The province is allowing schools boards to start collecting education development charges (EDC) again, but at a “modest” rate.

After ordering a freeze last fall on the rate of EDCs — collected from developers as school boards’ only means of funding the purchase of new school sites — the Ministry of Education announced this week boards will have the “ability to propose modest EDC rate increases while the government continues to review the EDC policy framework,” according to a ministry memo.

The change will replace the current cap on rates and allow boards to collect a maximum annual increase of the greater of five per cent or $300 per residential unit and no more than five per cent for non-residential rates.

The Simcoe County District School Board and the Simcoe Muskoka Catholic District School Board work together to determine EDC rates.

When they started the process last year, the EDC bylaw hadn’t been updated in five years, so an increase of 300 per cent was being proposed to allow the boards to catch up. That’s when the ministry stepped in and halted the process while it conducted a province-wide review.

Jodi Lloyd, chair of the public school board, said the two boards will likely meet in May to amend the current bylaw. If it passes, it will come into effect five days later.

“This is not going to address the complete deficit, but it is a move in the right direction,” Lloyd said. “Boards are going to be faced in the future with addressing the increase in enrolment and the increase in (Simcoe County’s) population.”

The public board is currently collecting only 30 per cent of what it feels will be required in EDCs to allow it to purchase needed school sites.

There is speculation that the province could revise the entire EDC process. Whatever the outcome, Lloyd hopes it doesn’t hinder the boards’ ability to provide adequate space for the additional students it is expecting in the coming years.

A date has not yet been set for the meeting to amend the EDC bylaw. The current bylaw expires at the end of October.

An Overview of Dental Care and Older Adults in Ontario

In yesterday’s budget, the Government of Ontario took an important step forward in providing free dental care for low-income seniors. Oral health is an essential component of comprehensive health care and the National Institute on Ageing (NIA) applauds this measure aimed at the seniors in Ontario who need it the most. The plan announced yesterday will provide approximately $90M annually when fully implemented. It includes coverage for single seniors age 65 and older with incomes of $19,300 or less (or senior couples with combined incomes of less than $32,300) and seniors who don’t have existing dental benefits. Access to dental care is increasingly recognized as a component of comprehensive health. In this commentary, the NIA breaks down the Ontario Government's plan, takes a look at dental coverage across the province, and highlights municipalities that have lead the charge by finding creative ways to offer free dental care to low-income seniors.

To All,

We would like to commend Simcoe County District School Board for the new build of Georgian

Bay District High School in Midland. This is a welcome addition to our neighbourhood and

community. We are pleased to have young people in our midst.

Unfortunately, a growing concern since students moved to this new site has us scratching our

heads and we would like everyone's thoughts to find a resolution.

An existing park-like lane between school property and the houses on the next street west of

the school (Ingram) has been adopted by students as their ad hoc smoking area. Smoke-Free

Ontario legislation has made smoking on school property illegal.

As neighbours of the school and this small patch of nature, we have several concerns:

• Smoking in this wooded area, with a grounds cape of leaves and brush is a fire hazard

• With no garbage bin or receptacle for cigarette butts in the immediate area, the ground

is along the lane is being used and abused.

• Students (often over 20 at a time) block the sidewalk and fill this public laneway at the

street end. Pedestrians (many elderly and disabled) must clear the students to pass

through.

The reality is that students smoke. Another truth is that, in the absence of handy waste

receptacles, where people gather, garbage accumulates.

We're not certain that the students are clearly aware of this growing issue or its repercussions

to the neighbourhood but we do feel that solutions exist if everyone is works together.

For this reason, we'd like to ask if it might be possible to bring all parties together; students;

neighbours; school officials; town representative and even the fire department; to create a

solution that will work for all with input and work by all.

Perhaps a meeting at the school?

(AKWESASNE, ON) - The community of Akwesasne, the Akwesasne Mohawk Police Service, the Ontario Provincial Police (OPP), and the Akwesasne Community Justice Program are inviting you to join them on Wednesday, April 17, 2019 for Missing Person Awareness Day. Missing Person Awareness Days are the result of funding provided by the Indigenous Justice Division of the Ministry of the Attorney General.

The all-day event will be held at the A`nowara`ko:wa Arena - Turtle Room in Akwesasne, starting at 9:00 a.m. It will be an opportunity for the community and police to work together and remove barriers to reporting a missing person and help find or identify a loved one. There will also be a presentation from the OPP Anti-Human Trafficking Coordination Team to increase awareness regarding human trafficking, accessing community based programs and online safety for children.

Those attending will gain insight into the importance of reporting a person missing and will have the chance to provide information on unreported missing persons. There will also be an opportunity to collect DNA samples from family members of missing persons for identification purposes, if required.

While missing persons are usually reported to police by family members, you do not have to be a relative to report a person missing. There is also no time limit - all missing person investigations remain open until they are resolved. Even information about a person who went missing 30 years ago could provide important evidence to resolve an active case today.

Akwesasne Community Justice Program Ietsiiatahónhsatat Victim Services, Victim/Witness Assistance Program, Victim Service of SDG & A, and Wholistic Health and Wellness Program will be attending to provide services. Resources from the Canadian Centre for Child Protection regarding child safety will be shared at the event.

If you have information about a missing person or need help to find a loved one and have not contacted the police, then Missing Person Awareness Day is your chance to do so. The information that you possess may help find or identify a missing person and bring a resolution to their family members and friends.

April 16, 2019 Below is a copy of a Resolution adopted by Brantford City Council at its meeting held March 26, 2019. In keeping with City Council’s direction, a copy is being distributed to other municipalities in the Province of Ontario.

RESOLUTION 6.1 Single-Use Plastic Straws

WHEREAS section 8(1) of the Municipal Act, 2001 requires that the powers of a municipality are to be interpreted broadly so as to confer broad authority on the municipality to enable the municipality to govern its affairs as it considers appropriate and to enhance the municipality’s ability to respond to municipal issues; and WHEREAS section 8(3) of the Municipal Act, 2001 permits the municipality to pass by-laws under section 10 and 11 which: regulates or prohibits the matter; and to require persons to do things respecting the matter; and WHEREAS section 10(2) of the Municipal Act, 2001 permits single-tier municipalities to pass by-laws respecting the following matters: economic, social and environmental well-being of the municipality, including respecting climate change; and WHEREAS the Council of The Corporation of the City of Brantford wishes to consider regulating or prohibiting the sale and distribution of single-use plastic straws in the municipality in order to reduce: (a) littering; (b) the impact on landfills; (c) the impact on sewers; and (d) the contribution to climate change; NOW THEREFORE BE IT RESOLVED THAT City Staff BE DIRECTED to:

1. Analyze the impacts of single-use plastic straws in the municipality; and

how to reduce those impacts through the regulation and prohibition of single-use plastic straws;

2. Consult with the public and impacted industries, including but not limited to: i. Retail Stores; ii. Restaurants; iii. Manufacturers and Distributors, as applicable; iv. Chamber of Commerce; v. Brantford Accessibility Advisory Committee; and vi. Brantford Environmental Policy Advisory Committee;

3. THAT City Staff REPORT BACK to Council on the results of their analysis

and consultation; along with a process, including timelines, to: a. In the first phase, regulate the sale and distribution of single-use plastic

straws, taking into account existing inventories and the sourcing of alternate suppliers; and

b. In the final phase, prohibit the sale and distribution of single-use plastics straws.

4. THAT a copy of this resolution BE FORWARDED to the MP and MPP

Brantford-Brant, the Association of Municipalities of Ontario (AMO), the Federation of Canadian Municipalities (FCM) and other municipalities in the Province of Ontario.
