1- Brief overview of the First International Conference:
On the initiative of Prof. MERAHI Bouziani, Former Director of the University Center and Honorary
President of the First Conference, and Research Professor in Monetary and Financial Economics,
Dr. BENALLAL Belkacem President of the Conference and all the teachers of the Institute of Economic
and Commercial Sciences and Management Sciences, and under the patronage of Mr. Wali of El Bayadh
Wilaya, the Nour Bachir University Center of El Bayadh organized in early May 2016 the First International
Conference entitled: « Financial Liberalization, Economic Growth and Financial Crises in MENA Countries
(Middle East and North Africa Region) ». This First Two-day Conference (03 and 04 May), allowed
University Teachers, Researchers and PhD Students from 35 Algerian Universities and 02 Arab countries.
(Egypt-Morocco) as well as a large number of National Business Leaders to reflect together on a major
current issue: On 145 communication intentions in Arabic, French and English from 08 countries and 45
national and international Universities , the University Center finally selected 46 that were presented during
these two days.
The Researchers, PhD Students, Institutional and Executive Professors, who participated in the plenary
sessions and reflection workshops, tried to identify the key issue of this First Conference and to find
answers to the financial liberalization mechanisms:
- Criteria for measuring different aspects of internal and external financial liberalization in MENA
countries;
- The conditions for the success of the objectives of liberalization and financial integration in the countries
of this region and the strategies adopted to strengthen financial development;
- Macroeconomic stability and the soundness of the institutional framework of these same countries without
the emergence and outbreak of financial crises
The different MENA countries are forced to liberalize their financial systems to face the challenges of
financial globalization. In organizing this First Conference our intention was to give ourselves a time of
reflection in order to consider and propose possible solutions and the conditions of success of the
application of the financial liberalization policy in MENA countries avoiding these countries the emergence
and outbreak of financial crises that may be generated by this policy.
And in order to extend this vision, The University Center Nour Bachir of El Bayadh is organizing in 2018 a
Second international conference on: « Economic recovery in the MENA region, a factor of sustainable
development ».

2- Second International Conference:
In the aftermath of the global financial crisis in 2008 and social protest movements, MENA governments
are struggling to find solutions to boost economic growth in order to achieve long-term sustainable
development. For the past nine years, the Middle East and North Africa have been plagued by profound
economic, financial and political instability, which, in addition to the scale of the human suffering to which
it gives rise, represents an economic cost that risks weighing heavily on long-term prospects for the region.
According to a study published on 22 July 20151 by the European Bank for Reconstruction and
Development (EBRD), political instability, corruption and competition practices in the informal sector are
the three major difficulties facing countries in the MENA region, including Jordan, Egypt, Tunisia and
Morocco. These countries consider that competition from the informal sector is one of the three main
obstacles to economic activity where the informal sector has developed in the wake of bureaucratic systems
complexity and through opaque regulation and insufficient legal guarantees. Even business leaders in these
countries also cite the lack of training of the workforce as one of the top three problems they face on the one
hand.
On the other hand, the report of Lili Mottaghi and Shanta Devarajan (2014)2 entitled « Harnessing the
Global Recovery: A Tough Road Ahead » published on le April 01, 2014 by the World Bank, presented the
challenges faced by MENA countries and the opportunities available to them. The authors of this report
focused in particular that it is important to continue the reforms initiated and to sound the alarm bell: Even
though the region is experiencing a slight recovery in sustained growth in this case by the revival of the
world economy and the decline of political tensions in some of the transition countries, the chances of a full
economic recovery remain low, especially if reforms remain at a standstill. In almost all MENA countries,
the labor market is segmented, with a clear distinction being made between protected and unprotected jobs.
Heavy regulations penalize small and new businesses and foreign direct investment from the region, while
the labor market is skewed towards public sector jobs.
In 2014, the World Bank Group's regional economic performance forecast an acceleration of growth in the
Middle East and North Africa from an average of 2.6% in 2013 to 4.6% in 2015, while The MENA
countries reported relatively weak or even negative after the fall in oil prices in the last two years, especially
for oil-exporting countries. According to this report, economic diversification is slow because the region
lacks investment in "intangible" capital, namely, education, innovation and strong institutions that stimulate
competition.
From the 1980s in the emerging and developing regions of Asia, America, Africa and the Middle East, the
economic liberalization processes took place depending on the rhythm, peculiarities and specificities
specific to each Region which differ according to their immediate needs and priorities of the moment: Some
opted for the opening of capital (the case of some Asian countries), others for the banking sector and
financial markets. The MENA countries, for their part, have, for the most part, liberalized their internal
financial sectors first and foremost. This process of deregulation of the domestic financial sector causing a
sudden break with the old established rules has produced some immediate effects that have further
weakened a large part of the MENA countries. To alleviate this situation, a redeployment of productive

