacementof or repairs to cars, com-puters and roofs.

City manager Ted Statonsaid he expects the city toreceive around $1.2 millionfrom the state in statutoryrevenue sharing.

A first installment of$400,000 is anticipatedaround July 3, with an addi-tional $500,000 sometimeafter Oct. 1, when the firstquarter of the state’s fiscalyear begins.

The total amount of rev-enue sharing is around aone-third cut from priorallocations, Staton noted,but it’s less of a decreasethan originally budgeted.

Among the highlights isa more than $36 milliondecrease in overall prop-erty values, from $981.5million to $945.3 million.

As a consequence, thetotal millage rate for 2012will be 20.5626 mills, upfrom 19.8 mills this year.

Staton noted in a memo

that the increase is themost the city could insti-tute under the Headlee roll-back limit without going tocity voters.

Despite the increase, thelowering of propertyvalues means about half ofhomeowners will not seean increase in their bills,according to an estimateby assessor David Lee.

Any increase would benominal, Staton said,because of declining prop-erty values.

Overall property valueswere flat from 2010 to 2011,while a decrease isexpected from 2011 to the2012 fiscal year.

The budget also includescuts in seven positions,including two each in policeand fire departments.

The cuts will comethrough attrition – retiringpersonnel will not bereplaced – and no layoffsare involved.

Six of the city’s eightemployee unions will be

open for negotiation on July1.

There is no cost of livingincrease in the 2012budget.

Despite continuing eco-nomic gloom, Staton seesmany positives for thecity.

While $554,905 of thefund balance will be usedto balance the budget, thecity will retain an 8.2 per-cent fund balance, meetinga minimum requirement.

There will be renewedinvestments in equipmentand capital repairs after 18months of going without,and no cuts to services areplanned.

How long city servicesremain at current levels isuncertain.

To help with that, Statonsaid he plans to propose thecreation of a citizen panelwhose purpose would bedetermining options wherecontrolling spending andreducing city services areconcerned.

OKEMOS – When one doorcloses, another door opens,a wise person once said.

Noelle Palasty has foundher open door, as the formerWardcliff ElementarySchool principal will bereturning to a principal’sposition after a year away.

The opening was madepossible by the retirementof Bennett Woods Elemen-tary School principal JeriMifflin, who will be step-ping down at the end of theschool year.

“Bennett Woods is anexcellent school and I feelvery fortunate to be join-ing such an amazing groupof students, staff and par-ents,” Palasty said.

At their May 9 meeting,Okemos school board mem-bers approvedSuperintendent Dr. Cathe-rine Ash’s recommendationthat Palasty be Mifflin’s suc-cessor.

“First and foremost,Mrs. Palasty cares about

children,” Ash wrote in aletter to Bennett Woods par-ents. “She strives to ensurethat every child experi-ences social, emotional andacademic success.”

Palasty served as Ward-cliff principal for two yearsuntil the school closed inJune 2010. She has spentthe 2010-11 school year asa program specialist in thedistrict’s special educationdepartment, as the closingof Central School and Ward-cliff meant there were noopportunities for displacedprincipals in Okemos.

“The role of ProgramSpecialist provided me dis-trict responsibilities that Ibelieve afforded me valu-able insight and experiencethat will assist me as I moveback into the role of a prin-cipal. I have enjoyed mywork as a program special-ist,” Palasty said.

Before coming to Ward-cliff, Palasty taught spe-cial education for 11 years,including one year at Cor-nell Elementary School. Sheholds a master’s degree

in educational leadershipand an additional master ofarts degree in learning andbehavioral disorders.

“She has proven herselfas an exceptional leader atthe classroom, building anddistrict levels,” Ash notedin her letter.

Palasty will begin hernew position on July 1, andshe already has goals andhopes in mind.

“In addition to support-ing a high-quality educa-tion which includes a safe,nurturing and effectivelearning environment, myhighest priorities are build-ing relationships and learn-ing more about what makesBennett Woods such a greatschool,” she said in ane-mail.

“While there are manychallenges that lie ahead ineducation, I have missedbeing a principal and lookforward to the daily interac-tions with students as wellas supporting and witness-ing the amazing work ofteachers and support staffon the lives of children.”

EAST LANSING — Capt. Tom Johnstone of the East Lan-sing Police Department retired May 13 following 27 yearsof dedicated service to the City of East Lansing.

It is his distinguished work withcrowd control during past Final Fourevents that has led Capt. Johnstone tothe next step in his law enforcementcareer.

