Council is re-engineering its budget process to give the community a better opportunity to have a say on how money is spent.

All of the suggestions received during the budget bid process, will be assessed and ranked to determine what projects and programs are undertaken in the next financial year.

This is then formulated into a draft budget which is released for public comment and feedback, allowing Council time to make any necessary changes before the final budget is adopted in June 2018.

New Mayor Cr Joe McCracken is excited for a busy year ahead in his newly elected role as Mayor of the Colac Otway Shire Council.

As the youngest person to be elected to the leadership position, coming only 12 months in to a four-year Council term, Cr Joe McCracken said he was honoured to serve as Mayor and looked forward to working closely with Councillors, the organisation and the wider community.

Cr McCracken, 29, was voted at November’s special meeting to lead the Council, with Cr Jason Schram to serve as Deputy Mayor.

“We’ve got a passionate group of Councillors who want to do great things for this community,” he said.

“My work as a teacher puts me in touch with our community’s future leaders and I think I’m in a unique position to bring more of a youth focus to the Mayoral role.”

Cr McCracken said the appointment of a new Chief Executive Officer was one of Council’s most important upcoming tasks.

“Councillors are investing a lot of time and effort into ensuring we get the right candidate for this community and we look forward to finalising this process soon,” he said.

“We are dedicated to increasing our community’s involvement in projects such as our budget preparation, and reviews of our rating strategy and road management review, all of which are currently underway.

“Bushfire recovery at Wye River and Separation Creek will also step up a notch with the installation of a new stormwater system, and work also continues on realising the community’s vision for the future of the Apollo Bay harbour.

“I’ve been thankful for the support I’ve received from the community already in my term. We live in a beautiful part of the world and I am dedicated to ensuring Colac Otway Shire and the people who reside here continue to thrive.”

FIND THE LUCKY STAR kids’ competition

Stars have traditionally been associated with the spirit of Christmas – they decorate our homes, tables, and trees; there is something very special about stars at this time of year.

So, what better way to decorate our shire this Christmas than with a combination of the magical brilliance that is a young child’s creative mind and the symbol of the star?

And so it was – more than 2300 pupils, from every school in the district have turned their tiny hands to bringing the joy of the season to the community by individually making their own Christmas star.

Stars symbolise guidance, they bring tidings of joy, watch over us and cast a peaceful light to lead our way. We wish upon them, are mesmerised by them, thank our lucky ones and should always reach for them. Our children are like stars – messengers of beauty – providing us hope for the future of our world.

The concept for the project came when Council’s elves workshopped ideas responding to community feedback seeking more Christmas decorations across the shire. This is just one of the ideas that have been actioned this year, with more to come in 2018.

“As a community project we couldn’t think of a more beautiful sentiment to acknowledge the season,” an elf said.

“The enthusiasm of the schools, the joy of the children and the blessing of more than 100 local businesses who were prepared to hang the stars in their stores (sight unseen) to make our shire shine this season is a reminder that the spirit of Christmas endures and the celebration need not come in expensive or large decoration, but can be beautiful in its simplicity.

“Also, you can never have enough glitter in your life and it appears we’ve used enough of it to power Santa’s sleigh. With more 2.5 kilometres of wire used to make all the stars, there are probably some frustrated art teachers out there, but we think the results look fabulous.”

Stars can be found in shops and windows of businesses throughout Colac, Apollo Bay, Forrest, Birregurra, Cororooke and Wye River.

The 2015 Christmas Day bushfires are still very much in the hearts and minds of the Colac Otway Shire community.

The small, close-knit coastal community of Wye River and Separation Creek has banded together in collaboration with government and agencies in moving their community forward.

Nearly two years on, much physical progress has been made toward the rebuild of infrastructure and homes. Fourteen replacement houses are under construction, five have been completed along with 47 approved planning permits.

Diane Sisely, President of the Wye, Sep, Kennett Renewal Association (WSKRA) said that property owners were at varying stages in their approach to rebuilding.

RECOVERY“There are issues still to be faced on a daily basis. But on the other hand building is happening, the area has greened up. Over the (Melbourne) Cup weekend the place was full of people enjoying themselves on the beach, in the pub and in the store. As it should be and has always been,” Ms Sisely said.

Ms Sisely said the WSKRA along with its predecessor the Community Resilience Committee, has been and continues to champion the needs and wants of people in the rebuild and renewal of their community.

“We pulled together and agreed what we wanted our community to be and set the direction to do that,” Ms Sisely said.

“We worked with agencies to be the voice of the community to attempt to get a process of rebuilding and renewal that the community wanted. If actions were taken that seriously upset the community, we lobbied the bodies concerned to change them.

“Council has been particularly supportive with all manner of things whether it be in relation to community events, management plans, revegetation or the drainage plan. People have been able to put forward their views and look at plans in detail, to see how the plans might impact their property, they have been able to talk to planners directly.”

