Wanted: Property Owners to Serve on the 2017 Nominating CommitteeThe CLPOA constitution requires the board to appoint 3-5 property owners to serve on the Nominating Committee

every fall. Please read the referenced section from the constitution below. If you are interested in serving, please email Mike Casimer at [email protected].

Section 3 - Standing CommitteesThe Board of Trustees shall annually appoint the following standing committees:

A. Nominating Committee:The Board of Trustees shall appoint annually prior to October 15, a Nominating Committee consisting of three (3) to (5) members of the Association in good standing, none of whom are serving on the Board at the time of appointment. Said com-mittee shall have the responsibility to conduct the annual election at the time and date set by the Board of Trustees. The duties and restrictions placed upon said committee are as follows:

(1) Nominations - Said committee shall solicit full voting members in good standing to be candidates for the office of Trustee. The committee will receive, check and certify all candidates seeking office by petition. (a) The committee will ensure there will be more than three candidates in total. The committee should try to limit candidates to a maximum of three (3) for each vacancy. (b) No nomination or petition of candidates will be made or accepted later than December 1st of each fiscal year in which an election is conducted.(2) Publicity - Said committee shall be responsible for securing resumes from all candidates prior to December 10th for publication in either a regular or special edition of a newsletter to all voting members prior to the election.

painted on both sides or on a sign that can be moved to whichever side will be facing the beach (this can change, depending on the direction of the wind).

MANAGER’S CORNER

Hello Choctaw Residents,

The Big Dredge is well under way. The dredging operation will remove an estimated 40,000 cubic yards of sediment from the Lake floor. The average depth of sediment removed will be 2.5 feet. The first two weeks of August consisted of prep work for the actual dredging operation. Setup included excavation of the sediment holding area, craning in equipment into the lake, and set up of cables and safety structures.

Actual dredging began on August 15th at the Southwest end of the Lake. Crews are estimated to complete the project in 45 working days. I have been very impressed with the professionalism and confidence the dredging team has. The sludge on the bottom of our Lake is no match to the dredging cutting unit and piping system. The picture illustrates material that is being removed from the Lake during this process.

Dredging Safety Notice:

PLEASE CAREFULLY READ THE FOLLOW STATEMENTS. IT IS IMPORTANT THAT YOU SHARE WITH YOUR FAMILY AND GUESTS THAT MAY BE BOATING.

Like all operations, safety is the highest priority. Heartland will be taking several measures to protect their work zone. Their work zone will be bordered by safety buoys positioned 75 feet apart. The buoys will be red circular objects and will have DANGER NO BOATING on them. The buoys will be connected by a cable. They will also be putting beacons on these buoys so that the border is visible during the dark. PLEASE SHARE THIS WITH ALL BOATING FAMILY MEMBERS AND FRIENDS. PLEASE STAY 75 FEET AWAY FROM THE WORK ZONE. The cables used will cause damage to your boat/jet ski. Most importantly, we need to avoid injury to ALL family members, guest, and Heartland employees.

Madison Cty Sewer Board District #2Substantive Motions Approved in this Meeting –

Bob Dana made a motion to create an article outlining the responsibili-ties of homeowners to maintain their utility access and send specific letters to properties that are known to have these issues. Brian Welch seconded the motion. Motion passed unani-mously.

Madison County Sewer District #2 held their regular quarterly meeting on Tuesday, May 2 at 7:00 p.m. in the Conference Room of the Choctaw Lodge.

Members present: John Mitchell, Brian Welch, Dick Hanna, Bob Dana and Jim Moran.

Excused: none

Others present: Tom Taylor, Rob Slane & Nathan Peters from the Sanitary Sewer District, Brian Welch, Barb Niemeyer, Joan Greico, Dave Lohrer, Brian Stewart, Bob O’Conner, Scott and Jane Kutzley, Randy Stoll from IBI Group and Craig Smith recording secretary.

John Mitchell called the meeting to order at 7:00 p.m.