He has been hired by a U.S. fed-eral government consulting firm totravel around the country and trainpolice officers in large crowd controltechniques.

Capt. Johnstone was hired on May7, 1984 and was promoted to sergeanton March 22, 1994.

He was later promoted to lieuten-ant on Sept. 15, 1998 and was promoted to captain on Sept.18, 2006.

In his current capacity, Capt. Johnstone has overseenELPD’s Patrol Division and Investigations/DetectiveBureau for almost five years.

He has also worked as a department instructor in theareas of firearms and civil disorder.

“We are sad to say farewell to Capt. Johnstone. In histenure with the city, he has earned the respect of thepublic, his co-workers and the larger law enforcementcommunity through his hard work, dedication and leader-ship,” said East Lansing Police Chief Juli Liebler.

“Capt. Johnstone’s leadership during significant depart-mental events, specifically Final Four celebrations, hasbeen, in a word, invaluable.”

“There’s a lot of peoplein pain, and there’s a lot ofpeople stuck in bed becauseof their pain because theyhave to take … painkillers,”Brown said. “They aresitting in bed when theyprobably don’t have to.”

The Browns and theirpartners have seen successstories among theirpatients.

Many, he noted, havebeen referred by a familyphysician with concernsabout the toll aconventional painkiller istaking on a vital organ likethe liver.

“We do have somepatients … that their familyphysician wants them to usethis to wean them off ofthe other painkillers. Theyare just as harmful, usually,

as the condition you have,”Brown said.

Lives improvedOne patient in particu-

lar, Brown said, has gonefrom being unable to walkto a walker, and he was ableto ride a bike last summer.

“He’s come a long waywith this condition. He sayshe couldn’t do what hedoes without medical mar-ijuana,” Brown said.

Neighbors and commu-nity leaders had their ini-tial suspicions, but thoseappear to have abated.

“Since we’ve been open… awhile and it’s been alittle bit quieter, we’veactually had a couple ofthe people who were atthe meeting against us

coming in that have said,‘Since you’ve been open, wehaven’t seen the problemswe thought we were goingto see’,” Brown said.

“The fear has gone away,and they’re OK with usbeing here.”

The Herbal Center’sobjective, Brown said, iscarrying out the MMMAthe way it was intended.

“There’s no way you canwalk in here and purchasewithout showing us an ID.We have to see your driv-er’s license and your (med-ical marijuana) card,” hecontinued.

“We have a copy of allthe legal paperwork for thatpatient. Every time theypurchase we have a file forthem. We know who it is,

OKEMOS – There is an open seat onthe Okemos school board, and a famil-iar name is among the applicants.

Longtime board member andformer board president Ron Styka isone of three candidates who submit-ted letters of interest to fill a vacancyon the board. The spot opened upwith the departure of board secretaryAndrew Saultz, who moved out of thedistrict.

The other two applicants areAngela Wilson and Vincent Lyon-Callo.

Superintendent Dr. Catherine Ashsaid a board subcommittee met lastweek to review the applicants, anda special board meeting took placeMay 16 to review and discuss theapplicants.

The full board will take action atits next regular meeting on Monday,May 23.

“They are all outstanding candi-

dates, every one of them,” Ash said.Ash anticipates the budget for the

2011-12 school year to be a signifi-cant topic of conversation during thatsame meeting.

The district continues to look for atotal of $5 million in cuts, she added,and is counting on a $470 cut in per-pupil state funding until directed oth-erwise.

EAST LANSING – The tax bill forthe properties in the proposed CityCenter II project has been paid.

East Lansing City Treasurer JillFeldpausch confirmed thatdelinquent 2010 taxes were paid infull on May 9. The total amountpaid was $136,735.88, including

administrative fees and interest.The 5.5 acre mixed-use project

spanning the block west of theAbbot-Grand River intersection hasbeen in the works since 2008.

While a site plan and special usepermit are in effect, city councilmembers have repeatedly stressedthey will take no action until afinancing plan and a legal descriptionof the properties involved in the

project are received from developerScott Chappelle.

“I understand he paid hisproperty taxes that were due Feb.14, but he still owes us a detailedfinancing plan,” East Lansing MayorVictor Loomis said.

“Until such time as we receivethat detailed financing plan, we havenothing before us to decision orcomment on.”

OKEMOS — Chris Farris and Peter Stuckey will eachreceive the Eagle Scout award in a Court of Honorceremony at Okemos Community Church.

The event will takeplace at 10:30 a.m. on June4,. The church is located at4734 Okemos Road.

