To all Troop Scouts & Parents: This is your Troop Popcorn Kernel with some important information regarding this

year's popcorn fundraiser.

1. Anyone who has not received a Popcorn Sales form, please see me at a Troop or Patrol Meeting.

Sandy Spring Adventure Park and Overnight Campout – October 17-18

The Uakari (a.k.a. "red faced monkey") patrol has volunteered to assemble an outing to the Sandy Spring Adventure

Park on Saturday, October 17, followed by an overnight campout. We are looking to see how many are interested

before making reservations. Current arrangements follow.

The Sandy Spring Adventure Park is off Norwood Road, so it's very close to Olney. The plan would be to meet around

noon and climb for three hours plus a 30 minute orientation period. Cost is $35 per person (scout rate) but if we get

enough interest (more than 25) it will drop to $33 per person. So we need to know early if you want to go. Friends

welcome. Waiver forms are required and will be distributed before the event. A parent’s signature will be required.

Then camping overnight at Mr. Haviland's field (many of you know this as the location for the November primitive

campout). This is just about 2 miles north and east of Ashton, off Haviland Mill Road. The Uakari patrol will provide

supper and a simple Sunday breakfast, with camping ending by 9 AM Sunday. (Food cost per person yet to be

determined but it will be reasonable.)

We encourage those of you who have potato guns, to bring them to the field about 4:30 PM on Saturday (even if you

don’t camp), so everyone can try to sight elusive wingless flying spuds.

Webelos Weekend – October 23-25

Webelos Weekend is almost here! This is THE weekend where Cub Scouts can camp with a preferred Boy Scout

troop and thereby satisfy a key Arrow of Light requirement. This is typically a big event and we need lots of scouts

and scouters to make it work. Mr. Walt Greenspon ([email protected]) is coordinating this event again this year

and can answer any questions.

We encourage those scouts and scouters with connections to local packs, to remind them of this event and encourage

the Webelos dens to sign up. Keep in mind that attending Webelos Weekend with one troop does not prevent Cub

Scouts and parents from visiting other troops during the event. Webelos parents can sign up with their dens or

individually. It may be helpful for Webelos and parents to take a look at the troop’s website,

www.troop264olney.net, and especially Signalers there, to get a better idea of the range of activities the troop does.

address, and your patrol. Adults welcome too. Mr. Greenspon will take care of the registration process for you.

Attention Troop 264 Scouts and Scouters

The annual Webelos Weekend will be held this year on October 23 - 25. Please see the flyer [following].

Location: Camp Bennett - 20501 Georgia Ave, Brookville, MD 20833 – Please note this is a different

location than past few years – a little closer than past years. Troop 264 will host Webelos Cub Scouts from

several of our feeder packs.

We are requesting as many Boy Scouts and Scouters as possible to attend and participate. Scouts/Scouters

do not have to come the entire weekend – can attend as available. As in the past, we will track the

days/hours scouts attend and issue SSL (Student Service Learning) hours in accordance with

Montgomery County Public Schools policies.

Activities will include (but are not limited to): helping the Webelos set up their tents, teaching the Webelos

skills such as tying knots, fire building, and Totin Chip, helping with meal preparation, starting and

maintaining our camp fire; running the overall Webelos Weekend event knot tying skill and competition;

and most importantly showing the Webelos how much fun Boy Scouting is in Troop 264. Also,

requesting a couple Ventures to assist in shopping for food and supplies on Thursday (October 22) afternoon.

The troop will pay for the Webelos Weekend District Participation Fees – only cost to scouts and scouters is

for food - $5 / meal / person – Meals are Saturday B/L/D – Sunday B.

We will set up our camp site Friday evening starting around 4:00. We will start breaking down the camp

around 7:30 - 8:00 Sunday morning and should be on the road before 9:00.

