Labour Market Survey in support of an Industrial Skills and Trades Training Centre in Thompson, Manitoba
This survey has been put together by a Project Implementation Team (PIT) made up of representatives from the
Northern Manitoba Sector Council, the University College of the North, Vale, Keewatin Tribal Council and
Manitoba Keewatinowi Okimakanak. This interim decision-making body is tasked with the objective of developing
a Master Plan for the centre that will best align the Institutional capacities of a Training facility with the immediate
and fundamental demands of Industry in the region on account of labour market challenges. This Master Plan will
outline a detailed Functional Program and Governance Structure for the Centre as well as a Capital Funding Plan
and business model from which the PIT can leverage support from Industry, government and other interested
parties. This survey hopes to reveal the immediate and long-term needs of industry related to the availability of
skilled tradespeople and apprentices ready to work in the region.

1 EXECUTIVE SUMMARY
1.1 Introduction
Turner and Townsend cm2r is retained to provide Cost Planning & Design Cost Control services including
this report to prepare an Order of Magnitude Construction Cost Estimate. The Estimate is for the �hard�
Construction Cost component of the project only and does not include for any project soft costs.
1.2 Construction
The Construction Cost Estimate includes all direct construction costs, contractor�s overhead and profit and
assumes that the project will be procured on a Stipulated Lump Sum Basis, and that bids will be
received from a minimum of five general contractors. We also assume that the project will be completed
in a reasonable time frame and have not included any premiums required for �fast-tracking� the project.
1.3 Risk Assessment
Post-Contract Contingencies (i.e. for Change Orders that may arise during construction) have been
excluded in our cost report.
No contingency is included in our estimate to allow for construction price escalation for sequence 1 as the
start date is February 2013; a 4% contingency has been allowed for sequence 2, which is anticipated to
start in February 2014 and a 20% contingency has been allowed for sequence 3 which is due to start in
February 2018. Construction Price Escalation beyond February 2018 has been excluded and we
recommend that these contingencies be monitored on a regular basis and/ or prior to tendering.
1.4 Level of Documentation
The estimate is based on the drawings and information provided, and reflects current rates and present
market/local conditions. Based on the level of the Design information available, we have included an
Estimating/Design Contingency allowance.
We strongly recommend maintaining the contingency amounts included and preparing a detailed cost
estimate prior to going to tender.
1.5 Market Conditions
The estimate is based on normal competitive conditions and is intended to fall within a range of bids
received from a number of competitive contractors. Adverse local and global market conditions,
proprietary specifications, single-sourcing of materials and equipment, or lack of bidders may cause bids
to vary from reasonable estimates based on normal competitive conditions.