resources was immediately initiated, giving the industrialized countries the opportunity to relocate their
businesses and to settle in the countries of this region. This new dynamic, in addition to the expected effects,
has created new risks for the countries of the Region and their companies (economic, environmental, social
and sometimes institutional risks), thus generating serious societal crises contributing to a process of
democratization of the system.
In this context of changing the institutional framework, the mode of governance of states and companies
constrained by the underlying effects of globalization to develop in a highly competitive environment,
political and economic decision makers as well as managers and researchers have other choices than to
think about the mobilization of efficient economic factors in order to create an economic environment
conducive to boosting growth with the establishment of more equitable competitive conditions for all
companies.
3- Conference topics:
The themes of the conference are economic, financial and managerial. We propose to researchers to take
part in this Conference to examine the following five main topics:
- Topic 1: Economic growth, sustainable development and economic and financial globalization in
MENA countries: Accuracy of the financial and economic concepts used to measure economic growth
and sustainable development in MENA countries, economic globalization and trade openness, financial
globalization, liberalization and financial integration, international financial markets and the mobility
of foreign direct investment; exchange and free exchange;
- Topic 2: Globalization and internationalization of companies in MENA countries: Off-shoring and
co-localization of service or production activities of companies to low-wage countries (Off-shoring),
alliance and cooperation strategies between companies, the global management of corporate risks,
management and measuring the overall performance of enterprises, local and territorial and international
marketing, leading businesses and local economic development, innovation and competitiveness of
enterprises, human and intangible capital factors of emergence and economic development, sustainable
development and corporate social responsibility.
- Topic 3: Evaluation of the current economic, financial and managerial situation in the countries of
the MENA region: Evaluation and discussion of the real economic, financial and managerial situation
in the countries of the MENA region;
- Topic 4: Pioneering experiences of economic recovery and sustainable development in developed
and emerging countries: Evaluate and discuss experiences of economic recovery and sustainable
development in developed and emerging countries and draw recommendations for countries in the
MENA region in a framework of debate.
- Topic 5: Entrepreneurial experiences at the level of El Bayadh Business Incubator: In this line we
will focus on the achievements of the business incubator of El Bayadh in support of start-ups and project
leaders through oral and posted communications. On the other hand we will discuss probable solutions
to overcome the difficulties and managerial challenges through the experts in the field.

9- Conditions of Participation:
- Participation in the Seminar is open to university professors, researchers, PhD students and interested
professionals;
- Communications in foreign languages (in French and English) must be written in A4, Times New
Roman, font 12, 2.5 cm margins, 1.115 interlineations justified. Those written in Arabic must be written
in Simplified Arabic, font 14 in accordance with the rest of the previous standards;
- Papers should not exceed 20 pages, including the bibliographic list, tables and appendices. Bibliographic
references are developed in the form of a numerical list at the end of the article;
- The first page of the final article should contain the title of the paper, the names of the communicating
author and co-authors and their affiliations, a summary in a language other than the writing language,
three to five key words and the JEL classification;
- The papers should not be presented in another scientific event or publication;
- The authors are required to accompany their communication with a personal and scientific CV of one
page and the participation form duly filled;
- Priority is given to individual papers and to quantitative and empirical papers;
- The communications express the opinions of their authors and in no way commit neither the Nour
Bachir El Bayadh University Center, nor the symposium and the partner institutions and collaborators
of the Seminar.
10- Important Dates:
- 01st February 2018: Deadline for sending final texts of papers in final version according to the
instructions requested of the authors;
- 28th February 2018: Final decision of the scientific committee and responses to the authors of the
definitive final texts of papers;
- 05th March 2018: Confirmation of participation in the conference and sending invitations.

11- Publication of communications:
The best papers will be published in a special issue of the NOUR Journal of Economic Studies (ISSN:
2477-9814) of the NOUR Bachir El Bayadh University Center, represented by its Director
Dr. MESSAHEL Abderrahmane and its Editorial Chairman Mrs. BOURANE Soumia.
12- Participation fees and Support conditions
- Registration fees are set at 6000 AD (3000 AD for not salaried PhD students).
- The accommodation and catering costs are provided by the organization organizing the conference
during the two days of the scientific event. In case of co-participation, the institution supports one participant
per selected communication;
- Additional details of the terms of care will be provided to the accepted participants and special guests at a later
date.
