approved by the Municipal Council, it is envisaged to
obtain its political support from the very beginning.
• The technical work could (should?) start even before the
signing of the Covenant.

Mayors – Council’s decision
10 Steps & Hints
I 9
• Check out the CoM website for details on the procedure
and the related events
2. Adaptation of Municipal structures
• A clear management structure is necessary. Responsibilities
should be clear and should involve both the political as well
as the technical side.
• The management structure should include people and
10 Steps & Hints
I 10
• The management structure should include people and
responsibilities from different sectors and departments:
energy and environmental departments, public works office,
budget office, Local Agenda 21 office, PR office, etc.
• Where necessary, technical staff training should be taken
under consideration, as well as the cooperation with
external experts (consultant, energy agency, university, etc.)
3. Involvement of Stakeholders
• Information of stakeholders and of the citizenship should
last throughout the SEAP development process.
Launching and closing events should be organised.

Launching and closing events should be organised.
• Local stakeholders should also be involved in the decision-
making processes through workshops, forums, etc.
• More details in following presentations……..
4. Development of a Baseline Emissions Inventory
• This step represents the assessment of the current
situation in the Municipal territory with reference to CO2
and other GHGs emissions.

and other GHGs emissions.
• This activity should also involve stakeholders, at least with
an information purpose.
• Please, check out the CoM guidelines + the Covenant
CapaCITY specific training module…
5. Development of an overall strategy and a vision towards
2020 and beyond
• This political long-term commitment requires cooperation
with the technical staff in order to understand better the

with the technical staff in order to understand better the
current starting point.
• It is important to remember that a SEAP is an action
planning tool and its main goal is to reduce emissions.
• This phase should also benefit from the participation of
local stakeholders.
6a. Development of the action plan
• Coherently with the overall strategy, vision and agreed
objectives and targets, the LG, in cooperation with the local
stakeholders develops a list of actions aimed at the
reduction of CO2 emissions.

reduction of CO2 emissions.
• The actions should cover a number of sectors and should
involve both the public as well as the private sector.
• Stakeholders should actively participate in the process and
take responsibility for part of the foreseen actions.
• Please, check out the CoM guidelines + the Covenant
CapaCITY specific training modules…
6b. Resource planning
• Each action should include an estimation of human and
financial resources necessary to reach the expected
results.

results.
• Part of the planning should be done by the Local
Government
• Local stakeholders should be encouraged to take financial
responsibility for the actions promoted by themselves.
6c. Finalisation of the SEAP document in national language
• Google ‘Energy for Mayors Toolbox’ to find inspiration
with already finalised SEAPs… or wait for next
presentations

presentations
7. SEAP political approval by the Municipal Council (or
equivalent body)
8. SEAP submission to the Covenant of Mayors
• The SEAP can be submitted to the CoM office in national
language via the CoM web site.
10 Steps & Hints
I 17
• An online SEAP template (including the results of the
Baseline Emissions Inventory and a summary of the key
elements) should also be filled in English
• The Joint Research Centre of the Europea Commission in
Ispra (Italy) analyses the SEAP and provides feedback
9. SEAP implementation
• A good SEAP implementation is the result of good financial
planning and correct human resources allocation.
10 Steps & Hints
I 18
planning and correct human resources allocation.
• Technical implementation should be integrated by internal
and external communication (stakeholders and the
citizenship should be kept informed) and monitoring of
progress and of energy/CO2 savings.
10. Monitoring and reporting
• Technical staff should keep constantly updated the results
of the implementation of the SEAP.
10 Steps & Hints
I 19
• The Covenant of Mayors requires a monitoring report every
second year after the submission of the SEAP.
• CoM monitoring template and guidelines to be published in
2013...
10. Monitoring and reporting
• If not yet in place, improving regular activities in the
Municipality/Departments (ie. better registration and filing
of building applications / energy bills, etc.; better

of building applications / energy bills, etc.; better
monitoring of administrative activities) will make
monitoring actions much easier.
• Reaching a 20% emissions reduction means obtaining an
average of almost 3% of reduction every year!