A WEBELOS-to-BOY SCOUT Transition Event

(Version 09/18/15) What Is WEBELOS WEEKEND? In a word – FUN! This is a camping and learning event for First and Second Year WEBELOS, one (or more) of their parents (sorry younger Scouts or siblings may NOT attend), and for Boy Scouts and Scout Leaders. It is a chance to camp with a Scout Troop, learn Scout Skills, and play a few games. Boy Scouts attending the event teach skills, tell WEBELOS about Scouting, and run the scheduled events. This is a GREAT opportunity for WEBELOS to see Boy Scouts in action and for parents to meet Troop Leaders. PACKS & TROOPS SHOULD PLAN THIS EVENT TOGETHER: Hopefully you started planning to attend this event right after Program Launch. Encourage WEBELOS and parents to attend. Scout Troops should contact their feeder Packs and arrange for planning meetings. Scout Troops should also look for an opportunity to lead an event. Registration: We are fully transitioned to online registration to register all participants. The registration cost is expected to be $10.00 each for WEBELOS and WEBELOS Adults; $8.00 each for Scouts & Scout Adults. Registration will be due no later than the Oct 2, 2015. to register at the NCAC office. First Aid. Each Pack/Troop should come prepared to handle their own First Aid. If an injury is more than can be handled with a basic first aid kit, "911" should be called by the Unit Leader and the WEBELOS Weekend Event Chairman should be immediately notified.

Camping: You must provide all of your own camping gear, and be able to carry ALL of it from your parking spot to your designated campsite. Parking is ONLY in the designated parking area. You can expect the distance to be up to 100 yards. Don’t bring more than you need. A wheelbarrow or wagon makes it easier to carry coolers and heavier camping gear. Pack for the weather. Make sure you have the proper warm clothing, rain gear, and sun block. We will have weather every day! Food: Eat before you come on Friday or bring a “bag supper”. Plan 3 good meals for Saturday, but we do recommend that Troops host their Feeder Packs for Saturday night supper. Do a simple breakfast and lunch; something bigger for supper. Plan exciting meals, but something you can let your Scouts do. Sunday, make a nice big breakfast. We’ll try to be packed up and on the way home by NOON. Trash: Everything you bring to camp MUST go home with you. Water: We will **NOT** provide water. You need to bring at least two gallons of water per person in your group. Start saving one-gallon milk jugs and lids; and fill them before you leave home. Encourage your Scouts (and adults) to drink plenty of water every day. Bring enough to drink, cook, and put out your fires. Fires: Campfires must be built OFF THE GROUND (DO NOT DIG HOLES), so that the grass is not damaged. They must be fully attended at all times when burning. Make sure they are put out completely when you are finished. A 50 gallon steel drum cut in half, an old “Webber” grill, or a wheelbarrow pan placed sturdily on concrete blocks and filled with sand works well. Propane stoves or charcoal grills are recommended for cooking. Latrines: A handicap latrine will be available. Males should not use latrines designated for females. Bring extra toilet paper for your unit as an emergency ration. Units may be randomly assigned duty to clean latrines. Cleaning gear will be supplied. Uniform: Wear your Scout uniform, but do not bring special items that you could loose. Dress for the weather! Pack/Troop Flag: Bring it. Show your Spirit. Location: Camp Bennett (see address above).

Scouting for Food Collection – Saturday, November 14

On Saturday, November 7, local Cub Scout packs will distribute bags for Scouting for Food. One week later, they will

pick up the filled bags and bring them to collection points. Troop 264 runs the Olney collection point at the Olney

Safeway. We will need a lot of scouts to transfer food items from the donation bags to the tubs on the Manna food

bank truck, especially between the hours of 11 AM to 1 PM. SSL hours will be given to scout assistants.

Navy Football – Saturday, November 14 Last Day to Order Tickets – October 12

From the Navy Football website:

“The Naval Academy Athletic Association would like to extend an invitation to your troops/packs/dens to join us for

"Scout Day 2015" at Navy-Marine Corps Memorial Stadium in Annapolis, Maryland. This year's event will be held on

Saturday, November 14th at the Navy vs. SMU home football game. Kickoff time will be 3:30PM.

