THE SILVER SPIRIT
The Jefferson County Council on Aging will be participating in the 2013 March for Meals
campaign. This campaign is used in
conjunction with Meals on Wheels to
help raise awareness of senior hunger and to encourage action on the part of local
communities. This is an annual campaign intended to generate
public awareness, recruit new
volunteers and raise funds for our local nutrition program.
JCCOA will be participating by
hosting a fundraiser Breakfast on Friday, March 8, 2013 from
7am-9am. All proceeds from this
event will be used to support the Nutrition program at JCCOA.
JCCOA is a non-profit agency funded by
grants, donations and a small amount of agency generated
revenue. The agency’s grants received are
designed and designated to assist
older adults in

The Jefferson County Council on Aging will begin the JCCOA Weight Loss Program on Monday, March 4, 2013-Monday, May 20, 2013. If you are interested, please sign up with Chasidy or
April.
Rules and regulations of the program:
1. In order to be in the Weight Loss Program you must be signed up by March 4, 2013. If you want to sign up after this date, you will be required to pay a $2.00 per week penalty for each week that the program has
been running.
2. Weigh-In Day is every Monday at 10:30am. There is no exception to this!!!! If you do not weigh-in on this day, you will be required to pay a
$2.00 penalty.
3. Cost for the program is as follows:
* $.50 per pound loss * $2.00 if you have gained * $2.00 penalty if you do not weigh-in on the designated Monday weigh-in day. * $5.00 penalty if you drop out of
the program

Wednesday’s at 1:00pm. Trophies are given to those players with the highest 4 scores as well as a special Grand Prize. A Special Grand Prize is also given to those players on the team with the highest overall score for the

Active for Life Exercise Program is a low-to-moderate intensity
strengthening program for older adults. This program was designed by West Virginia
University Extension Services in consultation with a physical
therapist.

This Code of Conduct is intended to encourage behavior that
supports the Jefferson County Council on Aging’s (JCCOA) goal to provide positive experiences in
a welcoming environment. Unacceptable behavior is
identified as that which interferes with the JCCOA, infringes on the
rights of others, infringes on JCCOA staff, causes damage to the building (s) and/or equipment or is hazardous to oneself or others.
Specific examples of unacceptable behavior for all JCCOA patrons include, but
are not limited to the following:
1) Inappropriate use of rooms without program director or
JCCOA employee supervision
2) disruptive or offensive behavior
3) Verbal or physical abuse or harassment of JCCOA patrons or staff member in angry, violent, or
threatening manner.
4) Unauthorized removal or attempted removal of materials
5) Unauthorized moving of furniture.
Appropriate behavior and conduct will assist JCCOA in promoting our established

Policy: Definition: A grievance is simply a
complaint, or bases for a complaint: 1) All JCCOA participants have the right
to file a grievance
2) Verbal grievances may be requested to be in writing for
documentation: A participant may file a grievance by:
A) Telling an employee or the director that he/she has a complaint
B) Sending a letter to:

All grievances will be processed in the following manner.
Step 1– The grievance will be filed. A follow-up from the Executive
Director or contact person if requiring response for ADA regulations.
Step 2– Within 7 calendar days the Executive Director will begin a full

resolution cannot be accomplished, arrangements will be made for an
information hearing.

The Jefferson County Council on Aging (JCCOA)
transportation services are designed to assist older adults in
Jefferson County by providing demand response
transportation 5 days per week. The program is for those 60
years of age or older or disabled and reside in Jefferson
County. The following are transportation options through
JCCOA:
Medical Transportation: JCCOA is please to provide non-
emergency medical transportation for you. The standard
charge for one-way trip is $10.00 boarding fee plus $.75 for
each mile over 15 miles. These charges were established by
the West Virginia Bureau of Senior Services–Medicaid
Program. We are required to charge the same for all riders.
We have established a sliding scale fee for riders who do not
qualify under the Medicaid program and do not have private
insurance to cover such costs. We recognize this service is
imperative to your health care and do not with to be a
burden to you. We encourage you to pay what you can
afford. If you cannot afford to pay and entire bill, please pay
what you can, note the difference and return the bill to
JCCOA, attention Finance Director.
Non-Medical Transportation:
JCCOA provides non-medical transportation to shopping,
recreation activities, hair appointments, banking, pharmacy
purchases, etc. five days per week. Non-Medical
transportation is by a suggested donation of $1.50 (one-way
trip.)