Ms Sisely said the community was moving its focus from the recovery process to renewal.

“We’ve developed a Renewal Plan for Wye River and Separation Creek which sets out our values and principles that we’ve agreed as a community. It sets the direction we want to go in.

“It’s about renewal, connecting with one another, re-establishing the flora and fauna and maintaining local businesses.”

Colac Otway Shire is one of the world’s most fire prone landscapes. You may already carry out fire safety works on your property, but only by working together can we ensure the safety of ourselves and those around us.

Reducing the fire hazard on your property is only one part of being prepared for a bushfire. A prepared and practiced bushfire survival plan for your whole family is critical.

The information provided here will assist you to undertake the most appropriate measures to prepare your property for the Fire Danger Period.

The CFA declared a Fire Danger Period in the Colac Otway Shire commencing from 4 December 2017.

centralExcitement is building ahead of the Geelong-Essendon JLT pre-season blockbuster at the Central Reserve next year, and Council is putting a four-quarter effort into making the day a success.

Council hopes that 8000-10,000 people will attend the hit-out on March 11, bringing a festival atmosphere as well as significant economic spin-offs.

Mayor Joe McCracken said the economic benefit to hosting an AFL practice match in a regional area was about $1.5 million.

“When you consider that the off-field facilities redevelopment cost about $3 million and the surface upgrade cost $750,000, we only need to host three practice matches before we’ve achieved return on investment,” Cr McCracken said.

The Colac Tigers have been locked in to manage the bar, and the Colac and District Football Netball League clubs will manage catering.

“This is going to be a great fundraising opportunity for two football and netball groups that made considerable cash and in-kind contributions to the Central Reserve redevelopment project,” Cr McCracken said.

Council has had discussions with the Colac and District Chamber of Commerce about having Colac open for business on March 11 to make the most of the influx of people.

Cr McCracken said regional interest in the JLT match was strong. “Christian’s Bus Company will be running buses from Geelong, Warrnambool and Ararat, and we’re also in discussions with Public Transport Victoria to see if they will schedule extra trains or buses for the game.”

Council welcomes ideas about how the community can get involved in the Geelong-Essendon pre-season match.

JLT Community Series matches bring a host of fundraising opportunities for clubs and community groups including catering, bar, gate and car parking management.

Mayor Joe McCracken said there were also opportunities to add value to the game through events.

“Council is open to suggestions about how our local businesses and community groups can benefit from this event. We’ve had ideas ranging from a farmer’s market in Memorial Square to a retail sale and a match day breakfast.”

With the last of the greenery ready to be planted and the Christmas lights already switched on it’s beginning to look a lot like the CBD Revitalisation Project is nearing completion.

Colac business owner Kerry Hulm said the transformative effects of the project had made the central business district a more attractive place to shop and thanked Council for its dedication to delivering a quality finished product on time.

“Once the project was underway it was completed in a satisfactory time, with all crews working as efficiently as possible. We really appreciated the support our business received from the construction staff, and the up-to-date information we were given on how the project was progressing,” she said.

“As a small business we were extremely thankful for the consideration and dedication of the project team to stick to the works schedule, with minimal impact on us.”

Creative thinking by Council and a revised approach to the project after two tenders came in over budget was necessary to ensure the project was delivered at all.

Council decided to project manage the CBD upgrade and chose to separate out the elements of the works in order to seek quotes on select sections that smaller local businesses could quote on and deliver.

Kerry thanked local tradies at a recent breakfast barbecue held to acknowledge the effort they’ve put in to the project. “The team worked tirelessly to deliver a difficult project on time. We’re happy with the end result, but just as importantly believe the visual improvement to the CBD will be appreciated by our customers, locals and visitors to our region. It’s really made our town centre a pleasant place to stop and spend some time.”

DID YOU KNOW? Plastic bags can’t go in to regular recycling. Putting recyclables in a plastic bag contaminates the recycling process and it all ends up in landfill. What a waste!

THE GOOD Last financial year more than 2185 tonnes of recycling (without plastic bags) was collected in our shire. That’s an environmental win and a win for the ratepayer! Council receives a rebate for recycling of $26.30 per tonne.

THE BAD Unfortunately, last financial year Council collected 5222 tonnes of general waste across the shire. General waste costs Council $145 per tonne to dispose of. That’s not good for anybody, particularly the environment.

THE UGLY Every year Australians consume more than 4 billion supermarket plastic bags. Of these, just three per cent are recycled and the rest end up in our environment or in landfill.

For people on the go, travellers, campers, picnickers or the outdoors type, Council’s new reusable waste and recycling bags are the thing for you!

Made from recycled plastic bottles, the bags can be washed out and reused over and over again. They’re a great way to collect and transport your rubbish, while you’re on the go or out-and-about.