“Last season's event welcomed over 5,000 scouts (boys and girls) and family members to Annapolis, making it one of

the largest football events in recent history. We have provided tours of the United States Naval Academy and weekend

camping opportunities to thousands of scouts and their families. We look forward to providing these opportunities

again this year. We would like your assistance in distributing information about this event to all of your

troops/packs/dens.

“Tickets for this event are on sale NOW! Tickets are for reserved, chair-back seats, regularly priced at $38 each!

Ticket prices are:

Scouts (including siblings 18 and under) -$15 per ticket

Adults (including Troop Leaders)/Family Members - $25 per ticket”

All family members welcome. T264 Scouter Pat O’Lone will be collecting FINAL ticket orders at the October 12

meeting, earlier orders = better seating.

Optionally, scouts and adults can take a tour of the Naval Academy prior to the came, probably starting noonish. It is

likely that Mr. O’Lone’s son, a Naval Academy graduate, will be conducting the tour. This is your chance to have a

look around one of the nation’s oldest and best known military academies. It is worth pointing out that despite the

stiff admissions requirements, T264 has had a good number of scouts attend the Academy over the years, the most

recent being Holland McCabe who is now on assignment in Japan. Any scout considering attending a service

academy should take this tour.

Finally, you can still help out with Scouting for Food in the morning for a couple of hours, then leave to attend the tour

and game.

Primitive Campout – November 20-22

The ever-popular Primitive campout will be held this weekend. You know how this works: each patrol builds a

primitive shelter(s) and the patrol’s scouts camp overnight in them. It is a challenge to build a shelter to keep

everyone warm and dry, and strong enough to last throughout the night without collapsing. Saturday afternoon, scouts

bring out their potato cannons and fire them across the field into the woods. Lastly, there is a patrol cooking contest

with the cooking being done over an open fire, the winning patrol gets a pizza party. All at a site in nearby Ashton,

MD. Expect to arrive that Saturday morning, and leave by mid-Sunday morning. Be sure to get this on your calendar

now!

Wreaths and Ornaments Fundraising

Wreath and White House Ornament sales are about to begin. This is the troop’s big fall/winter fundraiser. It is also

an opportunity for scouts to earn some money in the form of Scout Credits, that can be applied to some of the bigger

outings like summer camp or Philmont. The earlier you begin selling, the more you can make.

This year the troop plans to order a fixed number of each item, and will not procure more once those items are sold

out. This procedure should eliminate unsold stock in the December holiday season.

WREATHS. The price for Holiday

Wreaths is $28. This is a dollar more

than last year due to a price increase.

We will put in the initial order for the troop

by November 1, and can add to that number

if scouts sell more. Delivery will be a few

days before Thanksgiving.

WHITE HOUSE ORNAMENTS: The

troop will sell the White House

Ornaments this year for $23 apiece. This

year the focus is on President Calvin

Coolidge. There is an LED light feature

incorporated into this year’s ornament (no

info on whether the battery is replaceable).

“The 2015 White House Christmas ornament honors the administration of Calvin Coolidge, who served as the thirtieth president of the United States from 1923 to 1929. A depiction of the first National

Christmas tree crafted from shiny brass plated with nickel and 24k gold is illuminated from within and hung with

ornaments representing the events of Coolidge’s unique life and presidency.

“The 14 colorful ornaments represented on the front of the tree are beautifully silhouetted in 24k gold on the back of the design. The windows of the Coolidge White House glow from within with the north and south facades featured on

front and back of the ornament respectively. … “The sweeping banner anchoring the tree reads “White House

Christmas 2015” on the front and “1923 Calvin Coolidge 1929” on the back.”

START LINING UP SALES NOW before the competition. Contact friends, relatives, neighbors, especially those

that purchased wreaths or ornaments last year. More information will be provided from the troop in October, but don’t

let that stop you from lining up orders early.

Lastly, WE NEED TWO ADULTS to coordinate wreath and ornament sales. Drop a note to

[email protected] if you can help in this capacity.

STEM Event at Aberdeen Proving Ground – September 12

Fourteen troop scouts attended the Baltimore Area Council’s STEM (Science,

Technology, Engineering, Mathematics) event on Saturday, September 12 and

all earned a merit badge. This event was held at Aberdeen Proving Ground, an

army base about 20 miles NE of Baltimore off I-95.