JCCOA Adult Day Care/Congregate
Respite program is a program offered to
provide a safe, comfortable and loving
atmosphere while enabling seniors with
Alzheimer’s/dementia and other ailing
conditions to remain independent by
increasing their feeling of self-worth and
dignity. The JCCOA Adult Day Care/
Congregate Respite program provides
the much needed break for caregivers
while providing tailored Activity Care
Plans for each participant based off a
Leisure Interest Assessment to
encourage socialization, while enhancing
the client’s mental and physical skills.
Services include personal care,
ambulatory assistance, food
preparation, feeding and other needs as
they arise.
The JCCOA Adult Day Care/Congregate
Respite program is offered Monday-
Friday from 8am-2:30pm.

few proactive steps you can cope stress
and enjoy the “Golden Years” of your

1. Stay Active: There are many
programs geared towards seniors.
Any sort of activity that gets a person
moving for at least half-an hour can
help keep the body agile and relieve
stress.
2. Volunteer: Working with a
charitable foundation in the
community can make a senior feel
useful and needed. Volunteering also
gets a senior out in the community
and reduces their chances on
becoming isolated and depressed.
3. Light a (Renewed) Fire: Now that
you are retired and your children
have left home, pick up and do
something you love!
4. Work-Out Your Mind: Just as it is
important for keeping your muscles
going with exercise, stretching your
mind muscles are important too.

The JCCOA Nutrition Department periodically has food available for distribution to seniors who gather
for lunch and dine-in at the JCCOA Senior Center located at 103 West
5th Avenue in Ranson. These meals are available for distribution for
various reasons: 1. Excess servings from the day’s
lunch that cannot be frozen;
2. Excess meals provided by Hollywood Casino and Slots that
cannot be frozen;
Neither the type (JCCOA or CTRS) nor the number of meals available
for distribution each day is guaranteed. Your receipt of a meal
one day does not guarantee that you will receive a second meal on
another day.
Preference is given to those seniors who would benefit the most from the
second meal.
The kitchen will refrigerate the sec-ond meal until the senior receiving
the meal leaves JCCOA. It is the responsibility of the seniors
receiving the meal to take steps to refrigerate and preserve it once he/
she has left the building.
Eligibility to receive a second meal does not mean that you may
carry-out leftovers from the lunch tray. Only seniors who dine-in for
the lunch meal are eligible to receive and carry-out a second meal.

The JCCOA Nutrition Department Mission: It is the goal of JCCOA’s Nutrition Department to end senior hunger in Jefferson County by providing a lunch that
meets 1/3 of the Recommended Daily Allowance to seniors at five (5) Congregate locations. We also operate five (5) home delivery routes in and around the county
as we strive to meet the nutritional needs of home bound seniors– those who live in Jefferson County but are unable to gather at a congregate site.

JCCOA Home Delivered Meal Program: JCCOA provides Home-Delivered Meals to
residents 60 years of age or older of
Jefferson County who are homebound and
unable to obtain nutritious meals from other
sources. All meals served by JCCOA meet
one-third of the Recommended Daily
Allowance for all dietary nutrients and
vitamins as recommended by the Institute of
US National Academy of Sciences. Contact

SWEET & SPICY WINGS:
Ingredients:
12 Chicken drumettes or wings
1/2 cup Hoison Sauce
1/4 cup Honey
1/4 cup Franks Hot Sauce
1 Tbsp. Toasted Sesame Oil
2 Tbsp. Finely Grated Orange Zest
3 Green Onions-sliced (for garnish)
Directions:
Rinse & pat drumettes dry. Whisk
together marinade and save 1/2
cup for basting. Marinate drumettes
in fridge for 2-24 hrs. in zip lock
bag, turning every so often .
Preheat oven to 325 degrees. Place
drumettes on foil lined pan and
bake for 10 minutes, remove &
baste. Flip drumettes and baste
then bake for another 10 minutes.
Increase oven temperature to 425
and continue turning, basting and
cooking drumettes at 10 minute
intervals for the next 20-30
minutes. Place finished drumettes
on platter and sprinkle with green
onion garnish. Serve hot or at room
temperature.

Meal Overview
Breakfast: Weight Loss Secret Weapon (From Weight Watchers.com)
Research has shown that people who skip breakfast may not be
as successful with weight management as those people who eat
breakfast regularly.
Food is fuel to your body. Eating breakfast is like filling up a gas
tank. When you wake up in the morning your body is low on fuel.
A morning meal can kick-start your metabolism by giving your
body energy.
The ideal breakfast is based on carbs and protein. The most
satisfying breakfast delivers a shot of energy (raising blood sugar
levels rapidly) and then a longer term energy boost from high
fiber, complex carb, protein containing foods that slow digestion.
Low fat cheese and tomato slices on whole wheat English muffin;
High fiber cereal with low fat milk and fruit (dried or fresh);
PBJ on multi-grain bread;
Eggs (hard boiled or scrambled) with wheat crackers or toast
Low fat yogurt and grain-rich cereal bar
A banana and a small handful of peanuts or almonds
Don’t fall prey to impulse snacking! Employ your secret weapon against hunger, binging and overeating later in the day– BREAKFAST!!!!
