1. Background of the Study

Chronic traffic congestion is experienced in urban roads of Mega

cities, and urban road sections of inter-city roads.

This results to increase of travel time, failure of timely delivery of

goods and people, and loss of valuable time of people.

(i) Traffic Congestion is one of the serious problems of

the road sector

(iii) DPWH Plans

DPWH has various plans such as:

- Development of expressway network

- Development of ring roads in the Regional Growth Pole Cities

- Construction of Bypasses along inter-city roads

These plans are not necessarily implemented well for various reasons:

- No masterplan with project implementation priority

- Lack of proper traffic data, particularly OD data, for assessment of

proposed projects

- Lack of proper implementation schemes involving private sector’s

participation

7.3.1 Study on Future Road Network

Work Items for Study on Future Road Network

(1) Traffic Assignment: Traffic assignment (present and future OD) to

present road network is carried out.

(2) Analysis of Results of Traffic Assignment: With the results of traffic

assignment, traffic volume of each section, congestion degree

by section and through traffic share by section are analyzed.

(3) Study on Future Road Network: Considering the land use plan,

development plan and environment in the study areas, issues on

present road network are analyzed and principal policy is to be

established in planning of future road network.

7.3.2 Formulation of Overall Road Development Plan and

Identification of High Standard Highway Development Projects

Overall road development plan will be formulated. Based on

development strategy of high standard highway, routes to be

applied for high standard will be selected. Based on this plan,

major high standard highway development projects will be

identified. In the formulation of the overall road development

plan, road map showing road class and its function will be

prepared at the scale of 1/50,000.

7.3.3 Preliminary Design of High Standard Highway Development

Projects

Preliminary design for the high standard highway

development projects identified in the above will be carried

out including the road structures and necessary facilities.

Standard cross sections, preliminary plan and longitudinal

profile will be prepared with the scale of 1/10,000 topography

maps and pictures.

Economic Analysis

(1) Calculation of Benefit

Vehicle operating costs savings, time cost savings, maintenance cost savings

Such indirect benefits as benefits from regional development and benefits from reduction

of effects of traffic accidents, etc. will not be considered due to uncertainty of accuracy.

(2) Economic Cost

Economic cost will be calculated applying shadow rate and excluding taxes.

(3) Indicators for Evaluation

Economic Internal Rate of Return (EIRR), Benefit/Cost Ratio (B/C), Net Present Value (NPV)

(4) Sensitive Analysis

The following factors for the analysis will be considered to identify the factors having high

sensitivity to B/C.

-Construction Cost (variation rate: ±5%, ±10%, ±15%)

-Traffic Volume (variation rate: ±5%, ±10%, ±15%)

-Vehicle Travel Cost (variation rate: ±5%, ±10%)-Time Unit Cost of Passenger (1/2, 0, in case of gradual increase with increase in future

income level)

7.3.6 Initial Environmental Examination (IEE)

IEE will be carried out for each Project, identifying

a) Factors adversely affecting environmental and social

conditions, and preparation of an environmental check

list,

b) Measures to mitigate adverse impacts, including

alternatives of the project,

c) Whether the project requires EIA.

7.3.7 Study on Project Implementation Schemes and Financial

Analysis

(i) Project Implementation Schemes

Project implementation schemes including Public-Private Partnership

(PPP) will be studied. In this study, procedures so as to encourage

private sector’s participation in appropriate manner will be studied in

detail, which include method of securing financial resources as

burden sharing between public and private, constructing toll road

with financial assistance from donors, etc.

In this respect, financial feasibility study of the projects will be

conducted, appropriately estimating investment costs necessary for

each stage and maintenance cost. In particular, for fund and other

burden sharing between public and private, risk analysis will be

carried out and each responsibility will be made clear in transparent

manner.

7.4 Strengthening of Organization of DPWH

After reviewing O & M system of roads and expressways administrated

by DPWH and analyzing problems and issues, the O & M system for high

standard highway will be recommended.

BOD of DPWH had issued “Design Guidelines, Criteria and Standards” as

present design standards in the Philippines. This covers road design,

bridge design, drainage facilities and so on, basically complying with

AASHTO Design standards. Design standards for high standard highway

will be recommended through reviewing DPWH standards and design

standards in Japan, U.S.A. and other countries.