To achieve the rankof Eagle Scout, a scoutmust demonstrate leader-ship and citizenship whileearning 21 merit badgesand completing a serviceproject for the benefit of a school, church or com-munity, all before age 18.

Farris, a senior at Okemos High School, is the son ofRick and Mary Farris of Okemos, and the grandson ofMike and Betty Nardo of Lansing.

Stuckey is also a senior at Okemos High School andwill attend Hope College in the fall.

He is the son of Jeffery V. Stuckey and Mary PatJaracz of Okemos. He is a second generation EagleScout. His father and uncle, Col. Richard M. Stuckey,USAF (Ret), as well as his brothers Sam and Tom, eachachieved the rank of Eagle Scout.

Farris has been active in scouting since the secondgrade at Cornell Elementary School with Pack 125. Heearned Cub Scouting’s highest award, the Arrow ofLight.

Since joining Boy Scout Troop 64, chartered by theFirst Baptist Church of Okemos, Farris earned a totalof 29 merit badges and has held many leadership posi-tions in the troop.

Historical Village’s gardenAs a member of Troop 64, Chris completed his ser-

vice project at the Meridian Historical Village, in Cen-tral Park, Meridian Township.

His project involved landscaping for the newchapel in the village. In order to complete theproject, Chris worked with Meridian Township Parksand Recreation Department staff, the Township ParkCommission, Meridian Village Garden Club, andthe Friends of Meridian Historic Village Chapelconstruction committee.

The landscaping project involved historic research,planning and design of the project, solicitingcontributions from businesses, working with multiplecommunity groups for reviews and approvals andleading volunteers in the construction.

In all, 27 people contributed over 139 hours of workto complete planning and construction on the project.Chris solicited discounts and

125 and earned the Arrow of Light. He has been anactive member of Troop 64 since 2004 and has enjoyedseveral high adventure scouting trips including whitewater rafting in West Virginia, scuba diving inIslamorada, Fla., hiking at Philmont Scout Ranch inNew Mexico, sailing in the Bahamas and he is planninga return hiking trip to Philmont this summer.

Stuckey has earned 30 merit badges and is anOrder of the Arrow member. He served in severalleadership capacities, including den chief for webeloscouts at Cornell Elementary, Troop Guide, AssistantSenior Patrol Leader and Senior Patrol Leader.

For his Eagle project, Peter landscaped a large areabetween the sidewalk and the west side of ChippewaMiddle School near the main office entrance.

The work included removing accumulated trashand debris, sod and weeds, creating a defined edgefor the area, planting shrubs, perennial plants,groundcover and grasses and mulching and wateringthe plantings.

Timely Tipsfor Hiring Remodelers

Red Flags For Identifying the Unprofessional Remodeler

Doesn’t have a license or insurance. All remodelers should be able to demonstrate evidence of both.

Doesn’t write contracts. Without a clear written plan, it’s difficult to know what work you are both agreeing to complete.Expectations should be agreed to in writing.

Requires payment in full prior to starting the job. It’s reasonable for your contractor to ask for payment up front topurchase materials for your job. Shady contractors demand full payment and may leave with the money.

Vastly underbids other contractors. If a bid is way lower than everyone else’s it may indicate inexperience or a methodof cutting costs that severely affects quality.

Cannot provide references. Professional remodelers will always be able to provide the names and phone numbers of pastcustomers.

The members of the clubare coordinating a majorcommunity project torevive the wooden playstructure in the park.

The play structure wasbuilt in 1995. The originalproject was also spear-headed by East LansingRotary.

The play structure isnow reaching the end of itsuseful life, and the Rotar-ians have taken on therevival of the play struc-ture as its signature projectto commemorate the Club’s50th anniversary.

Families with kids arebeing encouraged to partic-ipate in an Art Contest toRemember the Park.

It is easy to participate;in fact it might just be a

perfect rainy-day project.Kids are being asked to

remember with art whatthey like best about thepark; depict a game or roleplay that they like to playin the park; or draw afavorite feature of the parkstructure (castle, bridge,big chair, tire bridge, etc).

The Chieftains cruisedto a 17-7 victory overEast Lansing last Monday,improving their record to15-1, while remainingunbeaten in the state ofMichigan.

Sophomore Bobbie Hallled the Chieftains’ scoringattack with six goals andthree assists, while seniorJordan Luberto added fourgoals and four assists inthe victory.

“We’re hanging onto theball and keepingpossession of it- that’s thekey to be successful inlacrosse,” Okemos coachBill Prahler said. “Wewere able to get a big leadearly on and then just kindof cruised in from there.”