Madison County Administrator Rob Slane reported that the County has an area at 70 & 42 where they have drilled three water wells. They also have land for a water treatment plant and a water tower. IBI is their engineering firm for the water plant design. The Ohio department of corrections has contacted the County saying they want out of the water and sewer business for all of their prisons in Ohio. The plan for the service area is go up 56, down 40 to pick up La-

fayette and Summerford, then to 42 and up to 29. They are also looking at connecting to London as a contin-gency plan. They are also looking at a spur to Choctaw to provide water through a master meter. The reason for a master meter would be that Choctaw could maintain their billing and rates. The project will continue with or without collaboration from Choctaw. They are looking at a 15-year lease with the state and then have it conveyed to the County.

Barb Niemeyer asked about how the lawsuit regarding the sale of the prison farm will affect the project. Rob responded that they have not indicated to us that it will affect it in the least bit. He said the County is seeking an “iron-clad” agreement for ownership of the property following the lease.

Scott Kutzley asked about the time-frame for providing water. Rob said they are looking at mid-2018 for 70 and 42. If all goes well with the

prison, the project deadline will be moved ahead. Randy stated that the capacity is rated at 1.5 million gallons per day.

Vince Cyran asked about the status of the current plant at the prison. Randy Stoll stated that the plant was built in 1977. His firm has reviewed reports from other engineering firms and the EPA. It does need some work and the state has some projects in the works to update the filters and clarifiers.

Scott asked about how a master meter would work in terms of a long-term contract with a fixed rate. Rob responded that it would be similar to how Columbus charges Dublin, Gahanna and other areas.

Doug Orange asked whether the current plant would be “moth-balled” and the distribution system would be the responsibility of Choctaw. Rob responded yes, but it would be open to negotiations.

Dave Lohrer asked about the size of plant being built at 70 and 42 (with-out supplying the prison). Randy said that the initial flowrate would be 200k gallons per day.

Doug asked what the cost or benefit would be to Choctaw. Randy esti-mates up to 1M to run a supply line to Choctaw. One of the large costs would be the bore under I-70 and the specification requirements.

Rob is looking to gauge Choctaw’s interest in this project and whether he should proceed with having the engineering firm generate cost esti-mates. Rob proposed having some firm numbers in the next few weeks.

Dave expressed concern about the Choctaw distribution system, which is 50 years old. Randy stated there would still be some operation main-tenance costs with the distribution system.

Scott stated that Choctaw currently

has control over the water system and it would be a concern if we lost control to the County. Rob said that the master meter would be the best route because Choctaw would still have control past that point.

Rob stated that there will be a steady revenue stream from the prisons, BCI and residents.

Vince asked whether this is a “one-way street” or can in the future we get out. Rob responded that it would depend on the contract.

Dave asked about sewer service to Summerford. Randy responded that there are two options, one would be London and the other would be District #2. District #2 would involve going across I-70.

Tom Taylor expressed concern about a water softening backwashing stream to the sewer plant. An RO unit would create about a 20% higher waste stream.

Doug expressed concern about future rate increases that would be out of our control. Rob responded that it would depend on the long-term agreement.

Dave expressed concern about the state’s 40- year old plant, even with earmarked funds. Choctaw is look-ing at replacing the plant compared to depending on a plant that has issues. Rob responded that is why they have IBI looking at the plant and what needs to be fixed.

It was agreed that the County will present some information on the bulk rate and rate structure.

There was a discussion on water flow for fire hydrants and whether the County could provide a sufficient amount.

John Mitchell asked for any addi-tions or corrections to the February meeting minutes. Jim Moran made a motion to accept the minutes. Dick

Hanna seconded the motion. The minutes were approved.

The Board reviewed the financials and delinquent accounts.

Tom Taylor distributed photos of grinder pumps with no or limited access. He said plantings and fences are the worst problems. He has draft-ed a recommendation to address this issue. There was discussion on how these issues came about. Rob Slane stated that he will not send an employee into a situation where he could hurt his back and have a worker’s comp issue. Tom is rec-ommending that we be proactive in notifying owners with access issues so that steps can be taken prior to a pump failure. Rob is looking to the Board for direction on establishing a policy. There was discussion on having a licensed contractor install a new replacement pump (provided by the Sewer District) in cases where there is no access. Bob Dana made a motion to create an article outlining

Tom updated the Board on two of the capital projects. The road is ready to be paved. The plant filters have new media and electronic controls. We have purchased 120 new grinder pumps from Branes, 114 have been installed. There has been a 7% failure rate on the Barnes pumps due to a pressure switch, which are $525 each. These are covered under warranty. He is concerned about long-term problems. E-One has a new design pump and he will take a look at it. Tree roots getting into basins contin-ue to be an expensive problem.