DO’s and DON’Ts – Politician…
Do it for your community in a long-term perspective
I 22
Don't just think you will get EU money after you have submitted
your LG's SEAP to the Covenant of Mayors
DO’s and DON’Ts – Politician…
Sign the Covenant of Mayors only when you are ready to start
working
I 23
Don't think 12 months is a long time to develop a SEAP
DO’s and DON’Ts – Politician…
Involve your colleagues-administrators from other sectors and
departments / make sure that administrators from the
Environmental-Energy-Public Works-Budget departments are
informed and involved
Do it from the very beginning
I 24
Do it from the very beginning
Don't make your LG's SEAP the work of just one department
DO’s and DON’Ts – Politician…
Evaluate the opportunity to involve external expertise
(consultants, university, energy agency, supporting structures,
etc.)
I 25
Don't underestimate the workload necessary to develop a SEAP
DO’s and DON’Ts – Politician…
Be skeptical about the possibility to reach a 20% GHG
emissions reduction
I 26
Don't think it's impossible to reach the 20-20 targets in your
Municipality
DO’s and DON’Ts – Politician…
Involve your community and stakeholders in the planning
phase of your LG's SEAP
I 27
Don't focus only on what your Municipality can do with its own
resources
DO’s and DON’Ts – Politician…
Cash the visibility opportunity, you deserve it
I 28
Don't make the SEAP just a visibility tool
DO’s and DON’Ts – Politician…
Look for EU funding opportunities while developing your SEAP
I 29
Don't think it will be easy to apply for EU funding opportunities
DO’s and DON’Ts – Politician…
Spend time on financial planning. A successful implementation
and monitoring phase depends on a sound financial basis
I 30
Use the opportunity to implement policy changes that are
mandatory anyway
DO’s and DON’Ts – Politician…
Use the opportunity to improve regular activities in your
Municipality/Departments (ie. Improve registration and filing of
building applications / energy bills, etc.; improve monitoring of
administrative activities)
This will improve your everyday activities and will make
I 31
This will improve your everyday activities and will make
monitoring activities easier
Don't make your LG's SEAP a one-time activity just because it's
mandatory to join the CoM
DO’s and DON’Ts – Politician…
Motivate your technicians, administrators/planners. They are
planning their future work as well
I 32
Don’t …… ????
DO’s and DON’Ts – Technician…
Remember that the development of a SEAP is just the
beginning of your work
I 33
Don't underestimate the influence of the quality of a SEAP on
the quality of your future work
DO’s and DON’Ts – Technician…
Make sure to have the political approval of your decision-
makers from the very beginning and till the approval phase
I 34
Don’t act on your own, you will go nowhere
DO’s and DON’Ts – Technician…
Be prepared to work with an external consultant (private one,
energy agency, university, .....)
I 35
Don’t rely only on your consultants.
They don’t know your Municipality as well as you do
DO’s and DON’Ts – Technician…
Keep in mind other technical initiatives and look for maximum
integration.
Use the SEAP to bring them all together
I 36
Don't forget to include in the SEAP all on going and ready-to-
start activities that have already been planned
DO’s and DON’Ts – Technician…
Start planning monitoring activities from the very beginning
I 37
Keep in mind EU funding opportunities while planning your
SEAP. Ask your colleagues from the EU department/your
consultants/your Supporting Structure
DO’s and DON’Ts – Technician…
Use the opportunity to propose policy/technical changes that
are mandatory anyway
I 38
Don't underestimate the opportunity you have to qualify your
work
DO’s and DON’Ts – Technician…
Use the opportunity to improve your regular activities (ie.
Improve registration and filing of building applications / energy
bills, etc.; improve monitoring of administrative activities
I 39
Don't think your LG's SEAP as a one-time, useless effort to be
done just because your decision-makers want to join the CoM
DO’s and DON’Ts – Technician…
Use the visibility and political leverage of your administrators
to get what you need
I 40
Don’t forget that a SEAP is a PROCESS …