They keep your recycling or general waste contained until you’re ready to dispose of it, which you can do in the appropriate bin or at one of Council’s transfer stations.

Any waste or recycling that you placed in these bags is free to drop off at any of Council’s transfer stations, as often as you like.

The bags can be purchased for $5 from the Visitor Information Centres and Council’s Customer Service Centres in Colac and Apollo Bay.

From Monday 25 until Friday 30 December your general waste collection will be the day after your scheduled collection, e.g. Monday 25 December will be collected on Tuesday 26 December.

Additional weekly recycling collections will run for four weeks from: Tuesday 26 December 2017 until Friday 19 January 2018. Normal fortnightly collections resume from Monday 22 January 2018.

ENSHRININGour pastMore than Colac’s civic and community heart, the Memorial Square is also a significant war memorial.

At its centre is the Shrine of Remembrance, described by the Heritage Council of Victoria as “one of the most impressive and aesthetically outstanding structures in Victoria”.

Inscribed ‘The Shire’s Tribute’ and unveiled in 1924 as a First World War memorial, the shrine and its surrounding structures now recognise local servicemen and women who served our country in many theatres of war.

In recognition of the shrine’s historical, architectural and social significance, Colac Otway Shire Council will carry out $80,000 of restoration work starting early 2018.

Council secured $20,000 from the State Government’s Restoring Community War Memorials grant program and has contributed an additional $60,000 of ratepayer funds towards the project.

The work will include:

• Cleaning the bluestone plinth and steps

• Cleaning the sandstone walls and marble panels on the interior

• Small repairs to the stonework on the interior

• Re-gilding faded gold letters • Re-painting of all the letters that are

currently painted black• Re-pointing the sandstone and marble

panels where required

Fittingly, works are scheduled to be completed by early April 2018.

Colac RSL President Brian Lloyd said the RSL had been working with Council for several years on the planned restoration work.

“It will be absolutely beautiful when it’s restored,” Mr Lloyd said.

“I think it’s very obvious by the numbers of people attending ANZAC Day and Remembrance Day that people do appreciate the shrine and its importance to our community.”

Fishing legends abound with tales of the one that got away. This story however, is about the 153.5 kilogram tuna that well and truly took the bait and as a result, put Apollo Bay on the map with anyone in possession of a boat and a dream.

It started back in 2006 when Apollo Bay’s Daniel Kent surmised that if the tuna were biting in Portland and Port Fairy, surely they could be found in our neck of the woods.

Daniel and his mates set out to test his theory and caught a few small tuna, but it wasn’t enough to entice the angling industry’s heavy hitters to the Bay.

All changed in 2011 when Daniel and his mates Troy Janssens and Dean Candy hauled in a 153.5 kilogram monster tuna that attracted a tidal wave of fishing enthusiasts to Apollo Bay.

“It just snowballed from there. Within the next week there were hundreds of boats in Apollo Bay chasing the big tuna,” Daniel said.

Wayne Diffey from Apollo Bay’s Surf-n-Fish said news of the big ‘barrel’ travelled across the nation like wildfire.

“Dan and his mates caught the big tuna on a Sunday evening and got back to the boat ramp at 8pm at night. I rang one of my tackle suppliers at 9.30am on Monday to place an order and he’d heard about it all the way from Sydney,” Wayne said.

“I know of a Melbourne guy who was fishing in Exmouth. When he heard about the tuna he drove back across the Nullabor and spent several days fishing in Apollo Bay. It paid off, he caught a tuna around 110 kilograms.”

Daniel said the new fish gantry at the Apollo Bay Harbour was the missing link that will take recreational fishing in the area to the next level.

“It will make the Bay more attractive not just to people wanting to catch tuna, but shark and yellow tail kingfish as well,” he said.

Wayne agrees, saying that Apollo Bay has enormous potential because it’s a day trip from Melbourne.

“They can arrive here, fuel up and get something to eat and be on the water by 7am, get back to land by 4pm and still make it home in good time.”

Council, in partnership with the Victorian Fisheries Authority, unveiled a new fish gantry at the Apollo Bay Harbour at the end of November.

The $24,500 gantry was funded by the Victorian Fisheries Authority under the Target One Million program, which aims to grow recreational fishing participation to one million anglers by 2020.

Locally manufactured by Vary Engineering, the new gantry has a hand winch and slewing crane which will allow it to pick fish up directly out of boats.

The gantry can weigh fish up to 500 kilograms.

To ensure public safety, the gantry will be locked and can only be operated by trained permit holders.

Mayor Joe McCracken thanked the Apollo Bay community members who volunteered to be gantry operators.

“There are phone numbers anglers can ring if they want to use the gantry, it’s a great thing that we had plenty of people willing to be trained operators.”