Okemos took an early13-3 lead in the first half,highlighted by outstandingplay on both the offensiveand defensive end.

Alex King scored threegoals and Nicki Tague hada game-high six assists forthe Chieftains.

Okemos goalies AlisonCrites and Katie Johnsonsplit time at the goalieposition. Johnson recorded10 saves, while Critesadded six stops in goal.

East Lansing respondedwith a solid showing in

the second half, matchingthe Chieftains four-secondhalf goals.

Lelia Syal led theTrojans with two goals,while Katrina Lothameradded a goal and a team-high four assists for EastLansing.

Goalie Kathryn Clearyrecorded 11 saves for theTrojans.

Okemos was scheduledto play Waverly/LansingCatholic/Grand Ledge thispast weekend, and thenwill prepare to defendtheir title as the stateplayoffs kick off thisweek.

“We’re healthy rightnow, which is always agood thing,” Prahler said.“We have some real toughgames coming up, butwe’ll be ready for that.”

After losing the first set,Hoekstra battled back anddefeated Emily Doster ofOkemos 2-6, 6-4, 7-5 in athree-set thriller.

That victory proved tobe one of the decidingmatches as East Lansingedged Okemos at the CAACBlue league tennis meet lastweek at Grand Ledge.

“She’s beaten me everytime we’ve played beforethis, so I really wanted thatone bad,” said Hoekstra,who fought off three sep-arate match points in thethird set.

“It was a great win forme and a great win for ourteam. Okemos is a really

good team, so we knew itcould have gone either waytoday.”

East Lansing andOkemos were neck-and-neck heading into the finalthree matches, but the Tro-jans won all three, givingthem a clean sweep in everysingles flight.

“To sweep singles likethat was a bit of a surprise,but the girls answered toany pressure they hadcoming into the meet,” EastLansing coach Lisa Semerlysaid. “We came in here feel-ing like we had to deliver,and we more than deliveredhere today.”

Typically when the U.S.dollar is weak and the economy isflat, gold and silver markets soar.“That’s good news if you are sittingon a few gold necklaces or an oldclass ring” says Miller.

Starting Tuesday at 9am andevery day this week throughSaturday, the Ohio Valley Refineryis setting up a satellite refineryright here in Brighton at theHoliday Inn Expres. During their5 day stay, anyone can bring gold,silver or platinum items and turn themin for immediate payment, explainsJohn Miller. “Just about everybodyhas some amount of gold or silverjust lying around collecting dustand this week anybody can selltheirs direct to our refinery. Typicallyselling direct to a refinery is reservedfor larger wholesale customers likejewelry stores, pawn shops andlaboratories” says Miller. “We arechanging how business is done,” heexplains “we want to do businesswith everybody so we took ourbusiness to the streets”. “Our teamsvisit various cities around the countryhosting 5 day events and allowingthe general public to take advantageof our services. “The turnout has beenoverwhelming” says Miller. “Usuallyeach day is busier than the previousday. It seems once people come tous and sell something, they are soamazed what an old ring or goldcoin is worth, they go home and startdigging around for more and tellingrelatives, friends and neighbors. It’slike a feeding frenzy by the third day.People line up with everything fromgold jewelry to sterling silver flatwaresets to old coins. I think during this

bad economy everybody can useextra money, but most people saythey are taking advantage of sellingdirect to our refinery because of thehigher prices we pay”.

During this special event, anyoneis welcome to bring all types of gold,silver and platinum to the refineryand turn it in for instant payment. Thetypes of items they will accept includeall gold jewelry, gold coins, goldounces, dental gold, old coins madebefore 1965 including silver dollars,halves, quarters and dimes, anythingmarked “sterling” including flatwaresets, tea pots, silver bars, silverounces and all industrial preciousmetals.

What should you expect if you goto the event to sell your gold and/orsilver? Just gather up all gold, silverand platinum in any form. If you arenot sure if it’s gold or silver, bring it inand they will test it for free. When youarrive at the event you will be asked tofill out a simple registration card andwill be issued a number. Seating willbe available. When your number iscalled you will be escorted to a tablewhere your items will be examined,tested and sorted. This only takes afew minutes, using their expertise and

specialized equipment. Items will becounted and/or weighed. The valueof the items will be determined basedon up to the minute market prices. Livefeeds will be available at the eventdisplaying current market prices of allprecious metals. If you choose to sellyour items, they will be bagged andtagged and you will be escorted tothe cashier to collect your payment.Waiting time to sell your items mayrange from just a few minutes to 1hour, so bring something to read.If you are the owner of a jewelry
