1a. Decision to develop a SEAP and signing of the Covenant of

Mayors – Council’s decision

• This is a political decision. Since the SEAP will need to be

approved by the Municipal Council, it is envisaged to

approved by the Municipal Council, it is envisaged to

obtain its political support from the very beginning.

• The technical work could (should?) start even before the

signing of the Covenant.

• A clear management structure is necessary. Responsibilities

should be clear and should involve both the political as well

as the technical side.

energy and environmental departments, public works office,

budget office, Local Agenda 21 office, PR office, etc.

• Where necessary, technical staff training should be taken

under consideration, as well as the cooperation with

external experts (consultant, energy agency, university, etc.)

3. Involvement of Stakeholders

• Information of stakeholders and of the citizenship should

last throughout the SEAP development process.

4. Development of a Baseline Emissions Inventory

• This step represents the assessment of the current

situation in the Municipal territory with reference to CO2

and other GHGs emissions.

5. Development of an overall strategy and a vision towards

2020 and beyond

• This political long-term commitment requires cooperation

• It is important to remember that a SEAP is an action

planning tool and its main goal is to reduce emissions.

• This phase should also benefit from the participation of

local stakeholders.

• Coherently with the overall strategy, vision and agreed

objectives and targets, the LG, in cooperation with the local

stakeholders develops a list of actions aimed at the

reduction of CO2 emissions.

7. SEAP political approval by the Municipal Council (or

language via the CoM web site.

Baseline Emissions Inventory and a summary of the key

elements) should also be filled in English

• The Joint Research Centre of the Europea Commission in

Ispra (Italy) analyses the SEAP and provides feedback

planning and correct human resources allocation.