The meeting adjourned at 9:13 pm. The next meeting is set for Tuesday, August 1, 2017 at 7:00 pm.

Microchip Clinic ProtectsNeighborhood Pets

Twenty-seven dogs and cats around the lake are now better protected from getting lost or finding their way to the pound thanks to a microchip. On August 5, 2017, the Fundraising & Volunteers Committee, in conjunction with Dr. JJ Coate of Sunnyside Veterinary Clinic, hosted a microchip clinic at the lodge. Dr. Coate implanted the microchip – about the size of a piece of rice – into the back of each pet’s neck. The chip contains contact information for the pet’s owner, such as the owner’s name, address, and phone number. This information can be accessed using a universal microchip reader. The microchip reader is a handheld wand that is waved over the area where the microchip was implanted. The Choctaw Lake deputies, vet clinics, and most dog wardens have a microchip reader that they can use to reunite a lost pet with its owner.

The Fundraising & Volunteers Committee purchased the microchip reader for the Choctaw Lake deputies this summer after learning that many loose pets that are picked up around the lake are taken to the local animal shelter. This may un-necessarily cause pets and owners stress and anxiety, and the committee hopes that the deputies will be able to get loose pets home more easily now that they are armed with the microchip reader.

Pet owners whose pets are not microchipped should strongly consider visiting their local vet to get their pet chipped. The procedure is fast, inexpensive, and relatively painless. The peace of mind, however, is priceless.

Thank you, Dr. Coate for providing this service. Also, a special thank you to Beth Sells for lending her cat handling skills to the clinic. Approximately one dozen cats were microchipped, and no one got scratched!

Choctaw Lake Yards of the MonthThe Choctaw Lake Garden Club girls were out and about again and had no trouble finding two notable yards for the August recognitions, one on each side of the lake. On the east side of the lake, it is apparent that Greg and Vickie O’Brien take great pride in their home located at 2185 Sequoya. A white picket fence serves as a backdrop for colorful rows of Black-eyed Susans and Knock Out Roses. A gorgeous lavender Rose of Sharon tree stands in the yard several feet in front of the flowers, bringing additional color and interest to the area. The O’Briens keep the Rose of Sharon pruned and shaped which gives it a gorgeous tree like appearance. The bright red, yel-low and lavender colors blend beautifully. The yard is neatly mowed and the mulch beds are neat as can be. Several plant-ers of annuals are spread throughout the yard for added color. It is easy to tell the O’Briens spend a lot of time in the yard based on the children’s toys in the pool and the large grassy areas. They have planned for lots of room for grandkids, niec-

es and nephews and well planned flower beds.

The yard selected on the west side belongs to Butch and Cheryl Ellis and is located at 2286 Pawnee. Cheryl loves plants and has an impressive variety of them. The Ellis’s do all the planting and work themselves and make their yard look lovely. The front features a variety of plantings including box-wood, hostas, planters of coleus, planters of geraniums, and a hydrangea tree to name several. To add interest to the front, they have added a unique birdhouse and a planter wall hang-ing, as well as one or two other yard ornaments. The back yard is a delightful surprise filled with variety and color. Mrs. Ellis readily named each plant when asked and had information about their origins. We saw huge coleus in bright purples and greens, bold red hibiscus, a peachy- orange rose, bluish-pur-ple clematis, burgundy coreopsis, and much more. The back-yard is bordered by neat flower beds established with creativ-ity and a sense of style that makes one smile. Choctaw Lake has many homes where the owners choose to create beautiful yards that reflect their taste as well as pride in their homes. We happily accept suggestions from homeowners if they would like to refer someone for the Yard of the Month honor. We will be back next year to recognize more beautiful Choctaw Lake yards in June, July and August, 2018!

It is that time of year when we are all trying to get are boats cleaned and ready for winter. It seems like a rite of pas-sage for winter to arrive, but a time to get our boats ready for storage. Did you know, soaps and detergents might add nutrients that promote algae blooms? They also destroy the external mucus layers that protect the fish from bacteria

and parasites; plus, they can cause severe damage to the gills. So, before you grab your old standby cleaner please consider the following;