This being a scout outing, of course it rained. Fortunately, the heavy rain held

off until just after the closing ceremonies.

Space Exploration

“I am the Signpost of Chemistry!” The sign and stake

for the Chemistry merit badge had been forgotten, so

Atticus made up a sign and served as the rallying point

for the Chemistry merit badge participants.

Northern Tier 2016 – July 1 - 10, 2016 – Spaces available!

This is a good time to talk about the next High Adventure opportunity in 2016.

Two crews of scouts and Venturing crew members will be headed to the Northern Tier High

Adventure base in Ely, Minnesota in 2016. From there, they will cross by canoe into the

adjacent Quetico Provincial Park in Ontario, Canada.

Northern Tier is expecting a record number of crews to attend in 2016. This is a true

wilderness outing: it is you, your crew, and your canoes and gear. No preset itinerary, and

unlike Philmont there may be days when you see no one else at all. You do not need to have

any special expertise with a canoe when you start (although there will be practice outings

beforehand), but you will know how to handle one before the end of the trip. The sun rises

earlier and sets later due to the northerly latitude (around 49° N). And there are FISH for you

fishing enthusiasts.

T264 is cleared to attend with two crews. Figure on the total cost per person being around

$1700, including airfare and ground transportation. Anyone having interest in attending NT,

please contact Mr. Tomlinson ASAP. Crews need to be no more than 50% adults (2 or 3 adults

for a crew of six or seven, 2 to 4 for a crew of 8).

Key Dates:

February 1, 2015 – deposit was paid, $800/crew. The amount due per person will depend on

the number of people that have signed on (max 16, would be $100 per person).

October 1, 2015 - ½ of the remaining balance was paid for Northern Tier.

April 1, 2016 - Remaining balance is due. Travel arrangements will be made about this time, if

not a little earlier.

NOTE: Deposits are NON refundable (unless we can fill your spot -- no guarantees).

Openings still for two scouts or Venturing crew members, plus one adult. Or three scouts. Don't miss this

opportunity, it probably won't be before 2019 or 2020 that T264 takes another paddle at NT ! Must be at least

14, or 13 and finished the eighth grade, by July 1, 2016. T264 “scouts” aged 18 to 21 can also attend this great trip

(they are considered scouts for the High Adventures trips).

Adult Opportunities for the National Jamboree in July 2017 Regular BSA troops and crews do not apply to attend the National Jamboree as a unit. The way this works, is that

Council has 12 "troop" allotments for the 2017 National Jamboree. Each "troop" is made up of scouts from all over the

Council. These are led by a designated Scoutmaster (who might be from anywhere in the Council), and 2 Assistant

SMs and a young adult leader (who would be 18-21 in July 2017). Cost for leaders and scouts alike is

$1250.00 (reduced cost expected for the youth leaders).

The e-mail below is to anyone who might be willing to apply for the position of Scoutmaster, Assistant Scoutmaster, or

Youth Leader for one of these provisional troops.

Alternatively, adults can apply to work at the Jamboree for a half session ($425) or the whole session ($850). See the

info at http://www.summitbsa.org/events/jamboree/volunteers/ . Mr. Tony Laing can provide details as to how this

works, having worked part of the last Jamboree.

NCAC Adult Leader Applications

2017 National Scout Jamboree

The National Capital Area Council is now accepting applications for 2017 National Scout Jamboree Troop and Crew

Leaders. The 2017 Jamboree will held July 19 – 28, 2017 at the Summit Bechtel Family Reserve in West Virginia. NCAC plans

to send 12 Scout Troops and 2 Venturing Crews to the Jamboree. To have a successful Jamboree, the Council requires qualified and committed adult leadership. Troops require three

adult leaders over the age of 21, a Scoutmaster and two Assistants and one adult between the ages of 18-21 to serve as Third

Tell It to Mr. Matyas!

Mr. Gary Matyas is the troop’s Advancement Chair, which is a fancy (and understated) way of saying that he keeps

track of all the rank advancements, merit badges, and other awards that all the scouts earn. Plus completed training

for the adults, that isn’t done online by registered scouters at http://myscouting.scouting.org . This is a big job, as

you can imagine, particularly in the weeks before a Court of Honor.

You can help. Just drop an e-mail to Mr. Matyas at [email protected] for any of the following. Include

the scout’s name, what the e-mail is relating to, and the date(s):

Rank advancements that may not go through the 3 person Board of Review (BOR). Generally, this applies to

Scout rank, most other BORs are administered by Mr. Greenspon.

Service project hours outside the troop, that a scout wants to use to meet a rank advancement or merit badge

requirement. This might include, for example, an event outside of scouting where the hours are not being applied

to some other purpose, whether inside or outside of scouts. Even if you mark the hours in your Scout Handbook,

they aren’t entered into the troop database if you don’t say something. So report them early, before your

Scoutmaster conference. Include a short description of the project(s) along with the date(s) and hours.

Eagle project accounting. At the end of each Eagle project, the scout assembles a table of who worked how many

hours. Please provide a copy to Mr. Matyas so that he can credit project hours to each scout in the list.

Events not in the Signaler. Mr. Matyas uses the Signaler record to establish scouts’ participation record, so he

won’t know of anything not published there. The best solution for that is to put an article in the Signaler, and give

public credit to those who participated.

Your attention to these small matters will improve the function of the troop, and thank you in advance for your

Troop Activity Policy

Please be reminded that it is troop policy (and common courtesy) for a scout or scouter to pay the costs associated

with an event he or she has signed up for but did not attend, without being asked. No-shows increase the costs

to the troop and the participants, require the troop to reserve unneeded space and transport excess equipment,

and results in wasted food and materials. We realize that situations inevitably will occur that prevent a scout

from attending events, and ask that the scout or scouter contact the person organizing the event right away. If

the conflict is raised early enough, adjustments can often be made where food has not yet been purchased or

reservations have not been finalized.

Getting Credit for Troop Activities

It’s important that everyone who participates in Troop 264 campouts, trips, and community service activities

gets credit for their hard work. The Signaler provides the permanent record of everyone who attends these

events. Patrol leaders need to take responsibility for collecting the names of participants in their patrols and

send those lists, preferably by e-mail, to the Signaler staff by the monthly deadline. E-mail lists to

Troop and Crew Drivers’ Info Update Needed

Each Boy Scout troop and Venturing Crew is required to maintain some basic information about the adult drivers

that may be transporting scouts to and from events. This information is kept confidential and is only used to apply

for BSA Tour plans, which are required for all trips outside the NCAC Council area, and for specific kinds of

activities within the Council. So that we can keep our records current, please complete the attached form with

Attention: Board of Review (BOR) Procedures

Board of Review (BOR) Any scout needing a Board of Review should call Mr. Walt Greenspon @ (301) 774-5394

no later than two Sundays (8 days) before the scheduled Board of Review.

Failure to give proper notification will delay your BOR until the next month. Get

your Scoutmaster Conference prior to calling Mr. Greenspon. If your scout is scheduled for

the BOR, he MUST bring an adult with him. That adult is needed to sit on a BOR for another

scout. This way we can accommodate all scouts striving for advancement.

Scout dress code for BOR will include Class “A” shirt, neckerchief, slide, and scout pants (khaki or black pants can be substituted). Merit badge sash is recommended. A scout hat is preferred.

Scout Spirit for Advancement

We all recognize that Scout Spirit is hard to evaluate.

We know Scout Spirit includes being helpful and

cheerful, but it is more than that…it’s giving back. In an

effort to assist Patrol Dads in recognizing Scout Spirit,

the following guidelines are offered.

Our troop believes that prior to each advancement, participation in the following activities

exemplify the essences of Scout Spirit:

• A minimum of 1 nursing home visit

• Participation in at least 1 fundraiser

• At least 4 overnight outings per year

• Good deeds done outside of scouts

advancement, you should be responsible enough to bring your own knot rope and compass for your BOR.
